  • The study tries to extend the Kang and Kim's model(1997) for evaluating fisheries damages caused by a large scale coastal reclamation. The paper tries to suggest a more generalized model by adopting new applicable variables such as the decreasing rate of production quantity amount and decreasing numbers of variables for simplification and derivation of quantative results. The paper also tries to suggest the decision model for fisheries administrative measures on the basis of the degree of damages.

  • A rapid increase in population is most likely to become a menace to human existence, and will cause unfavorable effects. Therefore, we must consider it as an urgent task to make use of marine resources in various ways. Korea particularly laks potential resources, so has no other way but to exploit and utilize the resources for its overall economic growth. In therms of these viewpoints. this report studies the constructive measures and programme for promoting Korean marine industry education after reassessing the aspects of marine industry and analyzing the present situation and problems of the Korean science and technology today. Under these circumstances. it is suggested that financial and administrative support be afforded by government and the authorities concerned for the reformation of curriculum and educational system, inverstment growth for improving educational environments and research conditions. In addition, administrators and teachers are expected to exert their utmost efforts to bring ahout encouraging results in the marine industry education.

Analysis of the IMO's Role for Safe Maritime Transport System

  • Keeping in mind that there are only limited social, economic and administrative resources for reducing marine casualties, the result of statistical survey showed the loopholes of safe maritime transport system, and rendered that most casualties occurred in coastal waters by human errors. When the IMO Marine Casualty Investigation Code was utilized to reveal any structural vulnerability of the international measures, IMO was required to expand its roles to enhance the interface between Liveware and Environment of SHEL model. So, several risk assessment models were studied and found that Maritime Safety Audit System of the Republic of Korea could be a good example of enhancing safe interface between navigators (Liveware) and the navigational circumstances (Environment). It could be dealt with at IMO level as a tool for applying at human error enforcing waters. International cooperative research for upgrading risk assessment modes should also be future terms of reference.

해상풍력 발전사업의 합리적 절차를 위한 제도개선 방안 : 인허가를 중심으로 (System Improvement Measures for Rational Procedures of Offshore Wind Power Generation Projects : Focusing on Permits)

  • This study is to propose ways to improve the system for rational procedures for offshore wind power generation projects. The results of this study are summarized as follows. In order to quickly distribute and develop offshore wind power projects, the permitting period should be shortened through special laws, the government actively intervenes to support the formation and operation of privat-public councils to ensure residents' acceptance. In this way, it can be competitive in the future energy market. Above all, a special law (proposal) related to offshore wind power currently pending in the National Assembly should be passed as soon as possible. Finally, the government and local governments that manage public waters should provide active administrative support based on system improvement measures in consideration of these permits, and the project's main body should minimize damage to the marine environment and ecosystem. Through these subject-specific roles, offshore wind power generation will be able to reduce carbon emissions and help establish a sustainable energy production system.

중국과 인도의 정부주도 고등교육 질 개선 프로젝트 분석 (A Comparative Study on Government-led Higher Education Quality Improvement Projects between China and India)

  • The objective of present study is to compare the similarities and differences between the two projects and extract implications for the improvement of higher education quality in other countries. To meet this objective, The study compared and analyzed "The Project of Higher Education Quality Development and Educational Reform of China" and "Technical Education Quality Improvement Programme" of government of India. by using the method of literature research, contents analysis and comparison analysis, this paper employed multi-source materials to examine background and targets, measures and outcomes, deficiencies and future direction of these two projects, and compared the similarities and diversities on each matters by utilizing secondary data from national surveys, government statistics, databases, and third-party agencies. The findings led us to suggest that the well-coordinated and standardized administrative system is a primary guarantee for ensuring the smooth implementation of the programme, and sharing educational resources among higher education institutions is an effective means for promoting their joint development. The improvement of higher education quality relies on the reform of the entire higher education system and the efficient networking between higher education institutions.

