본 연구는 공공공사 공기연장 시 발생하는 추가간접비의 지급개선방안에 관한 연구이다. 현장사례를 통해 공기연장 추가 간접비 미지급 원인을 분석한 결과 실비의 인정범위에 대한 다툼 및 증빙의 어려움이 있는 것으로 조사되었으며, 전문가 의견조사 실시결과 통계적 기준이 명확하다면 공기연장 추가간접비의 인정범위를 합의하는 '공기연장 사전합의 제도'를 실시할 수 있을 것으로 조사되었다. 따라서 본 연구는 다수의 현장 실비자료를 집계하여 공사프로젝트의 공종별, 공사금액별, 공사기간별 측면에서 산정하였다. 산정한 결과 공종 및 공사기간별 요인은 공사기간연장 추가간접비 발생금액에 직접적 영향을 미치는 것으로 볼 수 없으나 도급계약금액요인에 따라서는 직접적 연관성이 있는 것으로 나타났다. 이에 계약금액별 공사기간연장에 따른 추가비용인 '공기연장 표준추가간접비'를 제시하였으며, 공기연장비용 사전합의 제도를 시행하기 위한 제도적 개선방안을 제시하였다.
International transactions have the threat of non-payment by the buyer or non-performance by the seller. Parties tend to search for additional means of securing performance and payment beyond the mere agreement in the contract. Such security may be achieved by means of a letter of credit. When contracting parties have agreed to pay by means of a letter of credit, the buyer's bank takes upon itself the obligation to pay the purchase price when the seller tenders the documents that are stipulated in the letter of credit. The documents must comply strictly with the terms of the credit.. The documents play a crucial role in letter of credit transaction. The principles of abstraction, separability and strict compliance governing the letter of credit transaction are considered. The concept of fundamental breach of Article 25 CISG was discussed. This article examines whether a failure to deliver documents conforming to the terms of the letter of credit can constitute a fundamental breach of the sales contract as defined by Article 25 of the CISG by the seller and thereby enable the buyer to avoid the contract. For letter of credit transactions it should be accepted that the delivery of non-performing documents constitutes a fundamental breach, if the result of this breach is that the bank refuses to pay the price for the goods. On the other hand, in the interpretation of Article 25 CISG, it should be noted that if the parties have agreed to payment by means of a letter of credit, they have simultaneously agreed to apply the strict compliance principle to the delivery of documents in the sales contract. Finally the parties should ensure that inconsistency between the requirements under the documentary credit and the requirements under the contract of sale is avoided, since the buyer may be in breach of his payment obligation if the seller cannot get paid under the documentary credit when his documents conform with the contract of sale.
Korean small and medium sized software companies have tried to export their solutions or services to overseas markets. In 2016, exports of the software industry increased by 6.0% from the previous year, and the value added of the industry was 2.2 times higher than that of the manufacturing industry. From a long-term perspective, it is important to secure a global competitive advantage in order to sustain the export high value-added of the software industry. The obstacles to entry into the overseas market of small to medium enterprises are as follows: first, difficulty in product development and localization of marketing; second, lack of investment for overseas expansion; and finally, competitiveness of software technology. In particular, To overcome such obstacles, Korean small and medium sized software companies should increase the technical perfection and secure software export competitiveness. The paper presents a payment settlement framework enabling adaptive reuse and semiautomatic development of global payment settlement services. The quantitative and qualitative evaluation results are presented with domestic and overseas case studies as follows: Firstly, semi-automatic development is realized successfully by applying the framework. Secondly, it is possible to maintain consistent quality of software and to deliver maintenance services without relying on the internal human resources. Thirdly, it is possible to reduce the project duration of the same development cope to less than 50% by applying the framework. Finally, because it is based on BPMN 2.0, which is a high level design diagram, it is expected that it will be easy to implement through components connection and reduce difficulties in technology transfer and localization. Also, at the time of runtime operation, it will be effective to understand the design idea easily and to carry out additional developments without human resource who participated in the initial project.

확인 가능한 암호화 기법(verifiable encryption)은 암호문을 해독하지 못해도 어떤 것이 암호화되어 있는지 확인할 수 있는 기법이다. 이 기법은 공정한 교환(fair exchange)에서 암호화된 물건을 먼저 상대방에게 제시하여 상대방이 그것을 받을 수 있다는 확신을 갖도록 하는데 사용된다. 그러나 지금까지의 공정한 교환은 참여자의 익명성을 고려하지 않았다. 이 논문에서는 표현문제(representation problem)를 사용하는 익명의 화폐시스템에 이러한 확인 가능한 암호화 기법을 적용하여, 지불의 원자성을 제공하는 방법을 제안한다. 이 방법은 기존의 방법과는 달리 분쟁을 해결할 때 신뢰기관이 은행으로부터 상점의 입금여부를 확인할 필요가 없어서 효율적이다. 또한 상점의 입금시한이 없으며, 고객과 상점 모두 시간적인 제약 없이 분쟁해결을 요청할 수 있는 유연한 방식이다. 반면에 지불과정에서 확인 가능한 암호화를 적용하기 위한 증명이 요구되므로 추가비용이 들어간다. 새 시스템의 안전성과 기존의 원자성 보장 방법과의 비교분석도 논의한다.
