  • Land use and climate changes are the important factors to determine the runoff and sediment loads from the watershed. The changes also affected to runoff volume/pattern to the dam operation and may cause flood and drought situations in the downstream area. Sirikit Dam is one of the biggest dams in Thailand which cover about 25 % of the runoff into the Central Plain where the Bangkok Capital is located. The study aims to determine the effect of land use change to the runoff/sediment volume pattern and the rainfall-runoff-sediment relationship in the different land use type. Field measurements of the actual rainfall, runoff and sediment in the selected four sub-basins with different type of land use in the Upper Nan Basin were conducted and the runoff ratio coefficients and sediment yield were estimated for each sub-basin. The effect of the land use change (deforestation) towards runoff/sediment will be investigated. The study of the climate change impact on the runoff in the future scenarios was conducted to project the change of runoff volume/pattern into the Sirikit Dam. The improvement of the Sirikit Dam operation rule was conducted to reduce the weakness of the existing operation rules after Floods 2011. The newly proposed dam operation rule improvement will then be evaluated from the water shortage situations in the downstream of Sirikit Dam under various conditions of changes of both land use and climate when compared with the situations based on the existing reservoir operation rules.

  • The various environmental problems that we face on today are basically about environmental quality. Since early 1960s affluent material was produced because of remarkable economic growth by many cooperations. However, for the lack of environmental policy, environmental pollutions has been serious. The central government should transfer the producing and consuming structure to environmental affinity through the regulations for developing Korea as a model of environmental nation which takes an active part in global environmental programme and in which the environment and economy are well harmonized. Moreover, the central government should take the lead in prevention of environmental pollution through the direct policies such as strengthening the discharge limit or setting up environmental basic institutions by securing budget for conserving environment. This thesis emphasize on the public institution among many environmental basic institutions for environmental anti-pollution project. It will find the problems with running those institutions, and will suggest the preview of improvement. Also, it is necessary to investigate of variation trend for inflow and pollutant loading to environmental infrastructure as increased of the diffusion rate as established and maintenance of sewer system. • The purpose of this study is to propose actual operation condition of Japanese lecture based on social welfare organizations located in Seoul to investigate the current status and problems of Japanese language education in terms of lifelong education. According to the result of this study, the remarkable point was that a majority of Japanese lecture courses are highly focused on the elderly and 86% of the welfare organizations are providing free education. Regarding the effect of specialized business for the aged run by social welfare community center, it says, as Korea changing to aging society at the beginning of 21st century, it has put focus on strengthening personal competences of seniors through opportunities for participation in lifelong education, recreational activity programs and culture classes. It means foreign language classes are operating as one of the lifelong education programs for reinforcement of individual capability. Considering this tendency, it is expected that the lifelong education participation rate of the elder in Seoul will be raised. So, systematic improvements will be needed for this. First, it is required to recognize the existence of Educational and Cultural Industry and work hard to make it public so it could be invigorated and utilized by people usefully at the same time. Second, Japanese language training that mostly 55-year-old or more than 60-year-old people receive at the welfare center needs to be systematized for preparations on proper studying environment which provides the older with appropriate education method and content as well. Third, stable and systematic operation should be available through the link with experts in the field of Japanese language education and elderly education. Fourth, education program development is needed, which is able to satisfy one's desires for learning. Hence, targeting Japanese learners at each welfare center, we need to know the estimation of satisfaction degree and consciousness on learning Japanese. Finally, it has not been studied sufficiently regarding the instructors on teaching Japanese language in this paper, but it has been reported that most of social welfare centers, where Japanese language lectures are provided, are run by volunteers who can teach Japanese. Thus, the study on actual condition for Japanese language instructors will be conducted as well later on.

  • The major reason to construct large dams is to store surplus water during rainy seasons and utilize it for water supply in dry seasons. Reservoir storage has to meet a pre-defined target to satisfy water demands and cope with a dry season when the availability of water resources are limited temporally as well as spatially. In this study, a Hedging rule that reduces total reservoir outflow as drought starts is applied to alleviate severe water shortages. Five stages for reducing outflow based on the current reservoir storage are proposed as the Hedging rule. The objective function is to minimize the total discrepancies between the target and actual reservoir storage, water supply and demand, and required minimum river discharge and actual river flow. Mixed Integer Linear Programming (MILP) is used to develop a multi-reservoir operation system with the Hedging rule. The developed system is applied for the Han River basin that includes four multi-purpose dams and one water supplying reservoir. One of the fours dams is primarily for power generation. Ten-day-based runoff from subbasins and water demand in 2003 and water supply plan to water users from the reservoirs are used from "Long Term Comprehensive Plan for Water Resources in Korea" and "Practical Handbook of Dam Operation in Korea", respectively. The model was optimized by GAMS/CPLEX which is LP/MIP solver using a branch-and-cut algorithm. As results, 99.99% of municipal demand, 99.91% of agricultural demand and 100.00% of minimum river discharge were satisfied and, at the same time, dam storage compared to the storage efficiency increased 10.04% which is a real operation data in 2003.