NCS 교육과정 개편을 위한 프로젝트기반 학습법: 4년제 대학을 중심으로 (Project-based Learning Method to Reorganize the NCS Training Program: Focusing on the 4-Year-Course University)

  • National Competency Standards are the major administrative project to build a competence-based society. The manpower for the global society should be recognized by performance rather than educational records. Therefore, all colleges should first nurture NCS-type manpower based on field needs. This study comparatively analyzed the differences between the lecture style of four-year colleges and the outcomes of problem-solving and project-based learning method to prove why it is necessary to introduce the NCS program. Especially, It will review the constraints and measures of NCS introduction to overcome in a four-year university. Through this, it can be used as a means to help improve the field conformity of a four-year college curriculum by presenting the development and utilization of curriculum-based NCS in a four-year university. As a result, it was found that the overall satisfaction with the problem-solving and project-based learning method was above average. Many students were dissatisfied with the traditional teaching methods and the new project-based learning method was relatively effective in college education. Students' participation also improved. Based on the evaluation of learning performance, the new method was found more satisfactory than the old teaching method in terms of comprehension of professional knowledge in various fields, nurturing of logical thinking skills, acquisition of analytical skills, comprehensive thinking skills, creative problem recognition, and open-minded thinking skills.

해양수산부 조직 강화 방향에 관한 연구 (A Study for Organizational Strengthening Direction of Ministry of Oceans and Fisheries)

  • 전 세계 국가들 중에서 해양수산 관련 업무를 통합관리하고 있는 나라는 소수에 지나지 않는 가운데 우리나라는 1996년에 해양수산부를 발족시켰다. 이후 2008년에 해체하였다가 2013년에 다시 부활시켰다. 하지만 현재의 해양수산부는 과거의 해양수산부를 단순 부활시킨 것에 지나지 않는 것으로 평가된다. 이는 급변하는 세계 해양환경에 적극 대처하기 위해 2012년 조직과 기능 측면에서 확장된 해양수산부를 재건하기 위해 제안되었던 여러 의견들과는 상당한 괴리감이 있다. 따라서 본 논문은 부활된 해양수산부의 조직과 기능을 강화하기 위한 방향이 무엇인지 해양수산 분야의 전문가들에게 설문조사를 시행하여 의견을 수집하고 분석하였다. 설문조사의 분석 결과는 조선 및 플랜트 산업의 통합관리, 해양항만물류 기능의 강화, 영토 주권업무 강화, 해양금융 기능의 활성화, 해양대학 관리권 확보 등이 필요하다는 지적이었다. 이 가운데 해양항만물류 및 해양금융 기능의 활성화는 해양수산부 자체의 역량 강화로 시행 가능한 분야이다. 반면에 조선 업무의 통합과 해양대학의 관리권 확보는 관련 부처들이 분장업무의 이관에 동의할 때 가능한 것으로 지난한 과제가 될 것으로 예상되고, 영토주권 업무 강화는 관련 부처와의 협력관계를 강화하면 성과를 낼 수 있는 분야이다.

침몰선박 관리체계의 개선을 위한 입법론적 연구 (De Lege Ferenda for Improvement of the Management System for Sunken Vessels)

  • 주요 항로상에 침몰된 선박은 해상안전 및 해양환경 관점에서 많은 문제를 야기할 수 있다. 현재 침몰된 선박으로 인한 2차 해양오염사고를 예방하기 위해 침몰선박의 정보를 수집하고 있고, 위해도 평가를 실시한 후 각 평가 결과에 따라 침몰선박을 관리하고 있지만 아직도 개선방안에 대한 요구가 지속되고 있다. 침몰선박 관리체계의 개선방안 중 가장 중요한 것은 침몰선박 관리를 새로운 패러다임으로 전환하는 것이다. 즉, 침몰선박 관리는 모든 침몰선박 관리에서 3년 이내 침몰선박을 집중관리하는 새로운 패러다임으로 전환할 필요가 있다. 그리고 침몰선박에 대한 보고체계, 위해도 평가도구, 위해도 저감대책 실행, 위해도 저감대책 실행비용 산정기준 등에 대한 입법론적 개선이 필요하다. 또한 해양오염방제와 침몰선박 관리 주체간의 긴밀한 협력이 필요하다. 해양경찰청과 해양수산부간 업무구분과 분장이 애매하므로 양 부처 간의 협업이 요구된다. 아울러 항행안전 관리부서와 침몰선박 관리부서 간 긴밀한 협력이 필요하다. 해양환경관리법상의 위해도 평가결과를 해사안전법상 항행장애물의 위험성 결정시 활용하도록 함으로써 양 제도의 관계를 정립하고, 동시에 2가지 행정행위의 시너지효과를 거둘 수 있도록 할 필요가 있다.
