저수지 가뭄지수를 활용한 농업가뭄 위험도 평가 (Agricultural Drought Risk Assessment using Reservoir Drought Index)

  • Drought risk assessment is usually performed qualitatively and quantitatively depending on the definition a drought. The meteorological drought indices have a limit of not being able to consider the hydrological components such as evapotranspiration, soil moisture and runoff, because it does not consider the water demand in paddies and water supply in reservoirs. Agricultural drought was defined as the reservoir storage shortage state that cannot satisfy water requirement from the paddy fields. The objectives of this study were to suggest improved agricultural drought risk assessment in order to evaluate of regional drought vulnerability and severity studied by using Reservoir Drought Index (RDI). The RDI is designed to simulate daily water balance between available water from agricultural reservoir and water requirement in paddies and is calculated with a frequency analysis of monthly water deficit based on water demand and water supply condition. The results indicated that RDI can be used to assess regional drought risk in agricultural perspective by comparing with the historical records of drought in 2012. It can be concluded that the RDI obtained good performance to reflect the historical drought events for both spatially and temporally. In addition, RDI is expected to contribute to determine the exact situation on the current drought condition for evaluating regional drought risk and to assist the effective drought-related decision making.

  • The 4 sets of environmental variables dealing with meteorology, hydrology and physiography were analyzed to generate a spatial drought risk index of Phitsanulok province of Thailand. The analysis of K-mean and discriminant were applied to the set of the selective drought variables for grouping each of spatial variable set into 4 classes. The obtained 4 classes, based on group statistics, were thus recoded in the meaning of no risk, low risk, moderate risk, and high risk. The regression coefficient between recoded classes and a set of the selective environmental variables were then applied as spatial variable weighting on thematic dataset in GIS spatial analysis. The results showed that the weighting score of drought variable was highest in meteorological variable compared to other variables.

우리나라 가뭄 위험도 평가: 자료기반 가뭄 위험도 지도 작성을 중심으로 (Assessment of Drought Risk in Korea: Focused on Data-based Drought Risk Map)

  • 가뭄은 태풍이나 집중호우 등 다른 자연재해와는 달리 발생시점이 명확하지 않으며, 가뭄발생 시 피해지역이 광범위하기 때문에 사회 경제적으로 겪는 피해가 매우 크다. 따라서 미래에 발생할 수 있는 가뭄에 대한 평가 및 이에 대한 대응방안의 마련이 필요하다. 본 연구에서는 기후학적 인자와 사회경제적인 인자에 대한 여러 가지 통계자료를 이용하여 우리나라 가뭄 위험도를 평가하였다. 가뭄의 발생확률을 바탕으로 가뭄 노출성 지수(DHI)와 가뭄의 사회경제적인 영향을 반영하는 가뭄 취약성 지수(DVI)를 개발하고, 두 인자간의 상호관계를 분석하여, 최종적으로 가뭄 위험도 지수(DRI)를 개발하였다. 행정구역별로 산정된 DRI를 바탕으로 우리나라의 지역적 가뭄 위험도를 평가할 수 있었으며, 가뭄 위험도가 가장 높은 지역은 농업 밀집지역인 전라도로 나타났다. 본 연구에서 제시한 가뭄 위험도 지도는 지역적 특성을 반영하여 가뭄대책을 수립할 수 있는 기초자료로 활용될 수 있을 것이다.

북한의 지역별 기상학적 가뭄의 평가와 유형분류 (Assessment and Classification of Meteorological Drought Severity in North Korea)

  • North Korea is one of the most vulnerable countries of the world for drought but still it is difficult to find scientific researches for understanding of the drought characteristics. This study analyzed the temporal and spatial distribution of meterological drought severity and classified the drought development types in North Korea. All eleven drought indices were tested such as seasonal rainfall, PDS, SPI and so on, and then drew the drought risk map by each indicator using frequency analysis and GIS(Geographic Information Systems) for twenty one meteorological stations. In addition meteorological drought characteristics in North Korea was classified to six patterns on Si/Gun administrative units using cluster analysis on the drought indicators. The cluster III has the strongly drought-resistant area due to sufficient rainfall and the cluster V was considered as the most drought-vulnerable area, Pungsan and Sinpo, because of the severest drought condition for eight drought indicators. The results of this study are expected to be provided for the basic understanding of regionalized drought severity and characteristics confronting the risk of drought from climate variations in North Korea.

관개취약성 평가모형 및 군집분석을 활용한 용수공급 위험도 평가 (Water Supply Risk Assessment of Agricultural Reservoirs using Irrigation Vulnerability Model and Cluster Analysis)

  • Because reservoirs that supply irrigation water play an important role in water resource management, it is necessary to evaluate the vulnerability of this particular water supply resource. The purpose of this study is to provide water supply risk maps of agricultural reservoirs in South Korea using irrigation vulnerability model and cluster analysis. To quantify water supply risk, irrigation vulnerability indices are estimated to evaluate the performance of the water supply on the agricultural reservoir system using a probability theory and reliability analysis. First, the irrigation vulnerability probabilities of 1,346 reservoirs managed by Korea Rural Community Corporation (KRC) were analyzed using meteorological data on 54 meteorological stations over the past 30 years (1981-2010). Second, using the K-mean method of non-hierarchical cluster analysis and pre-simulation approach, cluster analysis was applied to classify into three groups for characterizing irrigation vulnerability in reservoirs. The morphology index, watershed area, irrigated area, and ratio between watershed and irrigated area are selected as the clustering analysis parameters. It is suggested that the water supply risk map be utilized as a basis for the establishment of risk management measures, and could provide effective information for a reasonable decision making on drought risk mitigation.

