Communication Strategies for Agricultural Technology Center in the Digital Age (디지털시대의 농업기술센터의 커뮤니케이션 전략)

  • The objectives of this paper were to review the difference between the analog and digital age, and to suggest new communication strategies for Agricultural Extension Service Centers in the digital age. Literature review and discussion on the information age and its supporting technologies, such as the Internet and other digital tools, has enabled communication to occur during time periods and in locations based upon individual needs. With increasing number of internet subscribers using email and the world wide web, the internet is now considered a new mass media for communication, and may soon consider such electronic connectivity as essential in agricultural extension services. Communication strategies in the future should recognize and adapt to the changing needs farmers and extension educators in the information age. Utilization of internet technology and digital tools in communication may attract and retain farmers and extension educators in the future, thus. some of new strategies for communication in agricultural extension services should include the following; 1) traditional linear model should be change into interactive model in communication. 2) Agricultural extension service should include creative role with diffusion process. 3) Agricultural extension service should establish new receiver paradigm and form new partnership with farmer.

  • The DDA negotiations, in 9th multilateral trade round, has focused on nine sectors including agriculture, non-agricultural market access, and service. After August 2004, member countries have intensified negotiations in order to reduce gaps between countries perspective. So most attention of members countries has been focused on agricultural trade and non-agricultural market access. Agricultural negotiation confront tough challenges because of different positions among members countries, and are not expected to reach perfect forms of modalities. Nevertheless based on the fact that many countries nearly reached agreement on some core. Under this circumstance, Korea has to prepare more practical strategics and more effective individual commitments to minimized the agricultural market opening. The other way, some Korean agricultural products will be exported by the DDA negotiation. Recently the understanding of Third-Party Logistics and Logistics Outsourcing are receiving increased attention as means of becoming competitive in agricultural products export improvement. So this paper presents a in-depth analysis for third-party logistics and its implications for Korea agricultural product export system improvement in E-trade Era.

  • The purposes of this study were to analyze achievement of the Korea Agricultural Extension Specialist Association and suggest new directions for further development. The Korea Agricultural Extension Specialist Association was organized to develop competencies in specialized field for extension educators in 1996. About 47% of extension educators joined academy during the 5 year period, even though there were many difficulty in organizing extension educators, the Korea Agricultural Extension Specialist Association has achieved to increase independent learning activity, to share new information and improve agent’s competency. New directions for the future development of the Korea Agricultural Extension Specialist Association activities should include the following measures; 1) Academy manages to help member’s competency, 2) Every member of the Association tries to make a concrete goal of activity, 3) The Association members should find ways to enable farmers to remain informed on agricultural extension services to people.

A Study on the Consumers' Perception of Agricultural Products Using Nuclear Power Plants Waste Heat (원자력 발전소 온배수 이용 농산물에 대한 소비자 인식조사)

  • This study examines consumers' perception of agricultural products using nuclear power plants waste heat. This study surveyed 348 consumers and found that presenting information about safety of waste heat utilization increased appropriacy of waste heat; after providing the information, the percentage of respondents in favor of using waste heat increased 27.5% point from 38.3% to 65.8%. The most important reason against using waste heat was because it threatened the safety of agricultural products, and the most important reason for its support was to reduce farm production costs. The purchase intention for agricultural products using waste heat had risen by at least 10% point after providing the information about safety of waste heat. Those means that it important provision of accurate and reliable information on the safety of waste heat to encourage the utilization of waste heat from nuclear power plants. Purchase intention for flowers using waste heat was most, followed by vegetables, fruits (including fruits and vegetables).

  • In North Korea, there has been the considerable loss of human lives every year due to the deficiency of foods. Thus, in order to reduce such damages, a research project should be launched to provide various information for cooperation with North Korean government, and to develop proper agricultural information management system. Therefore, this research is mainly to develop North Korean Agricultural Information Management System (NKAIMS), which can collect, manage and analyze agricultural information and water resources utilization status of North Korea, and further support to make relevant decisions and establish the agricultural land-use plans. This research has three phases. The major outcome of the first phase is collecting the agricultural and water resources utilization data such as soils, rivers, streams, collective farms, etc., designing and building database, and developing integrated management system considering the users' requirements. The main work of the second phase is improving and reinforcing database such as adding the information of dams, land-over data, bridges, tunnels, satellite images, etc., inspecting and renewing such as importing detail attribute information of reservoirs, and improving system for more conveniently using. The third phase will be to supplement more useful functions such as statistic analysis, continually inspecting and improving database, and developing web-based system. The product of this research supports collecting and analyzing relevant data to facilitate easier agricultural activities and support effective decision making for food production in the preparation of unification. Moreover, through designing database considering sharing information and system expendability, it can support systematic data usability of agricultural information and save cost for data management.

