BMS 인증기준에 따른 구조용 CFRP 개발 (Development of Structural CFRP according to BMS Certification Standard)

  • In order to export aircraft components or substructures, it is necessary to get a certification from the main company for the components or an airworthiness certification from the FAA. In Korea, those processes are performed by a small number of private companies for aircraft components. However, airworthiness certification has never been done in the company. To export an assembled aircraft, whether small or large, it is obligatory to get a certification for the aircraft being exported. Currently, the Korean government is trying to get BASA agreement in a few years. For a mid-size company, it is easier to get the NADCAP audit process for the supply of aircraft components to the main company. In this paper, the overall process of aircraft certification is discussed and airworthiness certification is treated for export aircraft. Moreover, the NADCAP audit process is described in detail by introducing example parts made of composite material. This detailed process would be very helpful to a small or mid-size company that wants to develop and deliver aircraft components to foreign companies.

전술급 무인항공기 비행제어시스템의 감항인증 사례연구 (Airworthiness Case Study for the Tactical UAV's Flight Control System)

  • This paper presents the case study of the airworthiness certification for the flight control system of tactical UAV. Airworthiness regulations for flight characteristics and design and construction based on the STANAG 4671 are selected, and safety assessment is performed. Stall protection on wing level and turning flight criteria, and flap interconnection system failures were analyzed and applied to the flight control system design. The Hardware-in-the-loop simulation including math model, integrated system verification and validation test and failure mode and effects test were also performed and they are used to validate the means of compliance of the proposed airworthiness.

  • 첨단 무기체계들이 고도로 연동되어 수행되는 네트워크 중심전에서는 사이버 공격이 전쟁의 승패를 좌우하는 커다란 위협으로 대두되었다. 또한 최신예 전투기로 발전할수록 증가하는 소프트웨어 의존도는 사이버 공격에 대한 전투기 소프트웨어의 강화된 보안대책을 요구하고 있다. 본 논문에서는 항공기 감항 보안 인증 표준인 DO-326A를 적용함에 있어 전투기의 특성 및 운용환경을 반영하여 위험기반 보안위협 평가 프로세스를 설계한다. 이를 위하여 DO-326A의 감항 보안 인증 프로세스의 보안위협 평가 단계에서 전투기 보안위협을 도출하고 사이버 공격의 발생 가능성과 전투기에 미치는 영향력의 관점에서 위협을 점수화하며 보안위험 심각도를 결정하는 단계를 추가하여 적용한다.

  • 국내 민간 소형 비행기 동력장치의 감항기준은 KAS Part 23 "감항분류가 보통(N), 실용(U), 곡기(A), 커뮤터(C)류인 비행기에 대한 기술기준"과 Part 33 엔진에서 규정하고 있다. 이 기준은 미연방항공청(FAA)의 FAR Part 23 및 Part 33과 유럽항공안전청(EASA)의 CS-23 및 CS-E와 동등한 체계를 갖고 있다. FAA(2016.12.12.)와 EASA(2017.3.29.)는 소형 비행기의 감항기준을 개정하였다. 설계 방식과 적합성 입증방법을 지정한 '규범적 규정'에서 안전한 성능을 달성하도록 목표를 지정하는 '성능기반 규정'으로 전환한 것이다. 이러한 개념 전환에 따라 동력장치 감항기준 또한 대폭 변경되었다. 이에 따른 FAA의 동력장치 인증요건 개정 사항을 살펴보고 국내 감항기준 개정 방향을 고찰하였다.

민간 항공기 인증기술을 이용한 군용항공기 감항인증 효율화 기술동향 (Current trends of Military Air'craft Airworthiness certification using Civil Aircraft Certification Basis)

  • 항공기의 개발에 있어 비행시험은 통상적으로 크게 민간용과 군용의 두 분류로 나눌 수 있다. 민간용 항공기의 비행시험은 해당 정부의 감항당국에서 제시하는 안전/성능 요구도를 항공기가 충족하는지 여부를 개발자가 확인하는 것이다. 이에 반해 군용항공기의 비행시험은 소요제기를 한 해당 정부의 요구도를 항공 기기가 충족하는지 여부를 개발자의 사전점검(DT: Developmental Test) 이후에 정부의 독립적인 평가팀에 의해 Operational Test(OT)가 수행되어 최종적으로 확인하는 과정으로 진행된다. 이 논문에서는 민수용 항공기와 군용항공기 각각의 목적상 추진되던 인증업무가 비용의 효율성 제고, 민간항공기의 군용화 추세에 따라 민간항공기 인증방안을 사용해 군용항공기의 감항인증을 추진하는 선진국의 최신동향을 살펴보고 국내의 여건 및 향후 발전발향을 제시하고자 한다.

