Crop damages due to agricultural drought has been increased in recent years. In Korea, water resources are limited indicating that proper management plans against agricultural drought are required for better water-use efficiency in agriculture. In this study, irrigation intervals and amounts for various crops and soil physical properties (sandy and silt loams) were estimated using the IWMM model. Five different crops (soybean, radish, potato, barley and maize) at the Bangdong-ri site in Chuncheon were selected to test the IWMM model. IWMM assessed agricultural drought conditions using the soil moisture deficit index (SMDI), and irrigation intervals and amounts were determined based on the degree of agricultural drought (SMDI). Additionally, we tested the effects of surface irrigation and sprinkler irrigation methods and various irrigation intervals of 2, 3, 5 and 7 days. In our findings, the irrigation intervals of 5 and 7 days showed the minimum rrigation amounts than others. When we considered that the intervals of 3 or 5 days are usually preferred to fields, the interval of 5 days was determined in our study. The estimated irrigation amounts for different crops were shown as maize > radish > barley > soybean > potato, respectively. The irrigation amounts for maize and barley were highly affected by soil properties, but other crops have less differences. Also, small differences in irrigation amounts were shown between the surface and sprinkler irrigation methods. These might be due to the lack of consideration of water loss (e.g., evapotranspiration, infiltration, etc.) in IWMM indicating model structural uncertainties. Thus, possible water loss (e.g., evapotranspiration, infiltration) need to be considered in application to fields. Overall, IWMM performed well in determining the irrigation intervals and amounts based on the degree of agricultural drought conditions (SMDI). Thus, the IWMM model can be useful for efficient agricultural water resources management in regions at where available water resources are limited.

KRC (Korea Rural Community Corporation) is in charge of about 3,400 agricultural reservoirs out of 17,240 agricultural reservoirs, and automatic water level gauges in reservoirs and canals were installed to collect reservoir and canal water level data from 2010. In this study, 10-minute water level data of 173 reservoir irrigation canals from 2016 to 2018 are collected, and discharge during irrigation season was calculated using rating curves. For estimation of water supply, irrigation water requirement was calculated with HOMWRS (Hydrological Operation Model for Water Resources System), and the summation of reservoir water storage decrease was calculated with daily reservoir storage data from RAWRIS (Rural Agricultural Water Resource Information System). From the results, the total yearly amount of irrigation water supply showed less than 10% difference than the irrigation water requirement. The regional analysis revealed that reservoirs in Jeollanam-do and Chungcheongnam-do supply greater irrigation water than average. On the contrary, reservoirs in Gyeongsangnam-do and Chungcheongbuk-do supply less than others. This study was conducted with a limited number of reservoirs compared to total agricultural reservoirs. Nevertheless, it can indicate irrigation water supply from agricultural reservoirs to provide information about agricultural water use for irrigation.

As abnormal weather conditions escalate, water disasters such as droughts and floods occur more frequently. These natural disasters are fatal to agricultural reservoirs, where the operation techniques vary greatly depending on the season and weather conditions, and response through intake works is limited. In response, governments like the Korea Rural Community Corporation have researched efficient water supply methods through irrigation channels. Therefore, previous studies analyzed the irrigation process using numerical models to determine an efficient irrigation system. However, SWMM and EPANET used in previous studies are limited in quantitative agricultural irrigation process analysis. Therefore, this study developed AIRISS to simulate and analyze agricultural irrigation. Specifically, we simulated the irrigation process in the Ssangbong area of South Korea and simulated the irrigation process to verify the performance of the numerical model. AIRISS, developed in this study, is specialized in simulating the agricultural irrigation process. It can check the supply to each paddy and the condition of each paddy.

Irrigation return flow is defined as the excess of irrigation water that is not evapotranspirated by direct surface drainage, and which returns to an aquifer. It is important to quantitatively estimate the irrigation return flow of the water cycle in an agricultural watershed. However, the previous studies on irrigation return flow rates are limitations in quantifying the return flow rate by region. Therefore, simulating irrigation return flow by accounting for various water loss rates derived from agricultural practices is necessary while the hydrologic and hydraulic modeling of cultivated canal-irrigated watersheds. In this study, the irrigation return flow rate of agricultural water, especially for the entire agricultural watershed, was estimated using the SWMM (Storm Water Management Model) module from 2010 to 2019 for the Madun reservoir located in Anseong, Gyeonggi-do. The results of SWMM simulation and water balance analysis estimated irrigation return flow rate. The estimated average annual irrigation return flow ratio during the period from 2010 to 2019 was approximately 55.3% of the annual irrigation amounts of which 35.9% was rapid return flow and 19.4% was delayed return flow. Based on these results, the hydrologic and hydraulic modeling approach can provide a valuable approach for estimating the irrigation return flow under different hydrological and water management conditions.

