This study aims to establish an approach to assess urban flood vulnerability by identifying social characteristics such as the road transportation and the vulnerable groups. Assessment procedures comprise three steps as: (1) composing the assessment criteria to reflect the urban characteristics; (2) calculating the weight; and (3) evaluating the vulnerability. The criteria were adopted by Delphi survey technique. Four criteria as land cover, residents, vulnerable areas, and disaster response were adopted in the current study. To determine the weight set of criteria, subjective and objective methods were combined. The weight set was determined using the combined method which reflects the Delphi method and Entropy analysis. In the process of data-based construction, GIS tools wwere used to extract administrative unit materials such as land cover, road status, and slope. Data on population and other social criteria were collected through the National Statistical Office and the Seoul Metropolitan statistical data. TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) technique, which uses materials from cell units in order to rank the closest distance to the best case and the farthest distance from the worst case by calculating the distances to the area of assessment, was applied to assess. The study area was the Dorimcheon basin, a flood special treatment area of Seoul city. The results from the current study indicates that the established urban flood vulnerability assessment approach is able to predict the inherent vulnerable factors in urban regions and to propose the area of priority control.

Like most large organizations, there are business rules such as 'separation of duty' and 'delegation' which should be considered in access control. From a SOD point of view, previous SOD models built on the (Administrative) Role-Based Access Control model cannot present the best solution to security problems such as information integrity by the limited constituent units such as role hierarchy and role inheritance. Thus, we propose a new integrated management model of administration role-based access control model and SOD policy, which is called the OS-SoDAM. The OS-SoDAM defines the authority range in an organizational structure that is separated from role hierarchy and supports a decentralized security officer-level SOD policy in which a local security officer can freely perform SOD policies within a security officer's authority range without the security officer's intervention.
Purpose: This study aimed to investigate the effects of the nursing practice environment and self-leadership on person-centered care provided by oncology nurses. Methods: This cross-sectional study included 145 nurses who worked in oncology wards at eight university hospitals in Seoul, Daejeon, and Chungcheong Province with at least six months of experience. Data were collected using a self-administered survey and analyzed using descriptive statistics, Pearson correlation coefficients, the t-test, analysis of variance, and hierarchical multiple regression analysis in SPSS version 26.0. Results: Person-centered care was significantly correlated with the nursing practice environment (r=0.27, P<0.001) and self-leadership (r=0.40, P<0.001), and the nursing practice environment was correlated with self-leadership (r=0.380, P<0.001). Hierarchical multiple regression analysis showed that the nursing practice environment was a significant predictor of person-centered care (β=0.31, P<0.001), after adjusting for covariates including monthly salary, total clinical career, and the position of oncology nurses. Self-leadership was a significant predictor of person-centered care (β=0.34, P<0.001) after controlling for the nursing practice environment, along with covariates. The final model explained 18.7% of the variance in personcentered care. Conclusion: Our findings emphasize the importance of the nursing practice environment and nurses' self-leadership for providing person-centered care in oncology care units. Educational programs to reinforce nurses' self-leadership and administrative support for nursing practice are necessary to improve oncology nurses' capability to provide person-centered care.

Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.
The study aims to examine the current status and differences in the burden of disease in Korea during 2008-2018. We calculated the burden of disease for Koreans from 2008 to 2018 using an incidence-based approach. Disability adjusted life years (DALYs) were expressed in units per 100 000 population by adding years of life lost (YLLs) and years lived with disability (YLDs). DALY calculation results were presented by gender, age group, disease, region, and income level. To explore differences in DALYs by region and income level, we used administrative district and insurance premium information from the National Health Insurance Service claims data. The burden of disease among Koreans showed an increasing trend from 2008 to 2018. By 2017, the burden of disease among men was higher than that among women. Diabetes mellitus, low back pain, and chronic lower respiratory disease were ranked high in the burden of disease; the sum of DALY rates for these diseases accounted for 18.4% of the total burden of disease among Koreans in 2018. The top leading causes associated with a high burden of disease differed slightly according to gender, age group, and income level. In this study, we measured the health status of Koreans and differences in the population health level according to gender, age group, region, and income level. This data can be used as an indicator of health equity, and the results derived from this study can be used to guide community-centered (or customized) health promotion policies and projects, and for setting national health policy goals.

