Message Analysis and Development Situation on the Tactical Data Link of Combat Management System in Naval (함정 전투체계 전술데이터링크 개발현황 및 메시지 분석)

  • The combat systems in Korea navy have been operating some kinds of tactical data link systems such as Link-11, ISDL and JTDLS. Each tactical data link system has the ability to transmit and receive tactical information like track, engagement, weapon information by using unique message of theirs. And each unique message has their own format. But a number of tactical data link system make combat effectiveness worse because their major functions are duplicated unnecessarily. So, many advanced countries are trying to make united data link system. Similarly, the combat systems in Korea navy will operate C4I data link system, and it is combined version current ISDL, KNCCS and JTDLS data link system. In this paper, we consider the development current tactical data link systems in Korea navy. Also, compare the characteristics between I-message used in ISDL and Host-Interface message used in C4I. From these results, we analyze advanced points about C4I data link system.

  • Many advanced countries including the U.S. consider defense standardization as a critical task for the efficient acquisition and effective operation of weapon systems and have implemented the appropriate standardization policy by synchronizing the defense acquisition strategies and nation standardization policy with defense standardization. It is required to develop the long-term defense standardization policy that can cope with the future domestic and international defense environmental changes. Therefore, it is an inevitable task to investigate the standardization trends and strategy in the domestic and international perspectives. The study aims to provide the vision of defense standardization policy, act/regulation, organization/personnel, education/training and information system.

  • Given the growing interest in damage control training for the naval ships and their organizations, expectations for a new concept of training program have also increased. The existing training programs and its concept focus on training crew to be more proficient and skilled so that they can respond better to damage situations, i.e., fires and flooding. This paper suggests a development procedure of damage control training scenarios using the survivability analysis results as a new concept of damage control training programs employing advanced systems such as damage control console, automation system, and kill cards. This approach could help the decision maker not only enhance his or her capability but also improve the reacting capability of crew members for complex situations induced by a weapon hit.

  • As weapon systems are becoming advanced and intelligent, they are designed to have such events like ejecting sub-munitions. So it is continually requested to measure the event time and position exactly. We can measure the event time and position by analyzing the complex signal of the instrumentation radar in the time domain and can also obtain the spin rate of the target by analyzing the complex signal in the frequency domain.

  • In order to predict the future needs of the aircraft repair parts, each military group develops and applies various techniques to their characteristics. However, the aircraft and the equipped weapon systems are becoming increasingly advanced, and there is a problem in improving the hit rate by applying the existing demand prediction technique due to the change of the aircraft condition according to the long term operation of the aircraft. In this study, we propose a new prediction model based on the conventional time-series analysis technique to improve the prediction accuracy of aircraft repair parts by using machine learning model. And we show the most effective predictive method by demonstrating the change of hit rate based on actual data.

  • This study presents the direction of the Republic of Korea Army in the future by examining the Manned and Unmanned Teaming(MUMT) Systems of the Military Advanced Countries of the United States, Israel, and France. In this study, the current status of the U.S. Ground Forces' 'Squad-X' program, the Israeli Ground Forces' Digital Army Program (DAP), and the French Army's Scorpion program were examined. Next, it was followed by a discussion of The Combat concept, a way of fighting in the future battlefield, with the development trend of a complex Combat system with various weapon systems supporting it. Finally, based on this, the direction of the development of MUMT system, which the Republic of Korea Army should engage in in the future, was presented as a conclusion. Since such MUMT system of advanced military forces are being developed in a secret manner, continuous longitudinal research needs be conducted.

  • The recent trend in modern systems development can be characterized by the increasing complexity in terms of both the functionality and HW/SW scale that seems to be accelerated by the growing user requirements and the rapid advancement of technology. Among the issues of complexity, the one related to systems safety has attracted great deal of attention lately in the development of the products ranging from mass-transportation systems to defence weapon systems. As such, the incorporation of safety requirements in systems development is becoming more important. Note, however, that since such safety-critical systems are usually complex to develop, a lot of organizations and thus, engineers should participate in the development. In general, there seems to be a variety of differences in both the breadth and depth of the technical background they own. To address the problems, at first this paper presents an effective design process for safety-critical systems, which is intended to meet both the systems design and safety requirements. The result is then advanced to obtain the models utilizing the systems modeling language (SysML) that is a de facto industry standard. The use of SysML can facilitate the construction of the integrated process and also foster active communication among many participants of diverse technical backgrounds. As a case study, the model-based development of high-speed trains is discussed.

Effective Test and Evaluation Approaches for Reliable Defense Systems Development examined through Domestic Defense Cases (국내 사례로 살펴보는 국방체계 개발의 신뢰성을 높이기 위한 시험평가 방안)

  • This paper presents practical issues for test and evaluation(T&E) methods to develop defense systems. Our argument is motivated by several domestic defense cases and the cases lead us to discuss two main factors for reliable defense systems development: 1) statistical approaches and 2) technical schemes. Specifically, statistical approaches enable to provide credible interpretations about T&E results in the decision-making process. With practical T&E results of the “Red Shark” torpedo, we performed statistical hypothesis tests and suggest a minimum sample size to accept the hypothesis. Next, technical schemes have more direct effects on improving reliability of developed defense systems and we shortly introduce tools development for systems verification that is required to integrate several sub-systems, e.g., combat, sensor, weapon, and communication systems, within a defense system. We additionally summary some domain cases using modeling and simulation techniques for successful T&E. In closing, we expect that the paper shows empirical investigation and lessons learned with these two practical issues, which provides a guide those who desire to make decisions about reliable defense systems development.

  • The thermal property is one of the most important characteristics in the field of energetic materials. Because energy materials release decomposition heat, differential scanning calorimetry (DSC) is frequently used for thermal analysis. However, thermodynamic events, such as melting can interfere with DSC kinetic analysis. In this study, we use isothermal mode for DSC measurement to avoid thermodynamic issues. We also merge accelerating rate calorimetry(ARC) data with DSC data to obtain a robust prediction results for small scale samples and for large scale samples as well. For the thermal property prediction, advanced kinetics and technology solutions(AKTS) programs are used.

  • The cost of preparing munitions in weapon system operation and management has been rapidly increasing and current weapon systems have become complicated and diverse due to new warfare pattern changes and the rapid growth of advanced scientific technology. Moreover, as a part of the execution plans of creative economics, the Korean government is actively reviewing how to minimize the costs of preparing munitions. Accordingly, this study derived the issues of munitions management for decreasing munitions preparing costs. First, the issues of munitions management were introduced through review and analysis with respect to the munitions classification criteria, regulations and systems, and equipment maintenance information systems. Second, we proposed the application and necessity for the real-name system which is responsible for munitions management and the fragmentation of the maintenance instructions status classification criteria.. Also, we were analyzed that the effects depending on the application. Finally, we proposed that the linkage system which is currently military active with equipment maintenance information systems as well as the total life-cycle management system (TLCSM) improvements to the itemized data and records management system by utilizing IT technology CMB that must be done in order to improve the issues.