현재 정부는 공익형 직불제를 통해 농업의 공익적 기능을 제고하기 위해 노력하고 있지만, 상호준수의무 세부항목에 대한 연구는 미흡한 실정이다. 이에 본 연구는 평가기준을 이용한 정량적 연구방법인 계층화 분석법과 퍼지 다기준 의사결정법을 이용하여 공익형 직불제 상호준수의무의 우선순위를 결정하고 정책적 시사점을 도출하고자 한다. 평가기준은 정책의 효율성, 농가수용성, 실행가능성이고, 평가 대상은 기본형 상호준수의무 후보와 부가형 상호준수의무 후보이다. 조사대상은 사회과학계(16명), 자연과학계(15명), 정책 및 언론단체(13명), 농업인 단체(6명)의 전문가 50명이며, 2019년 7월부터 약 한 달간 설문조사를 실시하였다. 분석결과 평가기준의 가중치는 농가수용성, 실행가능성, 정책의 효율성 순으로 높게 나타났다. 기본형 상호준수의무의 우선순위는 PLS 기준준수, 폐비닐 및 농약병 폐기준수, 토양검정실시, 유해물질 허용 기준 준수, 교육이수 항목 등이 높게 평가되었다. 부가형 상호준수의무는 미사용지하수 관정 폐공처리, 농업부산물 공동수거 및 처리, 공동공간 관리 및 청소, 빈집 및 불량시설 정비, 휴경기 녹비작불 재배 및 토양환원 항목 등이 높은 순위로 평가되었다. 본 연구는 공익형 직불제의 개편과 함께 논의되고 있는 상호준수의무의 우선순위를 정량적인 방법으로 결정하였다는 점에서 의의가 있으며, 향후 공익형 직불제의 상호준수의무 도입을 위한 기초자료로 활용될 것으로 기대된다.
코로나19로 인한 이커머스 거래의 급증으로 해외에서는 Buy Now Pay Later(선구매 후결제, 이하 BNPL)가 밀레니얼 세대 사이에서 차세대 결제 수단으로 부상했다. 국내에서는 네이버 쇼핑과 쿠팡이 후불결제를 제공해 고객 락인(lock-in) 효과, 카드사 수수료 절감, 소매금융사업 진출 등을 도모한다. 그러나 소비자 관점에서 후불결제의 수용에 영향을 미치는 요인에 관한 국내 연구는 부족하다. 이에 20~30대 대상으로 실증연구를 진행한 결과, 후불결제 수용에 영향을 미치는 요인은 네이버쇼핑은 호환성>혁신저항>충동구매 성향, 쿠팡은 호환성> 상대적 이점>혁신저항>추가가치 순으로 나타났다. 한편 네이버쇼핑은 충동구매 성향이 수용의도에 정(+)의 영향을 미치므로 연체율 관리가 관건이며, 쿠팡은 충동구매 성향이 지각된 위험에 정(+)의 영향을 미치므로 연체료, 신용등급 하락 등 위험 요소를 충분히 전달하고 후불결제로 유도한다는 느낌을 소비자가 받지 않도록 해야 한다. 후불결제 수용을 높이려면 타깃 고객을 세분화하고 버티컬 커머스와 제휴하는 방안을 추천한다.

Purpose: This study seeks to explore the impact of COVID-19-induced boredom, a prevalent form of pandemic-related stress, on travel motivation and post-pandemic travel intentions. Additionally, it examines the interplay among travel motivation, travel constraints, and the willingness to pay more for travel experiences in the post-pandemic context. Methods: A PLS-SEM analysis was conducted to analyze the data. Data collection took place through an online survey in February and March 2021, with a total of 575 respondents participating. Participants provided responses regarding their current levels of boredom due to COVID-19, five different travel motivations, seven travel constraints, and their post-pandemic travel intentions. Additionally, participants were asked about their willingness to pay more for travel. Results: This study highlights the significant role of COVID-19-induced boredom in predicting post-pandemic travel intentions and the willingness to pay more for travel. Contrary to previous perceptions, boredom emerges as a driving factor, enhancing travel intentions during the pandemic. Additionally, relaxation becomes the primary motivation for travel during COVID-19, and structural constraints exert a noticeable impact on travel intentions, challenging previous assumptions. Stress levels directly influence the willingness to pay more during travel experiences, expanding the understanding of additional payment behavior in the context of travel. Conclusion: This study offers practical insights for tourism stakeholders. Recognizing and addressing boredom in marketing strategies, implementing aggressive additional payment options, and focusing on relaxation-oriented travel products are recommended to cater to post-pandemic traveler preferences and revive the tourism industry effectively.
The exemption clause of recurring shipments refers to the insurer's exemption in Short-term Export Credit Insurance for the additional shipment which was shipped on board while any foregoing shipment was unpaid beyond its due date over 30 days. The recurring shipments are constituted with two factors: the due date of the foregoing shipment and the shipment date of the additional export. The exemption clause of recurring shipments has been eased by extending the grace period for payment up to 60 days from 30 days for the transactions between exporters and importers having the history of payments which were made customarily in delay. This research argues that the current grace period is for the buyers who customarily delay their payments, and that the insurer introduce a grace period for shipment in favor of exporters for the additional shipment which was delayed in on-boarding due to reasons beyond the control of exporters. In consideration of the waiting time and the on-boarding time at ports for container freight, shipments are frequently delayed, which entails those shipments to be indemnified by the exemption clause of recurring shipments. Roll-overs and Blank Sailings also cause the container freight to be delayed in on-boarding. This research is expected to contribute to further development of Short-term Export Credit Insurance in K-SURE.
