This study explores the issue of program management consortia involving multinational participants. The aim of this research was to leverage advantages in program management (PM) skills and PM model improvement in product line construction in mega scale construction programs, typically funded by public funds. Such ventures involve multinational parties using dedicated partnering based on a program management consortium (PMC) to reduce confrontation between parties in complex circumstances, allowing an open and non-adversarial approach to project management. This research also seeks to implement an ongoing feedback program of best practices and lessons learned to minimize the repetition of mistakes and to reduce costs in sequenced construction. Recently, the Korean government has planned to undertake three large new projects: the Korean Peninsula major river maintenance, the reclamation of Se-Mangum, and the Science/Business City. This paper starts by providing a framework for the cost-reduction strategy for the United States Forces Korea (USFK) Relocation Program, which will be funded with public funds and a private fund investment (PFI) that combines programs executed by two governments as owners and multinational stakeholders, joined in the PMC. The establishment of project-oriented consortia is an innovative and non-adversarial approach to massive international construction projects. Such projects have used various tools effectively and skillfully. This experience may offer an opportunity to practice new and advanced program management delivery methods, and it is expected that Korea will gain a competitive advantage in the international construction market.
"A Variation of Love" is a characteristic Kim Soo-Young poem, in that it embodies the poet′s innovative use of language and proceeds speedily, like many of his other poems. Above all, the poem reveals the core of Kim′s poetical spirit, his speculation about love. The poem is difficult to understand because it broadly uses run-on lines and even run-on stanzas, a technique that many readers are unfamiliar with. The semiological approach of this paper will bring new light on the poem by restructuring the relationship between signs, that is, by taking apart the sign system of the original text and reconstructing its sentence structure. If we rearrange the poem from its original six stanzas and fifty-one lines to four stanzas and twenty-three lines, we will discover a close connection between stanzas 1 and 2, and between stanzas 3 and 4. Of the many keywords of the poem, we may establish the dominant word as "love," into which every poetic word converges and from which each word emanates. Another important keyword is "fatigue of the city" in stanza 4. Similarly negative aspects of the city may be found in the line "the same may be said of Bombay, of New York, of Seoul" in stanza 3, as well as in the words "desire" in combination with "the lamplights of Seoul like leftovers in the pig sty" in stanza 1. The persona of the poem tries to overcome the "fatigue of the city" by "love," but the way he realizes love is, somewhat peculiarly, through stillness and silence. The persona aligns "the stones of the peach and the apricot and the dried persimmon" with the his faith in love. He calls the stones "beautiful hardness" presumably because that hardness (the stillness and silence) may blossom into beauty. In the earlier stanzas, the persona′s quest for love results in an awareness that love is omnipresent, but the persona determines "not to shout it out loud." The reason for this determination is found in stanza 4. Those who experience the "fatigue of the city" will be able to realize it by themselves. This seemingly defeatist conclusion by no means suggest pessimism, for the persona holds the conviction that "there will come a day when [one] will rave for love." This conviction rescues the poem from the dismal mood suggested by the "fatigue of the city." At all events, it is important to note that the "fatigue of the city" should not be considered apart from "love." Yet, strangely enough, the poem embodies a severe critique of the city, and further investigation is necessary in order to clarify why this critique appears in the form of "love." But this will be the treated in another paper.
Today seafoods, such as fisheries and clams, have become an important part of our diet. But processing and storing these perishable seafoods for a long period of time present a serious problem. Only a few years ago, the seafood consumption was minimal. However, an improvement in our diet has enabled us to enjoy seafoods more often than before. Moreover, the recent trend toward the concentration of the popuration to the metropolitan area and the improvement in the standards of living have accelerated a change in our food consumption pattern-preference for the convenient foods over time consuming cooking. Judging from these changes, we can easily predict that the demand for the covenient, dried seafoods will rise sharply in the coming days. The development for an innovative and attractive way to package and market these products are on the way. Research and development of the distribution channel and package design of the dried seafoods will offer a wide array of opportunities to increase the sales volume of the dried seafoods. In addition, by associating the image of Pusan, as a prime oceanic city, with the dried seafoods on the package will certainly draw the attention of many prospective consumers. Consequently it will make the dried seafoods special products of Pusan, and eventually contribute to the prosperity of the city.
The Seoul subway system has one of the highest transport shares in the city of Seoul. A high number of passengers means that a high level of crimes of all kinds occur on the city's subway system. As such, Seoul Metro, created the Subway Protective Guards System in 2009, in an effort to enhance safety on the subway. But this innovative new system did not resolve problems. In fact, many citizens came to question the effectiveness of the new system, as it did not yield tangible results. This study seeks to deduce the problems and activation strategy of the Subway Protective Guards System. An in-depth study was conducted by interviewing subway protective guards who were squad leaders with five or more years of relevant work experience. Semi-structured interview analysis was utilized to evaluate their responses. Specifically, their responses were deduced to identify the strengths and weaknesses internal to the system and the opportunities and threats posed by the environment external to the system. This study presents measures to improve the system based on the aforementioned analysis. Measures for improvement focused on the following areas: the adoption of an education system in response to terror; recruitment and the possibility of becoming a permanent employee; obtaining partial judicial powers; improvement of work environment; and intensifying the promotion of the system.
A number of previous studies have maintained that information technologies, due to their ability to overcome distance, can nurturing an innovative class of polycentric urban configurations, i.e., network cities. The present study intends to clarify whether any network relationship has recently been emerged among Korean cities by the advancement of information technology. The analyses focused on the geography of Korean national domains (.kr domains), and the hyperlink associations among three major types of domains, namely commercial, academic, and organizational domains. The study findings altogether indicate that the advancement of global economy and information era appears to be enhancing, rather than reducing the status of primate city. Seoul dominates the entire nation, forming an enclave in the production and consumption of information. Only the domains of educational institutes show network-like relations among local centers to a certain extent. The paper concludes with a discussion on the implications of the findings for future research and ‘spatial’ policy measures.

