A class of allocation problems can be modeled in a linear programming formulation. But in reality, the coefficient of both the cost and constraint equations can not be generally determined by crisp numbers due to the imprecision or fuzziness in the related parameters. To account for this. a fuzzy version is considered and solved by transforming to a conventional non-linear programming model. This gives a solution as well as the degree that the solution satisfies the objective and constraints simultaneously and hence will be very useful to a decision maker. An attacker assignment problem for multiple fired targets has been modeled by a linear programming formulation by Lemus and David. in which the objective is to minimize the cost that might occur on attacker's losses during the mission. A fuzzy version of the model is formulated and solved by transforming it to a conventional nonlinear programming formulation following the Tanaka's approach. It is also expected that the fuzzy approach will have wide applicability in general allocation problems
This paper examines the problems of database partitioning and file allocation in a fixed topology distributed computer network. The design objective is to make files as collections of attributes and to allocate these files to network nodes so that a minimum total transmission cost is achieved subject to storage capacity constraints. A mathematical model for solving the problem is formulated and, the resulting optimization problem is shown to fall in a class of NP-complete problems. A new heuristic algorithm is developed which uses the idea of allocating attributes according to the transaction requirements at each computer node and then making files using the allocated attributes. Numerical results indicate that the heuristic algorithm yields practicable low cost solutions in comparison with the existing methods which deal with the file allocation problems and database partitioning problems independently.

Many telecommunication operators around the world have multiple networks. The networks run by each operator are always of different generations, such as 2G and 3G or even 4G systems. Each system has unique characters and specified requirements for optimal operation. It brings about resource allocation problem among these networks for the operator, because the budget of each operator is limited. However, the evaluation of resource allocation among various networks under each operator is missing for long, not to mention resource allocation optimization. The operators are dying for an algorithm to end their blind resource allocation, and the Resource Allocation Optimization Algorithm for Multi-network Operator (RAOAMO) proposed in this paper is what the operators want. RAOAMO evaluates and optimizes resource allocation in the view of overall cost for each operator. It outputs a resource distribution target and corresponding optimization suggestion. Evaluation results show that RAOAMO helps operator save overall cost in various cases.
This paper presents a new airport slot allocation model that uses AIP model to balance the use of airport slots within existing capacity based on the limitation of capacity expansion of airport slots. This new model is called a 'balanced airport slot allocation model', which integrates the airport facility usage system, which is applied independently without linkage, with the airport slot allocation system, introducing the market logical characteristic of 'administered incentive pricing. In this paper, we propose a new proposal to dramatically change the airport slot allocation system in the current situation where the expansion of facilities is limited in the urgent problem of the airport slot shortage, and it is necessary to balance the airport slot allocation. Airline paying for the use of an airport slot can determine the slot of the desired time slot based on the costs incurred by differentiating in the new airport slot allocation model. This is a system that allows the airlines that are willing to pay a lot of money in the market to use preferred airport slots.
As the global market becomes more competitive, manufacturing industries face relentless pressure caused by a growing tendency of greater varieties of products, shorter manufacturing cycles and more sophisticated customer requirements. Efficient and effective supplier selection and order allocation decisions are, therefore, important decisions for a manufacturer to ensure stable material flows in a highly competitive supply chain, in particular, when customers are willing to accept products with less desirable product attributes (e.g., color, delivery date) for economic reasons. This paper attempts to solve optimally the challenging problem of supplier selection and order allocation, taking into consideration the customer flexibility for a manufacturer producing multi-products to satisfy the customers' demands in a multi period planning horizon. A new mixed integer programming model is developed to describe the behavior of the supply chain. The objective is to maximize the manufacturer's total profit subject to various operating constraints of the supply chain. Due to the complexity and non-deterministic polynomial-time (NP)-hard nature of the problem, an improved genetic approach is proposed to solve the problem optimally. This approach differs from a canonical genetic algorithm in three aspects: a new selection method to reduce the chance of premature convergence and two problem-specific repair heuristics to guarantee feasibility of the solutions. The results of applying the proposed approach to solve a set of randomly generated test problems clearly demonstrate its excellent performance. When compared with applying the canonical genetic algorithm to locate optimal solutions, the average improvement in the solution quality amounts to as high as ten percent.
In this paper we address a design problem for hub and spoke transportation networks and then consider a capacitated hub locations problem with direct shipment (CHLPwD). We determine the location of hubs, the allocation of nodes to hubs, and direct shipment paths in the network, with the objective of minimizing the total cost in the network. An evolutionary algorithm is developed here to solve the CHLPwD. To do this, we propose the representation and the genetic operators suitable for the problem and adopt a heuristic method for the allocation of nodes to hubs. To enhance the search capability, problem-specific information is used in our evolutionary algorithm. The proposed algorithm is compared with the heuristic method in terms of solution quality and computation time. The experimental results show that our algorithm can provide better solutions than the heuristic.
In many project-oriented production systems, e. g., shipyards or large-scale steel products manufacturing, resource loading by an activity is flexible, and the activity duration is a function of resource allocation. For example, if one doubles the size of the crew assigned to perform an activity, it may be feasible to complete the activity in half the duration. Such flexibility has been modeled by Weglarz [13] and by Leachman, Dincerler, and Kim [7[ in extended formulations of the resource-constrained poject scheduling problem. This paper presents a new algorithmic approach to the problem that combines the ideas proposed by the aforementioned authors. The method we propose involves a two-step approach : (1) solve the resource-constrained scheduling problem using a heuristic, and (2) using this schedule as an initial feasible solution, find improved resource allocations by solving a linear programming model. We provide computational results indicating the superiority of this approach to previous methodology for the resource-constrained scheduling problem. Extensions to the model to admit overlap relationship of the activities also are presented.
With the explosivley increasing demand in wireless telecommunication service, the shortage of radio spectrum has been worsen. The traditional approach of the current fixed spectrum allocation leads to spectrum underutilization. Recently, CR (Cognitive Radio) technologies are proposed to enhance the spectrum utilization by allocating dynamically radio resources to CR Networks. In this study, we consider a radio resource(power, subcarrier) allocation problem for OFDMA-based CRN in which a base station supports a variety of CUs (CRN Users) while avoiding the radio interference to PRN (Primary Radio Network). The problem is mathematically formulated as a general 0-1 IP problem. The optimal solution method for the IP problem requires an unrealistic execution time due to its complexity. Therefore, we propose an heuristic that gives an approximate solution within a reasonable execution time.
In this paper, we deal with a hierarchical location-allocation problem in designing the broadband convergence networks (BcN). The objective is to minimize the total cost of switch and cable while satisfying the quality of service (QoS). We formulate the problem as an integer programming model and develop the Tabu Search (TS) heuristic algorithm to find a good feasible solution within a reasonable time limit. Initial solution is obtained by using the tree structure. Three neighborhood generation mechanisms are used by local search heuristic: insertion, switch up, and switch down. In order to demonstrate the effectiveness of the proposed algorithm, we generate lower bounds from nonlinear QoS relaxation problem. We present promising computational results of the proposed solution procedures.
