A Study on the Effects of Social Enterprise Government Subsidies for Social and Economic Performance (사회적기업 정부지원금이 사회적·경제적 성과에 미치는 영향)

  • The purpose of this study is to analyse on the effect of social enterprises governmental subsidies for social and economic performance. For this analysis, the sample is listed to the disclosure data from Korean Social Enterprise Promotion Agency from 2016 to 2018. First, the governmental subsidies of Social Enterprises are negatively related to the social performance and economic performance. The personnel expenses and social insurance expense in governmental subsidies components are positively significant related to the social performance of social enterprises. The professional manpower expenses and business development expenses are positively significant related to the economic performance of social enterprises. This can be interpreted as contributing to the creation of results according to the purpose of social enterprises for each item of government subsidies, and through this, it is judged that it is necessary to establish specific and customized support policies in order to increase the effectiveness of the government subsidies and increase the satisfaction of social enterprises.

Effects on the Use of Two Textbooks for Four Types of Classes in a South Korean University

  • This paper determined students' ranks of difficulty on the use of materials in terms of 1) understanding the layout of the learning materials, 2) reading comprehension of the learning materials, and 3) realization on relevance to needs of the learning materials. It also determined students' 4) rank and frequency of attitude on the materials. With the data gathered through 128 survey questionnaires, 7 focused group discussions, and 10 interviews, the results were found out that there was an inappropriate assessment procedure set by this particular university. The researcher concludes that: 1) design of four types of classes by just using the two textbooks with their respective workbooks is grammar-based with limited conversation activities; 2) placement for these students in one big class size was implemented without considering their common interest and motivation and language levels; and, 3) qualification of teachers teaching these EFL students did not support students' real needs and the language program itself. Content professors who were made to teach may have the ability to input learning, but their teaching styles may differ from the ones who are real English teachers. This paper then recommends that teachers and school administration should have an appropriate placement exam before students attend the class, especially in a big class size. There could only be a few problems among students in one big class size when students' level of competence is proportioned. With this, topics and conversation activities can even be more flexible with the maneuver of art of questioning, various dimensions of thinking, strategic competence, learning attitude or behavior, etc. to ensure sustenance of communicative mode and level of interest and motivation in the classroom. Grammar-based instruction can only be taught when a need arises. Thus, the course description of each class will be able to transact the objectives ready for developing students' communication competence. Moreover, proper measurement can be utilized to validly assess the amount of students' learning and the progress of language curriculum design in terms of materials selection and teaching approach.

The Effects of Foreign Ownership on Firm Value (외국인 투자비중이 기업가치에 미치는 영향)

  • The purpose of this paper is to investigate the relationship between foreign ownership and firm value. Based on the sample of 3,398 firm-year observations in the period of 2000 to 2007, we find evidence that foreign ownership is positively associated with firm value measured by the market-to-book ratio. In addition, we employ simultaneous equation system where both foreign ownership and firm value are treated as endogenous variables. Simultaneous regression models indicate that the foreign ownership affects firm value, but not vice versa. The positive effects of foreign ownership on firm value result from monitoring and disciplining roles played by foreign investors. Many Korean firms have been run by an owner-manager while monitoring provided by institutional equity holders has been limited. Therefore, Korean firms are expected to suffer from more severe agency costs caused by the conflicts of interest between owner-managers and outside investors. Our empirical results support the notion that foreign investors play an important role in enhancing corporate transparency and improving corporate governance.

A Study for Reorientation of Home Care Service at Community (일개 보건소 방문간호사업의 업무 분석)

  • The purpose of this study is to evaluate the community based home care service, and make reorientation for better service. The data was collected from the public health center, which was operated for one year, 1997. This case is evaluated and reoriented according to five elements of public health care system; system of resources for public health, organization and administration, health care delivery system of financing, management. In resources for public health, available health personnels are 15 physicians, 17 nurses, 11 nurse aides and 2 other persons. One professional health personnel take care of 609 clients, The equipments used for elderly and the disabled are 6 wheelchairs, 4 walkers, 1 hairwashers and 30 viberations. But these equipments are not enough to deal all clients. In organization and administration, planning and setting goals for community home care are made by the director, supervisor of family department and public health nurse. So there is no regular commitee for home care services in this community. The form of delivery of health care is focused on preventive health care. The important works of public health nurse are health education, preventive care for hypertension, D.M. and vaccination of communicable desease. In finaning system, funds come from central government(8.3%), local goverment(16.7%) and health center itself(3.8%), The services consist of health education, vaccination, clinical test and equipment. There are several local volunteers, which are local hospitals, a college, a christian association, a catholic association, a drivers association and a disabled association. The volunteer groups give physical and mental support to the clients. In management, this health center has three evaluation methods. One is done by local government, one is done by health center itself, and the other is done by clients with questionair. But the evaluation tools are deferent between agency. Home care services must be planned and evaluated. This public health center has to have more personnel, equipments, education for professional kowledge and meetings with community volunteer agencies.