Smart tourism is seen as a revolution in the tourism industry, involving innovative and transformative theoretical-practical approaches for the sector. As a result of its application in the tourist context, benefits can be seen such as more sustainable practices, greater mobility and better accessibility in destinations, evolution of processes and experiences of tourists. Much of this is achieved through the support of technological solutions. However, despite the immense expectations, and the many researches carried out on it, a literature summary regarding the dimensions that can be observed in each application of this smart tourism has not yet been proposed. Therefore, supported by the PRISMA recommendation, this research proposed to carry out an integrative review of the literature on smart tourism (in its different levels of application, such as the city, the destination and the smart tourism region), with the objective of mapping the dimensions that underlie it. Thus, from an initial scope of 833 intellectual productions obtained, inputs were found for the dimensions in 363 of them after a thorough analysis. The compilation of data obtained from these productions supported the proposition of 14 operational dimensions of smart tourism, namely: collaboration, technology, sustainability, experience, accessibility, knowledge management, innovation management, human capital, marketing, customized services, transparency, safety, governance and mobility. With this set of dimensions, it is envisaged that the implementation of smart tourism projects can present more comprehensive and assertive results. In addition, shortcomings and opportunities for new research that support the evolution of the theory and practice of smart tourism are highlighted.
The purpose of this study is to propose new hysteretic characteristics of medium- to low-rise RC structures controlled by both shear and flexure. Through previous study, the dual lateral force-resisting system composed of shear and flexural failure members has a new failure mechanism that cooperates to enhance the flexural capacity of the flexural failure member even after the failure of the shear member, and the existing theoretical equation significantly underestimates the ultimate strength. In this study, the residual lateral strength mechanism of the dual lateral force-resisting system was analyzed, and, as a result, an equation for estimating the residual flexural strength of each shear-failure member was proposed. The residual flexural strength of each shear-failure member was verified in comparison with the structural testing results obtained in previous study, and the proposed residual flexural strength equation for shear-failure members was tested for reliability using FEA, and its applicable range was also determined. In addition, restoring-force characteristics for evaluating the seismic performance of the dual lateral force-resisting system (nonlinear dynamic analysis), reflecting the proposed residual flexural strength equation, were proposed. Finally, the validity of the restoring-force characteristics of RC buildings equipped with the dual lateral force-resisting system proposed in the present study was verified by performing pseudo-dynamic testing and nonlinear dynamic analysis based on the proposed restoring-force characteristics. Based on this comparative analysis, the applicability of the proposed restoring-force characteristics was verified.

The purpose of this study is to understand the characteristics of books selected for 'The Big Read' community reading initiative of the National Endowment for the Arts from 2006 to 2017 and its relation with 'One Book, One City' community reading campaign in the U.S.A. An analysis of 1,407 TBR programs and 745 participating communities, and 56 books from TBR Library shows that TBR expands and complements 'One Book' reading campaigns, and confirms the sustenance of this innovative model. TBR Libray books were selected with TBR's own criteria, but their features are generally very similar to those of 1,102 books selected for 'One Book' programs. They often reflect some interests in such universal values as coming of age, justice, integrity, etc. and diverse cultural experiences and life. The outcomes of 'One Book' and TBR cannot be qualitatively measured, but their sustainable value of communication through one selected book has been well proved.

After the large destruction of Lisbon due to the 1755 earthquake, the city had to be almost completely rebuilt. In this context, an innovative structural solution was implemented in new buildings, comprising internal timber framed walls which, together with the floors timber elements, constituted a 3-D framing system, known as "cage", providing resistance and deformation capacity for seismic loading. The internal timber framed masonry walls, in elevated floors, are constituted by a timber frame with vertical and horizontal elements, braced with diagonal elements, known as Saint Andrew's crosses, with masonry infill. This paper describes an experimental campaign to assess the in-plane cyclic behaviour of those so called "frontal" walls. A total series of 4 tests were conducted in 4 real size walls. Two models consist of the simple timber frames without masonry infill, and the other two specimens have identical timber frames but present masonry infill. Experimental characterization of the in-plane behaviour was carried out by static cyclic shear testing with controlled displacements. The loading protocol used was the CUREE for ordinary ground motions. The hysteretic behaviour main parameters of such walls subjected to cyclic loading were computed namely the initial stiffness, ductility and energy dissipation capacity.
As a result of the current population concentrations in urban centers, demand for intercity transportation is increasing rapidly. Railway transportation is becoming popular as an intercity transportation because of its timely service, travel speeds and transport efficiency. Among the many railway systems, the innovative and environmentally friendly maglev system has been rated very highly as the next-generation intercity railway system. Linear induction motors are widely used for the propulsion of maglev trains because of their light weight and low construction costs. The urban maglev that was recently completed in Incheon airport site employs a 110km/h class linear induction motor. However, this system was designed to meet requirements for inner-city operations and is not suitable as an intercity transportation system, which requires medium to high speeds. Therefore, this study deals with the characteristics and designs of linear induction motors used for the propulsion of maglev trains that can be used as intercity trains. Rail car specifications for high-speed trains have been presented, and the characteristics of linear induction motors that can be used for the propulsion of these trains have been derived using the finite element method (FEM).
