  • The purpose of SAICM (Strategic Approach to International Chemicals Management) is to minimize the health and environmental hazards from the production and the consumption of chemicals by improving the chemicals management capability of developing countries and implementing a system of the risk assessment and the management based on the precautionary principle until 2020. To achieve this purpose, the UN has prescribed the principles, objectives and establishment of an action plan for the chemicals management strategy which must be carried out at international, local, and national levels, and requested the implementation of the Global Plan of Action (GPA) comprising of 273 recommendations in 36 work areas. SAICM is currently based on voluntary participation, but is expected to become the basic framework of international order in relation to chemicals management in the future. This study aims to analyze the practice in the occupational safety and health area relating to implement 273 recommendations of the GPA, and propose complementary measures for the system in order to provide political advices for establishing future plans to manage industrial chemicals. Twenty three areas of total 36 work areas and 161 items of 273 recommendations have relevance to occupational safety and health areas. We have found that, as a national implementation level, 157 of 161 industrial safety and health items are being implemented at a satisfactory level in regard to the implementation of the GPA, while 4 items, including the ratification of the ILO Conventions 170, 174, 184, and support for GHS (Globally Harmonized System of Classification and Labeling of chemicals) implementation of developing countries, require additional complementary measures for the system and operation.

  • The measurement of informatization program effectiveness continues to be a central concern of both academics and practitioners. However, most studies of it have been inclined too heavily toward testing validity and reliability of evaluation measure to strengthen the theoretical rigor. Drawbacks of this approach have been pointed out as being unsuitable for evaluating the effectiveness of informatization program due to lack of practical relevance. The paper comprises four sections to solve the problem. 1) Through literature review of theoretical conceptual models in IS effectiveness and the domestic and foreign cases on informatization program, we establish the evaluation framework which consists of evaluation phases, 6 evaluation areas, and 22 evaluation items, and developed evaluation measures of each items. 2) Different researchers have addressed different aspects of attribute of measure. With comparing them to each other, 3 mutually exclusive criteria on coincidence analysis(usability of measurement. reliability of measurement. and validity of content) are identified. 3) Data are gathered from respondents in informatizaiton program-related organizations such as policy agency, management agency, support agency, and recipient agency. 4) The degree of coincidence of each evaluation measure are analyzed by course of an coincidence analysis procedure, which includes the reliability test, arithmetical test, and criteria validity test. The academic implication of this study is that researchers can gain an insight into the coincidence analysis to approach the problem of deciding on an indicator of performance for informatization program. There is also practical implication for applying the potential means of improving the practical relevance of conducting evaluating the informatization program.

  • Nowadays Korean governments use Information Technology to improve the quality of life for a people. One of these tries is building the Food Tracing System based on Information Technology. Koreans have big concern about food that is good for health. The Food Tracing System means that the system can follows, traces, and records every steps of production and delivery of food and its ingredient. And this process should be identified and grouped by using tags, marks, and other methods. For example, producer of ingredient, processing steps of food, delivered place could be traced. In addition to food, medical herbs need consumer's trust in production and delivery. To trace and prosecute contaminated medical herbs, medical herbs also need this kind of Tracing System based on Information Technology. This study shows current medical herbs tracing ways and RFID(Radio Frequency IDentification) technology trend. As preceding study for future RFID based medical herbs tracing system, this study suggests the building plan and scenario of the Medical Herbs Tracing System. The determination of the main body for sticking RFID Tags is very important to design for RFID Traceability System. In this study, the starting point of information to medical herbs is an inspection agency. The Medical Herbs to product domestically or import moved to an inspection agency. An inspection agency bond the RFID Tags to packing of the Medical Herbs after examining the a basic its component. At the same time inspector give the information of production or importation to the Tags. This Tags are moved for logistical process to end point, the Korean medicine agency. The customer confirmed the traceability and certification information of the Medical Herbs. For success tracing of medical herbs, institutional support and close cooperation between related organizations is necessary besides good system design.

