The Problems and Solutions in the Laws and Regulations regarding Anti-Dumping in China (중국 반덤핑법제상의 문제점과 해결방안)

  • China has been the number one target of anti-dumping cases. In the middle of 1990s, China began to make anti-dumping rules to protect its domestic markets. The first anti-dumping regulation was mentioned in 1994 and the anti-dumping and anti-subsidy regulation was published in 1997. In 2001, China entered into the WTO and as a member of WTO, China is obliged to revise its anti-dumping rules in accordance with WTO's requirements. After that China amended anti-dumping rules in 2004 and it is still valid. Even though China makes considerable efforts to make the rules to be consistent with WTO Rules, China is still facing various difficulties such as lack of transparency, absence of definite deadlines, mismatch between rules, lack of clear interest criteria, overly hard questionnaires and inadequacy of judicial review and non-market economy. This paper deals with the current situation of anti-dumping system in China and the scheme of antidumping law and regulations and the main contents of that law and regulations. The purpose of this paper is to contribute to the enhancement of China's anti-dumping rules by studying the problems and solutions of the anti-dumping rules in China.

  • Recently, the anti-dumping actions of China are becoming aggressive, resulting in the speculation that Korea's trade surplus to China will be reduced. Anti-Dumping Actions by the Chinese Government are also becoming harsh. According to KOTRA, 18 anti-dumping actions were taken by the Chinese government against Korean products. The Chinese government has opened two additional cases of dumping investigations again Korean products 2005 as well. Therefore, Korea will likely face more trade restrictions in the form of anti-dumping in China Accordingly, the Accused party need to understand Anti-Dumping Act of China. The trade related authorities are monitoring on the China related information, and builds system barring Anti-Dumping Actions. Also, companies strongly export the differential products to the China.

  • China is defending the terrorist crime through the Anti-Terror Law and anti-terrorism criminal legislation. China's Anti-Terror Law and the Criminal Code Amendment (9), which were promulgated in 2015, provide legal grounds for preventing and hurting ever-growing terrorist crimes. In particular, China's amendment to the Criminal Code (9) is designed to rigorously enforce the legal framework for terrorist crimes, protect prejudicial rights that might be violated by serious terrorist crimes, and protect the penalties for terrorist crimes. However, China's anti-terrorism legislation still has drawbacks such as lack of systematicity, limited regulatory boundaries, and lack of rigorous penalties for the establishment of anti-terrorism legislation. To counter this, China's anti-terrorism legislation must strictly regulate the legal system of terrorist crimes, secure penalties, and prescribe anti-terrorism laws as professional chapters.

  • The performance of a hydrate anti-agglomerant (AA) on cyclopentane (CyC5) hydrate anti-agglomeration at various concentrations (0-1 wt%, based on the oil phase) using MMF apparatus has been investigated. At low AA concentrations up to 0.01 wt%, the AA reduces the cohesion force (capillary force) by reducing the CyC5-water interfacial tension. At concentrations higher than 0.1 wt%, hydrate hydrophobicity alternation and AA's thermodynamic inhibition effects are the main part of AA's mechanism. Additionally, a "temporary agglomeration" phenomenon caused by surface melting of the hydrate particles is also observed, which may indicate the AA's weak ability to produce stable water-CyC5 interface.

  • Ginsenosides are bioactive components of Panax ginseng with many functions such as anti-aging, anti-oxidation, anti-inflammatory, anti-fatigue, and anti-tumor. Ginsenosides are categorized into dammarane, oleanene, and ocotillol type tricyclic triterpenoids based on the aglycon structure. Based on the sugar moiety linked to C-3, C-20, and C-6, C-20, dammarane type was divided into protopanaxadiol (PPD) and protopanaxatriol (PPT). The effects of ginsenosides on skin disorders are noteworthy. They play antiaging roles by enhancing immune function, resisting melanin formation, inhibiting oxidation, and elevating the concentration of collagen and hyaluronic acid. Thus, ginsenosides have previously been widely used to resist skin diseases and aging. This review details the role of ginsenosides in the anti-skin aging process from mechanisms and experimental research.

