A Study on the Time Series Analysis of the Actual Unit Cost based on the Bid Prices (시계열을 이용한 실적단가 예측방안에 관한 연구)

  • The Korea Standard of Estimate which has been used as the only basis of Cost estimate of public construction projects is failed to reflect the fluctuation of current construction cost. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004 and to reduce the use of Korean Standard of Estimate. This paper presents a series of process and the methodology for computing Actual Cost and analyzing the fluctuation patterns based on not only previous contract prices which made a successful bid but also all of the other bid prices. Also, this paper mainly handles a device for extracting strategic bid price such as low price bid for assuring reliable data and for predicting the construction cost which is built by Wavelet Analysis of Time series Analysis data and Neural Network. It is anticipated that the effective use of the proposed process for estimating actual unit cost would make the cost estimation more current and reasonable.

  • For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase. Particularly, data modeling based on domestic Sewage Treatment Equipment maintenance cost DB was performed, and maintenance cost estimation trend line is suggested using Monte carlo Simulation Method to decrease uncertainty of actual results DB and for feasibility study. Estimation of the Expressway Traffic Congestion Cost Using Vehicle Detection System Data (VDS 자료 기반 고속도로 교통혼잡비용 산정 방법론 연구)

  • PURPOSES : This study was initiated to estimate expressway traffic congestion costs by using Vehicle Detection System (VDS) data. METHODS : The overall methodology for estimating expressway traffic congestion costs is based on the methodology used in a study conducted by a study team from the Korea Transport Institute (KOTI). However, this study uses VDS data, including conzone speeds and volumes, instead of the volume delay function for estimating travel times. RESULTS : The expressway traffic congestion costs estimated in this study are generally lower than those observed in KOTI's method. The expressway lines that ranked highest for traffic congestion costs are the Seoul Ring Expressway, Gyeongbu Expressway, and the Youngdong Expressway. Those lines account for 64.54% of the entire expressway traffic congestion costs. In addition, this study estimates the daily traffic congestion costs. The traffic congestion cost on Saturdays is the highest. CONCLUSIONS : This study can be thought of as a new trial to estimate expressway traffic congestion costs by using actual traffic data collected from an entire expressway system in order to overcome the limitations of associated studies. In the future, the methodology for estimating traffic congestion cost is expected to be improved by utilizing associated big-data gathered from other ITS facilities and car navigation systems.

Development of a Computer-assisted Cost Accounting System Prototype for Hospital Dietetics (병원 영양과의 재무관리 시스템 전산화 모델에 관한 연구)

  • The purpose of the study were to assist foodservice managers in complex decision making by utilizing computerized cost accounting system and to relieve managers from repetitive and routine tasks so that more adequate patient care and consultation can be provided. The scope of the computer-assisted cost accounting system consists of budget, menu planning, purchasing, inventory, cost control and financial reporting. The content of the computerized system are summarized as follows ; 1) For budgeting monthly income was estimated by calculating unit cost of each meal and forecasting serving numbers. The actual serving numbers for patients and employees were totaled everyday, and utilized as the basic data base for estimating income and planning menu. The monthly lists of meal sensus were generated. 2) for menu planning concersion factors were computed based on the standarized recipe for 50 servings. Daily menus for patients and employees which include total amounts of each ingredient and cost analyzed information were generated. 3) Daily and monthly purchasing report for each food item classified by patient and employee meals were generated. 4) Inventory transactions such as recipts and issues were totalized daily for each stocked item, and monthly inventory reports were generated. 5) Cost analysis reports for each menu item were generated into two ways based on the budget coat as well as the purchasing cost. 6) Editing new recipes and updating food costs change to the data base were carried out. 7) Financial reports were generated monthly, first-half and second-half of the year, and yearly basis.

Conceptual Cost Estimation Model Using by a Parametric Method for High-speed Railroad (매개변수기법을 이용한 고속철도 노반공사의 개략공사비 예측모델)

  • There is currently applied to the unit cost per a distance (KRW/km) for estimating the conceptual cost of civil work on basic planning stage of high speed railroad. This unit cost is an arithmetic average value based on historical data, which could be in big error. It also is difficult to explain the deficiency comparing the estimated cost derived from next basic design stage. This study provides the conceptual estimation model using by the parametric method and regression analysis. Independent variables are the distance and the geological materials (earth, weathered rock, soft-rock, hard-rock), extracting from the actual data to 36 contracts. The deviation between the unit costs estimated using the developed model and the actual cost data is presented in the range from -0.4% to +31%. This range is acceptable compared the typical range "-30% to + 50%". This model will improve the accuracy of existing method and be expected to contribute to effective total cost management and the economic aspects, reduce the financial expenditure.

  • The importance of cost estimate in early stage such has been increasing due to market change and severe competition in construction industry. Because the adjustable budget is only 20% after design stage, most of the crucial decisions to influence cost is made in the early stage. However, in the early stage, the project scope is not defined completely so that estimator has inaccurate information to make critical decision. Therefore, this research suggests the cost estimate method using case-based reasoning. Case-based reasoning is appropriate for the early cost estimating, as it has the strength of rapidity and convenience in cost estimation. This research analyzes 84 actual data of public apartment on the scale of 11~15 stories. In order to extract the most similar case, at the first step this research identifies influence factors and calculates attribute similarity. In case-based reasoning, the most challenging task is determining attribute weight. At the third step, this research calculates case similarity which is aggregated attribute similarity multipled by attribute weight. Finally, extracts the most similar case which has the highest score of case similarity.

