Korea has been at the forefront of efforts to enhance international cooperation in transport and communications within Northeast Asia. This effort is driven not only by the benefits that could accrue to the Korean Peninsula but also to all nations in the region. Mutual cooperation within Northeast Asia would reduce transport and communications costs and provide the basis for a regional transport and logistics network. Before progress can be made towards an integrated transport and communications system in Northeast Asia, however, there is a need to evaluate its prospects, outline a visionary plan, and detail a preferred strategy. The strategy to develop the Korean Peninsula as the gateway for Northeast Asia should harmonize with the region's common transport (and communications) policy The strategy adopted by South Korea is focused primarily on the development of an improved logistics infrastructure that would be extended to North Korea upon reunification. The seaport and airport developments In Korea will have to be supported by improved access to planned high-speed railways, expressways and freight distribution centers that, in turn, are to be integrated with new telecommunications and computer technologies. The benefits from these improvements will be lost unless existing government monopolies controlling seaport, airport, rail, road and expressway developments are commercialized to ensure that the price of transport reflects its actual cost. Technical harmonization between different modes should be promoted to facilitate efficient intermodal transport between the Korean Peninsula and the rest of Northeast Asia.

Aviation/tourism industry has a unique characteristic of high inter-dependance between customer and service-provider. It is the mental condition of service-provider that could influence on the attitude of the service-provider. Thus, it is important to manage the mental condition of the service employees to enhance a company's financial performance. This paper tries to analyze the combined model of both policy acceptance and service profit chain(SPC) models. First, service policy acceptance model tells how the service policy acceptance, which consists of policy compliance, trust, participation and policy failure, would influence on SPC model. According to empirical research, it was found that both the employees' policy compliance and the policy trust have a positive significant impact on their participation on service policy. In the policy acceptance model, the employee's voluntary participation based on their trust and compliance of the policy was proven to have a positive effect on increasing job satisfaction and customer orientation. Regarding SPC model, their participation in the policy had the strongest impact among variables on customer orientation. Such results implies the employees' participation on the policy could become the starting point to enhance the customer value.

The Incheon airport is a gateway to and from the Republic of Korea and has a great influence on the image of the country. Therefore, it is necessary to predict the number of airport passengers in the long term in order to maintain the quality of service at the airport. In this study, we compared the predictive performance of various time series models to predict the air passenger demand at Incheon Airport. From 2002 to 2019, passenger data include trend and seasonality. We considered the naive method, decomposition method, exponential smoothing method, SARIMA, PROPHET. In order to compare the capacity and number of passengers at Incheon Airport in the future, the short-term, mid-term, and long-term was forecasted by time series models. For the short-term forecast, the exponential smoothing model, which weighted the recent data, was excellent, and the number of annual users in 2020 will be about 73.5 million. For the medium-term forecast, the SARIMA model considering stationarity was excellent, and the annual number of air passengers in 2022 will be around 79.8 million. The PROPHET model was excellent for long-term prediction and the annual number of passengers is expected to be about 99.0 million in 2024.

Bird strike is big issue in aviation. Because a bird strike causes not only an aircraft damage but also a fatality, aviation societies are gearing up to prevent a bird strike. However, the accidents is not going down yet. Annal average of bird strikes in Korea is 1.15 accidents per ten thousand of flight, which is lower than the other country, for example 1.84 accidents in France and 2.38 accidents in Switzerland, 1.15 accidents. In the U.S.A, there are 89,727 accidents for the 19 year(1990-2008). Also flight delay is total 637,692 hours. The cost is total 350,258 billion dollar and 18,435 billion dollar per year. In related with those data's, this research is about the current and legal status of the bird strike. Also it will be useful to establish aviation safety policy and manage the bird strike.

The purpose of this study is to find factors that Incheon International Airport should focus on and improve in order to have hub-competitiveness through economic zone centered on airport. Text analytics was conducted on online review written by passengers who used world class transit airport to derive environmental factors. After that, we select 15 major factors among the derived environmental factors based on the previous studies. This study used IPA analysis for experts in aviation field to investigate the importance and performance of the factors. Results showed that performance was evaluated to be lower than importance in all factors, and accessibility(convenience, diversity, cost and time), free economic zone and various shopping facilities were top 3 factors to be specifically improved. This study is meaningful in that it can understand passengers' perceptions by using the advantages of text analysis and surveys method. The result of study can be used to establish policy and strategic directions to solidify the position of hub airports in the future.

This paper is intended to identify the main problems for attracting inbound tourists in Korea in conjunction with aviation sector. This paper mainly deals with policy issues of tourism-aviation sector. The major impediments in the aviation sector for attracting inbound tourists can be lack of flight seat supply at peak season, flight time schedule, and cooperation of Airlines. Policy suggestions for international tourism promotion in Korea can be summarized as: re-adjustment of flight time schedule between Japan-Korea routes, market promotion for attracting Chinese visitors, development of Korea-China-Japan triangular tourism product, efficient provision of airport facility, and in particular collaboration between government sectors of countries and private sectors of Airlines and travel agencies.

According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. So Republic of Korea Government enact the Law, Aviation Safety and Security. The Purpose of this Act is to prevent any unlawful act in airport facilities with international conventions, including the ICAO to provide for standards, procedures and mandatory matters needed to ensure the safety and security of civil aviation. But the Act has some error. So is this paper to review the revision of aviation security regulation and the changes of aviation security responsibilities and task assignment. There is the term "aviation security personnel", who are charged with the task of preventing any act of disrupting the order and safety in airport. But there is no term "security screening personnel" who performs to detect or search for dangerous object, such as weapons or explosives, which may be used for the unlawful obstruction.

Public health doctors of Korea contributed significantly to massive coronavirus disease 2019 (COVID-19) testing. They were immediately dispatched to epicenters of the COVID-19 pandemic, and have run tests at screening centers, airport quarantines and hospitals. However, their expertise from in-field experience has been often neglected. It is time to reorganize public health doctor system to better prepare for future epidemics. Transforming and strengthening their roles as public health experts through systematic training is crucial.

For the policy makers and managers as well as the workers at work, it is important to identify what affects, to what extent, the safety level and costs of work sites. Within this context, the author analyzes fifteen construction work sites of the Incheon International Airport from 1996 to 1999 and shows that the expenditures for safety personnel and education programs contribute to reducing industrial accident costs. In addition, the author demonstrates that the regression analysis out-performs Heinrich method in estimating the accident costs of those work sites.
