An Analysis on North Korean Impoverishment and Marketization in Terms of Economic System (경제제도 측면에서 북한의 빈곤화와 시장화에 대한 분석)

  • This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The direction of change of this series of economic structures has turned Public sector and centralized into Private sector and Decentralization.

Application of a Climate Suitability Model to Assess Spatial Variability in Acreage and Yield of Wheat in Ukraine (우크라이나 밀 재배 면적 및 수량의 공간적 변이 평가를 위한 기후적합도 모델의 활용)

  • It would be advantageous to predict acreage and yield of crops in major grain-exporting countries, which would improve decisions on policy making and grain trade in Korea. A climate suitability model can be used to assess crop acreage and yield in a region where the availability of observation data is limited for the use of process-based crop models. The objective of this study was to determine the climate suitability index of wheat by province in Ukraine, which would allow for the spatial assessment of acreage and yield for the given crop. In the present study, the official data of wheat acreage and yield were collected from the State Statistics Service of Ukraine. The EarthStat data, which is a data product derived from satellite data and official crop reports, were also gathered for the comparison with the map of climate suitability index. The Fuzzy Union model was used to create the climate suitability maps under the historical climate conditions for the period from 1970 to 2000. These maps were compared against actual acreage and yield by province. It was found that the EarthStat data for acreage and yield of wheat differed from the corresponding official data in several provinces. On the other hand, the climate suitability index obtained using the Fuzzy Union model explained the variation in acreage and yield at a reasonable degree. For example, the correlation coefficient between the climate suitability index and yield was 0.647. Our results suggested that the climate suitability index could be used to indicate the spatial distribution of acreage and yield within a region of interest.

A study on the establishment and regional strunture of Seoul metropolitan region (서울대도시권역의 설정과 지역구조에 관한 연구)

  • During the last two decades, Korea has achieved remarkable economic growth. In this process the nation has become urbanized and industrialized. But we have also encountered widening regional disparity, housing shortage of larger cities, transportation congestion, environmental pollution and many other problems. Rapid increasing urbanization and continuous migration toward Seoul since the late 1960s have been one of the major concerns of government. Government has sought ways to moderate the population increase in Seoul. The regulation which include new town development near Seoul and dispersion strategies of higher education and other administration and living facilities outside of Seoul havemade a great expansion of the spatial influence of Seoul city. Seoul metropolitan reaion has evolved as the most powerful center of political and economical spaces. Generally within a metropolitan region, there exists a growing mutual interdependence economically, as well as socially between a central city and its surrounding area. Seoul metropolitan region manifests itself not only as a coherent system of urbanized regions, but also as an integral part of the daily urban system. The surrounding Gyunggi province and Seoul city become closely linked both economically and functionally, constituting true functlonai urban system. This study is primarily undertaken with the purpose of delineation of the sphere of influence of Seoul city in 1990. At the time of 1985, Seoul metropolitan region was delineated according to the result of the study which was performed by Korea Research Institute for Human Settlements. Afterward, the rapid speed of metropolitanization process with dramatic increase in mobility through the provision of wider transportation system across the Capital region have evolved, resulting in the great expansion of the spatial influence of Seoul city. So this study examines the expanded area of Seoul metropolitan regin during the period of 1985-90. In order to delineate Seoul metropolitan region, the indices of urbanization and functional linkage are selected. Variables included in the measurement of the urbanization level are agricultural structure, population characteristics, manufacturing and service industries, and cultural aspects such as newspaper circulation, the ratio of car ownership and piped water supply. Variables included in the measurement of functional linkage are commuting, shopping pattern, centralized service such as medical facilities and trade of agricultural products. The standardization method and factor analysis are employed in making the delineation of Seoul metropolitan region. According to the result of this study, 2 cities, 8 Eups and 46 Myuns are included Seoul metropolitan region in 1990. If we compare this delineated area in 1990 to that of 1985, we can find the distinctive pattern of expanded axes according to the main transportation routes such as Seoul-Suweon, Seoul-Gwangju, Seoul-Incheon. In 199O, all the Gyunggi province, except a few Myuns located at the north and northwest part of Gyunggi province, are included in Seoul metropolitan region. Furthermore, this study attempts to the analysis of regional structure of Seoul metropolitan region according to the functional characteristics of each city and Gun. Variables included in this analysis are the new residential function, manufacturing function, service function, education and infermation function, public facility function and agricultural function. Factor analysis and cluster analysis are employed in making regionalization. Seoul metropolitan reaion is subdivided into four subregions which reflect different functional specialization. The first group is the specialized region of newly formed residential function. The second group is the specialized reaion of manufacturing function. The third group is the specialized region of service function. And the fourth group has little specialized in terms of manufacturing, service, and residential function. But this region has some potentiality of development when Seoul metropolitan region grow continuously. Seoul metropolitan region accounted for 43% of national population, despite 11.8% of national land size in 1990. Although Seoul metropolitan region enjoys important agglomeration economies, it also has huge social cost in the form of transportation congestion, housing shortage, rapid increase of land value, environment pollution, and etc. Efficient metropolitan plan making is a vital element in promoting Seoul's economic development and providing high quality living environment at low cost. In the light of the result of this study, the outer ring of Seoul metropolitan region, especially northeastern part, are underdeveloped compared to overdeveloped southwestern area. It is needed to develop the guidelines for the implement of the growth control and management plan, inducing more balanced development for whole Seoul metropolitan reaion.

