Application Strategies of Superintelligent AI in the Defense Sector: Emphasizing the Exploration of New Domains and Centralizing Combat Scenario Modeling (초거대 인공지능의 국방 분야 적용방안: 새로운 영역 발굴 및 전투시나리오 모델링을 중심으로)

  • The future military combat environment is rapidly expanding the role and importance of artificial intelligence (AI) in defense, aligning with the current trends of declining military populations and evolving dynamics. Particularly, in the civilian sector, AI development has surged into new domains based on foundation models, such as OpenAI's Chat-GPT, categorized as Super-Giant AI or Hyperscale AI. The U.S. Department of Defense has organized Task Force Lima under the Chief Digital and AI Office (CDAO) to conduct research on the application of Large Language Models (LLM) and generative AI. Advanced military nations like China and Israel are also actively researching the integration of Super-Giant AI into their military capabilities. Consequently, there is a growing need for research within our military regarding the potential applications and fields of application for Super-Giant AI in weapon systems. In this paper, we compare the characteristics and pros and cons of specialized AI and Super-Giant AI (Foundation Models) and explore new application areas for Super-Giant AI in weapon systems. Anticipating future application areas and potential challenges, this research aims to provide insights into effectively integrating Super-Giant Artificial Intelligence into defense operations. It is expected to contribute to the development of military capabilities, policy formulation, and international security strategies in the era of advanced artificial intelligence.

  • The future battlefield operation concept does not focus on advanced and complete weapon systems, but requires a new battlefield operation concept that can effectively demonstrate offensive power by combining a large number of low-cost, miniaturized weapons. Recently, research on the autonomous application of major technologies that make up the mission control system is actively underway. However, since the mission control system is still dependent on the operator's operating ability when operating multiple robots, there are limitations to simply applying the automation technology of the existing mission control system. Therefore, we understand how changes in operator capabilities affect multi-robot operation and propose an adaptive mission control architecture design method that supports multi-robot integrated operation by adjusting the level of autonomy of the mission control system according to changes in operator capability.

The Improvement on Proposal Evaluation System of National Defense Core Technology R&D Projects (국방핵심기술 연구개발과제의 선정평가 개선 연구)

  • The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

A Study on the Applicability of Water-soluble Decontaminant to the Contaminated Aircraft Using SEM/EDS analysis (SEM/EDS 분석을 통한 수용성 제독제의 오염 항공기 적용 가능성 연구)

  • Biochemical weapons, called as a poor nation's nuclear-weapon, are most favorable Weapons of Mass Destruction(WMD). At the beginning of war, these biochemical weapons, which can threaten the operations of our forces and cause the anxiety and chaos of people, should be used to attack our principle facilities. And these attacks might be conducted as a long term scenario over the war. Consequentially, our military training as well as civilian-military joint training have been focused on these circumstances to improve defense capability against the invasion of biochemical weapons. Add to these efforts, there have been a lot of researches to develop advanced decontaminations that can secure our troops and equipments. In this study, applicability of the water-soluble decontaminant for the contaminated aircraft was evaluated. The water-soluble decontaminant has been applied to the military stations and ground weapon systems only. According to the theoretical analyses and published papers, the water-soluble decontaminant has been shown better decontamination capability than commercial cleaner by roughly 50%. Furthermore, as a result of experiment efforts in this study, it was showed that the water-soluble decontaminant can reduce corrosion risk which is primary concern for the aircraft structures.

  • Due to the Fourth Industrial Revolution, innovation in various technologies such as artificial intelligence (AI), big data (Big Data), and cloud (Cloud) is accelerating, and data is considered an important asset. With the innovation of these technologies, various efforts are being made to lead technological innovation in the field of defense science and technology. In Korea, the government also announced the "Defense Innovation 4.0 Plan," which consists of five key points and 16 tasks to foster advanced science and technology forces in March 2023. The plan also includes the establishment of a Condition-Based Maintenance system (CBM+) to improve the operability and availability of weapons systems and reduce defense costs. Condition Based Maintenance (CBM) aims to secure the reliability and availability of the weapon system and analyze changes in equipment's state information to identify them as signs of failure and defects, and CBM+ is a concept that adds Remaining Useful Life prediction technology to the existing CBM concept [1]. In order to establish a CBM+ system for the weapon system, sensors are installed and sensor data are required to obtain condition information of the weapon system. In this paper, we propose a sensor data metadata schema to efficiently and effectively manage sensor data collected from sensors installed in various weapons systems.

A Case Study on the R&D Programs of Fighter & Attacker Aircraft (군용항공기 연구개발 사업 사례분석)

  • This paper describes a case study on the R&D programs of fighter and attacker aircraft such as F-22A, F/A-18E/F, and T/A-50. F-22A and F/A-18E/F were developed in same age. The performance of each program was, however extremely different. F-22A program results in a lot of cost overrun and schedule delay. On the other hand F/A-18E/F program met the cost, schedule, and performance goals. In the T/A-50 program with a super-sonic advanced trainer, T-50 was also developed successfully on planned cost and time by Korea Air-force and KAI. This paper derives key elements for the success of the military aircraft R&D program through lessons learned from th e case study. Each program is analyzed in terms of its background, planning and management.

  • Korean defense specifications are the technical criteria of military products and major factor of acquisition system. Weapon systems and acquisition technique have been advanced dramatically after 1990's, but Korean defense specification practice standard has stayed after early 1980's except embedded software. The current status of current Korean defense specification practice standard and trend of related design and acquisition techniques like M&S, SBA, and digital manufacturing have been reviewed. This paper suggests that transfer to product, IT oriented specification structure, adaptation of digital product model and reinforcement of engineering management systems to establish a development initiative of Korean defense specification practice standard.

A Study on IETM Conversion procedure and IETMDB Construction (IETM의 변환절차와 IETMDB구축에 대한 연구)

  • This study aims to provide conversion process to acquire IETM and fundamental IETMDB construction necessary for IETM. As the weapon system and other equipments are highly advanced and electronically sophisticated, the amount of information necessary to operate and maintain the systems is being dramatically increased. Thus, it is theoretically and practically impossible to maintain the huge amount of information in the paper-based manual. Furthermore, the vast amount of paper based-technical information makes it difficult to share them in real time. This paper discuss how to solve these prolems by using highly advanced information technology such as network, database, data communication, etc First, we propose an effective conversion process for the decision of IETM classes from Class 1 to Class 5. Second, we also propose a construction of IETMDB and IETM system by using CALS standard and Content Data Model (CDM).

  • This paper proposes an IR camera system that performs the task of removing mines for humanitarian purposes. Because of the high risks involved, it is necessary to conduct mine detection from the most remote endeavoring. By mating use of infrared ray (IR) cameras, scattered mines can be detected from remote locations. In the case of mines buried in the ground, detection is possible if the peripheral temperature difference is large enough between the ground and mine weapon. As one of the world´s advanced nations in sensor technology, Japan should promote surveys and studies for detecting mines safely by using its advanced remote sensing technologies.

  • Since the cyber defense has been dependent on commercial products and protection systems, in aspect of the recent trends, our cyber defence ecosystem can be more vulnerable. In case of general defense weapon companies, they have to be observed by the government such as certain proprietary technologies and products for the protection from the enemy. On the contrary, most cyber weapon companies have not been managed like that. For this reason, cyber attack can reach to the inside of our military through the security hole of commercial products. In this paper, we enhanced a military cyber protection ecosystems out of enemy attacks and analyze the hypothetical scenarios to evaluate and verify the vulnerability, and finally more securable ecosystem of military protection system is presented politically and technically.