Advancing an Automated Algorithm for Estimating Rebar Quantities in Columns

  • Manual estimation of rebar quantities by contractors often yields discrepancies between projected and actual amounts used in the construction phase, leading to cost inaccuracies and potential logistical challenges. To address these issues, there is a clear need for a method that allows precise estimation of rebar quantities during the design phase. Such a method would enhance contractor competitiveness during project bids, promote accurate cost calculations, and avert superfluous rebar purchases on-site. Given that columns are the primary structural components in reinforced concrete(RC) buildings and necessitate considerable amounts of rebar, this study focuses on creating an automated algorithm for estimating column rebar quantities. An analysis of the accurate quantities obtained via the study and those derived from manual estimation reveals a discrepancy of 0.346 tons or 2.056%. This comparison affirms the proposed algorithm's efficacy in eliminating errors from overestimation or underestimation of rebar quantities. The practical implications of this study are significant for construction companies as it fosters efficient and precise estimation of rebar quantities, ensuring compliance with related specifications and governing regulations.

Macro-level Methodology for Estimating Carbon Emissions, Energy Use, and Cost by Road Type and Road Life Cycle (도로 종류와 도로생애주기별 탄소배출량, 에너지소모량 및 비용에 대한 거시적 분석방법)

  • PURPOSES : The authors set out to estimate the related carbon emissions, energy use, and costs of the national freeways and highways in Korea. To achieve this goal, a macro-level methodology for estimating those amounts by road type, road structure type, and road life cycle was developed. METHODS : The carbon emissions, energy use, and costs associated with roads vary according to the road type, road structure type, and road life cycle. Therefore, in this study, the road type, road structure type, and road life cycle were classified into two or three categories based on criteria determined by the authors. The unit amounts of carbon emissions and energy use per unit road length by classification were estimated using data gathered from actual road samples. The unit amounts of cost per unit road length by classification were acquired from the standard cost values provided in the 2013 road business manual. The total carbon emissions, energy use, and cost of the national freeways and highways were calculated by multiplying the road length by the corresponding unit amounts. RESULTS: The total carbon emissions, energy use, and costs associated with the national freeways and highways in Korea were estimated by applying the estimated unit amounts and the developed method. CONCLUSIONS: The developed method can be employed in the road planning and design stage when decision makers need to consider the impact of road construction from an environmental and economic point of view.

ESTIMATING COSTS DURING THE INITIAL STAGE OF CONCEPTUAL PLANNING FOR PUBLIC ROAD PROJECTS: CASE-BASED REASONING APPROACH

  • Estimating project costs during the early stage of conceptual planning is very important when deciding whether to approve the project and allocate an appropriate budget. However, due to greater uncertainties involved in a project, it is challenging to estimate costs during this initial stage within a reasonable tolerance. This paper attempts to develop a cost-estimate model for public road projects under these circumstances and limitations. In the conceptual planning stage of a road project, there is only limited information for cost estimation, for example, such input data as total length of the route, origin and destination, number of lanes, general geographic characteristics of the route, and other basic attributes. This implies that the model should individuate suitable but restricted information without considering detailed features such as quantity of earthwork and a detailed route of a given condition. With these limited facts, this paper applies a case-based reasoning (CBR) method to solve a new problem by deriving similar past problems, which in turn is used to estimate the cost of a given project based on best-fitted previous cases. To develop a CBR cost-estimate model, the authors classified 8 representative variables, including project type, the number of lanes, total length, road design grades, etc. Then, we developed the CBR model, primarily by using 180 actual cases of public road projects, procured over the last decade. With the CBR model, it was found that the degree of error in estimation can be reasonably reduced, to below approximately 30% compared to the final costs estimated upon the completion of detailed design.

An Empirical Study on Pricing Model for Software Operation (소프트웨어 운영 대가산정 방식에 대한 실증적 연구)

  • The purpose of this study is to improve the calculation method of the software operation pricing proposed by the software business price calculation guide from 'input manpower method' to 'rate calculation method'. The software operation pricing of the input manpower method is not objectively calculated in the domestic IT outsourcing situation where the statistical data based on the activity based estimating is insufficient and it is decided by agreement between the owner and the client. In addition, there was no standard for adjusting the productivity according to the characteristics of the operation service. In order to improve this, an operational correction factor item that can affect the software operation productivity was selected based on foreign and domestic standards, and it was confirmed through the first questionnaire to IT operation managers. In order to determine the level of difficulty of the fixed operational correction factors, the operational correction factor using AHP technique was confirmed through a second questionnaire for pairwise comparison. The operational difficulty calculation table was developed with reference to COCOMO and ITIL standards. Finally, we propose a new pricing scheme that reflects the operating rate. Regression analysis was carried out by collecting the data of the domestic public institutions on the estimated cost and the actual cost calculated from the new rate method software operation pricing. The results of the regression analysis show that the estimated cost and the actual cost are related to each other. Mean magnitude of relative error(MMRE) and PRED[25] analysis were added for accuracy analysis. MMRE and PRED also showed satisfactory results, confirming the possibility of replacing the rate method software operation pricing.
