A Qualitative Analysis on the Success Factors in Technology Transfer of Korean Government Sponsored Research Institutes (공공연구기관의 기술이전 유형별 성공요인 사례연구)

  • This paper aims to uncover success factors in technology transfer of Korean government sponsored research institutes. It presents an analytical framework of technology transfer integrating factors concerning actors, object and process. Qualitative analysis mainly based on In-depth interviews is designed and conducted to examine characteristics, similarities and differences of three types technology transfer including a supply-push model, a demand-pull model, and an interactive model. Empirical results show that capabilities and experiences of researchers, capabilities and willingness of the company and active communications in the technology transfer appear to be important factors. In particular, it was found that technology transfer was led by TLO in the demand-pull model. In addition, the demand-pull and interactive approaches tends to be more effective in the technology development and transfer process compared to the supply-push model. In other words, market-oriented R&D is needed instead of technology-driven R&D. This paper also pointed out that one of the major factors in successful technology transfer is the enhancement of TLO capacity, and the improvement of recognition about TLO.

  • Many countries are interested in the development of the Antarctic area because of the abundant resources and living things of high research value. Korea completed the second Antarctic research station in 2014 and spurring the development of the Antarctic area by constructing runway for the airplanes and a third Antarctic research station. However, frozen soils, unlike typical soils, are sensitive to creep behavior due to the influence of ice and unfrozen water. The creep tests for evaluating creep behaviors on the frozen soils require expensive laboratory equipments and large amount of time. Thus, various empirical models had been developed to describe the unconfined compressive creep behavior of frozen soils. In this study, new analytical creep model on frozen sands was proposed by modifying Ting's Tertiary creep model with a new parameter considering fine contents. Thus, the unconfined compressive creep tests were conducted with the frozen specimens of dense Jumoonjin sand with fine contents of 0, 5, 10 and 15% under various loads at -$5^{\circ}C$, -$10^{\circ}C$ and -$15^{\circ}C$. Consequently, the modified Tertiary creep model with a new parameter for fine contents are not enough for the description of the acutal creep behavior of the frozen sand and new framework should be developed.

The Impact of financial Sources on Service Delivery in Non-profit Social Welfare Organizations (민간 사회복지조직의 재원(財源)이 서비스 전달에 미치는 영향)

  • This study is to identify the relationship in non-profit social welfare organizations(SWOs) between financial sources and service delivery. Especially the impact of the former to the latter is its main concern. For this purpose, gathered are the 1992, 1999 financial reports of those study organizations, and some qualitative data on a number of the organizations collected by the author is also used for verifying and interpreting the data. Gronbjerg's study(1992) provided an analytical tool for decomposing financial structure of human service organizations, and resource-dependency perspective was a theoretical framework for interpreting the impact of financial composition to service delivery. The findings are as follows: (1) Between 1992 and 1999, there was a noticeable change in financial composition among SWOs. Government subsidies has increased in terms of both amounts and percentages, for residential facilities 75% to 82% and for nonresidential facilities 37% to 47%. Funding from donations shows no abrupt changes, although absolute amounts were slight increasing. Fees were sharply decreasing, especially for the non-residential facilities which previously enjoyed them as valuable resources for preventing unnecessary influence from government. (2) The funding sources of SWOs and their strategies to acquire them has impact on service delivery. Although non-government fundings(donations and fees) were found to give elasticity to SWOs, various problems associated with acquiring them (i.e., changing the clientele) would prohibit SWOs from fully concentrating to those fundings. Meanwhile, government fundings are characterized as stable, and, as such, most of the SWOs prefers. Limited elasticity, red-tape, 'sacrifice of quality of service' over efficiency, etc. are referred to the problems.

Geomorphological Approach to the Skewed Shape of Instantaneous Unit Hydrograph (순간단위도의 왜곡된 형상에 대한 지형학적 접근)

  • This paper presents the systematic approach to positively skewed shape of instantaneous unit hydrograph (IUH), that is one of the universal features of hydrologic response function. To this end an analytical expression of statistical moments for IUH is derived within the framework of geomorphologic instantaneous unit hydrograph (GIUH) theory and quantified according to the concept of hydrodynamic, geomorphologic and kinematic heterogeneity. There is a big scale difference between hillslope and channel flow path system. Although the former has the much smaller level of scale its variation coefficient tends to be higher and coefficient of skewness has the different trend than the latter. The shape of IUH is likely to be much more affected by kinematic heterogeneity rather than hydrodynamic heterogeneity and its combined effect with geomorphologic heterogeneity is the major cause of skewing hydrologic response function. Statistical features of hillslope and channel flow path can be transferred into hydrologic response function in the form of dimensionless statistics and their relative importance forms the general shape of hydrologic response function.

  • This study aims at interpreting Korean Rural Landscape by applying the analytical tool thus developed to the lifestyles of ordinary people found in their permanent dwellings both before and after Korea first opened its door to the world in 1896. By so doing, this study hopes to contribute to building a framework with which to understand the tradition of ordinary people by exploring the uniqueness and basic characteristics of Korean Rural Landscape. This study relies primarily on field studies and publications including, without limitation, the televised documentaries, as well as newspapers and scholastic writings and relating to, the agrarian and residential landscapes changed over time. In the Vernacular world, the present does not passively inherit the past. Rather, it is re-born each time, reflecting the society and history of the period. It does not change, but is shaped by the necessities of the period. This may be the reason why there are different Korean Rural Landscapes over a rather short period of time. For instance, the pre-modern Korean Rural Landscape tends to be shaped almost entirely by the nature, while the intention of people begins to find much more expressions in the modern Korean Rural Landscape. As the commodities become more readily available to people thanks to industrialization, such ready availability has brought about changes in the materials used in, as well as functions of, Rural Landscape.