  • A government agency has been announced to increase 23,663 hundred million wons by cost of design change which occurred in the pre-construction and construction phase. As design change is a phenomenon to occur by means of a characteristic of the building design that standardization is difficult, even if it is said that a perfect design is done in design phase, design change is prevented, and it is going to decrease, and there is a limit. Because there are some causes in all of the construction project, it is change order of client, relative system, unfit design and field condition, etc. In this study, we are suggested logic and basic model of the decision making support process model that it should selecting the optimal alternative through complex and quantitative analyzed: that is cost, performance and constructability as respect Owner or CMr is executing project under the CM delivery system construction project which it occurred design change.

Economic Evaluation of IT Investments for Emergency Management : A Cost-centric Control Model

  • In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.

  • This study aims at dedicating to relevant technology fields by suggesting design methods of structures and estimating their safety in relation to substructure for offshore wind power requiring high safety to various environment conditions. Especially, with respect to 5MW Offshore Wind Power System, this study will provide information about major wind directions and duration in combination with the developing wave climate at the test field. Therefore, connections between wind fields and approaching wave trains will be estimated and their intensity, direction and time shift will be pointed out. Furthermore, the local pressure distribution of breaking waves will be investigated by physical and numerical modeling. The currently applied structural and fatigue assessment of support structures for offshore wind energy converters is based on common design rules. Normally, constructions in structural engineering are treated as limited, single structures. This means that varying aspects of manufacturing are considered by high safety factors.

  • The purpose of this study was to figure out clinical characteristics in young and adult acute myocardial infarction patients come to emergency room. One hundred fifty four acute myocardial infarction cases were collected and analized from January 2003 to April 2006, especially focused on below the age 50. The results of the study were summarized as follows. The results were proportion up disease occur to women disease rate as men after 50 age and acute myocardial infarction occur to spring and winter most of all. Research for this patients coronary artery condition in cardiac angiography room and coronary artery condition is left anterior descending portion was obstruction and stenosis most of all at that time in emergency room. HDL-cholesterol was not normal range of this patients. About 57.9% patients downward normal range but total cholesterol was very variant condition. Investigated chest X-ray of this patients and result in upward 75% patients was C-T ratio 50% upward condition. And it was shown result from this patients 94. 7% was obesity condition and family history showed mother or father got hypertension or diabete mellitus patients but 42. 7% patients not family history. This patients not going to direct emergency room after via local medical center result in badly condition up. Have got outcomes of youth and adults age patient of acute myocardial infarction come to emergency room. Government and administration have to support advertising this results about acute myocardial infarction condition of nation people. We need to preservation and preventing this disease but if this disease occurrence, to the utmost directly and speedly emergency room for fast therapy.

Tracking Filter Dealing with Nonlinear Inherence as a System Input (비선형 특성을 시스템 입력으로 처리하는 추적 필터)

  • The radar measurements are composed of range, Doppler and angles which are expressed as polar-coordinate components. An approach to match the measurements with the states of target dynamics which are modeled in cartesian coordinates is to use the pseudo-measurements or the extended Kalman filter in order to solve the mismatching problem. Another approach is that the states of dynamics are modeled in polar coordinates and measurement equation is linear. However, this approach bears that we have to deal with a time-varying dynamics. In this study, it is proposed that the states of dynamics are expressed as polar-coordinate component and the system matrix of the dynamic equation is modeled as a time-invariant. Nonlinear terms that appear due to the proposed modeling are regarded as a system input. The results of a series of simulation runs indicate that the tracking filter that uses the proposed modeling is viable from the fact that the Doppler measurement is easy to be augmented in the measurement equation.

Prediction of concrete compressive strength using non-destructive test results

  • Concrete which is a composite material is one of the most important construction materials. Compressive strength is a commonly used parameter for the assessment of concrete quality. Accurate prediction of concrete compressive strength is an important issue. In this study, we utilized an experimental procedure for the assessment of concrete quality. Firstly, the concrete mix was prepared according to C 20 type concrete, and slump of fresh concrete was about 20 cm. After the placement of fresh concrete to formworks, compaction was achieved using a vibrating screed. After 28 day period, a total of 100 core samples having 75 mm diameter were extracted. On the core samples pulse velocity determination tests and compressive strength tests were performed. Besides, Windsor probe penetration tests and Schmidt hammer tests were also performed. After setting up the data set, twelve artificial intelligence (AI) models compared for predicting the concrete compressive strength. These models can be divided into three categories (i) Functions (i.e., Linear Regression, Simple Linear Regression, Multilayer Perceptron, Support Vector Regression), (ii) Lazy-Learning Algorithms (i.e., IBk Linear NN Search, KStar, Locally Weighted Learning) (iii) Tree-Based Learning Algorithms (i.e., Decision Stump, Model Trees Regression, Random Forest, Random Tree, Reduced Error Pruning Tree). Four evaluation processes, four validation implements (i.e., 10-fold cross validation, 5-fold cross validation, 10% split sample validation & 20% split sample validation) are used to examine the performance of predictive models. This study shows that machine learning regression techniques are promising tools for predicting compressive strength of concrete.
