Development of a Web Service System of Large Capacity Image Data: Focusing on the System Established for Ministry of Environment (대용량 영상자료 웹 서비스 시스템의 개발: 환경부 구축 사례 중심으로)

  • Satellite and aerial images are effectively used to monitor ecological and environmental situation. More and more officials in the Ministry of Environment thus need to utilize these image data for various administrative affairs. However, it is difficult not only to deliver to the officials these image data mostly of large capacity through network but also for them to actively use the delivered data without specialized knowledge in remote sensing and image processing. Therefore, we established a large rapacity image data service system employing image compressive transmission and web-based image processing techniques. This system allows the officials to rapidly access all the associated image data and conveniently utilize the data using various functions implemented for remote sensing, image processing, GIS operations. Consequently, this system have been actively utilized for the decision making processes of the officials and hence accomplished a great reduction in the resources required for the data analysis for various administrative affairs.

  • Backgound : This study is to suggest the standardized format of the clinical sheets and the standardized items of every clinical sheet. The standardization of the medical records will increase the faithfullnes of the contents in them and it will contribute to construct the good health information system. Method : From Jan. 1st. 2001 to March 31st 2001, we gathered as many paper clinical sheets as possible by every class of institutions to review the faithfulness of the clinical contents in them. Clinical sheets of 9 tertiary care hospitals, 6 general hospitals and 56 clinics were gathered. Two experienced medical record administrators reviewed them. The review focus was to check whether the items recommend by the hospital standardization review criteria and hospital service evaluation organization were appeared in the clinical sheets and whether the contents of every item were written. Results : Tertiary care hospitals; In case of administrative data, the contents were filled well if the items were fixed. The clinical data like C.C, history,physical examiniation were filled well, but if the items were not fixed, some items were omitted. The result is that more items are to be filled if they are fixed. General hospitals Administrative data were filled more than 50%. Final diagnosis was filled about 66.7%.But other clinical data were not filled well and not many clinical related items were appeared in the sheets.In the legal point of view, the reason for visiting hosptals or the right diagnosis, patient condition at discharge could not be confirmed well.In surgery cases, surgical procedures could not be confirmed well as many surgical related information(surgery time, fluids and blood, number of sponges, biopsy, etc) were omitted. Clinics More than 70% administrative data were filled and fixed as items. Among the clinical related data, laboratory result was the most credible data. But without the right diagnosis, drug orders were given and doctors' written signatures were not appeared over 96.4%. So the clinical sheets cannot be used as a legal document. Conculusion : There was a tendency that the contents were filled well if the items were fixed in the documents, We also suggest a clinical check list to review the completeness and faithfulness of the clinical sheets. If many hospitals use the suggested clincal check list and if they make the necessary items fixed in the clinical sheets, the quality of the medical record will increase dramatically.

  • Currently, most procedures in domestic facility management systems are performed by hand. However, these manually operated facility management systems involve critical limitations, such as a waste of manpower to store collected data into a database, intentional or accidental loss of data consistency (mainly due to a lack of the ability to recognize and deal with frequent changes of facility status in realtime), and so on. To overcome the limitations of such manually operated facility management systems, the following capabilities must be supported. First, the changes in facility status must be recognized in realtime. Second, the data collection process must be secure and reliable to prevent fabrication of collected data and preserve data integrity. Third, the data collection devices must be portable to help the manager collect data about their facilities. To address these problems, we design and implement a novel facility management system using portable RFID, which is designed to support these functionalities and thus help reduce administrative costs. Through extensive experiments, we observed that our system improved the accuracy and reliability of facility check process and helped cut administrative costs by significantly reducing failure frequency.

  • This study is conducted to achieve following two purposes. First, this study investigates domestic conditions and problems of data broadcasting industry. Second, this study suggests the improving way of the legal and administrative systems in order to promote domestic data broadcasting industry. Survey was conducted with 16 companies and a few business men for gaining data of general condition and analyzing problems about domestic data broadcasting industry. The results are as follow: first, domestic industry was suffering from the lack of man power, finance, and the delay of data broadcasting service schedule. Second, respondents argued there was no the legal basis and the systematic regulation under the current digital broadcasting policy of government. To resolve those problems, this paper proposed the making laws preparing for the fusion service of communication and broadcasting, systematic assistance of government, the way of technology development and technical standardization, and the way of constructing infrastructure and cultivating man power.