Analysis on the Income Gap Between Urban and Rural Areas Among the Three Major Areas in China (중국(中國) 3대(3大) 지역(地域) 도농(都農) 간(間) 소비격차(所得隔差) 현황(現況) 및 형성원인(形成原因)에 관(關)한 실증연구(實證硏究))

  • As the rapid development of economy in China, the problem in income gaps become a tough and sensitive social problem. Under this social background, this research try to find the main reasons of the income gap among the East China, West China, and the central China, basing on the analysis of its actuality and forming, and then put forward some solution plans. The research shows that in different development levels of China influencing factor of urban-rural income gap is also different. Take East China for example, the education support plays an important part of narrowing income gap. The influence of education support on urban-rural income gaps more significant than industrialization, what is more, its influence has the more reinforce trend, while in the less developed central and western part in China, what can narrowing income gap significantly is industrialization and the support for agriculture. Therefore, in order to solve the problem of income gap between urban and rural areas in China radically, it is not enough to perform medical insurance reform and social insurance reform in the whole county. Besides this, we should perform other kinds of reformation countermeasures which have their regional characteristics. For example, in eastern, the regional governments should reinforce the education system; in central china, they should focus on developing industry; in western, the regional governments should increase the expense to support the agricultural development, and so on. With these countermeasures, they could not only relieve the gap between urban and rural areas in China, but also ensure to develop economy substantially and stably in the whole country.

Roles and strategic functions of the Jeju Naval Base (제주 해군기지의 역할과 전망)

  • The construction of Jeju Naval Base was finally completed and donated to the Republic of Korea Navy on February 26th this year. There is no doubt that the new base will contribute to the substantial augmentation of Korea's naval power and maritime security. However, we should note that the new naval base took a long and hard twenty-three years to be completed. In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.

Introduction of the representative mushroom cultivars and groundbreaking cultivation techniques in Korea

