Risk assessment and analysis for a medium-to-small sized chemical plant that manufactures a polyester resin by the process of batch-type condensation reaction was conducted using K-PSR technique which is one of the risk assessment methods used to implement the Process Safety Management System (PSM). K-PSR is a risk assessment technique developed by KOSHA to compensate for difficulties caused by the lack of infrastructure of medium-to-small sized chemical plants in the re-evaluation. To apply the K-PSR technique, the entire process of a selected chemical palnt was classified in two review sections, i.e., the condensation reaction process and the dilution/filtration process, and the potential risks of the process about these review sections were identified and classified based on the four guide-words (release, fire.explosion, process trouble, and injury). As the results of the research, refer to recommend of risk rating has been confirmed that non-destructive testing of old facilities and the preparation of LOTO procedures for the electrical equipments are necessary as specific measures to prevent the risk of release and fire.explosion. It was also shown that pressure gauges and thermometers should be installed on the hot-oil supply piping to minimize the process trouble, and exhausting hood should be installed to prevent potential injury.
An offshore waste disposal facility refers to a landfill site for final landfilling of stabilized inorganic solid waste such as land and marine waste incineration materials, and the aim of such a facility is to solve the problem of insufficient waste disposal space on land and create and develop environmentally friendly marine spaces. The purpose of this study is to prepare guidelines for the construction of offshore waste disposal facilities, which reflect the need and importance of paying sufficient heed to environmental considerations from the initial stage of the project, in order to investigate, predict, and assess how such guidelines will affect the marine environment in relation to the construction of offshore waste disposal facilities, with the goal of minimizing the impact on and damage to the environment. For the purpose of this research, guidelines focusing on the construction of offshore waste disposal facilities were derived through an analysis of domestic cases and similar foreign cases and an assessment of their level of compliance with existing EIA guidelines through the operation of a discussion forum. In order to review the EIA report on similar cases in Korea, 17 EIA documents (2005~2016) for dredged soil dumping areas and ash ponds of thermal power plants were analyzed to investigate the status of marine organisms, marine physics, marine water quality, and marine sediment and to understand what types of problems can occur and what improvement measures can be taken. The purpose of these guidelines were to minimize damage to the marine environment by promoting EIA protocols in accordance with scientific and systematic procedures, to reduce the consultation period related to projects, to resolve social conflicts, and to reduce economic costs.
Intake ratio from river constitutes about 31% (8/26) that beings to "water stress country" as "Medium ~ High" with China, India, Italy, South Africa, etc. Therefore, the present study on a dam that is the most effective and direct for securing water resources has been performed. First of all, climate change scenarios were investigated and analyzed. RCP 4.5 and 8.5 with 12.5 km grid resolution presented in the IPCC (Intergovernmental Panel on Climate Change) 5th Assessment Report (AR5) were applied to study watershed using SWAT (Soil and Water Assessment Tool) and HEC-ResSim models that carried out co-operation. Based on the results of dam simulation, the reduction effects of floods and droughts were quantitatively presented. The procedures of dam projects of the USA, Japan and Korea were investigated. As a result, there are no estimating quantitative criteria, calculating methods or formulas. In the present study, therefore, indexes for selecting suitable dam site through literature investigation and analyzing dam watersheds were determined, Expert questionnaire for various indexes were performed. Based on the above mentioned investigation and expert questionnaire, a methodology assigning weight using AHP method were proposed. The function of suitable dam (FSDS) site was calibrated and verified for four medium-sized watersheds. Finally, automated model for suitable dam site was developed using FSDS and 'Model builder' of GIS tool.
Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.

