Strategies for Information Requirements Analysis for Agricultural Management Information System Developments (농업 정보 시스템 개발을 위한 정보 요구 분석 전략)

  • This study proposes strategies for information requirements analysis (IRA) for successful agricultural management information system (MIS) development. The study frist defines IRA based on literature review and emphasizes the importance of IRA by its position in SDLC (System Developments Life Cycle). Then, the study reviews fifteen cases of agricultural MIS development projects appeared in the report of all the MIS related ARPC(Agricultural R&D Promotion Center) projects from 1995 to 1998 and finds that IRA is not properly performed in most of the projects. Finally, this study proposes seven strategies for IRA for successful agricultural MIS development based on the finding of this study and those from the literature related to IRA methods.

  • Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.

  • Geographic information system (GIS) is being increasingly used for decision making, planning and agricultural environment management because of its analytical capacity. GIS and remote sensing have been combined with environmental models for many agricultural applications on monitoring of soils, agricultural water quality, microbial activity, vegetation and aquatic insect distribution. This paper introduce principles, vegetation indices, spatial data structure, spatial analysis of GIS and remote sensing in agricultural applications including terrain analysis, soil erosion, and runoff potential. National Academy of Agricultural Science (NAAS), Rural Development Administration (RDA) has a spatial database of agricultural soils, surface and underground water, weeds, aquatic insect, and climate data, and established a web-GIS system providing spatial and temporal variability of agricultural environment information since 2007. GIS-based interactive mapping system would encourage researchers and students to widely utilize spatial information on their studies with regard to agricultural and environmental problem solving combined with other national GIS database. GIS and remote sensing will play an important role to support and make decisions from a national level of conservation and protection to a farm level of management practice in the near future.

  • The Korean Agricultural Culture Collection (KACC) has developed a web-based system to provide an integrated database with information updates about microbial resources. This integrated database consists of 5 major functions and contains general information, which includes identification numbers, culture media composition, image information, DNA sequences, patent information, and general forms for ordering and depositing microorganisms. In 2008, KACC started providing characterization information. KACC maintains 9,801 cultures of microorganisms, including 3,296 strains of bacteria, 4,734 fungi, 784 actinomycetes, 64 yeasts, and 923 others.

  • Consumers keep demanding for diversified high quality products, valuable services and safety. With this in mind, Distribution Industry is being updated rapidly to accomodate this demand. Meanwhile, Distribution Information Technology of agricultural products has been in slow progress with little in-depth studies. In this study, it has been analyzed the usage of Bar code which is the key element for agricultural Distribution Information Technology. The analysis was conducted through a survey utilizing questionnaire covering 5 Hypermarkets(Super-centers) including big 3 companies. Also, Japanese market trends have been studied to visit a Japan Government Organization concerned, GS1 Japan, an Agricultural Cooperative, an Agricultural Wholesale Market, and a Retail Company. If we could use KAN code for all agricultural products, we could collect and analyze the information of price and trade quantity of them. It opens a new era to understand the agricultural products supply and demand easily. This will certainly make a great contribution to the evolution of agricultural products distribution. From this research, it is suggested that collective efforts by suppliers, wholesalers, retailers and Government Officers are needed to make large scale mutual marketing Organizations, which specialize in sending out agricultural products. The Organization is recommended to standardize and pack every final agricultural products, to promote the use of KAN code.

  • Agricultural information was discussed for suggesting tasks and solutions of knowledge based information system. States of agricultural information systems in rural development administration were described and problems and tasks were summarized in knowledge needs survey of farmers who have to decide many alternatives for farming. Hard to access information are soil state, disease and insect pest. Important information in agriculture are water, soil fertility, soil physical property, and accessibility from main road. In conclusion, knowledge based agricultural information system can be developed based on surveyed needs.

Farm-map Application Strategy for Agri-Environmental Resources Management (농업환경자원관리를 위한 팜맵 활용전략에 관한 연구)

  • In this study, a farm map utilization strategy for sustainable agricultural environmental resource management was derived. In addition, it is intended to present an efficient method of providing farm map-related services. As a result of the demand survey, the additional information required for the farm map includes 29% of information on crops grown on farmland, 21% of management-related information such as the owner or business entity, 17% of topographical information including slope, 15% of agricultural water information, 17% of land status information, and the addition of functions. 2% was investigated. As a result of intensive interview survey, it was found that it can be used for information on crops cultivated by agricultural businesses, actual cultivated area by township, arable land consolidation division boundary, and management of agricultural promotion zones. The farm map can be used as basic data to efficiently manage agricultural environmental resources. Since the status of support for individual farms or lots, such as soil improvement agent support and organic fertilizer support, may belong to personal information, it can be processed and provided in units required by administration or policies, such as administrative boundaries, subwatersheds, and watersheds. It can serve as a basis for executing the direct payment currently supported only by individual farms, even in a community unit that manages environmental direct payments.

Demand for Agricultural Information;Situation and Implication (농업정보이용 실태 및 과제)

  • This study examines the demand for agricultural information at farm level, using Probit and Logit models. 646 farmers are surveyed with a questionnaire to attain the data and 441 of them have responded. The demand functions for computers, agricultural softwares, and agricultural databases at from level have been derived and used to project the demand for agricultural information in year $2001{\sim}2004$. Results find that only 5.89% of farmers have PCs at farm and rarely use the agricultural databases and softwares in 1994. The low demand figures are mostly due to the difficulty of using the PCs, databases, and softwares. The demand figures will increase in early 2000`s with 15.46% of farmers having PCs. User Friendly developed softwares and databases, and education for using agricultural information are necessary to increase the demand figures.

The Impact of Indigenous People's Pre-existing Information on Rice Farming: Findings from Laos

  • Dissemination of information can enhance smallholder farmers' agricultural outcomes and incomes in developing countries. However, the impact evaluation for new information can be inaccurate without considering pre-existing information that the indigenous people have used. This study explores qualitative causal links between existing agricultural information used by Lao smallholder farmers on rice yield and selling price with 180 household data. We categorized the pre-existing information into weather, farming technique, input, intermediate trader, and sales price. The source of each piece of information is used as an instrumental variable to overcome the endogeneity issue between information use and agricultural outcomes. Using farming technique information positively affects rice yields by 57.1% compared to those without that information. Moreover, intermediate trader and crop sales information result in 64.5% and 60.0% higher selling prices than non-user groups. A statistically significant causal relationship exists with agricultural outcomes. The more genuine impact should be measured with a newly updated impact evaluation approach that considers this pre-existing agricultural information.

  • This study is aimed to assure that the agricultural technical information which is the important factor to increase rural production should be widely used by rural communities, and for the wide circulation for the technical information, the appropriate information system is available for the farmers and extention workers who are responsible for the information transfer to farmers. The study is also aimed to find out an outline of a structure and characteristic of the appropriate information system for the rural communities in Korea. The method used to accomplish the purpose of the study, the modernization theory of agriculture of T. W. Schultz was examined and assertions of the information specialists regarding the issues of information transfer and agricultural information system :in developing countries were analyzed. Through the above literary research, the author tried to create the most suitable characteristic and structure of agricultural information system in rural communities in Korea. To justify the author's assertion, a survey through questionniares for a typical rural province was attempted. The assertion that the author tried to convey as the most suitable agricultural information system of this country is the establishment agricultural information analysis center mainly for the extention workers and designing information system which has affiliation between the rural guidance office which is already situated every unit of administractive districts all over the country and public library which is now not properly located and functioned.
