A Risk Assessment Counterplan for Reducing the Accident Rates in Medium and Small sized Construction Sites (중·소규모 건설현장의 재해율 감소를 위한 위험성평가 방안)

  • Government needs a risk assessment method that is effective in preventing accidents as a part of the three principal projects of the government for protecting the people's lives for establishing preventative measures to prevent accidents in the construction sites, which accounted for more than half of all accidental mortality accidents, and promote the safety-oriented culture for making fundamental changes. Accidents at the medium and small sized construction sites accounted for 88.9% of the total construction accidents. The data indicates that improper management and lack of advanced safety measures due to the absence of a safety supervisor are the biggest problems. It is believed that active measures to evaluate and prevent risks at construction sites are necessary for preventing accidents in the medium and small sized construction sites. The objectives of this study is to identify the key risk items of common accident causes and propose a practical, preemptive, and improved risk assessment method by evaluating the problems in the safety management of construction sites for reducing the accident rate in the medium and small sized construction sites.

  • This paper proposes a safety management method that extracts ETA (event tree analysis) based scenario and combines ICT technology to reduce serious disasters occurring workplace for shipbuilding and offshore plant. The statistics of Safety and Health Agency and (previous)Ministry of Public Safety and Security show that the most frequent accident among the serious disasters related to shipbuilding and offshore plant is falling. The main cause of accidents is absence of a safety belt and safety belt ring. To solve these problems, we create ETA based scenarios to derive results based on safety considerations. Based on these results, we propose a solution by applying ICT technology for accident prevention. Deriving ETA based scenarios and ICT technology, the proposed solutions include a system for detecting the wearing of safety belts and safety helmets, a system for detecting whether or not the safety belts are connected, and a hook system for measuring safety distances. These safety related systems can reduce the probability of death of workers. By preventing accidents using the proposed method, we can reduce serious disasters in shipbuilding and offshore plant and establish systematic safety management.

  • Air transport today is a means of transport that is optimized for exchanges between nations. Around the world, has experienced an increase in operating and the number of airline route expansion that has entered into the international aviation agreements in order to take advantage of the air transport efficient, but the possibility of the occurrence of air transport accidents increased. When compared to the accident of other means of transport, development of air transport accidents, not high, but it leads to catastrophe aviation accident occurs. Air Transport accident many international transportation accident than domestic transportation accident, in the event of an accident, the analysis of the legal responsibility of the shipper or the like is necessary or passenger air carrier. Judgment of the legal order of discipline of air transport accident is a classification of the type of air transport agreement. Depending on the object, air transport agreements are classified into the contract of carriage of aviation of the air passenger transportation contract. For casualties occurs, air passenger transportation accident is a need more discussion of legal discipline for this particular. Korean Commercial Code, it is possible to reflect in accordance with the actual situation of South Korea the contents of the treaty, which is utilized worldwide in international air transport, even on the system, to control land, sea, air transport and welcoming to international standards. However, Korean Commercial Code, the problem of the Montreal Convention has occurred as it is primarily reflecting the Montreal Convention. Parameter Analysis to Predict Cervical Spine Injury on Motor Vehicle Accidents (탑승자 교통사고에서 경추손상 판단을 위한 중증도 요인 분석)

  • It was a pilot study for developing an algorithm to determine the presence or absence of cervical spine injury by analyzing the severity factor of the patients in motor vehicle occupant accidents. From August 2012 to October 2016, we used the KIDAS database, called as Korean In-Depth Accident Study database, collected from three regional emergency centers. We analyzed the general characteristics with several factors. Moreover, cervical spine injury patients were divided into two groups: Group 1 for from Quebec Task Force (hereinafter 'QTF') grade 0 to 1, and group 2 for from QTF grade 2 to 4. The score was assigned according to the distribution ratio of cervical spine injured patients compared to the total injured patients, and the cut-off value was derived from the total score by summation of the assigned score of each factors. 987 patients (53.0%) had no cervical spine injuries and 874 patients (47.0%) had cervical spine injuries. QTF grade 2 was found in 171 patients (9.2%) with musculoskeletal pain, QTF grade 3 was found in 38 patients (2.0%) with spinal cord injuries, and QTF grade 4 was found in 119 patients (6.4%) with dislocation or fracture, respectively. We selected the statistically significant factors, which could be affected the cervical spine injury, like the collision direction, the seating position, the deformation extent, the vehicle type and the frontal airbag deployment. Total score, summation of the assigned each factors, 10 was presented as a cut-off value to determine the cervical spine injury. In this study, it was meaningful as a pilot study to develop algorithms by selecting limited influence factors and proposing cut-off value to determine cervical spine injury. However, since the number of data samples was too small, additional data collection and influencing factor analysis should be performed to develop a more delicate algorithm.

A Study on the Priority Safety Management Items in the Medium and Small sized Construction Sites (중·소규모 건설현장 중점 안전관리 항목에 관한 연구)

  • As the quality of life has been improving, people are getting higher interest and higher expectation for safety. However, the accident rate at the construction site is still high. Therefore, it is urgent to secure the safety at the construction work. Due to the nature of the construction industry, construction sites are directly exposed to the external environment. The possibility of accident occurrence is increased due to various factors such as the always variable processes, the diversity of manpower input, the increase in vulnerable class, and the danger of construction equipment..Particularly, the disasters occurring at the small- or medium-sized construction sites (budget ≤ 12 billion KRW) account for 88.9% of the total disasters at construction sites (73.4% for casualty). It was due to the lack of management caused by the absence of supervisors and insufficient safety measures. Moreover, it is difficult for the small- or medium-sized construction sites to apply basic safety measures such as safety education and safety facility installation by themselves in order to prevent disasters because they don't have sufficient safety organizations. It is because they have relatively less safety personnel and poorer technology system than large-sized construction sites. Therefore, in order to reduce accidents in construction, it is necessary to prevent accidents at the small- and medium-sized construction sites. From this point of view, the objectives of this study were to identify the key risk items causing accidents frequently by analyzing the accidents at construction sites and identifying problems associated with safety management, and to secure the safety at the small- and medium-sized construction sites.

