Measure the Productivity of Airports in Korea Considering Environment Factor : An Application of DEA (환경요소를 고려한 국내공항 생산성 측정 : DEA모형의 적용)

  • In the recent, it is gradually important for airport to consider environmental aspects as sustainable development is emerged. ICAO, FAA and individual countries has tried to reduce airport noise and pollution. Thus, the effort is needed to incorporate environmental factor into productivity indicator of airport. Our paper use DEA method with the non-parametric directional output distance function(DDF) to assess productivity of 14 airports in Korea during 2008~2010. In addition to three inputs, two conventional outputs, two undesirable outputs have been considered : noise and air pollution. Results are compared from models that do not include undesirable outputs. Inclusion in the analysis of the undesirable effects of airport operations leads to greater and closer airport's efficiency scores.

  • After it first opened in 2001, Incheon International Airport (IIA) has grown into a world-class airport, leaving remarkable traces, such as being the first airport to win the ASQ Airport Serivce Price for 10 consecutive years. However, ever since its birth IIA has tried to position itself as the leading hub airport of Northeast Asia. Until this day, it has not been meeting this goal, with transfer passenger numbers and transfer rates decreasing recently. This study looks at the outer environment to discover which factors affect IIA's transfer market. Through extensive research on external analysis, the study will eventually provide a counter strategy guideline for fighting back against decreasing transfer usage.

  • The purpose of this study is to demonstrate the relationship between the results of the analysis of the overseas railroad station buildings, which was conducted using the factors of environmental cognition for the purpose of designing an interior environment for the Incheon International Airport Railroad station that will be newly constructed, and the plan that could be applied to the design of interior environment for the airport railroad station. The station with a complex interior space layout and relatively larger space tends to be difficult to predict or forecast passenger's needs or recognition element in approaching stage of intoner environment design since the human's biological memory system is greatly affected by such factors. Cognitive approach at empirical standpoint would possibly create the design, of which elements will Implement the functions of their own as such approach enables necessary information to be structured in a systematical way and manner In implementing interior environment design for such stations to be built for the first time in Korea, behavioral approach based on systematic theory proved to be very crucial. Under such a background, the study was aimed at extracting the assessment elements for interior environment design, then setting the frame of cognitive approach to eventually propose the guideline in approaching to interior environment design.

  • This case study explores the stock sale, the resulting governance structures, and the airport management and development in Beijing Capital International Airport and Shanghai International Airport at Pudong. It is imperative for Incheon International Airport Corporation (IIAC) to change the management paradigm to survive in the changing environment and to become hubs in the relevant regions. And IIAC needs to search for the new ownership and governance structure to cope with the internal and external demands for innovation. In this study, along with the recent trends of the global airport industry, we suggest the implications for the IIAC's major decisions, especially, for the stock sale, the resulting governance structure, and the airport development and management. It is suggested that Korean government retain the majority control in the process of privatization to keep IIAC as a government-owned enterprise to provide the public goods to the citizen. Furthermore, to maximize the value of stock sale, IIAC needs to decide strategically the time and speed in the hybrid form of stock selling using trade sale and IPOs.

Influence of Greenhouse Gas Emissions from Commercial Aircraft at Korean International Airports on Radiative Forcing and Temperature Change (국내 대규모 공항의 항공기 온실가스 배출에 따른 복사강제력 및 기온변화 영향 연구)

  • Monthly variations of radiative forcing (RF) and mean temperature changes by greenhouse gases emitted from commercial aircraft were estimated based on the simplified expression at four international airports (Incheon, Gimpo, Jeju, and Gimhae Airports) during the years of 2009~2010. The highest RF and mean temperature change in the study area occurred at Incheon Airport, whereas the lowest RF and mean temperature change at Gimhae Airport. During 2009~2010, the mean RF and mean temperature change estimated from aircraft $CO_2$ emissions at Incheon Airport were approximately 30.0 $mW/m^2$ and $0.022^{\circ}K$, respectively. The mean RF and mean temperature changes caused by other greenhouse gas $N_2O$ was significantly small (<<0.1 $mW/m^2$ and << $1{\times}10^{-3}^{\circ}K$). Meanwhile, $CH_4$ emissions caused negative mean RF ($-4.45{\times}10^{-3}mW/m^2$ at Incheon Airport) and the decrease of mean temperature ($-3.83{\times}10^{-6}^{\circ}K$) due to consumption of atmospheric $CH_4$ in the aircraft engine.

Subjective Response for the Aircraft Noise in the Region around Airport mixed with Commercial and Military Aircrafts (민항기와 군용기가 혼합된 공항 주변지역의 항공기 소음에 대한 거주자 반응)

  • This study aims to survey the acoustical environment in the region around airport where there are various transportation noises such as aircraft noise, railway noise and traffic noise, and to analyze the subjective response on the noise to the people who live in house or work in office nearby airport. Measurement and subjective response evaluation were carried out at the same time and outdoor noise level was measured all day long to calculate one day results such as average Leq or one day WECPNL etc. The results showed that the military aircraft produces very high level comparing with commercial aircraft, for instance the sound level of commercial outdoor was lower than that of military aircraft indoor. Double and triple window were more effective for controlling the noise than single window, which showed the possibility of sound insulation treatment by installing windows having higher sound insulation performance. Finally the subjective response was resulted that the most annoying noise is from aircraft and counterplan they hope is 'airport moving out'. Leq 65 dB(A), the criteria value of sound insulation treatment, was corresponding to the subjective response of median annoyance '4' out of 7th scale.

