This study was undertaken to suggest an effective fisheries resources management system by using stock assessment and potential yield analyses of crucian carp population in the mid-upper system of the Seomjin River. Fieldwork was conducted seasonally from 2008 to 2009 in the mid-upper system of the Seomjin River. The stock assessment was carried out by the swept area method and the potential yield was estimated by improved fisheries resource potential estimation system based on the Allowable Biological Catch. Also, the yield-per-recruit analysis was used to review the efficient management implication of the resource, Carassius auratus. As a result, the age at first capture ($t_c$) was estimated as 1.468 year, converted body length (BL) was 10.8 cm. Meaning the current fishing intensities, the instantaneous coefficient of fishing mortality (F) was $0.067year^{-1}$, and the yield-per-recruit analysis showed that the current yield per recruit was estimated to be 15.999 g with F and $t_c$. The instantaneous rate of fishing mortality that provides for Allowable Biological Catch ($F_{ABC}$) based on the current $t_c$ and F was estimated as $0.618year^{-1}$. Therefore, the optimum fishing intensities could be achieved at the higher fishing intensity for Carassius auratus. The calculated annual stock of C. auratus was estimated as 7,608 kg, and the potential yield was estimated as 343 kg with $t_c$ and F at the fixed current level. Using yield-per-recruit analysis, if F and $t_c$ were set at $0.618year^{-1}$ and 2 year, the yield per recruit and total allowable catch would be predicted to increase to 62 g and 2,531 kg by about 3.9 times and 7.3 times, respectively.
Using the management strategy evaluation methods and data on the Korea chub mackerel Scomber japonicus where the state-space logistic production model is used as the operation and the estimation model respectivley, we examined the effects of both Dorn's rule, α and the buffer value for ABC (allowable biological catch), which are used by the Korea fishery managers for decision rules. We set scenarios that have different pairs of buffer and α values, which include those currently used in the management in Korea. Under each sceanario, we projected the fish population biomass until year 2050, during which ABC is determined in each year with the decision rule. We used three kinds of performance measures: (i) whether the biomass in 2050 is overfished; (ii) the average of annual yields over the simulation period; and (iii) the variability of annual yields over the period. We found that the current practice (buffer=0.9, and α = 0.05) resulted in the best performance in terms of avoiding the "overfished" status. However, the current practice failed to reach the maximum average of the annual yields and led to larger uncertainty in the annual yields.
Since the red grouper stock was initially declared to be overfished by the NMFS in September 2002, the Gulf of Mexico Fishery Management Council must prepare for the red grouper rebuilding plan considering the following alternative management policies: Total Allowable Catch(TAC), 5 - month season closure, 1800 - pound trip limit, and 50 - fathom longline boundary. The first concern the Council has is to evaluate the effects of recommended policies and the second is to analyze the impact of management policies on yellow edge grouper. This is because the fleets harvest red grouper also catch yellowedge grouper, the regulations on red grouper are likely to allow fishing effort to be distributed into yellowedge grouper. Therefore, this study is aimed at evaluating the biological and economic effects of management policies considering simultaneously the impact of red grouper regulations on yellow edge grouper by developing a combined red grouper and yellowedge grouper bioeconomic model. The overall results indicate that management policies for red grouper would adversely affect the yellowedge grouper stock if yellowedge grouper is not protected by its regulations. The TAC policy has the most serious impact on the yellowedge grouper stock, while the 1800 - pound trip limit policy minimizes the reduction in the yellowedge grouper stock. However, the target stock size of red grouper is achieved as well as the largest net present value of returns is gained in the TAC policy.
This study aimed to empirically investigate the applicability of ecosystem-based TAC (Total Allowable Catch) fisheries management targeting the large purse seine fishery where multi-species are regulated by TAC. Using a linear programming, the optimal fishing effort and the catch amount by species which maximize fishing profits were analyzed under the constraint condition of catch limits by species. Analytical results showed that an application of TAC on only chub mackerel would have negative impacts on fish stocks such as hairtail and jack mackerel by increasing the level of fishing effort to achieve its allocated catch limit. However, under the constraint condition of catch limits of all species, it was shown that optimal catches of all species were achieved within their catch limits. It implies the importance of ecosystem-based management considering biological and technical interactions of species those were excluded in the traditional single species fisheries management.
To evaluate uncertainty and risk in biological reference points, we applied a bootstrapping method and a Bayesian procedure to estimate the related confidence intervals. Here we provide an example of the maximum sustainable yield (MSY) of turban shell, Batillus cornutus, estimated by the Schaefer and Fox models. Fitting the time series of catch and effort from 1968 to 2006 showed that the Fox model performs better than the Schaefer model. The estimated MSY and its bootstrap percentile confidence interval (CI) at ${\alpha}=0.05$ were 1,680 (1,420-1,950) tons for the Fox model and 2,170 (1,860-2,500) tons for the Schaefer model. The CIs estimated by the Bayesian approach gave similar ranges: 1,710 (1,450-2,000) tons for the Fox model and 2,230 (1,760-2,930) tons for the Schaefer model. Because uncertainty in effort and catch data is believed to be greater for earlier years, we evaluated the influence of sequentially excluding old data points by varying the first year of the time series from 1968 to 1992 to run 'backward' bootstrap resampling. The results showed that the means and upper 2.5% confidence limit (CL) of MSY varied greatly depending on the first year chosen whereas the lower 2.5% CL was robust against the arbitrary selection of data, especially for the Schaefer model. We demonstrated that the bootstrap and Bayesian approach could be useful in precautionary fisheries management, and we advise that the lower 2.5% CL derived by the Fox model is robust and a better biological reference point for the turban shells of Jeju Island.
The study sought to determine the efficient management of Korean aucha perch by estimating the potential yield (PY), which means the maximum sustainable yield (MSY) based on the optimal stock, in the mid-upper region of the Seomjin River watershed from August 2008 to April 2009. The stock assessment was conducted by the swept area method and PY was estimated by a modified fisheries management system based on the allowable biological catch. Also, the yield-per-recruit analysis (Beverton and Holt, 1957) was used to review the efficient management of resource, Coreoperca herzi. The age at first capture ($t_c$) was 1.464 age and converted body length was 7.8 cm. Concerning current fishing intensities, the instantaneous coefficient of fishing mortality (F) was estimated to be 0.061 $year^{-1}$; yield-per-recruit analysis estimated the current yield per recruit as 4.124 g with F and $t_c$. The fishing mortality of Allowable Biological Catch ($F_{ABC}$) based on the current $t_c$ and F was estimated to be 0.401 $year^{-1}$, therefore, the optimum fishing intensities could be achieved at the higher fishing intensity for Coreoperca herzi. The calculated annual stock of Coreoperca herzi was 3,048 kg, the potential yield was estimated to be 861 kg with $t_c$ and $F_{ABC}$ at the fixed current level. Using yield-per-recruit analysis, if F and $t_c$ were set at 0.643 $year^{-1}$ and 3 age, respectively, the yield per recruit would be predicted to increase 3.4-fold, from 4.12 g to 13.84 g.

