According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.

  • Rapid urban growth is characterized in most developing countries. Overurbanization, in this paper, which means rural-urban migration continues to exceed rates of urban job creation, thus leading to a less than optimal allocation of labor between the rural and urban sectors. In consequence of over-urbanization third world cities are suffering unemployment, underemployment and misemployment. Rural-urban migration, a few years ago, was viewed favorably with regards to the economic development, but recent developing countries are experiencing the opposite. Rural-urban expected income differential can act to exacerbate the urban unemployment situation even though urban employment might expand as a direct result of governement policy. Agricultural investment, especially land saving technology - irrigation, drainage, etc. - and rural industrialization seems to be the best policy to reduce overurbanization.

  • Sustainable agriculture in Korea will gain important momentum by implementing The Direct Payment Scheme for Environmentally Friendly Agriculture in 1999. The farmers who want to participate in the program will be paid 530,000won/ha directly by the Government in return for engaging sustainable agriculture. The policy scheme which is a pilot program will be restricted to environmentally regulated areas to apply such as water supply protection zone, environmental protection districts and national parks. As a consequence of the policy, the supply of transitional organic agricultural products is expected to increase significantly. However the increased supply of low input agricultural products may have difficulties to find an appropriate marketing channel which is differentiated from the general agricultural product market. Development of an open market system for mass transaction of the low imput agricultural products is necessary. Also various government programs and projects which are designed for clean environment and regional community development must be integrated into the sustainable agriculture program to have synergy effects.

  • Recently, worldwide to respond to climate change and secure sustainability. Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Therefore, the necessity of establishing and operating governance is expanding to ensure the sustainability of agricultural water. In this study aims to evaluate the importance of agricultural water governance components and provide essential data for the participation of stakeholders in the efficient use of agricultural water in Korea. For this study, a total of 19 respondents to the ANP survey for this study were composed of experts in agricultural water and governance in Korea. As a result, the ranking for the main components was in the order of law, policy, and systems(0.222), core subjects(0.191), information sharing and communication(0.180), budget support(0.178), mutual learning(0.124), and external experts(0.105). The most important components for the operation of agricultural water governance are laws, policies, and systems. Since Korea's agricultural water management is a public management system, national standards are considered the first priority. This study, which is the purpose of the agricultural water governance model, evaluated the importance of the constituent components for participating in demand management with a sense of responsibility. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustainability through agricultural water saving.

The third regional development strategy making current progress is a new regional balancing development policy including the great development of the west district. The study grasped how much the regional balancing development policy contributed to bridge the gap among other areas with coefficient of variation to analyze changes of regional development related indexes among the areas before/after the regional balancing development policy which had been progressed after 1991 with harmonious development among areas as its goal was carried out. It was also analyzed that the Chinese government's goal of regional development policy was how well-suited to the Chinese reality through regression analysis, so far. • Garlic and onion are staple agricultural products to Koreans and also are important with regard to agricultural producers' income. These products' acreage responses are highly correlated with each other. Therefore, it is necessary to test whether there is a cointegration relationship between garlic acreage and onion acreage when one tries to estimate the acreage response's function. Based upon the test result of cointegration, it is confirmed that there is no statistically significant cointegration relationship between garlic acreage and onion acreage. In this case, vector autoregressive model is preferred to vector error correction model. This study investigated the dynamic relationship between garlic and onion acreage responses using vector autoregressive (VAR) model. The estimated results of VAR acreage response models show that there is a statistically significant relationship between current and lagged acreage of more than one lag. Therefore, it is recommended that government should consider the long-run period's relationship of each product's acreage when it plans a policy for stabilizing the supply and demand of garlic and onion. For the price variables, garlic price only affects garlic acreage response while onion price affects not only onion acreage response but also garlic acreage response. This implies that the stabilizing policy for onion price could have bigger effects than that for garlic price stabilization.