  • The production scale of mushrooms in Korea is approximately 600 billion won, which is 1.6% of Korea's gross agricultural output. In Korea, ca. 190,000 tons of mushrooms are harvested annually. Although the numbers of mushroom farms and cultivators are constantly decreasing, total mushroom yields are increasing owing to large-scale cultivation facilities and automation. The recent expansion of the well-being trend has caused an increase in mushroom consumption in Korea: the annual per capita mushroom was 3.9 kg ('13), whichis a little higher than that in Europe. Thus, mushroom export, mainly Flammulina velutipes and Pleurotus ostreatus, has increased since the mid-2000s. Recently, however, it is slightly reduced. Nevertheless, Vietnam, Hong Kong, the United States, and the Netherlands continue to export mushrooms, and Korea has increased its export to Australia, Canada, Southeast Asia, etc. Canned Agaricus bisporus, the first export of the Korean mushroom industry, reached it speak sales in 1977-1978. When Korea initiated trade with China in 1980, the international prices of mushrooms fell sharply, leading to shrinkage of the domestic markets. Spurred by the high demand to develop substitute goods for A. bisporus, the oyster mushroom (P. ostreatus) gained attention since it seemed to suit the taste of Korean consumers. Although the log cultivation technique for oyster mushroom was developed in the early 1970s, it required a great deal of labor. Thus, we developed the shelf cultivation technique, which is easier to manage and allows for mass production. In this technique, the growing shelf is made mafrom fermented rice straw, whichis the only P. ostreatus medium in the world and isused only in South Korea. After then, the use of cotton wastes as an additional material of medium, the productivity. Currently, we are developing a standard cultivation technique and environmental control system that can stably produce mushrooms throughout the year. The increase of oyster mushroom production may boostthe domestic market and contribute to industrial development. In addition, oyster mushroom production technology played a role in forming the basis for the development of bottle cultivation, which made mass production. In particular, bottle cultivation using liquid spawn could allow for the export of F. velutipes and Pleurotus eryngii. In addition, the white varieties of F. velutipes were second developed in the world after Japan. We also developed the new A. bisporus cultivar 'Saeah', which is easy to grow in Korea. In hopes to advance the mushroom industry, we will continue to develop cultivars with international competitive power and to improve cultivation techniques.

Molecular epidemiological analysis of viscerotropic velogenic Newcastle disease viruses

  • The study, using sequence analysis and phylogenetic relationship of the fusion protein gene, divided the Korean epizootic isolates of Newcastle disease virus (NDV) into several lineages to determine the molecular epidemiology of the virus. A 695 base pair fragment was amplified by polymerase chain reaction between matrix protein gene and fusion protein gene of 30 Korean NDV isolates, which were isolated from field outbreaks of Newcastle disease between 1949 and 2002. All isolates showed the amino acid sequence 112 R-R-Q/R-K-R116 at the C-terminus of the F2 protein and phenylalanine (F) at the N-terminus of the F1 protein, residue 117. These amino acid sequences were identical to a known virulent motif. The region of the F gene between nucleotides 47 and 435 was compared by phylogenetic analysis. Based on nucleotide sequence, the Korean NDV isolates belonged to genotype III, V, VI and VII corresponding to isolates in 1949, 1982 to 1984, 1988 to 1997, and 1995 to 2002, respectively. These data showed that genotypes of five Korean Newcastle disease epizootics had replaced each other serially (III, V, VI and VII) in chronological order. Further, the five Korean Newcastle disease epizootics were closely related with the Necastle disease panzootics or Newcastle disease epizootics in other countries. Present study showed that the Korean genotype V isolated before 1984 was related with European Newcastle disease epizootics in the 1970s, whereas the Korean genotype VI and VII isolated after 1988 were more closely related with Far East Newcastle disease epizootics, especially Newcastle disease3 epizootics in Japan, Taiwan and China. Since 1988, the genotype VI and VII of Far East origin were dominant in South Korea. That might be due to the increased trade of agricultural products including poultry among Far East Asian countries.