  • In recent, the integrated water resources management should consider not only existing management objects such as water supply, power generation, and instream flows but also new management objects such as water quantity, water quality, and water habitats which management system is large and complex. Moreover, integrated basin plan or operation are needed for solving conflicts problems between basins and between water usages and to maximize water resources usages. To increase use of optimization method for actual operation and apply various objects, a reservoir operation rule was developed and the KModSim's hydrologic states for integrated water resources management were tested in this study. The simulation results show that the developed operation rules applied in hydrologic states good represent the actual storages of both the Yongdam and the Daecheong Reservoirs so, it is possible to improve the water allocation method usually used in the basin management and manage the integrated basin water resources if new operating rules are applied in optimized programming.

  • After launch of Low Earth Orbit(LEO) satellite, Initial Activation Checkout(IAC) and Calibration and Validation(Cal & Val) procedure are performed prior to enter normal operation phase. During normal operation phase, most of the time is allocated for mission operation except following up measures to anomaly and orbit maintenance. Since mission operation capability is key indicator for success of LEO satellite program and consistent with promotion purpose of LEO satellite program, reliability should be ensured by conducting through test. In order to ensure reliability by examining the role of LEO satellite and ground station during ground test phase, realistic test scenario that is similar to actual operation conditions should be created, and test that aims to verify full mission cycle should be performed by transmitting created command and receiving image and telemetry data. This paper describes the test design and result. Consideration items for test design are described in detail and result of designed test items are summarized.

  • TPS (Train Performance Simulation) based on ATO (Automatic Train Operation) is required for driverless LRT (Light Rail Transit) operation plan instead of typical TPS based on driver operation. In this paper, new TPS model using ATO pattern is proposed and compared with the automatic train operation result in a test line of Seoul Metro Line 6 and in a whole line of Busan-Gimhae LRT. The actual ATO pattern can be very accurately simulated by new TPS model with the introduction of 4 parameters such as commercial braking rate, jerk, station stop profile and grade converted distance. The commercial scheduled time for driverless automatic train operation can be proposed to have "Fast" mode TPS trip time plus 3 seconds/km margin recommended by Korean standard LRT specification in this paper.

  • Water flow in rivers during flood season can be 10 to 100 fold higher than normal seasons (low precipitation) in Japan and predicting flood runoff is essential for operating reservoirs with discharging gates. Abundant experiences and knowledge are requisites for operators to be able to make efficient decisions at work. This research investigated a method to transfer technical knowledge by acquiring skills and knowledge from actual dam operators and by using the information to construct an educational training system. The purpose of the research was to enable the execution of a secure and rational reservoir operation during flood period. The educational training system for reservoir operation was developed with the focuses on acquiring knowledge on hydraulics and hydrology and learning about decision making related to the reservoir operation as well as the timing of control. The system is capable of conducting education that corresponds to individual levels in each location. Of the educational training methods, a lecture method that uses textbooks is effective for the understanding of basic knowledge and concepts while a training method that uses a simulation device is essential for the practice of advanced and specialized procedures in specific fields. Simulation devices are used in operational training for airplane flight and driving cars and trains. The educational system presented here was designed to provide further assistance to those who have acquired basic knowledge and concepts through textbooks and also to at low them to perform the satisfactory operation of dam equipment. Our research proposes a method which can realize a system to acquire technical skills-the skills which are the foundation of technical knowledge and operation.

  • Freight and passenger transport operators must converts the operation records of digital operation recording device (Digital Tachograph) that is mounted on their vehicle in a certain format, and report them to governmental agencies. However, for most of the individual carrier who cannot access a computer environment easily and are not familiar with the use of computer, it has given a big inconvenience to them because the procedures for entering the data obtained from the operation are so complicate. Therefore, in this study, a mobile system for converting the operation record file to request form of a government agency is designed and developed, so that the converted file can be submitted to the government agency in a simple way through the personal mobile device. By entering the data obtained from an actual operation recording device into the system, converting the data in the proposed algorithms, and checking the contents of the converted file in data viewer, it was confirmed that the proposed functions is working properly in the system.