An Alternative Explanation for Anti-Japanese Sentiment in China: Shifting State-Society Interaction in China's Japan Policy

  • The historical turbulence between China and Japan started from the First Sino-Japanese War in 1895, and culminated in Japan's invasion of China during World War Two (the Second Sino-Japanese War) between 1937 and 1945. A series of wars caused huge human and material losses in both countries, and both experienced comprehensive transformations during and after the wars. The impact of this historical turbulence is so long-lasting that it still influences both countries' social psyche. Moreover, it continues casting a long shadow upon the current Sino-Japanese relations. The recent turbulence in Sino-Japanese relations partly stems from the historical turbulence. It is much less violent but can also be emotional and worrisome. It started from the early 1980s (the Japanese history textbook controversy in 1982 and the 1985 anti-Japanese student protests in China), and culminated in the anti-Japanese mass demonstrations in multiple Chinese cities in 2005 (Bush 2010; Gries 2005; Reilly 2012; Stockmann 2010; Weiss 2008). In addition to dramatic demonstrations on streets, there are also other forms of movements, such as war reparations movements, in which Chinese war victims demand reparations from the Japanese state and companies (Rose 2005; Xu and Fine 2010; Xu and Pu 2010). Although the tension has existed for many years and surfaced from time to time, the eruption of the nationwide anti-Japanese movements in China in 2005 still shocked many outside observers. Many scholars have tried to explain the anti-Japanese sentiment within current Chinese society that underlies and drives these social movements. Through careful reexamination of the existing literature, this article proposes an explanation for the anti-Japanese sentiment from a perspective that stresses the shifting state-society interaction in China's Japan policy. Specifically, the totalitarian Chinese state's neglect and suppression of genuine social concerns regarding Japan in earlier years, followed by a relatively liberalized state that tolerates societal participation in Sino-Japanese relations, are an importance source of the anti-Japanese sentiment recently observed in China.

Immunopreventive Effects against Murine H22 Hepatocellular Carcinoma in vivo by a DNA Vaccine Targeting a Gastrin-Releasing Peptide

  • There is a continuing need for innovative alternative therapies for liver cancer. DNA vaccines for hormone/growth factor immune deprivation represent a feasible and attractive approach for cancer treatment. We reported a preventive effect of a DNA vaccine based on six copies of the B cell epitope GRP18-27 with optimized adjuvants against H22 hepatocarcinoma. Vaccination with pCR3.1-VS-HSP65-TP-GRP6-M2 (vaccine) elicited much higher level of anti-GRP antibodies and proved efficacious in preventing growth of transplanted hepatocarcinoma cells. The tumor size and weight were significantly lower (p<0.05) in the vaccine subgroup than in the control pCR3.1-VS-TP-HSP65-TP-GRP6, pCR3.1-VS-TP-HSP65-TP-M2 or saline subgroups. In addition, significant reduction of tumor-induced angiogenesis associated with intradermal tumors of H22 cells was observed. These potent effects may open ways towards the development of new immunotherapeutic approaches in the treatment of liver cancer.

The Comments of Chinese "Zhihu" Netizens on the US Sanctions Against Huawei: The Role of Anti-Western Centrism in Nationalist Narratives

  • From 2018 to 2020, the United States has repeatedly imposed sanctions on the Chinese company Huawei, which has triggered strong nationalist sentiments on the Chinese Internet. This paper is a qualitative content analysis of Zhihu netizens' views on US sanctions against Huawei to explore how anti-Western centrism influences young people's narratives. The results showed that they believe the Huawei matter is a deliberate hegemonic act by the United States because it fears the decline of its own technological status. Moreover, it is direct evidence that the United States is deliberately destroying China's economic development environment to slow down China's rise, as well as a typical manifestation of the injustice of the liberal international order. A further analysis revealed that their narrative logic is obviously influenced by the following aspects: 1) The mentality of national glory derived from comprehensive national strength leads them to believe that U.S. sanctions against Huawei are an obstacle to China's rise. 2) National humiliation leads them to view U.S. sanctions as a constant insult to China. 3) China's superiority created by China's comprehensive national strength and its scientific and technological achievements in recent years has boosted its confidence to challenge the West's absolute progress. This study examines the impact of anti-Western centrism on Chinese nationalist sentiment and offers a bottom-level perspective on the debate over the crisis of the liberal order.

A Study on the issues and measures of the China's Anti-dumping law (중국의 반덤핑 제도 과제와 대응방안)

  • China having largest market in the world, has been criticized by its trading partner countries due to its unfair trade practices, particularly in the field of anti-dumping regulation. The main reasons for such criticism seem to come from the incomplete anti-dumping law as instrument to protect the industry concerned. In 2001, though new anti-dumping law was established to replace the former one by revising it to meet the needs for economic development which should be secured for china to take part in the competition world as the new member of WTO. The provisions concerned have been evaluated not to be sufficient and efficient from the viewpoint of the safeguard mechanism, while are required to be modified to meet the real world of international trade law. I consider that as the biggest partner of chinese trade activity, we will need to maintain a well understanding of the Chinese anti-dumping regulations. So this report conducts the Chinese anti-dumping regulations, compares between the chinese regulations and the WTO agreement, and studies deeply in to the problems and the improvements of the Chinese anti-dumping regulations.