This study aims to seek a proper policy direction in response to the demand for apartment remodeling. As the research methods, we diagnosed the current status of the remodeling policy and analyzed the demand for apartment remodeling nationwide. According to the result of analysis, we suggested the fundamental direction and tasks for remodeling policies to be pursued at the government level. The results of the study are summarized as follows. First, the result of analysis showed that the demand for environmental improvement(performance improvement) remodeling project was much higher than other types of remodeling projects. The percentage of unit increased-type remodeling that can secure business feasibility is about 10% and only 30% when it comes to reducing project costs. The remaining 70-90% need to be promoted in environmental improvement remodeling projects which dependent on the residents' payment. Second, in order to prepare a policy action plan in response to the demand for apartment remodeling, it is necessary to set up clear policy goals and strategies for apartment remodeling in advance at the national level. Along with proactive goals and strategies, graded policy support should be accompanied per type of remodeling and business demand. We also suggest to simplify administrative procedures and support the R&D research to develop technologies. It would help to utilize the unit increased-type remodeling. On the other hand, for utilizing the environmental improvement remodeling which takes up a relatively high proportion, the policy should take care of as follows: offering housing performance information, rationalizing long term repair reserve, fostering small companies and experts. Finally, apartment management system should be advanced from the perspectives of managing old apartments and institutional foundations such as new construction and customized regulations for differentiated remodeling should be accompanied.

The frequency and scale of domestic flood damage continues to increase, but the criteria for responding to flood damage have not been established. To this end, research is underway to estimate the amount of rainfall in each region so that it can be used to respond to flood damage. The limit rainfall is defined as the cumulative maximum rainfall for each duration that causes flooding, and this research purpose to improve the threshold rainfall by estimating the damage based on the damage history in units of 5 years and analyzing changes over time. The limit rainfall based on the damage history was estimated by using the NDMS past damage history of the Ministry of the Interior and Safety and the rainfall minutes data of AWS and ASOS. The period for estimating the limit rainfall is 2013 ~ 2017, 2015 ~ 2019, and the limit rainfall is estimated by analyzing the relationship between the flood damage history and the rainfall event in each period. Considering changes in watershed characteristics and disaster prevention performance, the data were compared using 5-year data. As a result of the analysis, the limit rainfall based on the damage history could be estimated for less than about 10.0% of the administrative dongs nationwide. As a result of comparing the limit rainfall by period, it was confirmed that the area where the limit rainfall has increased or decreased This was analyzed as a change due to rainfall events or urbanization, and it is judged that it will be possible to improve the risk criteria of flooding.
The IT environment is changing due to the acceleration of digital transformation in enterprises and organizations. This expansion of the digital space makes centralized cybersecurity controls more difficult. For this reason, cyberattacks are increasing in frequency and severity and are becoming more sophisticated, such as ransomware and digital supply chain attacks. Even in large organizations with numerous security personnel and systems, security incidents continue to occur due to unmanaged and unknown threats and vulnerabilities to IT assets. It's time to move beyond the current focus on detecting and responding to security threats to managing the full range of cyber risks. This requires the implementation of asset Inventory for comprehensive management by collecting and integrating all IT assets of the enterprise and organization in a wide range. IT Asset Management(ITAM) systems exist to identify and manage various assets from a financial and administrative perspective. However, the asset information managed in this way is not complete, and there are problems with duplication of data. Also, it is insufficient to update of data-set, including Network Infrastructure, Active Directory, Virtualization Management, and Cloud Platforms. In this study, we, the researcher group propose a new framework for automated 'Comprehensive IT Asset Management(CITAM)' required for security operations by designing a process to automatically collect asset data-set. Such as the Hostname, IP, MAC address, Serial, OS, installed software information, last seen time, those are already distributed and stored in operating IT security systems. CITAM framwork could classify them into unique device units through analysis processes in term of aggregation, normalization, deduplication, validation, and integration.
Numerous studies have established a correlation between sociodemographic characteristics and water usage, identifying population as a primary independent variable in mid- to long-term demand forecasting. Recent dramatic sociodemographic changes, including urban concentration-rural depopulation, low birth rates-aging population, and the rise in single-person households, are expected to impact water demand and supply patterns. This underscores the necessity for operational and managerial changes in existing water supply systems. While sociodemographic characteristics are regularly surveyed, the conducted surveys use aggregate units that do not align with the actual system. Consequently, many water demand forecasts have been conducted at the administrative district level without adequately considering the water supply system. This study presents an upward water demand forecasting model that accurately reflects real water facilities and consumers. The model comprises three key steps. Firstly, Statistics Korea's SGIS (Statistical Geological Information System) data was reorganized at the DMA level. Secondly, DMAs were classified using the SOM (Self-Organizing Map) algorithm to consider differences in water facilities and consumer characteristics. Lastly, water demand forecasting employed the PCR (Principal Component Regression) method to address multicollinearity and overfitting issues. The performance evaluation of this model was conducted for DMAs classified as rural areas due to the insufficient number of DMAs. The estimation results indicate that the correlation coefficients exceeded 0.9, and the MAPE remained within approximately 10% for the test dataset. This method is expected to be useful for reorganization plans, such as the expansion and contraction of existing facilities.
The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.