  • 항공기 부품은 새로 개발되는 항공기의 설계를 구성하는 일부일 뿐만 아니라, 형식증명을 받은 항공기의 감항성을 유지하는데 중요한 역할을 한다. 미국은 1965년부터 부품제작자승인 제도를 수립 시행하여 운용 중인 항공기의 감항성 유지는 물론 전 세계의 항공기 부품 시장의 확대에 기여해 왔다. 본 논문에서는 미국의 부품제작자승인, 유럽의 유럽부품승인, 그리고 우리나라의 부품등제작자증명 제도를 상호 비교 분석함으로써 국제적 안전성 기준에 부합하고 부품산업 발전에 기여할 수 있도록 개선사항을 제시하였다.

  • Since the time, cost and lack of regulatory information and guidance, one of the largest regulatory obstacles for an airframe manufacturer of polymer based advanced composite materials in certified aircraft applications, is to generate design allowables that will satisfy Airworthiness Regulations. In the past two decades, the design allowables used in military aircraft had been generated and applied in Korea, however the qualification of composite materials used in certifying airframe structure was not accomplished for design and demonstration of compliance to applicable airworthiness regulation. It is the intend of this paper that provide the basis of composite material qualification for small aircraft certification to the airworthiness regulation.

국내 고정익 무인항공기 감항인증 기술기준분석 (Airworthiness Standard Analysis about a Korea Fixed Wing Unmanned Aircraft)

  • An unmanned aircraft refers to an aircraft which carries no human pilot and is operated under remote control or in autonomous operational mode. An unmanned aircraft system consist of a one system which include UAV(s), UAV control station and data link, etc. As the UAVs can perform the dull, dangerous and difficult missions, various kinds of UAVs with different sizes and weights have been developed and operated for both civil and military areas. It is important to develop the airworthiness certification criteria of the UAVs to minimize the risks of fatal impacts on human life and environment and to achieve the equivalent level of safety to the manned aircraft. Analysis of the KAS Part 23 and STANAG 4671 can provide guidelines for the generation of the airworthiness certification criteria for the UAVs in civil application.

  • As the issuance of type certificate and production certificate for KC-100 Naraon, Korea is ranked as the State of Design and the State of Manufacture for civil aircraft specified in the Convention on International Civil Aviation. It means that another responsibilities are imposed and new frameworks are required for the airworthiness management including the continuing airworthiness. So far the minimum airworthiness management system was sufficient as the State of Registry for the aircraft operations and safety management. However, we need to establish and maintain the airworthiness management system for the effective certification and oversight of our air operators and approval holders. This paper introduces the new obligations under the Convention on International Civil Aviation, reviews the current aviation regulations and procedures and presents the strategy for the establishment of the regulatory system to ensure the airworthiness of aircraft.

항공기 시스템 설계와 안전성평가에 운영경험 반영 사례 연구 (A Study on the Application of Operational Experience in the Stage of Aircraft System Design and Safety Assessment)

  • Airworthiness authorities specify the technical standards of airworthiness that propose minimum requirement of the commercial transport category and apply the rules in the certification process to ensure the safety of the aircraft. The Federal Aviation Administration and other national airworthiness authorities define the fatal accident risk levels for the safety assessment of the aircraft system and establish standard procedures to apply both qualitative and quantitative analysis techniques. However, an accident or incident may occur by the combination of various factors, although the aircraft is designed in accordance with the strict standards and approval by the Airworthiness Authorities. There are some key factors, such as human error, unpredictable complex system failures, degradation of the components reliability, improper maintenance task and intervals. Risk can be reduced by reflecting aircraft operational experience with similar types of aircraft in the process of aircraft development and safety assessment. Result of the root cause analysis for the Airbus A300-600 incident in which the aircraft engine reverser was deployed in the air have been introduced to reflect the design of system and related components. Also, this paper suggests to create a big-database in order to provide a feed-back to the FAR Part 25 transport category design and safety assessment of the operational experience.
