  • Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

Design/methodology/approach - This study tries to analyze and the Administrative Rules related to special customs clearance and suggest alternatives since the management of the special customs clearance system is mainly carried out through Administrative Rules. Findings - The definition of a consignment carrier under the Customs Act does not reflect the reality, and the subject of registration does not coincide with the Customs Act and Administrative Rules. Article 2 of the Customs Act, the definition of consignments and the subject of registration of consignment forwarders should include international logistics forwarders who "arrange logistics of import and export cargo". In the E-commerce Administrative Rules revised in July 2023, the registration of e-commerce companies subject to special customs clearance, the registration of companies with preferential customs clearance and notification of changes, and the provision of preferential customs clearance can be seen as new legislation beyond the mandate of the Customs Act. • After opening Suwon railway station in 1905, a new road was constructed between Suwon station and Paldalmun(the South gate). It was the starting point to change urban structures of Suwon and shape the new city scape. In 1914, administrative districts of Suwon were reorganized. Suwon-myeon (township, a subdivision of Suwon-gun) was promoted to Suwon-eup(town) in 1931. Suwon-eup expanded its territory and changed the address system from 'li(里)' system to Japanese address system, 'Jeong(町)' in 1936. From 1920s, road system was changed and transformed Suwon's urban structures. A straight road was built from Jongro intersection to Janganmun(the north gate) in 1928. Another straight road was constructed between Suwon station to Padamun in the early 1930s. Public office buildings used the Hwa Seong HaengGung(華城行宮) and some of building moved to new location with new buildings. Main buildings of most schools in Suwon were reconstructed since 1930s. Commercial buildings and stores were sprung up and had their own characteristics by region. Around Suwon station, there are more hotels and restaurants than other areas. Rearranging administrative areas, developing road system and new buildings transformed Suwon's spatial structures. Constructing new roads formed a straight road passing through Suwon. After reorganizing administrative areas, this road turned to be the central axis of Suwon. Buildings in new style on the axis made the modern cityscape in Suwon.

  • Open data has received a lot of attention from around the world. The Korean government is also making efforts to open government data. However, despite the quantitative increase in public data, the lack of data is still pointed out. This paper proposes a method to improve data sharing and utilization by semantically linking public data. First, we propose a knowledge model for expressing administrative districts and their semantic relationships in Korea. An administrative district is an administrative unit that divides the territory of a nation, which is a unit of politics, according to the purpose of the state administration. The knowledge model of the administrative district defines the structure of the administrative district system and the relationship between administrative units based on the Local Autonomy Act. Second, a knowledge graph of the administrative districts is introduced. As a reference information to link public open data at a semantic level, some characteristics of a knowledge graph of administrative districts and methods for linking heterogeneous public open data and improving data quality are addressed. Finally, some use cases are addressed for interlinking between the knowledge graph of the administrative districts and public open data. In particular, national administrative organisations are interlinked with the knowledge graph, and it demonstrates how the knowledge graph can be utilised for improving data identification and data quality.

  • Administrative procedures are the heart of the activity in each Town Council. Citizens do transactions every day and, sometimes, they do not understand what they must do or the steps to follow. We are developing a Web-based system to help citizens with this task in an easy way. The application is integrated a four year project called Albacete[Digital] that began in 2002 with the purpose of building an e-government system in Albacete, a city with over 150.000 citizens.
