공항 및 공역관리 제도 개선에 관한 연구 (A Study on the Airport and Airspace Management)

  • This paper discusses the qualification criteria for international hub airport and suggests the strategies for Inchon International Airport (IIA) to be the hub airport in the East Asia. Recently, many East and Southeast Asia countries have invested on large scale international airports like Chap Lak Kok airport, Pudong airport etc.. as Korea have done on IIA. IIA to be open in 2001 will face a serious competition with these airport. Being a hub airport requires geographic proximity. sufficient volume of local traffic. uncongested infrastructure, a good accessibility to surrounding industrial centers. high quality of service to the airline. In order to promote airlines to land at IIA. Korea Government need to establish Open Sky Policy to many countries and national flag carriers of Korea need to be involved in a global alliance. Developing vicinity of IIA as free trade zone will generated more local traffic which makes IIA as more attractive candidate for airlines. The Korea airspace is one of the most restricted area in the world becuase of the national security. which limits civil aircraft maneuvers. The airspace need to be re-structured to exploit the full capacity of IIA.

자동차배출(自動車排出)가스 규제(規制)를 위한 수정(修正)된 축차검사계획(逐次檢査計劃) (The Sequential Rectifying Inspection for the Constraint of Motor Vehicle Emission)

  • The motor vehicle emission is expected to be constrained strongly in the future in accordance with the current policy as to prevention of air pollution. This paper establishes a sequential rectifying inspection plan which satisfies the standard motor vehicle emission for the automobile producers who are currently producting the automobiles with catalytic converts. This plan also considered the constraint of the effective motor vehicle emission by way of rectifying the certification test in the past. In order to evaluate the performance of the inspection plan, the recent certification test data have also been applied. The result of the application has proved that the rectified sequential inspection plan presented in this paper satisfies the standard motor vehicle emission and can be the optimal economic inspection plan. As a result the inspection plan given in this paper will be contributed to constrain the motor vehicle emission most effectively.

A Review on the Characteristics of Air Pollutants Emitted from Passenger Cars in Korea

  • On-road source emissions are major air pollutants and have been associated with serious health effects in Seoul metropolis. Thus, it is of fundamental importance to have an accurate assessment of vehicle emissions in order to implement an effective air quality management policy. As a result, there is a need to overview vehicle emission characteristics of air pollutants. This article discusses vehicle exhaust sampling and chemical analysis, emission characteristics of air pollutants, and emission regulations from passenger cars. The vehicle exhaust sampling and chemical analysis methods were described in particulate matter and gaseous compounds. In this article, chassis dynamometer, measurement instrumentation for nano-particulate matter and carbon compounds analysis device were described. For the gasoline and diesel vehicles, the effective parameters of emissions were average vehicle speed, vehicle mileage and model year. The particle number emissions for diesel nano-particles were sensitive to the sampling conditions. Also, the particle number emissions with a diesel particle filter (DPF) largely reduced rather than those without it. This article also describes different emission characteristics of air pollutants according to biodiesel or bioethanol mixing ratio. The Korean emission standards for passenger cars were compared with those of the US and EU. Finally, the objective is to give an overview of relevant background information on emission characteristics of air pollutants from passenger cars in Korea.

  • What was once known as common courtesy is rapidly disappearing in the air travel industry, and the violent behavior known as air rage is a constant threat. Once sought after by other industries for advice because of its expertise in customer service, the air travel industry has now slipped to the lowest rungs of companies with unhappy customers. As airlines cut corners in order to avoid bankruptcy, passengers' patience is tested by the stress of flight delays, crowded airports and close packed seating on airplanes. This article examines the situation, strategies used by passengers and ways the airline industry might better inspire courteous behavior in passengers. A cultural expectation of entitlement and competitiveness for limited resources has led to a breakdown in civilized behavior throughout society, both in the United States and internationally. Air travelers faced with rude and intrusive behavior from others on the flight are beginning to find their own ways of coping, such as high quality headphones to block offensive noises, and mechanical devices to keep the seat in front from reclining to the point where it hits their knees. The most potentially effective remedies will come from airlines that enlist cooperation by offering effective passenger education and possibly even incentives. Acceptable airline behaviors need to be plainly defined and stressed for passengers, both before boarding and onboard. In this paper, some methods are suggested to motivate passengers and to inspire courteous behavior.

인체의 위해성과 수생태계를 고려한 수질환경기준 설정에 관한 연구 (A Study on Water Quality Standard for the Protection of Human Health and Aquatic Life)

  • There are about 40,000 chemicals used in Korea and 300 new types of chemicals are added to the list every year, influencing quality of air, soil and water. Water quality standards that serve as the basis for water quality management have been proved inefficient and insufficient compared to those of advanced countries. This study aims to improve the existing water quality standards. Most importantly, the water quality standards need to take into account not only protection of human health but also aquatic resources. To that end, water quality criteria need to be set by monitoring each watershed every year and conducting risk assessment. Criteria for human health are set at $10^{-6}$ cancer risk level, and for aquatic life at conservative level, adopting the methodology of the U.S. and Australia, respectively. After carrying out technical and economic feasibility studies, more conservative criteria will be used to decide final water quality standards. The development of this system to establish integrated water quality standards for both human health and aquatic resources protection is urgently needed.