Risk Assessment of Drought for Regional Upland Soil According to RCP8.5 Scenario Using Soil Moisture Evaluation Model (AFKE 0.5)

  • In order to evaluate drought risk at upland according to climate change scenario (RCP8.5), we have carried out the simulation using agricultural water balance estimation model, called AFKAE0.5, at 66 weather station sites in 2020, 2046, 2050, 2084, and 2090. Total Drought Risk Index between the first month (f) and last month (l) (TDRI(f/l)) and maximum continuous drought risk index (MCDRI(f/l)) were defined as the index for analyzing pattern and strength of drought simulated by the model. Based on distribution maps of MCDRI (1/12), drought strength was predicted to be most severe in 2084 for all regions. Some regions showed severe risk of drought meaning over 20 days of MCDRI (1/12) in the other years, while MCDRI (1/12) in other regions did not reach 5 days. Even though maximum value of TDRI (1/12) in 2090 was greater than in 2050, more severe drought risk in 2050 than in 2090 was predicted based on MCDRI (4/6). It implies that drought risk should be assessed for each crop with its own growing season.

식생가뭄반응지수 (VegDRI)를 활용한 위성영상 기반 가뭄 평가 (Satellite-based Hybrid Drought Assessment using Vegetation Drought Response Index in South Korea (VegDRI-SKorea))

  • The development of drought index that provides detailed-spatial-resolution drought information is essential for improving drought planning and preparedness. The objective of this study was to develop the concept of using satellite-based hybrid drought index called the Vegetation Drought Response Index in South Korea (VegDRI-SKorea) that could improve spatial resolution for monitoring local and regional drought. The VegDRI-SKorea was developed using the Classification And Regression Trees (CART) algorithm based on remote sensing data such as Normalized Difference Vegetation Index (NDVI) from MODIS satellite images, climate drought indices such as Self Calibrating Palmer Drought Severity Index (SC-PDSI) and Standardized Precipitation Index (SPI), and the biophysical data such as land cover, eco region, and soil available water capacity. A case study has been done for the 2012 drought to evaluate the VegDRI-SKorea model for South Korea. The VegDRI-SKorea represented the drought areas from the end of May and to the severe drought at the end of June. Results show that the integration of satellite imageries and various associated data allows us to get improved both spatially and temporally drought information using a data mining technique and get better understanding of drought condition. In addition, VegDRI-SKorea is expected to contribute to monitor the current drought condition for evaluating local and regional drought risk assessment and assisting drought-related decision making.

현장조사 관개 기준에 따른 농업용 저수지 운영 분석 (Agricultural Reservoir Operation Analysis According to Surveyed Irrigation Guideline)

  • The drought risk has been increasing recently due to climate change causing the extreme climate to be more frequent. In order to supply agricultural water stably under drought, it is necessary to operate an agricultural reservoir in response to drought. To this end, it is crucial to establish appropriate drought response operation rules considering weather conditions and reservoir status. In the reservoir operation simulation, the supply amount differs from the actual reservoir supply for many reasons, including maintaining water levels for supply and accommodating farmers' requests. So, for a more realistic reservoir operation simulation, it is necessary to reflect the reservoir operation rules of the actual water management site. Therefore, in this study, through a survey, the standards for limitation of agricultural water supply applied to agricultural reservoirs in Korea were investigated, and the criteria for drought response reservoir operation (DRO) were established based on the survey. Then, the DRO was applied to the irrigation period for nine subject reservoirs. The applicability was evaluated by comparing the DRO result to the operation result of HOMWRS (Hydrological Operation Model for Water Resources System). The reservoir drought index, storage rate, and daily supply were compared for evaluation. From the result, DRO showed more stable operation results in most cases against drought as it has fewer days of water supply limitation and a somewhat reservoir storage rate which can be utilized for prolonged drought.

Evaluating the impacts of extreme agricultural droughts under climate change in Hung-up watershed, South Korea

  • Climate change indicators, mainly frequent drought which has happened since the drought of 1994, 1995, and 2012 causing the devastating effect to the agricultural sector, and could be more disruptive given the context of climate change indicators by increasing the temperature and more variable and extreme precipitation. Changes in frequency, duration, and severity of droughts will have enormous impacts on agriculture production and water management. Since both the possibility of drought manifestation and substantial yield losses, we are propositioning an integrated method for evaluating past and future agriculture drought hazards that depend on models' simulations in the Hung-up watershed. to discuss the question of how climate change might influence the impact of extreme agriculture drought by assessing the potential changes in temporal trends of agriculture drought. we will calculate the temporal trends of future drought through drought indices Standardized Precipitation Evapotranspiration Index, Standardized Precipitation Index, and Palmer drought severity index by using observed data of (1991-2020) from Wonju meteorological station and projected climate change scenarios (2021-2100) of the Representative Concentration Pathways models (RCPs). expected results confirmed the frequency of extreme agricultural drought in the future projected to increase under all studied RCPs. at present 100 years drought is anticipated to happen since the result showing under RCP2.6 will occur every 24 years, RCP4.5 every 17 years, and RCPs8.5 every 7 years, and it would be double in the largest warming scenarios. On another side, the result shows unsupportable water management, could cause devastating consequences in both food production and water supply in extreme events. Because significant increases in the drought magnitude and severity like to be initiate at different time scales for each drought indicator. Based on the expected result that the evaluating the impacts of extreme agricultural droughts and recession could be used for the development of proactive drought risk management, policies for future water balance, prioritize sustainable strengthening and mitigation strategies.