Changing Political-Economic Geography of Energy Flows Northeast Asia (변화하는 동북아시아 에너지 흐름의 정치경제지리)

  • This paper is to analyse a changing space of energy flows in Northeast Asia from geopolitical and geoeconomic perspectives that have been recently promoted for energy security of countries in this region. The research is based on an analytical framework in an integration of political ecology and political economy. Because of an ever-increasing input of energy resources for economic growth and of dramatically increasing price of crude oil and recent instability of oil market, South Korea, China and Japan have been deeply concerned with energy security and conducted very actively geopolitical strategies. And hence the space of energy flows in the region is now in a process of dynamic reconfiguration, in which the project for development of oil and natural gas fields in East Siberia and construction of pipelines to transport them can be seen as one of competitive issues among these countries. In spite of worrying about stagflation due to rapid increase of oil price, such geo-strategies for energy security and reconfiguration of space of energy flows seem to keep the accumulation of capital in this region continue with generation of huge privatized oil companies.

Self-Governing Capacity of Ocean Environmental Management of Busan Metropolitan City (부산광역시의 해양환경관리 자치역량 분석)

  • Using the analytical framework designed by Lester, this study analyzes self-governing capacity of ocean environmental management of Busan Metropolitan City pursuing establishment of ocean capital as one of the impending goals. Following Lester's methodology, this study analyzes the levels of two critical variables: will of chief executives and physical base. It was found that mayor of Busan Metrocity and high-level public managers concerned showed somewhat low levels of will, considering Busan is the top-ranked ocean city in South Korea. Comparison of number qf public servants and size of budget for ocean environmental management with seven other metropolitan cities in Korea also revealed that Busan Metropolitan City maintained a relatively low level of physical base. In conclusion, the level of self-governing capacity of ocean environmental management of Busan Metropolitan city is classified into the type of regressives or the type of delayers.

An Empirical Study on the Contextual Features of the Program Components during the Process of Social Work Program Design in the Social Service Agencies (사회복지 프로그램 구성요소개발활동의 실태 및 구성요소의 동질적인 범주성에 대한 실증적 연구 : 3단계 디자인 활동 중심으로)

  • The purposes of the study are to describe the feature of the program components, and to identify their changes in the process of designing the social work programs in the community service agencies in Korea. In order to achieve these purposes, the researchers constructed an analytical framework including 24 program components derived from the related literatures. Data was collected by questionnaires answered by the social workers who were in charge of the program development and implementation. Descriptive statistics analysis and factor analysis were applied to exam the features of the program components in 195 social service programs developed by the funds from the Community Chest of Korea and a private funding foundation. As the result of the analysis, the three noticeable features are found; (1) the agencies have very actively involved in the designing work in the process of developing practice guideline, however they have less involved in the designing work in the process of implementing program; (2) program components which are low level in design activities are intervention models, staff education, and practical ethics; (3) 8 categories of components derived from the theoretical perspective are reduced to 6 categories in the process for developing practice guidelines, finally to 4 categories in the process for implementing the programs. The implications of major findings were discussed in academic and practical perspectives in Korea, including future research works in the area.

  • In recent years, digital data has been generated in all areas of human activity, and there are many attempts to safely store and process the data to develop useful services. A data lake refers to a data repository that is independent of the source of the data and the analytical framework that leverages the data. In this paper, we designed a tool to safely store various big data generated by smart cities in a data lake and ETL it so that it can be used in services, and a web-based tool necessary to use it effectively. Implement. A series of processes (ETLs) that quality-check and refine source data, store it safely in a data lake, and manage it according to data life cycle policies are often significant for costly infrastructure and development and maintenance. It is a labor-intensive technology. The mounting technology makes it possible to set and execute ETL work monitoring and data life cycle management visually and efficiently without specialized knowledge in the IT field. Separately, a data quality checklist guide is needed to store and use reliable data in the data lake. In addition, it is necessary to set and reserve data migration and deletion cycles using the data life cycle management tool to reduce data management costs.

Current status of comparative compositional analysis for GM crop biosafety assessment (유전자변형작물 안전성평가를 위한 영양성분 비교연구 동향)

  • Approvals for cultivation and import of genetically modified (GM) crops have dramatically increased around the world. Comparative compositional studies are an important aspect of safety assessments of products from GM crops and are based on substantial equivalence. Compositional analyses focus on determining similarities and differences between the compositions of the GM crops and their conventional counterparts, and thereby assessing the compositional equivalence of GM crops and their conventional comparators. The analytes, such as major constituents, key nutrients, and antinutrients, are generally determined on a crop-specific basis according to the OECD consensus document. The use of standard methods throughout the processes, such as selection of comparators, field trials, analytical methods, and statistical data analysis, is crucial. In this study, we showed the general framework of compositional studies. Literature for compositional studies of GM crops conducted abroad and in Korea was reviewed to obtain information about analytes, conventional counterparts, cultivation year, location, and statistical methods. The studies conducted abroad assessed for commercial release of GM crops such as soybean, maize, and cotton, while domestic studies were mainly performed for research in rice. In addition, we suggested a guidance for conventional comparators and field trials applicable to the domestic situation.