For optimal reservoir operation and management, there are essential elements including water supply in agricultural reservoir and demand in irrigation district. To estimate agricultural water demand and supply, many factors such as weather, crops, soil, growing conditions cultivation method and the watershed/irrigation area should be considered, however, there are occurred water supply impossible duration under the influence of the variability and uncertainty of meteorological and hydrological phenomenon. Focusing on agricultural reservoir, amount and tendency of agricultural water supply and demand shows seasonally/regionally different patterns. Through the analysis of deviation and changes in the timing of the two elements, duration in excess of water supply can be identified quantitatively. Here, we introduce an approach to assessment of irrigation vulnerable duration for effective management of agricultural reservoir using time dependent change analysis of residual water supply and irrigation water requirements. Irrigation vulnerable duration has been determined through the comparison of water supply in agricultural reservoir and demand in irrigation district based on the water budget analysis, therefore can be used as an improved and basis data for the effective and intensive water management.

This study was conducted to analyze changes of irrigation water and soil volumetric water content by irrigation method of field soil in Saemangeum reclaimed tideland. The main test irrigation methods was surface drip irrigation, sprinkler irrigation, and sub drip irrigation. In addition, the correlation between irrigation amounts and crop yield by irrigation method was investigated. For soil volumetric water contents increases by 25%, surface drip irrigation took 1.5 hour, sprinkler irrigation took 2.0 hours, and sub drip irrigation took 3.0 hours. As a result of analyzing the irrigation amounts according to the yield, the surface drip irrigation was 2.66 mm/day in the seedling stages, 3.31 mm/day in the vegetative growth stages, and 5.09 mm/day in the flowering stages. Sprinkler irrigation was 2.90 mm/day in the seedling stages, 3.87 mm/day in the vegetative growth stages, and 7.11 mm/day in the flowering stages. Sub drip irrigation was 2.42 mm/day in the seedling stages, 3.09 mm/day in the vegetative growth stages, and 4.87 mm/day in the flowering stages. It was analyzed that there was a statistically significant difference in irrigation amounts by fresh weight and irrigation method (F=4.002, p=0.022), and irrigation amounts by dry weight and irrigation method (F=3.499 p=0.034). Surface drip irrigation was judged to be more appropriate than sprinkler irrigation or sub drip irrigation for field crops in Saemangeum reclaimed land.

With the implementation of integrated water management policies, the need for information sharing with respect to agricultural water use has increased, necessitating the quantification of irrigation water supply using monitoring data. This study aims to estimate the irrigation water supply amount based on the relationship between the water level and irrigation canal discharge, and evaluate the reliability of monitoring data for irrigation water supply in terms of hydrology. We conducted a flow survey in a canal and reviewed the applicability of the rating curve based on the exponential and parabolic curves. We evaluated the reliability of the monitoring data using a reservoir water balance analysis and compared the calculated results of the supply quantity in terms of the reservoir water reduction rate. We secured 26 readings of measurement data by varying the water levels within 80% of the canal height through water level control. The exponential rating curve in the irrigation canal was found to be more suitable than the parabolic curve. The irrigation water supplied was less than 9.3-28% of the net irrigation water from 2017 to 2019. Analysis of the reservoir water balance by applying the irrigation water monitoring data revealed that the estimation of the irrigation water supply was reliable. The results of this study are expected to be used in establishing an evaluation process for quantifying the irrigation water supply by using measurement information from irrigation canals in agricultural reservoirs.

Agricultural water occupies the largest portion of total water use in Korea, and generally researches on the development of agricultural water have been stressed on the demand of agricultural water itself. But it is unavoidable to change a policy from the development of water resources to cope with the increase of water demand to the effective management of existing water resources. Evaluation of the decrepitude of irrigation facilities and their reasonable maintenance are important for the effective supply and use of agricultural water. Therefore it is necessary to develop evaluation technique that diagnoses the current condition of irrigation canals and suggest a countermeasure to improve the found problems. 25 items in 6 classes were selected for the evaluation of irrigation canal systems, and the weighted value between the items was calculated using AHP (Analysis Hierarchy Process) method. The current condition of the irrigation facilities was evaluated from the class evaluation marks, and ranking was decided from the total marks between the projects, and finally the priority of the project for the improvement was given.
Recently, the quantitative management of agricultural water supply, which is the main source for water consumption in Korea, has become more important due to the effective water management organization of the Korean government. In this study, the estimation method for irrigation supply based on agricultural reservoir storage data was improved compared to previous research, in which drought year selection was unclear, and the outlier data for the rainfall-irrigation supply were not eliminated in the regression analysis. In this study, the drought year was selected by the ratio of annual precipitation to mean annual precipitation and the storage rate observed before the start of irrigation. The outlier data for the rainfall-irrigation supply were eliminated by the Grubbs & Beck test. The proposed method was applied to nine agricultural reservoirs for validation. As a result, the ratio of annual precipitation to mean annual precipitation is less than 53% and the storage rate observed before the start of irrigation is less than 55% it was judged to be the drought year. In addition, the drought supply factor, K, was found to be 0.70 on average, showing closer results to the observed reservoir rates. This shows that water management at the real is appling drought year practice. It was shown that the performance of the proposed method was satisfactory with NSE (Nash-Sutcliffe model efficiency coefficient) and R2 (coefficient of determiniation) except for a few cases.
