충돌시험을 통한 교통사고 재현 연구 (A Study on Traffic Accident Reconstruction through Vehicle Crash Test)

  • It is very difficult to evaluate the impact speed, who caused the accident and what the injury risk of the vehicle occupants was from the outcome of the accident. That's the main reason why there are so many insurance fraud related to vehicle accident. In this study, a vehicle crash accident suspected to an insurance fraud had been reconstructed to evaluate crash speed and the relationship between the crash accident and passenger injury risk. To do this, the scene was reconstructed based on accident investigation report and three vehicle crash tests were done at 27kph, 37kph and 70kph. The crash speed of 27kph and 37kph were chosen based on the damaged vehicle and 70kph was chosen based on the driver's statement. Based on the damage of vehicle and dummy injury measure, impact speed is estimated around 20 to 30kph and the dummy measures show that the passengers are not seems to be severely injured in this speed range.

로지스틱회귀분석 모델을 활용한 도시철도 사상사고 사고예측모형 개발에 대한 연구 (Study on Accident Prediction Models in Urban Railway Casualty Accidents Using Logistic Regression Analysis Model)

  • 본 연구는 사고심각도 분류 및 예측을 위한 철도사고조사 통계기법에 관한 연구이다. 그동안의 선형 회귀분석은 사고 심각도 분석에 어려움이 있었으나 로지스틱회귀분석은 이를 보완할 수 있었다. 데이터마이닝 기법인 로지스틱회귀분석을 활용, 서울지하철(5~8호선) 역사 내 전도사고 중 에스컬레이터 전도사고 발생에 영향을 주는 사고예측 모형 변수는 사고자 연령, 음주여부, 사고 당시상황 및 행동, 핸드레일 잡음 여부였다. 분석의 정확도는 76.7%로 설명되었고 분석방법 결과에 따르면 정확도와 유의수준 측에서 로지스틱회귀분석 방법이 도시철도 사상사고 예측모형을 개발하는데 유용한 데이터마이닝 기법으로 판단된다.

  • The bus using compressed natural gas(CNG) trend to be extended in use internationally as optimal counter-plan for reducing discharge gas of light oil due to high concern about environment. But, Composit pressure vessels(CPV) to be equipped with CNG bus is always involved in the point that safety accidents happen due to having compressed natural gas. In this report, we analysis the cause of CPV bursting accident by reviewing design and manufacture factor and suggest preventive measure through this case.

  • 최근 사회 곳곳에서 크고 작은 사고들이 자주 발생하고 국민들의 안전에 대한 요구도가 점점 높아지고 있는 실정이다. 국민들의 문화관광 분야와 밀접한 관계가 있는 유기시설의 이용객이 점점 증가됨에 따라 유기시설로 인한 사고들이 증가되고 있다. 본 연구의 목적은 국내 유기시설의 안전관리체계에 관한 개선방안을 제시하는 것이며, 목적을 달성하기 위하여 관련 법령, 산업규모, 사고현황 등을 고찰하였다. 일련의 연구결과로부터 안전검사제도, 상해보상보험제도, 사고조사제도에 대한 개선방안을 제시하였다.

  • To prevent similar accidents with the basis of industrial accidents already occurred in industrial plants, it would be possible only after true causes are grasped. Unfortunately, however, most accident investigation carried out with the basis of legal regulation failed to grasp them so that similar accidents have been repeated without cease. This research aimed to find out differences between results from conventional accident investigation and those from human error analysis, and to draw out effective and practical counter-plans against industrial accidents occurred repeatedly in an autoglass manufacturing company. As for analysis, about 110 accident cases that occurred for last 7 years were collected, and by adopting the Comprehensive Human Error Analysis Technique developed by the previous researchers, not direct causes but basic fundamental causes that might induce workers to human errors were sought. In consequence, the result showed that facility factors or environmental factors such as improper layout, mistakes in engineering design, and malfunction of interlock system were authentic major accident causes as opposed to managerial factors such as personal carelessness or failure to wearing personal protective equipments, and/or improper work methods.

  • 급격히 증가하는 사이버 침해사고의 수사에 디지털 포렌식 기술과 도구들이 많이 사용되고있다. 하지만 대부분의 디지털 포렌식 증거의 식별 및 수집 도구는 매우 어려운 통합도구이거나 간단하지만 기능이 미흡한 도구들이 주로 사용되고 있다. 이로 인해 공공기관이나 민간 기업의 침해사고 수사시 중요한 디지털 증거들이 누락되거나 훼손될 수 있다. 따라서 본 논문에서는 윈도우 시스템을 기반으로 'Log Parser'을 이용한 '사이버 침해사고 유형별 디지털 포렌식 증거 식별 및 수집 도구'를 제안하고 이를 이용한 사이버 침해사고 유형별 디지털 포렌식 증거의 식별 및 수집에 관한 방법론에 대해 논하고자 한다.

승객용 승강기의 재해예방에 관한 연구 (Accident Prevention Counterplen of the Elevator for the Passenger)

  • Recently the car and elevator accidents as well as the fire, explosion and collapse increased. The passenger elevator accident from 1993 year to 2001 year has about 56.7% of total accidents and the human victims of 180 according to the Korea Elevator Safety Institute. Accident cause and prevention were investigated for the elevator having the fall, impact and narrowness accident types. The prevention and protection methods of the elevator accident from analysis results were suggested by comparing and analogizing the accident statistics about the accident investigation of the passenger elevator according to the elevator accidents.

SEVERE ACCIDENT ISSUES RAISED BY THE FUKUSHIMA ACCIDENT AND IMPROVEMENTS SUGGESTED

  • This paper revisits the Fukushima accident to draw lessons in the aspect of nuclear safety considering the fact that the Fukushima accident resulted in core damage for three nuclear power plants simultaneously and that there is a high possibility of a failure of the integrity of reactor vessel and primary containment vessel. A brief review on the accident progression at Fukushima nuclear power plants is discussed to highlight the nature and characteristic of the event. As the severe accident management measures at the Fukushima Daiich nuclear power plants seem to be not fully effective, limitations of current severe accident management strategy are discussed to identify the areas for the potential improvements including core cooling strategy, containment venting, hydrogen control, depressurization of primary system, and proper indication of event progression. The gap between the Fukushima accident event progression and current understanding of severe accident phenomenology including the core damage, reactor vessel failure, containment failure, and hydrogen explosion are discussed. Adequacy of current safety goals are also discussed in view of the socio-economic impact of the Fukushima accident. As a conclusion, it is suggested that an investigation on a coherent integrated safety principle for the severe accident and development of innovative mitigation features is necessary for robust and resilient nuclear power system.
