A Comparison of Rural Development Programs between China and Thailand (중국과 태국의 농촌개발 비교;농업연구 및 지도사업을 중심으로)

  • This study intended to compare rural development programs between China and Thailand, focused on research and extension activities. In China, Agricultural Science Administration(ASC) took charges in agricultural research, and under the ASC there were 39 agricultural organizations throughout the country. There were distinctive differences as to condition of agricultural areas, under-developed area at middle and developing area by sea and river. To improve agricultural production in China, diffusion of new agricultural technology would be important along with supplying equipment such as soil test kits, plant nutrition analysis sets and vehcles for extension educators. In Thailand, under the Ministry of Agriculture & Cooperatives, there were five departments, seven divisions and eight national enterprises. Among them, Department of Agriculture was in charge of agricultural research while the Department of Agricultural Extension for extension services. Each department had sub-division and provincial organization including personnel management and budget. However, the relationships and consistency between the Department of Agriculture and the Department of Agricultural Extension needed to be improved for better cooperation of research and extension.

Food Security Problems in North-East Asia and Cooperative Measures in the 21st Century (21세기 동북아 식량안보문제와 지역간 협력방안)

  • The issue of food security will become one of the most widely concerned area of public policy in North East Asia coming 21st century. Although those countries such as China, Japan, South and North Koreas and Mongolia places emphasis on the need to have stable and reliable capacity for food production, it will be highly possible for these regions to experience the shortage of food supply due to growing population, expanding urbanization and rapid industrialization within next decade. Since world food markets are characterized as unstable structure and dominated by large multinational firms, their reliances on importing staple food may create the aggravation of food shortage problem in emergency situations. One possible proposal for solving food security in north-east region might be movements toward multilateral food supply assurance agreements as a component of trade negotiations among these countries. As measures for cooperation for securing food supply in these regions, following principles would be suggested; 1) encouraging agricultural cooperation based on private business, 2) exchange of technical and human resources rather than material support, 3) developing mutual concern and benefits, 4) managing joint buffer stock for staple food.

  • Papua New Guinea, birthplace of the South Pacific, is a natural nation which have potential of increasing crops output because it has optimum condition for crop growth as tropical rain forest climate under hot and humid climate. Farming village of Papua New Guinea want to produce crops for create income beyond the self-sufficiency. It needs the technological transfer such as irrigation facilities and understanding of agricultural weather condition for good crops production. In particular, it needs a improvement through pH, EC, ORP for make optimum soil condition and it need the standardization production and farm products what the consumer wants. Internationally technical cooperation is needed for agricultural development of Papua New Guinea and maintenance of international cooperation will help for economic development between the two countries. In particular, basic environment research for agricultural development of Papua New Guinea is expected to play a larger role of technical cooperation of agriculture.

Enhanced Biosynthesis of ${\alpha}$-tocopherol in Transgenic Soybean by Introducing ${\gamma}$-TMT gene

  • This study was conducted to improve tocopherol (vitamin E) composition in soybean (Glycine max) by introducing a gamma-tocopherol methyl transferase (${\gamma}$-TMT) gene via Agrobacterium tumefaciens-mediated transformation. Immature cotyledon explants were cocultivated with Agrobacterium tumefaciens. Putative transgenic embryos were selected from immature cotyledons on MS medium supplemented with 40 mg/L 2,4-D containing 100 mg/L kanamycin, 500 mg/L carbenicillin and 250 mg/L cefotaxime. Plantlets were developed from somatic embryos, and then transferred to soil. Nineteen regenerated plantlets obtained on the selection medium from 1,460 cotyledons. However, only 9 plantlets were confirmed as transformed plants. Integration of the transgene into the soybean genomic DNA was confirmed by PCR and Southern blot analysis. HPLC analysis showed that the content of ${\alpha}$-tocopherol in transgenic soybean seeds (AT-1) was approximately 4-fold higher than that of non-transgenic plants. Conclusively, we obtained the transgenic soybean having increased ${\alpha}$-tocopherol content by the overexpression of ${\gamma}$-TMT transgene.

A Review on the Development Direction of Agricultural Outlook Program Using AHP Approach (AHP기법을 이용한 농업관측사업 중장기 발전방향 탐색)

  • The purpose of this study is to analyze the outcomes of experts' survey for the agricultural outlook program, and finally suggests the direction and long-term plan for the improvement of this program. Agents and consultants in the agricultural outlook center were surveyed in order to develop a long-term plan and improvement direction for this agricultural outlook program, and the AHP(Analytic Hierarchy Process) was used for analysis. The survey was carried out on 70 experts in Agricultural Outlook Center and finally, the statistical effective 24 questionnaires were used to analyze. The analysis showed that the most important factor for its long-term improvement plan was the enhancement of timeliness in overall. Particularly, outlook agents weighted more on timeliness for long-term planning, but consultants on accuracy.

A Study on the Analysis of Agricultural R&D Keywords Using Textmining Method (텍스트마이닝을 활용한 농업 R&D 키워드 분석)

  • This study analyzed keywords for agricultural R&D using the textmining method to examine the trend of agricultural R&D. Data used for the analysis included R&D project information provided by NTIS, and the research and development step by year from 2003 to 2018 were classified and applied. The TF-IDF approach was used as the analysis method, and ranking was derived based on score. Furthermore, we analyzed by grouping for similar keywords. The main analysis results are as follows. First, agricultural R&D trends are changing according to the introduction of new technologies and changes in the external environment. Second, keyword changes appeared with a time lag in the R&D step. The main keywords are changing in the order of basic research - applied research - development research. Third, the main keyword of agricultural R&D was 'rice.' However, the direction and purpose of the research were changing according to changes in the domestic and foreign agricultural environments.

Current status of Myanmar food industry and reinforcement of Korea-Myanmar mutual cooperation through TASK project (미얀마 식품산업 현황과 TASK 사업을 통한 한-미얀마 상호협력 강화)

  • Since the food industry, including the agricultural production, is the largest industrial sector in Myanmar, the Myanmar government and industry have a strong willingness to develop the food manufacturing industry despite the limitations of investment, production and technological level. Particularly, the Myanmar government recognizes that the agricultural product-based food industry is an essential element for national economic growth, and is promoting various policy efforts for the industrial development. Therefore, the overall status of the food industry in Myanmar has been reviewed in this study. Also, the TASK (Technology Advice and Solutions from Korea) project in the food processing sector as an ODA (official development assistance) program has been specifically addressed in order to strengthen bilateral cooperation between Korea and Myanmar in the near future.
