Basic Research on Evaluation of Defect Repair Period of Finishing Works in Apartment Houses according to Performance Data (실적자료에 의한 공동주택 마감공사의 하자보수기간의 적절성 평가 기초연구)

  • Cases of lawsuit and conflict are increasing because of defects in apartments in use after the completion of construction. Further, with changes in the consciousness of residents and in the social environment, many residents are showing interest in defect-related lawsuits. However, the term of warranty liability defined in the current law is not practically appropriate, and the verification of the determination of the term of warranty liability is insufficient. Against this background, this research aims to evaluate the appropriateness of defect repair periods by examining the actual defect condition of the finishing work among the various defects related to apartments. Collected performance data are analyzed by statistical techniques by considering the defect occurrence rate per construction type and the construction year of the finishing work in apartment construction. The analysis results will be used as basic data for evaluating the appropriateness of the standards for the term finishing works warranty liability.

Rapid Education and Training Methodology for North Korean Construction Workers through a Survey (설문조사를 통한 북한 건설노동자의 급속 양성 교육·훈련 방안)

  • North Korea's demand for infrastructure construction and maintenance is growing rapidly. On the other hand, the number of skilled workers is insufficient. Therefore, through a survey of North Korean defectors, this study analyzed the status of construction technology and the difficulties of construction workers. In addition, an attempt was made to derive an appropriate education and training program process and operation plan. As a result of the survey, the reason for the low technical level of construction workers was the lack of skills, lack of motivation to work, and the lack of training and management systems. The appropriate education and training period was 56% of the total response within one year and 36% within six months. Based on the results of this survey, the period of education and training for the rapid training of construction technical personnel in North Korea was adopted as one year. Moreover, compared to the NCS standard in South Korea, appropriate training hours were suggested, excluding training courses, such as planning and design, construction management that require specialized knowledge. Finally, the curriculum corresponding to the education and training courses and the standards for facility names and required areas for facility operation were suggested.

  • Warranty contracting for pavements construction has been widely used in Europeans countries, Japan, and the U.S. and the benefits of warranty contract has been proven. This research investigated the European, U.S., and Japanese warranty contract policies and compared pros and cons. The most appropriate warranty contract policy solution is developed to fit in the Korean construction industry culture. Three main conclusions have been developed in this study: (1) performance specifications should be developed; (2) the systematic method is required to estimate the appropriate costs of performance bond and warranty period, etc.; and (3) short and long term plans for adopting performance warranty contract in Korea are suggested.

Investigation of the effects on earthquake behavior and rough construction costs of the slab type in reinforced concrete buildings

  • In the architectural design process, the selection and configuration of the structural system significantly affect the earthquake behaviours of the reinforced concrete buildings. The main purpose of this study, the effects on the earthquake performances and the rough construction cost of the buildings of the slab type in reinforced concrete buildings are to examine comparatively for different local soil classes. The results obtained from this study have been determined that the building model having slabs with beams is safer compared to other types of slabs, especially when considering the vertical bearing structural elements (columns). It also shows that other types of slab, except for slab with beams, reduce the earthquake performances of reinforced concrete buildings, increase the displacement values, 1st natural vibration period values and the cost of rough construction. This matter reveals that slab type is quite important and the preference of beamed slabs in reinforced concrete buildings to be constructed in earthquake zones would be more appropriate in terms of safety and cost.

  • Construction projects, including housing, are carried out over long periods of time. According to changes to the construction period, the cost of input materials and wages also changes. Therefore appropriate management is important in order to minimize cost risks caused by fluctuations in prices. In Korea, housing units are usually sold in lots prior to construction completion. Therefore, careful management of input elements such as materials and equipment that are sensitive to price fluctuations is very important. This study deals with how the price fluctuation of materials, labor, and equipment influences the change of housing cost and seeks a way for cost management through identifying key resources sensitive to price fluctuation. As a result, a change to the housing cost index multiplies depending on cost changes of materials and labor together. Labor costs are a major factor on the housing cost index. In addition, certain types of materials and labor input to housing construction greatly influence price fluctuations. Thus, it is found that managing those main cost factors is the key for effective cost management.

Customized Safety Information Delivery System for Unskilled Construction Worker Training

  • Accidents at construction sites in Korea account for more than half of all industrial accidents. To solve this problem, a policy to strengthen safety education was implemented to ensure the safety of workers. However, it was analyzed that there is a high possibility of accidents because workers did not receive proper safety information for each risk factor due to general lecture-style education. In addition, statistics show that the accident status of workers with fewer years of period is high, indicating that a customized information delivery method needs to be proposed for unskilled workers with fewer years of period. Research on the importance of education has been conducted, but no information delivery method has been identified. For unskilled workers to effectively receive safety information, appropriate delivery formats (text, photos, illustrations, 4D-BIM, 360-based panorama, video, animation) were analyzed, and a new method of education was proposed. If customized safety information is provided according to this proposal, effective information delivery to unskilled workers will be possible, and it is expected to be verified in various ways.

  • In recent years, prices have risen sharply, and housing has become an object of investment. Accordingly, the expansion of the supply of public rental housing with publicity and the conversion of pre-sale are emerging as an alternative to stabilize the housing market. However, the method of calculating the pre-sale price applied for each rental period has a problem that there is a large difference from the construction cost at the time of construction As an improvement measure, there is a method of applying a conversion price for 5-year public rental housing and the price control. Each has its strengths and weaknesses, and we apply the most appropriate improvement measures in consideration of present and future values.

  • Recently, the economic trend of internal enterprises toward the world market appears to exceedingly associate with industrial plants. Such circumstance would limit the diversity of project items and cause various issues of extreme disproportion of overseas construction market at the same time. Consequently, it seems essential to inspect the present state of bookings in the civil engineering and construction fields including the service corps, regarding the former period (from the year 1990 to 1996), the depressed period (from 1997 to 2000), and the latter period of monetary crisis (from 2001 to July 2006), based on the critical situation in foreign exchange occurred in the late 1990's; also important to look into the shifts of the representative items in such fields by regional groups of principal nations throughout the world. Therefore, the current situation of bookings in overseas construction companies should be clarified, and ultimately, appropriate measures should be established.

  • The purpose of this research is to provide basic data for the promotion strategy to activate modular construction system as residential facilities, through a study on the architectural planning, institutions and policies and research on connection details, for the use as residential facilities of the modular construction that is not actively supplied for the general residential facilities. As a result, I suggest sample model plan of domestic and foreign case analysis and characteristic of modular construction and practical application of modular construction for Residential Facilities. Owing to many advantages including short construction period structural stability and economic benefits, modular construction is expected to play a role as residential alternative of socially controversial affordable housing and weekend homes, and potential housing shortage after reunification; and to contribute to the development of design automation and industrialized constructions. Though Korea is still lacking development of the system that meets the domestic context, if supported by ongoing researches on the development of construction methods, materials and details, the settlement of appropriate modular residential facilities to suit the national situation will serve a possible alternative solution for many housing and environmental problems.

  • In suite of a high supply of multi-family housings, the government's housing policies have only been focusing on the construction of housings and their supply, while being almost indifferent to the maintenance management of them. As a result, a considerable amount of inconvenience to the use of housing resources and habitation of residents occurred. Accordingly, on this paper, the current housing policies and their inspections on the maintenance period are compared and analyzed with suggestions for improvement. Analysis shows that repairing of housings at appropriate time not only significantly delays the deterioration of housings, but also keeps the function of housings to their original condition. Therefore, through an efficient management of repair maintenance, wearing of buildings can be delayed and their functions can be improved.
