Objectives: The purpose of this study was to review the disaster preparation and response programs and the status of disaster preparation in public health center. Methods: In depth interview was performed in September 2017 using 5 open questions to the persons who are in charge of disaster response services in 5 public health centers of different levels in Korea. The questions included general characteristics of public health center, disaster programs and future issues. The research hired a quality method. Results: In general, the persons in charge recognized the cooperative agency of local government in disaster management. There were no disaster preparation programs developed by the public health centers. Most of the preparation were passive activities such as emergency support, crisis management on communicable disease and quarantine, participation in biological disaster response training, and education etc. The persons in charge emphasized necessity of disaster preparation programs. Conclusions: Disaster preparation and responsiveness is an evolving issue in public health centers in Korea. Medical support system and communicable disease management system are being set up in the national level. A comprehensive system covering health management, nutritional support, mental health, environment management of shelter, and volunteers supports on public health center level needs to be developed along with a easy-to-follow manual.

This study examined the effectiveness of the 'Youth Technology Transfer Specialist Training Project' for students of natural sciences and engineering colleges implemented using a 2018 revised supplementary budget. The cause and effect research model composed of project satisfaction, results of employment, and start-up. Five factors were developed based on a literature review. A total of 2,363 questionnaires were collected through 66 Industrial-Academic Cooperation Groups participating in the Youth TLO (Technology Licensing Officer) program for an empirical test. SPSS 23.0 was used to analyze the obtained data empirically and verify the hypotheses. The result of the analysis showed that the following five independent factors were significant for the program satisfaction as well as the program satisfaction for the performance of employment and start-up: 1) project operation-related recruitment and selection, 2) training support, and 3) working conditions, 4) control of the project, and 5) activity support. This study verified the level of satisfaction with the program empirically using comprehensive data. In terms of practical implications, improvement of operational programs helps improve program satisfaction, and in turn, results in improvement of employment and start-up of youth to achieve the goals of government.

The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.
Defense technology planning identifies medium-and long-term core technologies to accomplish future defense goals and suggests strategies for future R&D. In order to promote the export-oriented defense industry, planning paradigms should be shifted from technology-oriented planning that focuses on weapon systems to market- oriented R&D planning. This study aims to strategically support 'preliminary technology planning' the Defense Agency for Technology and Quality is pushing ahead with. Through market-orientation analysis models of weapon systems based on defense R&D planning, data research on previous market-oriented research, and the analyses and examples of global defence markets, it evaluates market attractiveness to UAVs and drew methods for exploring markets and enhancing competitiveness of military equipment. The market-oriented analysis model of weapon systems is considered to be a helpful reference as a relevant factor for decision making on establishing and verifying requirement planning. In particular, if a market-oriented defense R&D planning process is established institutionally, it will enable us to make export strategies tailored to different equipment from the planning phase and to support marketing strategically.
This study examined sexual violence characteristics among the individuals who utilized victim support services provided by National Rape Crisis Intervention Centers in Korea. The study is the part of a Korean longitudinal study on sexual assault characteristics and its implications for post-abuse adjustments, which is supported by Korean Mental Health Technology R&D Project. Eleven national rape crisis centers nationwide and 29 NGO's participated in the study. The participating centers provided the data on sexual abuse characteristics from their standardized case management system. The cases were randomly selected from the system. Total of 1077 cases were gleaned from the system and utilized for this analysis. Results indicated that the abuse characteristics differed by victims' age (children, adolescent vs. adults) as well as relationship with perpetrator. We could identify six different profile groups based on the detailed violence characteristics. The results assured us of the importance to understand the detailed characteristics of sexual violence and the old notion that 'one size may not fit all'. The results from the profile analyses may have important implication for developing victim support programs and appropriately allocating agency resources according to the different profiles of the service users.
Following enforcement of the Nagoya Protocol (NP), in which the sovereign rights to genetic resources of countries are recognized, new legal obligations regarding access and benefit-sharing (ABS) that did not exist before have now been imposed on researchers. To implement the NP, many countries are introducing new procedures and regulations when a researcher wants to obtain genetic resources for commercial or noncommercial uses. It is therefore expected that resource-rich countries will adopt strong regulations to protect their genetic resources. In this regard, Korean microbiologists will need to respond to these changes to minimize the potential damages caused by the ABS. This paper reviews the key contents of the NP to raise its awareness among scientific researchers and further presents specific measures to meet the ABS obligations accordingly. For example, Korean researchers, in principle, do not need to acquire Prior Informed Consents (PICs) when they access Korean microbial resources for both commercial or research purposes. Nevertheless, when a foreign culture collection agency such as DSMZ requests a confirmation of compliance with the NP to deposit genetic resources, Korean researchers can also apply for a PIC with the Korean government as an exception. By referring to this article, microbiologists will be able to conduct their research in compliance with the NP while respecting the legal ABS obligations of each resource-providing country.