정지궤도 대기환경 관측 위성 자료 관리 정책 방안 연구 (A Study of Geostationary Atmospheric Environmental Monitoring Satellite Data Management Policies)

  • 우리나라 위성 개발 사업은 국가 안보 차원의 군사 목적과 민간에서 상업 목적의 통신위성 개발로 양분되어져 왔으나, 우리나라 최초 정지궤도의 지구관측 위성인 천리안 위성을 기점으로 위성의 다양한 활용 방안이 제시되고 있다. 기존 위성 사업에서는 선명한 지상 영상이 주 관심사였던 것에 비해 위성 자료를 가공, 고부가가치 정보 생산에 대한 중요성이 제시되고 있다. 특히, 천리안 2호 위성에 탑재되는 환경탑재체는 시각적으로 관찰되지 않는 대기 중 오염물질의 농도를 감시하므로써, 무한한 위성의 활용성을 적절하게 보여주는 사례라고 할 수 있다. 또한, 위성에서 생산되는 자료 활용성은 자료의 적절한 공개와 제공 정책에 크게 영향을 받을 수 밖에 없으며, 광역적인 위성 특성에 따라 현재 국내의 위성 영상은 안보적인 측면으로 인해 접근이 쉽지 않은 측면이 있었으나, 공개될 경우 드러나지 않은 잠재적인 수요가 충분히 존재할 것으로 예상됨에 따라, 안보적인 측면이 약한 위성 자료에 대한 관리 정책에 대한 변화가 필요한 시점이라고 할 수 있다. 본 논문에서는 확대되고 있는 위성 활용 범위에 따라 위성 자료의 공개 현황을 조사하고 환경위성 특성을 고려한 자료 배포 정책 방안에 대해 제시한다.

  • NMHC (non-methane hydrocarbons)는 $C_2$- $C_{l2}$의 탄화수소로 구성되며 NOx와 함께 오존을 생성시킨다. NMHC에 카보닐 화합물과, 카본수가 증가하여 휘발성이 떨어지더라도 광화학 반응성이 있는 탄화수소가 추가되면 우리에게 보다 익숙한 VOC (volatile organic compounds)가 된다 (Watson et al., 2001). NMHC는 자동차, 가스 및 석유 정제시설, 주유소, 세탁공업, 산업공정 등으로부터 배출된다. NMHC는 오존 등 광화학 산화제 뿐 아니라 미세입자 생성에도 직접 또는 간접적으로 관여하여 광화학 스모그를 유발시킬 수도 있다. (중략)략)

대기오염물질과 온실가스 배출권 거래제 연계 방안 (A Strategy to Integrated Emission Trading System for Greenhouse Gas with that of Air Pollutants)

  • To introduce an emissions trading system for GHG that currently have no reduction requirements, the following should be considered as priorities: eliciting the participation of the industrial sector and linking GHG emission trading systems to the emissions trading system (implemented from July 2007) that has become part of national policy with the enactment of the Special Act. Two directions can serve as viable alternatives in that regard. One is a baseline-and-credit method based on incentive auctioning. This has the advantage of inducing participation through economic incentives without a reductions commitment. The downside of this method is that it requires vast investments, as well as the fact that reaching an agreement between participants and the government to decide an objective baseline is difficult. On the other hand, the cap-and-trade method set forth in the Special Act is attractive in that it can be integrated with the air pollutant emissions trading system, but it would be difficult to elicit the participation of the industrial sector in the absence of GHG emission reduction requirements. In the current situation, it would be preferable for the government to induce the participation of the industrial sector by devising a wide variety of incentives because taking part in the emissions trading system before reducing GHG emissions offers large incentives through learning by doing. The timing of GHG reduction commitments and emissions trading system implementation may be uncertain but their Implementation will be unavoidable. Thus the government needs to facilitate preparations for emissions trading of GHG in the future and continuously review its operation in integration with the air pollutant emissions trading system to maximize adaptation and teaming by doing effect in the industrial sector.

Estimating Environmental Carrying Capacity of Seoul Metropolitan Area Using System Dynamics and Box Model

  • The purpose of this paper is estimating environmental carving capacity of Seoul Metropolitan Area for a sustainable city management using system dynamics model. A sustainable development requires a society to define sustainability constraints or environmental limits, environmental carving capacity. Environmental carving capacity can be defined as the level of human activity which a region can sustain at an acceptable quality of life level. This concept of environmental carving capacity has several important application to sustainable city planning and management. If the limitation of a human activity can be supported by a scientific data on carving capacity, the resulting decision and actions could more easily win public support for a sustainable development. However, one of the key issues is how to operationalize the carving capacity. In this paper, the environmental carving capacity was operationalized as a maximum number of industry structure, population, and housing that can sustain certain level of environmental quality of Seoul Metropolitan Area. The model developed in this paper consisted off sectors: population, housing, industry, land, and environmental sector. The model limits its main focus on the NO$_2$level of ambient air of Seoul. Carving capacity Seoul Metropolitan Area was estimated by figuring out the maximum number of population, industry structure, housing at an equilibrium point that sustain a desirable NO$_2$level. Based on the model estimation, several policy implications for a sustainable city management was discussed.

  • Trend of mechanical ventilation system applied to apartment house is introduced and feasibility study on installation of the individual room control ventilation as energy-saving method is carried out through field experiment. While initial cost of installation for the individual room control ventilation increases, the running cost is lower than the individual household control ventilation due to automatic flow rate control and reduction of fan power, and the management cost also decreases due to extension of use life of components. As the results of field experiment on $115m^2$-type apartment house, the individual room control ventilation could save the amount of 1,459.5Wh/day when compared with the individual room control ventilation
