  • Smart AtoN(Aids to Navigation) that meet the future environment will generate variety of information and be provided in variety. In order to provide a customized service to marine users, the managers of AtoN should be able to check the any time and data in the desired format. In addition, in order to properly manage the AtoN in the future, it is necessary to identify the cause of the AtoN accidents and make efforts to prevent accident. In this study, 7 types of causes and 11 types of accidents were presented for AtoN accidents.

  • Aids to Navigation (AtoN) is a marine traffic safety facility used to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulations or guidelines of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). Our country is managing AtoN to provide consistent services for AtoN users, although an average of 141 AtoN accidents occur annually. An AtoN accident forces non-planned work on the managers to resort the function, and causes psychological anxiety for its users, ultimately resulting in economic losses. This study developed the Social Cost evaluation model of AtoN accidents. The model can be used to quantify the manager's economic activities related to the shutdown and recovery, as well as the cost associated with the inconvenience to AtoN users. The Social Cost evaluation model of AtoN accidents is proposed as the sum of the encounter cost, administration cost and risk cost.

Study on Estimating Economic Risk Cost of Aids to Navigation Accident in Busan Port, Korea using Contingent Valuation Method (조건부가치측정법을 이용한 부산항 항로표지사고에 대한 항행 위험비용의 추정에 관한 연구)

  • Aids to Navigation (AtoN) is one of the marine traffic safety facilities that promotes the safety of maritime traffic and enhance ship's operational efficiency. However, functional failure of AtoN due to ship's collision or bad weather conditions leads to inconvenience or navigational risk to various users such as the ship operators. For insstance, the largest container port in Korea, Busan Port has experienced a total of 400 AtoN accidents in the past 12 years (2006-2017).Therefore, an average of 20.6 days of recovery time is required, which increases the maritime safety anxiety for AtoN users. is the objective of this study was to present the quantitative support of the users for the prevention of AtoN accidents and the improvement of the feasibility of implementing more efficient management in Korea. A survey was conducted on the users of Busan port areas to investigate general perception of AtoN in general and the accidents that have happened, and to estimate the economic value of navigational risk reduction by implementing effective AtoN management measure. Using the representative non-market valuation method for environmental or public goods known as contingent valuation method (CVM), the economic value granted to users for the AtoN services in Busan port was estimated to at least 16 billion won. Therefore, these finding could be used by AtoN managers and/or policy makers as a valuable data to identify the users' need of various AtoN services including Busan Port and to establish and implement more efficient management plan.

  • The function of Aids to Navigation(AtoN) must be sustainable. In order to provide sustainable services, it is necessary to prevent repeated AtoN accidents through accurate data analysis and to perform maintenance to maintain functions. What is needed for this is the AtoN status statistics service. AtoN Status Statistics Service is a service that extracts existing data in gml format and extracts and processes it in the period, type, and format desired by the manager.

  • Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).

  • For decreasing the maritime pollution accident of the large material(crude oil, ore and so on) carrier, as we construct the Virtual AtoN AIS utilizing the existing AIS Base Station in the area of major route, passage way and danger or in case of emergency danger, it can help the normal vessel to pass the area without any obstacles and inform the danger elements to AIS. ECDIS and radar of the large carrier.

  • Aid to Navigation (AtoN) is the artificial facilities to facilitate the ship's safe navigation using light, shape, color, sound, and radio waves. IALA has developed and operated the educational course for expert groups for the design, deployment, and management of AtoN. Also, maritime educational institutes have operated various educational courses for safe navigation through the ship's operation and ECDIS curriculum for seafarers. However, education using the AtoN Simulator System is needed to prevent marine accidents caused by misunderstanding of the AtoN according to various topographical, environmental, and maritime traffic environments. In this study, the existing ship handling simulator and AtoN simulator were applied to develop educational modules for accurate understanding and application of AtoN in various environments, enhancing the quality of education from the existing theoretical point of view and improving practical use to maximize educational efforts.

  • Recently, the marine traffics have been increased along with enlargement of overseas commerce. Increasing the marine traffic may make higher the risk of marine accidents. Especially, the rate of accidents on costal area are more frequently. As if the marine safety information can be afforded to vessel and shore, the accident rate would be down. AIS AtoN is the navigational safety support device which is subject to functional requirements of IALA and technical standards of ITU. In this paper, we extend and implement the user-defined specification of AIS AtoN with message 21 for AIS basic information, messsage 6 for status report and message 12/14 for safety management.

A Study on the Sea Areas Dynamic Stability of LL-26(M) Light Buoy (LL-26(M) 등부표의 해역별 동적안정성에 관한 연구)

  • AtoN Accident causes navigation dangerous to ships and reduces the credibility of aids to navigation. The most light buoys on the sea have the highest accident rate from the influence of sea weather such as wind, current, and waves. However, in Korea, despite the different sea weather conditions in each sea area, in calculating the dynamic stability of the light buoy, there is a problem that only limit value conditions are applied to all sea areas. Thus, the purpose of this study was to analyze the dynamic stability of the LL-26(M) light buoy, the most installed buoy of its kind on the sea and suggest a stable operation plan for the LL-26(M) light buoy. To achieve this, after analyzing the weather for each sea area of the previous study related to the light buoy, the dynamic stability (inclination angle) was estimated by applying to the representative light buoys of each sea area wherein the number of accidents caused by sea weather was high. As a result of this study, the inclination angle of LL-26(M) light buoy for each sea area was different. That is, the inclination angle caused by winds was 10.329°-36.868°, the inclination angle caused by currents was 0.123°-18.834° and the inclination angle caused by waves was 4.777°-20.695°. The results of study can be used as basic data useful for installation standards for each sea area for stable operation of the LL-26(M) light buoy.

  • Aids to Navigation (AtoN) is marine traffic safety facility to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulation or guideline of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). By IALA NAVGUIDE, the term "New Danger" is defined as newly discovered hazards not yet shown in nautical documents and includes naturally occurring obstructions such as sandbanks or rocks or man-made dangers such as wrecks. 'New Dangers' should be appropriately marked using Lateral, Cardinal, Isolated Danger marks or by using the Emergency Wreck Marking Buoy. However, the Emergency Wreck Marking Buoy has difficulties with implementation conditions in terms of speed and accuracy to install the buoy. In case of sinking accidents, it is difficult immediately to install the Emergency Wreck Marking Buoy because of weather conditions, marine environments and accident position. This paper studies Auto Releasing New Danger Mark Buoy on the deck which can be automatically to release from the deck of a vessel and float in the water and quickly install the accident position in case of sinking accidents. The buoy will be to reduce the risk of navigation and prevent secondary collisions.
