Comparative Study on Airworthiness Standards for Aircraft Engines (항공기 엔진 감항기준에 대한 비교분석)

  • An aircraft engine is considered as the most important element among aircraft systems. Thus type certificate is required for an aircraft engine to ensure its safety under appropriate airworthiness standard. U.S. FAR Part 33 or European CS-E is widely adopted as an airworthiness standard for aircraft engines, and other representative countries of the world established own airworthiness standards under their regulations. In this paper, we compared differences of the requirements between FAR Part 33 and CS-E, and proposed the rulemaking items to harmonize Korean Airworthiness Standard for Aircraft Engines with worldwide standards and to contribute to growth of aviation industry.

  • This is a study on the propulsion criteria for airworthiness certification of the military aircraft. This treatise described the introduction of the airworthiness certification system, the features and difference between the military and commercial aircraft, the introduction of the standard airworthiness certification, the important technical criteria, and the several application instances of the criteria.

A Study on Airworthiness Certification Standards for Military Small Rotary-Wing Unmanned Aerial Vehicles (군용 소형 회전익무인기 감항인증기준에 대한 연구)

  • In modern society, the use of small rotary-wing unmanned aerial vehicles such as drones is increasing. As the military considers tactics using drones, demand for drones is increasing. However, there is still no airworthiness certification standard for drones for safety. In this paper, we proposed airworthiness certification standards for small rotorcraft unmanned aerial vehicles based on CS-LURS in Europe and STANG-4703, 4738 (draft) of the North Atlantic Treaty Organization. In addition, airworthiness certification standards have been strengthened through the case of unmanned aerial vehicle accidents in operation by the Korean military. The airworthiness certification standards for small rotary-wing unmanned aerial vehicles will be supplemented through a demonstration project.

  • Nowadays, the demand of civil application of an UAV has been being increased all over the world. And many projects are going on to develop a new regulatory system for an UAV to access a national airspace. Especially, to fly UAV over the non-restricted airspace as a standard airworthiness standard, many authority funded research institutes and associations are studying regulatory environment. For the UAV to access civil airspace, the certification system of the aviation regulation have to allow this. FAA of US, CASA of Australia and European authorities are now issuing an experimental airworthiness certificate to a civil UAV. This is the first step of issuing a standard airworthiness certificate. And many people believe that civil UAV can fly over a NAS if some technical issues are resolved. In this study, I would like to present an international trends of a civil UAV regulation system, reliability trend of unmanned aerial system and would like to bring up a our regulatory environment and suggest an UAV regulatory policy.

  • Korean civil airworthiness requirements of powerplant system are regulated by KAS(Korean Airworthiness Standard) Part 23 and Part 33. These are equivalent to FAR Part 23, Part 33 of FAA, and CS-23 and CS-E of EASA. FAA and EASA rewrite the airworthiness requirements for small airplane. They changed current 'prescriptive regulation' to a 'performance-based regulation' which makes safety performance the objective. Powerplant requirements have also been changed extensively by this concept revolution. In accordance with this reorganization, we studied the new powerplant system requirements of FAR Part 23 and proposed ideal directions to rewrite the Korean Airworthiness Standard.

  • To operate UAV in the civil airspace, the airworthiness of UAV system have to be proven by the civil certification system. However, it is difficult for UAV to be certified by the existing certification system because the existing certification system has been developed for the manned aircraft. So, many civil aviation authorities and research institutes are studying developing airworthiness standards for UAV certification. To develop an airworthiness standards for UAV, the airworthiness level of safety have to be established based on UAV categorization. I would like to introduce an quantitative methods for establishing airworthiness level of safety of UAV based on UAV categorization and example of Smart UAV.

  • Special airworthiness certificates can be issued if the aircraft does not meet the airworthiness standards, but it is deemed that it can be operated safely by partially limiting the scope of operation and flight performance. Currently, Korea is subject to experimental special certification for UAS(Unmanned Aircraft Systems) exceeding 150 kg of its own weight, but detailed guidelines need to be prepared on how to prove that they can be operated safely in a limited range. Recently, Korea Airworthiness Standard(KAS) Part 21 has been revised to reflect this, but it needs to be supplemented. In this study, through an understanding and analysis of the FAA's procedure of expeirmental special airworthiness certifications for UAS, we would like to suggest what we should consider when developing relevant guidelines in our country.

  • New aircraft category such as Light Sport Aircraft is introduced to prevent Ultralight Vehicle accidents and to promote aviation sports. Therefore, a new rule for airworthiness standard, certification, operation and maintenance of light sport aircraft is being created. The present study deals with LSA concept, development trend of LSA, airworthiness standards and certification policy. In particular, an aircraft type analysis of FAA certified LSA is conducted to establish performance requirements of Light Sport Aircraft designs.

  • The interest about the installation and certification for miscellaneous non-required electrical equipment is being increased in the domestic aviation industries. In this paper, the minimum applicable requirements in Airworthiness Standard and the acceptable means of compliance which can be applied to installation and certification for miscellaneous non-required electrical equipment is being researched. As a case study, galley certification procedures are presented by electrical load analysis, installation of warning devices and installation requirements.