Designing a Longitudinal Database for Cohort Construction in Medical Education (의학교육의 코호트 구축을 위한 종단 데이터베이스 설계방안 연구)

  • Longitudinal data can provide important evidence with the potential to stimulate innovation and affect policies in medical education and can serve as a driving force for further developments in medical education through evidence-based decisions. Tracking and observing cohorts of students and graduates using longitudinal data can be a way to link the past, present, and future of medical education. This study reviewed practical methods and technical, administrative, and ethical considerations for the establishment and operation of a longitudinal database and presented examples of longitudinal databases. Cohort study design methods and previous examples of research using longitudinal databases to explore major topics in medical education were also reviewed. The implications of this study are as follows: (1) a systematic design process is required to establish longitudinal data, and each university should engage in ongoing deliberation about this issue; (2) efforts are needed to alleviate "survey fatigue" among respondents and reduce the administrative burden of those conducting data collection and analysis; (3) it is necessary to regularly review issues of personal information protection, data security, and ethics regarding the survey respondents; and (4) a system should be established that integrates and manages a longitudinal database of medical education at the national level. The hope is that establishing longitudinal data and cohorts at individual medical schools will not be a temporary phenomenon, but rather that they will be well utilized at the national level to innovate and implement ongoing changes in medical education.

A Development of the Model for Evaluating the Security of Information Systems in Health Care Organizations (의료기관의 정보보안 수준 측정을 위한 평가모형 개발)

  • The purpose of this study is to develop a framework for evaluating security levels in hospitals. We classify security indicators into administrative, technical and physical safeguards. The security evaluation model for hospital information systems was applied to three general hospitals. The analysis of the results showed a low security level in information systems. In particular, requirements for administrative and physical safeguards were very low. Hospitals need strict security policies more than other organizations because their information systems contain patients' highly confidential data. The evaluation model developed in this study can be used for guidelines and as a checklist for hospitals. The security evaluation in hospital informational systems needs to be an essential element of hospital evaluation.

Organizational and Occupational Commitment Among Physicians Working in University Hospitals (일부 대학병원 의사의 조직애착과 직업애착에 관한 연구)

  • The present study purports to examine the relationship between organizational and occupational commitment and to find the determinats of occupational commitment for salaried physicians working in hospitals. For the purpose of comparison, those of hospital administrative and clerical employees were also investigated for the purpose of comparison. The sample for jthis study consists of 77 salaried physicicas and 185 administrative and clerical employees (comparison group) from two university hospitals in Seoul and its surburbs. Data were collected by questionnaires and analyzed using ANOVA, ANCOVA, and multiple regression. The main findings of the study are as follows : 1) organizational and occupational commitment were positively correlated for both salaried physicans and clerical employees; 2) the variable of job variety had a positive impact on occupational commitment for salaried physicians; and 3) three variables of fairness of rewards, autonomy, and job variety had positive impacts for clerical employees. These findings were discussed and implications for organizational analysts and hospital administrators were suggested.

Administrative Barriers Regarding the Participation of Taxpayers in Iran

  • Purpose - Taxes are a critical source of government revenue, particularly for aiding development and progress in a society. Today, taxes are viewed as a tool for growth and stability and for reducing inequalities; a country's citizens play a vital role in realizing this objective through their participation. Research design, data, and methodology - In Iran, tax collection and preparation are always of great concern and represent the most important responsibilities of the government. This study seeks to investigate the administrative barriers in taxpayer participation and highlights the challenges regarding timely tax collection faced during 2011, from the point of view of both tax expertsand taxpayers. Results - Sixty-six questionnaires from taxpayers and tax experts in the Zanjan province were collected and tested using statistical tools. Conclusions - The results indicate that there are no obstacles in taxpayer participation; moreover, both taxpayers and tax experts have similar opinions regarding this issue.

Dynamic Relationship between Stock Prices and Exchange Rates: Evidence from Chinese Stock Markets

  • This paper empirically examines the short-run and long-run causal relationship between stock market prices and exchange rates in Chinese stock markets using monthly data from January 2002 to December 2012 retrieved from the National Bureau of Statistics of the People's Republic of China. Unit root, cointegration tests, vector error correction estimates, block exogeneity Wald tests, impulse responses, variance decomposition techniques and structural break tests are employed. This study found 1) long-run causality from exchange rates to stock prices in Chinese stock markets and 2) short-run causality from Japanese yen and Korean won exchange rates to stock prices in the Shanghai Stock Exchange strongly prevails while in the Shenzhen Stock Exchange weakly prevails. The impact of the global financial crisis from 2007 to 2009 on Chinese stock markets was insignificant.

Effects of Consumers' Demographic Profile on Mobile Commerce Adoption

  • This study addresses a shift, generally positive, in the acceptance and adoption of mobile commerce. The study, based on data collected using a survey questionnaire from mobile phone users in South Korea, examined the relationships using factor analysis and multiple regression analysis methods. The results showed equal positive adoption rates across all demographics of age, education, and income, except for gender, in terms of attitudes toward mobile shopping. The rate of mobile commerce adoption was relatively stronger among females than males. This finding provides new developments to mobile service providers on the effect of demographic profile on consumers'behavior and attitudes toward mobile shopping. Based on the results of the study, practical implications for marketing strategies in mobile commerce markets are suggested.