Development of the Protocol of the High-Visibility Smart Safety Vest Applying Optical Fiber and Energy Harvesting (광섬유와 압전 에너지 하베스팅을 적용한 고시인성 스마트 안전조끼의 개발)

  • The aim of this study is to protect workers and pedestrians from accidents at night or bad weather by attaching optical fiber to existing safety clothing that is made only with fluorescent fabrics and retroreflective materials. A safety vest was designed and manufactured by applying optical fiber, and energy-harvesting technology was developed. The safety vest was designed to emit light using the automatic flashing of optical fibers attached to the film, and an energy harvester was manufactured and attached to drive the light emission of the optical fiber more continuously. As a result, first, the vest wearer' body was recognized from a distance through the optical fiber and retroreflection, which helped prevent accidents. Thus, this concept helps in saving lives by preventing accidents during night-time work on the roadside or activities of rescue crew and sports activities, or by quickly finding the point of an accident with a signal that changes the optical fiber light emission. Second, to use the wasted energy, a piezoelectric-element power generation system was developed and the piezoelectric-harvesting device was mounted. Potentially, energy was efficiently produced by activating the effective charging amount of the battery part and charging it auxiliary. In the existing safety vest, detecting the person wearing the vest is almost impossible in the absence of ambient light. However, in this study, the wearer could be found within 100 m by the light emission from the safety vest even with no ambient light. Therefore, in this study, we will help in preventing and reducing accidents by developing smart safety clothing using optical fiber and energy harvester attached to save lives.

  • This study is about the development of a smart bed control system to be able to detect the human position and body signal on bed. The main control board in the bed control system consists of the human sensing part, motor driving part and MCU. Here, to increase the credibility to check the human presence on bed, the human sensing part is combined with the human position part by membrane sensor and the body-signal detecting part of EMFI sensor. Also, remotely connecting the two detected signal to the application program of the app mode makes it possible to monitor human information on bed. In this paper, the remote function monitoring of the on-bed human information by bluetooth communication will be abe to make it applicable to the technical prevention method of the bed fall and absence accident in hospital and care facilities.

  • Korean government annually estimates and reports the traffic safety index to evaluate the traffic safety of 228 Gu Gun. However, since the traffic safety index is derived from the spatially macroscopic perspective based on collected relative data, there are a couple of problems such as inability to investigate the individual traffic accidents on the spot, insecurity of accuracy and reliability of traffic safety index estimation method, and absence of establishing temporal relationship of traffic accidents. Thus, this study investigated temporal traffic safety in macroscopic manner for Gu Gun in Busan depending on the installation of the traffic safety facility (i.e., urban median), employing meta analysis. As a result, all Gu Gun in Busan except Saha, Buk, Dong, and Busanjin experienced more traffic accidents after installing the urban median, indicating that there are more rooms for improvement of macroscopic traffic safety evaluation.

A Study on the Development of HNS Database for Response System of Marine Spill Accident in Korea (해양 화학물질 유출사고 대응을 위한 한국형 위험유해물질의 데이터베이스 개발에 대한 연구)

  • In this study we collected various substance codes, physical and chemical properties, and hazard level of the 545 HNS which was determined earlier, and constructed the Korean HNS database including International Maritime Dangerous Goods (IMDG) codes,, informations of explosive and corrosive characteristics of HNS after reviewing of US, Japan and European Database. And also problems of present HNS Database which focused mainly on land-based environment and an absence of information for chemical and physical properties of mixed substance HNS are reported. For the efficient implementation of comprehensive HNS management system, we constructed the basic model for the HNS database in marine environment and made suggestions for improvement for the future development of HNS Database to be prepared for the marine spill accidents.

Abdominal Injury by Falls from a Height in Children (소아에서 추락사고에 의한 복부손상)

  • Falls from a height are the leading cause of injury and death among urban children. This study describes the incidence, clinical characteristics, and treatment results of children under 15 year of age who fell from a height of more than one meter and were admitted for abdominal injury. The medical records of 585 consecutive patients treated between January 1997 and December 2003 at Ewha Womans University Mokdong Hospital were analyzed retrospectively. The falling heights were 1 to 31.2 meters, and 28 patients(4.8 %) suffered from blunt abdominal trauma. The male to female ratio was 2.1: 1. The median age of the victims was 5.5 years, and the median height fallen was 3 meters. Fifteen patients (53.6 %) were injured during the summer and seventy-nine percent of the falls occurred between noon and 9 pm. Eighteen (64.3 %) of falls occurred in residential place and 19(67.8 %) of patients arrived at the emergency department within 30 minutes of the accident. Only 16 patients (57.1 %) complained of abdominal pain. Liver injuries were found in 12(42.9 %), spleen injuries in 5(17.9 %), kidney injuries 3(10.7 %), pancreatic injuries in 1(3.6 %) and nonspecific abdominal injuries in 9(32.1 %) cases. Increased SGOT and SGPT were found in 23(82.2 %) and 18(64.3 %) cases. Eleven patients (39.3 %) had associated head injuries. Limb injuries were present in 17.9% and thoracic injuries in 7.1%. Twenty-five patients (89.3 %) recovered without operation. The median length of hospital stay was 6 days (2 -20 days). Despite the absence of abdominal symptoms or shock, falls from a height in children may carry significant intra-abdominal organ injuries. The height falling could not predict the degree of the abdominal injury. For the evaluation of potential abdominal injuries, CT scan should be utilized.