In Korea, the mountainous area occupies more than 70% of the whole country, cutting of earth slope that cuts a part of the ground surface is widely used when building infrastructures such as road, railroad, and industrial complex construction. In recent years, regulations on environmental damage have become more strict, and various methods have been developed and applied. Among them, Concrete-Panel Retaining Wall technique is actively applied. Concrete-Panel Retaining Wall is a method to resist horizontal earth pressure by forming a wall by attaching a precast retaining wall to the front of the support material and increasing the shear strength of the disk through reinforcement of the support material. Soil nailing, earth bolt, and ground anchor are used as support material. Among them, ground anchor is a more aggressive reinforcement type that introduces tensile load in advance to the steel wire, and a large concentrated load acts on the front panel. This concentrated load is a factor that creates cracks in the concrete panel and reduces the durability of the retaining wall itself. In this study, steel pipe sleeves and reinforcements were purchased at the anchorage of the panel to prevent cracks, and by applying bumpy shear keys to the end of the panel, the weakness of the individual behavior of the existing grout anchors was improved. The problem of degraded landscape by exposure to front concrete of retaining wall and protrusion of anchorage was solved by the production of natural stone patterns and the construction of sections that do not protrude the anchorage. In order to verify the effectiveness of anti-crack sleeves and reinforcements used in the null, indoor testing and three-dimensional numerical analysis have been performed, and the use of steel pipe sleeves and reinforcements has demonstrated the overall strength increase and crack suppression effect of panels.
This paper aims to explore ways to develop the arbitration industry in Korea. The prospects for the promotion of the arbitration industry in Korea are never dim. International arbitration competitiveness is somewhat lower than its competitors at present, but the international economic base to support it is solid, and the domestic arbitration environment seems to be sufficient to support the development possibility of arbitration. Since geographical and economic factors have already been defined, Korea must at least improve the arbitration act with passion and vision for the best one. The arbitration act that is the most accessible to arbitration consumers is the best arbitration act. The important thing is to have an arbitration act that makes people want to use more than litigation or other dispute resolution procedures. There is no hope of remaining as a "second mover" in the field of arbitration law. One should have a will and ambition to become a "first mover" even if it is risky. Considering the situation of the current arbitration law, it is necessary to start an arbitration appeal system in order to become a consumer-friendly arbitration law, and it is necessary to examine ways of integrating the grant of execution clause and enforcement application procedures. The abolition of the condition of Article 35 of the Arbitration Act, which rules the validity of the arbitration award, will help promote international arbitration. Exclusion agreements of setting aside against arbitration awards must also be fully recognized. It is also important to publish a widely cited international arbitration journal. In order to respond to the fourth industrial revolution era, it is necessary to support the establishment of a dispute resolution system that utilizes IT technology. In order to actively engage the arbitrators in the market, it is necessary to abolish the regulations that exist in the Attorneys-at-Law Act. There is also a need to allocate more budget to educate arbitration consumers and to establish arbitration training centers to strengthen domestic arbitration education. It is also necessary to evaluate and verify the Arbitration Promotion Act so that it can achieve results. In the international arbitration market, competition is fierce and competitors are already taking the initiative, so in order not to miss the timing, Korea needs to activate international arbitration first. In order to activate international arbitration, the arbitration body needs to be managed with the same mobility and strategy as the agency in the marketplace. In Korea, unlike in Singapore and Hong Kong, it is necessary to recognize that the size of the domestic arbitration market is very likely to increase sharply due to the economic size of the country and the large market potential it can bring from litigation. In order to promote the arbitration industry, what is most important is to make arbitration activities in accordance with the principles of the market and to establish an institutional basis to enable competition. It is urgently required to change the perception of the relevant government departments and arbitration officials.
Care of people with severe disabilities requires care throughout their life cycle compared to non-disabled families. For this reason, carers of severely handicapped families are highly likely to have negative feelings throughout the family as well as daily stress. Disabled families also have a high rate of experiencing difficulties between non-disabled children or married couples in life centered on the disabled. In particular, the rapid aging in Korea affects the lives of the elderly disabilities along with the aging of the caregivers. The study explored alternatives to realistic support through the past and present experiences of caregivers with disabilities through qualitative research methods, and derived hopes and expectations for the future as follows.First, after confirming the disability for infants and toddlers with disabilities, information about the support system or system is provided from the rating agency. Second, providing "customized care support" suitable for the type of disability or individual characteristics at the social, political, institutional, and economic levels. Third, the provision of programs for non-disabled children and the provision of healing programs only for families with disabilities or those with disabilities. Fourth, the provision of spaces and programs that provide rest and rest for adults with disabilities. Fifth, the application of a long-term care system for the elderly reflecting the aging age of the disabled and institutionalization of community care for the disabled. The research is meaningful in that it presents discussion points for improving the quality of life of adults and the elderly with disabilities.

The purpose of this study is to explore the internal foundation of lifelong education for the disabled. The composition system of the meaning of contents for this purpose is divided into three elements: 'of' which means subject based on lifelong education for the disabled, 'for' which means purpose, and 'from' which means practical main base. The research method was to discuss the academic basis, practical application model and plan, or to analyze the literature through the previous studies that were actualized in order to form the internal foundation of the support system for lifelong education for the disabled. Second, the expert meeting was conducted to improve the specificity of the research contents based on the basis of the literature analysis. The contents of this study are presented in two main ways: the foundation of developmental disabilities and the foundation of schools by synthesizing the main bases of subjects, purposes, and practical base required to form the internal foundation of lifelong education for the disabled. The above two factors first establish the internal universality of the support system for lifelong education for the disabled, and in connection with the types of sensory disabilities and the general lifelong education. As a result, the long-term stability of the overall support system for lifelong education for the disabled was analyzed.