Evaluating Cross-correlation between Officially Land Price and Solar Radiation for Agricultural Field Parcels ('전' 지목 필지에 대한 공시지가와 일사량의 상관성 분석)

  • It is usual for the officially land price of agricultural field parcels to be determined by real estate appraisers's experienced knowledge and intuition without considering quantitatively physical factors that directly influence agricultural productivity. Solar radiation is the most important predictor of agricultural productivity. GIS based simulation techniques were used to evaluate correlation between the officially land price and solar radiation for agricultural field parcels. The results show that officially land price shows random distribution patterns in relation to solar radiation, which proves that officially land price for agricultural field does not reflect agricultural productivity. It is anticipated that this research output could be used as a valuable reference to support more scientific and objective decision-making in the official pricing process of agricultural field parcels.

The Prediction of Spacial Variability for Soil Information in Paddy Field (토양정보별 포장내 공간변이 예측에 관한 연구)

  • This study was carried out to verify and predict the soil informations such as the contents of organic matter(OM) and Mg and pH of the soil. The predictability of spacial variation in the paddy field was examined by analyzing the various soil information. The prediction models for the OM pH, and Mg, were developed using inverse distance weighted (IDW), triangulated irregular network(TIN) and Kriging model. The determination of coefficients of linear and spherical Kriging models were 0.756 and 0.578, respectively, and were very low in comparison with other soil information. For IDW and TIN model, the determination of coefficients were 1.000 and hence the performance of the models was found to be excellent. The developed models were validated using unknown soil sample obtained In 2000 and 2001. From the analysis of relationship between the measured pH and predicted 0.9353. For prediction of Mg, the determination of coefficient is more than 0.8. Since the determination of coefficients of developed models for OM were relatively low, it may be difficult to predict the content of OM using the developed models. For further study, the additional works to enhance the performance of the prediction models for soil information are required.

  • Web usability for e-commerce sites becomes a more important issue as e-commerce gains its popularity. As for agricultural products, consumers are especially sensitive to the quality of information during transaction process. Successful e-commerce sites of agricultural products, such as Wine.com and Tesco, identified regular usability testing as part of key success factors. This paper aims to identify processes for evaluating usability for e-commerce sites of agricultural products and provide strategies to improve usability. The study aims to evaluate e-commerce usability of selected e-commerce sites using heuristic evaluation to provide objective e-commerce sites usability analysis for each transaction process.

  • The Gyeonggi-do Agricultural Research and Extension Services has developed a web-site (http://www.epilove.com) in collaboration with EPINET to provide information on agricultural weather and rice disease and insect pest management in Gyeonggi-do. Weather information includes near real-time weather data monitored by automated weather stations (AWS) installed at rice paddy fields of 11 Agricultural Technology Centers (ATC) in Gyeonggi-do, and weekly weather forecast by Korea Meteorological Administration (KMA).(omitted)

Development and Implementation of Prototype for Intelligent Integrated Agricultural Water Management Information System and Service including Reservoirs managed by City and County (시군관리 저수지를 고려한 지능형 통합 물관리정보시스템 원형 개발 및 구현)

  • This study developed the prototype of the system and implemented its main functions, which is the intelligent integrated agricultural water management information system and service (IaWAMISS). The developed system was designed to be able to collect, process and analyze the agricultural water information of spatially dispersed reservoirs in whole country and spatial geographic information distributed in various systems of other organizations. The system, IaWAMISS, is also possible to provide the reproduced information services in each reservoir and space units, such as agricultural water demand and supply analysis and drought prediction, to the people, experts, and policy makers. This study defined the 6 step modules to develop the system, which are to design the components of intelligent integrated information system, to derive the utilization contents of existing systems, to design the new development elements for IaWAMISS, to design the reservoir information system can be used by managers of city and county, to designate the monitoring reservoirs managed by city and county, and finally to prepare the sharing system between organizations with the existing information systems. In order to implement the prototype of the system, this study shows the results for three important functions of the system: spatial integration of reservoirs' information, data link integration between the existing systems, and intelligent analysis program development to assist decision support for agricultural water management. For the spatial integration with the reservoir water information of the Korea Rural Community Corporation, this study get IaWAMISS to receive the real-time reservoir storage information from the measurement facility installed in the municipal management reservoir. The data link integration connecting databases of the existing systems, was implemented by integrating the meteorological information of the Korea Meteorological Administration with IaWAMISS, so that the rainfall forecast data could be derived and used. For the implementation of the intelligent analysis program, this study also showed the results of analysis and prediction of agricultural water demand and supply amount, estimation of Palmer drought index, analysis of flood risk area in typhoon course region, and analysis of the storage status of reservoirs related to each storm. This study confirmed the possibility and efficiency of an useful system development through the prototype design and implementation of IaWAMISS. By solving the preliminary 6 step modules presented in this study, it is possible not only to efficiently manage water by spatial unit, but also to provide the service of information and to enhance the relevant policy and national understanding to the people.