  • Background: Conspicuous differences in participation rates for breast self-examination (BSE), clinical breast examination (CBE), and referral for further investigations have been observed indicating involvement of a number of different factors. This study analysed determinants for participation in different levels of the breast cancer screening process in Indian females. Materials and Methods: An intervention group of 52,011 women was interviewed in a breast cancer screening trial in Trivandrum district, India. In order to assess demographic, socio-economic, reproductive, and cancer-related determinants of participation in BSE, CBE, and referral, uni- and multi-variate logistic regression was employed. Results: Of the interviewed women, 23.2% reported practicing BSE, 96.8% had attended CBE, and 49.1% of 2,880 screen-positives attended referral. Results showed an influence of various determinants on participation; women who were currently not married or who had no family history of cancer were significantly less likely to attend the screening process at any level. Conclusions: Increasing awareness about breast cancer, early detection methods, and the advantages of early diagnoses among women, and their families, as well as health care workers offering social support, could help to increase participation over the entire screening process in India.

Therefore, it is hard to apply the current price reduction policy directly to the major weapon system. The purpose of this study is to develop an evaluation model which generates appropriate outputs for price reduction of military supplies. Methods: To improve the current policy, we first analyze the relevant policies of price reduction of similar organizations. We gather the opinions of related organization through survey including DAPA, Logistics Command, DTaQ and Defense industry companies. Then, we develop a price reduction model based on the analytic hierarchical process(AHP) method to find out important factors for price reduction. Results: The results of AHP analysis show that the important factors when applying price reduction of military supplies. From the analysis, the proposed method effectively generates the amounts of price reduction for the nonconformance items. Conclusion: The results of this research will be used as guidelines to improve military supplies policy of price reduction.

  • Objectives: The study aim was to evaluate the application of a chemical exposure assessment tool for the Korean workplace. The Ministry of Employment and Labor in Korea (KMOEL) introduced the need for workplace risk assessments in 2011, requiring the Korean chemical industry to consider both domestic and international chemical regulation policies (e.g., estimations of exposure scenarios). Exposure scenarios are required in the European Union as part of material safety data sheets (MSDS) under the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH) system. Methods: Although many programs for the estimation of exposure have been developed worldwide, to date there is no standard for the Korean workplace. To develop programs suitable for the Korean workplace, we examined the applicability of the European Center for Ecotoxicology and Toxicology of Chemicals target risk assessment (ECETOC TRA), which is recommended by the European Chemical Agency (ECHA). Results: To investigate the applicability of the ECETOC TRA to Korean industry, this study simulated 15 industrial processes. The predicted respiratory exposures for four processes using origin input parameters were underestimated compared to the measured respiratory exposure. Using calibrated input parameters, results for two processes were underestimated compared to the measured respiratory exposure. This result suggests that the use of calibrated input parameters reduces the differences between predicted and measured respiratory exposure. Conclusions: we developed applicable exposure estimating method by modifying the ECETOC TRA program; one suggested the development of exposure estimating program that explains Korea domestic workplace exposure scenario. This study will support the introduction of exposure scenario in MSDS system and protect health of worker from hazardous chemical.

  • A natural cavitation-type high-speed underwater vehicle with solid rocket motor is tested, and its speed and running distance are measured. The outputs from pressure sensors on the surface of the vehicle reveal a pressure-time history reflecting the development of supercavitation. Underwater cameras installed on the wall of the test pool record the entire process from the onset of supercavitation to its full development. CNU-SuperCT, based on two-dimensional inviscid theoretical analysis, is used to simulate test results. Considering CNU-SuperCT does not include the control fins of the vehicle, simulation results agree with test results very well. Additionally, pictures from underwater cameras support the test results.

  • As the operating condition for the penetrating missile has been more advanced, the survivability of main charge has been strongly required when the warhead impacts the target. Lots of efforts to desensitize explosives such as the development of insensitive molecular explosives or optimizing plastic-bonded explosives(PBX) systems has been made to enhance the survivability of main charge. However, these efforts face their limits as the weapon system require higher performance. Herein, we suggest a new strategy to secure the survivability of main charge. We applied structurally supportable aluminum honeycomb(HC) structure to cast PBX. The aluminum HC structure reinforces the mechanical strength of cast PBX and helps it to withstand external pressure without the reaction like detonation. In this study, impact resistance character, shock sensitivity and internal blast performance of PBXs reinforced with HC structure were investigated according to the application of aluminum HC structure. The newly suggested aluminum HC structure applied to cast PBX was proved to be a promising manufacturing method available for high-tech weapon systems.