A Study on the Flight Service Network for Incheon International Airport to be a Successful Hub Airport in Northeast Asia (인천국제공항의 허브 경쟁력 강화를 위한 효율적 비행편 서비스망 구성방법에 관한 연구)

  • Incheon International Airport(IIA) is planned to open in about two years. Korean government has an ambition to make IIA a major hub airport in Northeast Asia. The most essential and required condition for an airport to be a successful hub airport in a certain region is to have more efficient flight service network than the other airports in the same region. IIA should compete with Japanese airports to be a major hub in Northeast Asia because Japanese government also has a plan to expand greatly the airport capacity in Tokyo area and Kansai airport in Osaka. It is necessary for both IIA and Korean national air carriers to compose efficient flight service network considering hub competition with Japanese major airports. As the liberalization of international air transport industry would give more marketing freedom to airlines, they would plan the flight service network and flight schedule based on market analysis instead of governmental regulations. In the economically liberalized environment, it is very required to analyze air passengers' flight choice behaviour in order to induce other carriers and passengers through IIA's attractive flight service network. Disaggregate model is more appropriate than aggregate model to analyze consumers' behaviour. The information derived from disaggregate choice model of air passengers could be utilized in devising efficient flight network and schedule plan. Value of travel time or trade off ratio between flight frequency and travel time which could be estimated from discrete choice model could be utilized for scheduling an efficient flight plan for airlines and composing efficient flight service network for IIA.

Hindcasting of Storm Surge at Southeast Coast by Typhoon Maemi

  • Typhoon Maemi landed on the southeast coast of Korea and caused a severe storm surge in Jinhae Bay and Masan Bay. The tide gage in Masan Port recorded the storm surge of a maximum of more than 2m and the area of more than 700m from the Seo Hang Wharf was flooded by the storm surge. They had not met such an extremely severe storm surge since the opening of the port. Then storm surge was hindcasted with a numerical model. The typhoon pressure was approximated by Myers' empirical model and super gradient wind around the typhoon eye wall was considered in the wind estimation. The land topography surrounding Jinhae Bay and Masan Bay is so complex that the computed wind field was modified with the 3D-MASCON model. The motion of seawater due to the atmospheric forces was simulated using a one-layer model based on non-linear long wave approximation. The Janssen's wave age dependent drag coefficient on the sea surface was calculated in the wave prediction model WAM cycle 4 and the coefficient was inputted to the storm surge model. The result shows that the storm surge hindcasted by the numerical model was in good agreement with the observed one.

A Study on a Installation Siting for GBAS Category-I Ground System Implementation in Gimpo Airport (GBAS Cat-I 지상시스템 시범공항 구축을 위한 설치후보지 검토)

  • This paper presents site survey processes and the results for installing GBAS Category-I ground system into Gimpo international airport. For siting assessment, many things should be taken into account in advance, such as installation requirement of GBAS components, future airport development plan and possible interference effects to existing facilities. Because overall performance of GBAS system can be affected by GPS signal reception environment, on-site survey should be performed carefully to measure actual GPS environmental performance and determine if any adverse multipath or RFI problems exist or not. In addtion, VDB antenna should be located to ensure line of sight for transmitting VHF signal to deliver GBAS message to aircraft. Based on the survey results, final location for GBAS system installation is selected near runway 32 in the Gimpo airport.

A Study on Legislation Related to Noise Countermeasures in Military Airfield (군용비행장 소음대책 관련 입법안에 대한 연구)

  • In Korea, a Law on Airport Noise Prevention and Noise Control Area Support has been in effect since 2010. And also, airport noise measures project and residents support project conducted following the Law on Airport Noise Prevention and Noise Control Area Support. However, a Law on Airport Noise Prevention and Noise Control Area Support does not apply to military airfield. Many city residents already complain about military airport noise, but there are no countermeasures. They claim the noise from the military airfield is an intrusion on their lives, and some people brought a class action against the government. In the 20th National Assembly, some congressmen already proposed some legislations that aims to support residents adjacent to the military airfield. Nevertheless, relevant legislations are currently pending at the 20th National Assembly. Legislation preventing aircraft noise and providing support measures is essential to residents life who near by military airfield. At first, this study looked at legislations proposed by congressmen in the 20th National Assembly. And also, this study looked at A Law on the Improvement of Living Environment around the Defence Facilities of Japan. Based on this study, we did an analysis of the problem of legislation and proposed improvement suggestion. I hope so that this study could someday help congressmen make a legislation about military airfield noise. We hope the 20th National Assembly will pass the legislation finally to help the residents who near by military airfield relieve their pain by noise and restore their human dignity.