Using artificial neural network (ANN) technique, auction prices for common mackerel were forecasted with the daily total sale and auction price data at the Busan Cooperative Fish Market before introducing Total Allowable Catch (TAC) system, when catch data had no limit in Korea. Virtual input data produced from actual data were used to improve the accuracy of prediction and the suitable neural network was induced for the prediction. We tested 35 networks to be retained 10, and found good performance network with regression ratio of 0.904 and determination coefficient of 0.695. There were significant variations between training and verification errors in this network. Ideally, it should require more training cases to avoid over-learning, which leads to improve performance and makes the results more reliable. And the precision of prediction was improved when environmental factors including physical and biological variables were added. This network for prediction of price and catch was considered to be applicable for other fishes.

The maximum sustained yield (MSY) of shellfish caught through dredge fishery was 7,250 to 7,490 MT from 1990 to 1999, which was not affected by the construction of the Saemangeum Dike. The MSY from 2000 to 2016, under the influence of the dike, was 1,716 to 1,776 MT when the total annual fish catch was 1,000 MT or more, and 289 to 336 MT when it was less than 1,000 MT. The construction of the Saemangeum Dike led to a decrease in the catch volume of the offshore dredge fishery in Jeollabuk-do, to 4.2 to 23.7% of that before its construction. The allowable biological catch (ABC) was estimated to be 313 to 1,532 MT per year, which was about 72.3 to 94.3% less than before the construction of Saemangeum Dike. Currently, the dredge fishery in Jeollabuk-do relies on comb pen shells. For fishery management, the catch per vessel should be set at 51.0 MT/year or less, and the number of fishing vessels should be reduced to 22 as quickly as possible. Besides, in the long term, the number of current fishing vessels should be reduced to less than half in consideration of the comb pen shell collecting period in Jeollabuk-do.
A Maximum Entropy (ME) Model and an Analytical Model are analyzed in assessing Kapenta stock in Lake Kariba. The ME model estimates a Maximum Sustainable Yield (MSY) of 25,372 tons and a corresponding effort of 109,731 fishing nights suggesting overcapacity in the lake at current effort level. The model estimates a declining stock from 1988 to 2009. The Analytical Model estimates an Acceptable Biological Catch (ABC) annually and a corresponding fishing mortality (F) of 1.210/year which is higher than the prevailing fishing mortality of 0.927/year. The ME and Analytical Models estimate a similar biomass in the reference year 1982 confirming that both models are applicable to the stock. The ME model estimates annual biomass which has been gradually declining until less than one third of maximum biomass (156,047 tons) in 1988. It implies that the stock has been overexploited due to yieldings over the level of ABC compared to variations in annual catch, even if the recent prevailing catch levels were not up to the level of MSY. In comparison, the Analytical Model provides a more conservative value of ABC compared to the MSY value estimated by the ME model. Conservative management policies should be taken to reduce the aggregate amount of annual catch employing the total allowable catch system and effort reduction program.

In this study, internationally widely utilized bioeconomic models were used to make a comparison and analyze the effectiveness of red snow crab fisheries management measures. As a specific effect analysis, biological and economic effects of both total allowable catch (TAC) and effort reduction management measures were analyzed simultaneously. Model results showed that the red snow crab biomass would be decreased from 106,000 tons to 73,076 tons after ten years when the TAC is set to and maintained at the current level of 26,000 tons. The amount of biomass would be increased to 125,316 tons when the level of TAC is set to 22,000 tons. In cases of reduced fishing efforts, a 30% decrease from the current level would result in greater biomass and NPV would be also estimated at the highest level. In addition, a sensitivity analysis by market price was conducted to analyze the minimum TAC level of the red snow crab offshore pot fishery. Results showed that the minimum TAC level would be 8,210 tons when the market price increased by 30% and it would be also 15,247 tons when the market price decreased by 30%. Furthermore, results of the sensitivity analysis by fishing cost showed that the minimum TAC level was analyzed to be 13,857 tons when the fishing cost increased by 30% from the current level.