A Theoretic Approach to the Organic Food Market in Korea: An Estimation of Information Entropy as a Measure of Information Asymmetry for Credence Goods (우리나라 친환경농산물 시장에 대한 정보이론적 접근 : 신뢰재의 정보비대칭성 지표로서의 정보엔트로피 측정)

  • Although the size of the organic food market in Korea has increased significantly, its further development is hampered by the information asymmetry between the producers and consumers of organic food. It isn't just about revitalizing the market; it's also about Korean farmers surviving an era of trade liberalization. In order to produce more value-added products, the information asymmetry issue has to be resolved regarding the organic food market and other agricultural credence goods such as Han-woo(Korean beef). Therefore, measuring information asymmetry has become a central issue. One way to measure asymmetry is to use Game Theory. However, in practice, estimating payoffs at the industry level is hard to accomplish, and even when it is possible, the reliability of the estimated payoffs is not guaranteed. As an alternative, the concept of Information Entropy(disorder level of information), developed by Shannon(1948), was used in this study. It is proposed that this measure should be used when assessing the level of information asymmetry in the Korean organic food market. Using recent data, it was found that information entropy in the Korean organic food market has been decreasing constantly since 2003. Therefore, it was proposed that measures should be adopted by the government to improve the certification system of organic food.

EU organic policies reflected on EU, Wales and England organic action plans for the development of Korean organic action plan

  • Although national and regional environmentally friend agriculture (EFA) and food development programmes such as the Life-Food Development Plan (LFDP) have been established in Korea, some policy measures in these programmes seem to be unsuitable for Korean organic farming development. Policy measures tend to support external input purchases of organic fertilizers rather than market development actions such as providing consumer information, research, education, training and statistical data collection. The development of an organic action plan (OAP) for Korea is therefore considered essential for the sustainable future of organic farming in Korea. The purposes of OAP are 1) to define and set the clear goals/targets for the organic sector development, 2) to integrate various organic stakeholders and public institutions in partnership, 3)to focus on specific issues with tailored measures and 4) to integrate and develop different policy measures (Stolze, 2005). Most EU member state countries have developed their own OAPs and each reflects its own priorities with regard to organic sector development. This study compares and contrasts the Welsh, England and EU OAP with the Korean Jeonnam Life-Food Development Plan (LFDP) in order to facilitate the development of the organic food and farming sector in Korea. Early action plan, for example, the first Welsh OAP(1999) focused support on developing the supply of organic products whereas later action plans (e.g. England OAPs in 2002 and 2004 and the second Welsh OAP in 2005) focussed more on developing consumer demands for organic products. The EU OAP (2004) also aims at market support related to consumer demand and then organic farming production for its environmental and other social benefits. OAPs not only provide specific issue-solving tools but also perform a role as providing a focus for organic sector development as a whole. The Korean LFDP provides issue-solving tools but plays no regulatory role such as policy development, harmonizing various policy measures and conflicting factors and providing evaluation tools for further development. A national-level OAP could also facilitate international trade of organic products. To achieve better harmonized and sustainable approaches for the Korean organic industry, National- as well as regional- regulatory policy systems are urgently required in the form of an Organic Action Plan.

Optimization of Water Reuse System under Uncertainty (불확실성을 고려한 하수처리수 재이용 관로의 최적화)

  • Due to the increased water demand and severe drought as an effect of the global warming, the effluent from wastewater treatment plants becomes considered as an alternative water source to supply agricultural, industrial, and public (gardening) water demand. The effluent from the wastewater treatment plant is a sustainable water source because of its good quality and stable amount of water discharge. In this study, the water reuse system was developed to minimize total construction cost to cope with the uncertain water demand in future using two-stage stochastic linear programming with binary variables. The pipes in the water reuse network were constructed in two stages of which in the first stage, the water demands of users are assumed to be known, while the water demands in the second stage have uncertainty in the predicted value. However, the water reuse system has to be designed now when the future water demands are not known precisely. Therefore, the construction of a pipe parallel with the existing one was allowed to meet the increased water demands in the second stage. As a result, the trade-off of construction costs between a pipe with large diameter and two pipes having small diameters was evaluated and the optimal solution was found. Three scenarios for the future water demand were selected and a hypothetical water reuse network considering the uncertainties was optimized. The results provide the information about the economies of scale in the water reuse network and the long range water supply plan.