This study is to measure the length of the Demilitarized Zone and the Military Demarcation Line(MDL) on the Korean Peninsular. For this purpose, maps of the Armistice Agreement Volume II were used. These maps are nine sheets. In order to extract the MDL shown on the map, coordinates were assigned to the scanned image maps using the georeferencing module of ArcGIS based on the sheet line coordinates. The accuracy of the extracted vectors was checked by overlaying them on the maps of the Armistice Agreement Volume II. And I tried to validate these vectors through comparative analysis with vectors extracted from Kim(2007). Vectors extracted from Kim(2007) had errors in the curvilinear parts of the MDL, but the vectors extracted from this study exactly matched the MDL in the Armistice Agreement Volume II. The measured length is 239.42km(148.77miles). This means that the expression '155mile MDL' or '248km DMZ' in papers, reports or mass media has so far been inappropriate. I think this study will be able to provide information on the exact length of the DMZ in studies related with DMZ or in policy decisions by the national and local government. However, it is deemed necessary to verify this result by national organizations such as the NGII(National Geographic Information Institute). After these verification procedures, I hope that the national government will inform the people of the exact length of DMZ and MDL.

Currently, the development of evaluation technology for vibration and shock load characteristics and spent nuclear fuel structural integrity under normal conditions of transport is being conducted in the Republic of Korea. This is the first such research conducted in the Republic of Korea and, thus, previous international studies need to be investigated and will be referred to in the ongoing project. Before 2000, several studies related to measurement of vibration and shock loads on spent nuclear fuel were conducted in the US. US national research institutes conducted uniaxial fuel assembly shaker tests, concrete block tests, and multi-axis fuel assembly tests between 2009 and 2016. In 2017, multi-modal transportation tests including road, sea, and rail transport were also performed by research institutes from the US, Spain and the Republic of Korea. Therefore, test preparation procedures, acceleration and strain measurement results, and finite-element and multi-body dynamics analysis were investigated. Based on the measured strain data, the preliminary conclusion was obtained that the measured strain was too small to cause damage to spent nuclear fuel rods. However, this conclusion is a preliminary conclusion that only reviews part of the results; a detailed review is being conducted in the US. The investigation of international studies on spent nuclear fuel structural integrity tests considering vibration and shock loads under normal conditions of transport in the US will be useful data for the project being conducted in the Republic of Korea.
The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.
Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.

As the growth of the domestic defense industry is remarkable regarding technology level and export size, technology protection is necessary. Particularly, there is a need to apply anti-tamper measures to prevent critical technologies from illegally being taken out of weapon systems. However, there is no security protection strategy and system built yet in ROK. Precedent studies discussed the trend analysis and technical research for specific protective techniques, and the application of anti-tamper using limited procedures was provided. Recently, methods of how to select the technology for protection were studied based on risk management. Nonetheless, these studies cannot be associated with the acquisition process for the whole life-cycle, having difficulty with actual development and evaluation of the weapon systems. The objective of our study is to derive the system requirements of the weapon system for which anti-tamper measures have been determined to apply. Specifically, requirements items suitable for the development of anti-tamper weapon systems were derived based on ISO/IEC 19790, the CMVP standard for the development and verification of cryptographic modules. Also, its utilization in technical reviews and test & evaluations was presented. The usefulness of the research results was confirmed through inductive inference and comparative evaluation. The result can be expected to play a role in initiating extensive activities needed for technology protection of the weapon systems.
The local history research started from the 1960's postmodernism neted in the local history as the subject of diversity instead of National history. The local is being magnified as a new research theme among history scholar. In these circumstances, the local history research shows sign of activity and the movement that used in various ways at education has become more active. Compared to the contents business of local history, development of education contents what serviced for student is insufficient. Therefore, this research suggests development plan of local history education contents using archives which efficient tool of history education. Students can grow the ability of historical inquiry, thinking, insight through archives-assisted learning. Also, self-learning is possible instead of a lecture by teacher. This research shows a development of archival contents for local history education though literature research, abroad case analysis, focus group interview with history teachers. Concepts of the local history, local history education, education contents are examined at literature research. Local history education of the State Archives of the United States of America, the United Kingdom, Australia web site is analyzed. These state archives have been providing the web based service of archival contents for local history education for a long time. With these theoretical background, carry out a focus group interview with middle school history teachers. It draw conclusion that 14 category and 35 subcategory and these are reflected in the development of archival contents for local history education.
