본 연구에서는 국내외의 웹 접근성 동향을 살펴보고 웹 접근성을 보장하기 위한 법제도와 웹 접근성 실태를 소개하였다. 그리고 우리나라의 웹 접근성 지침을 근거로 종합전문요양기관 종합병원 등 80개 의료기관을 대상으로 웹 접근성 실태를 조사하였다. 평가항목은 접근성 베이스 평가기준으로 웹 접근성 지침1의 대체텍스트 제공, 지침2의 프레임사용제한, 키보드로만 운용 등 3개 항목, 사용성 베이스 평가기준으로 음성서비스 제공, 글자크기 조정, 다국어 웹사이트 제공, 웹 접근성 방침 공시 등 4개 항목에 대하여 평가를 실시하였다. 웹 접근성 준수율을 나타내기 위하여 KADO-WAH2.0을 사용하였다. 평가결과 웹 접근성 준수율이 전체적으로 미흡한 수준이었으나, 과거와 비교하여 상당한 수준까지 개선되었다. 그리고 준수하는 의료기관과 그렇지 못한 의료기관의 차이가 매우 크게 나타났다. 한편 많은 병원들이 웹 접근성에 대응하기 위한 노력을 하고 있다는 것을 알 수 있었다. 향후 공공성 공익성이라는 특성을 가진 의료기관에 대해서도 웹 접근성 확보를 위한 독자적인 접근성 지침의 수립, 웹 접근성에 대한 인식의 제고, 지속적인 교육 및 홍보, 법 제도적 보완 등을 적극적으로 추진하는 것이 바람직하다고 본다.

We have heard about several keywords of the fourth industrial revolution such as automation, artificial intelligence and connectivity. And electronic publishing systems and ebooks will enable us to experience a new industrial revolution without discrimination. On that level, it is necessary to study a method of automatic accessibility tool for electronic publishing. There are some studies on accessibility standard specifications, accessibility guidelines, and accessibility certificate criteria. but there is little research about automatic inspection tools in electronic publishing area. This paper proposed a library for accessibility inspector of EPUB and its components based on IDPF EPUB accessiblity guidelines and TTA accessibility certificate criteria for reading disabled people. After implementing the library that can be connected to SIGIL, which is the most widely used in Korea, we verified its functionality and its coverage with Korean commercial EPUB files.

미래창조과학부는 2011년에 모바일 앱이 장애인 접근성을 제공하기 위한 요구사항을 규정하는 모바일 애플리케이션 접근성 지침을 만들고, 이를 고시하여 국가기관과 공공기관이 활용하도록 하고 있다. 본 논문에서는 5개의 모바일 앱에 대한 사용자 평가를 실시하고, 사용자가 제기한 문제점과 현행 모바일 애플리케이션 접근성 지침의 검사항목 간의 관계를 분석하였다. 분석 결과, 일부 모바일 앱은 모바일 애플리케이션 접근성 지침을 준수하고 있음에도 불구하고 사용자가 접근할 수 문제점이 발견되어 현행 지침이 접근성 제공을 위한 요구 사항을 충분히 반영하지 못하고 있음을 보였다. 모바일 앱이 장애인 접근성을 충실히 제공하기 위해서는 키보드 접근성, 컨트롤 크기, 레이블 제공, 시간제한 등의 검사항목이 지침에 추가되어야 한다. 또한 일부 검사항목은 수정하거나 삭제함으로써 모바일 애플리케이션 접근성 지침을 개정할 필요가 있다.

Current web accessibility checks and automatic assessments have been pointed out that the assessment items and scores are evaluated from the developer's point of view rather than from the user's one. In addition, although most of the grades of an automatic assessment on the public web sites are excellent because they are built in accordance with the web accessibility development guidelines, not a few web sites shows relatively low grades in evaluating their usability test made by those users. Taking into account the inadequacy of these web accessibility assessments, this study has identified the differences between the grades of usability evaluations and automatic evaluations for people with low vision and analyzed the major factors affecting web accessibility usability evaluations using Repertory Grid Techniques. Also, the Hard Laddering method of the Means-End Chain theory was adopted to visualize the relationship between Attributes-Conferences-Value and a hierarchical value system analysis based on FGI(Focused Group Interview) to people with the low vision. This study proposed the measures to improve the current web accessibility automatic assessment allocation, expert evaluation criteria, and user task assessment. In particular, it is a web accessibility user evaluation model that can consider the web accessibility quality certification criteria and user review assessment by directly analyzing the user cognitive structure and value system. This study is expected to be useful as a research to enhance the quality of web accessibility assessment.

Despite of being the criteria to choose the efficient and reasonable alternatioves inactual planning process, the measure of accessibility rarely has applied to practices because each model has unexplicity concept of it and limitations in itself. Accessibility implies transportation system which offers opportunity of movement to overcome spatial separation and, simultaneously, land-use system which represents the location of each activity. Therefore, measures of accessibility have to represent the attractiveness of locations and the interactions of activities, that is, land-use and transportation, with an index. Considering that urban activity is based on the economic efficiency, costs and benfits, accessibility means the economic efficiency of the location of activity and the travel in view of land-use and transport repectively. Combined models that measure accessibility with considering land-use and tranportation simultaneously depend on reasonable concepts, but it is too simple for them to explain the accessibility which resulted from complex interaction of urban activities. Combined urban activity model developed by Kim (1983) and Rho (1989) explains the characteristics of activities in each regions and urban strcture in economic general equilibrium states in the long term of urban system. This model measures a regional accessibility with a dual variable which means the location surplus. This is a more systematic and comprehensive model for calculating the regional accessibility because it considers the interaction of each activity in urban system. It needs efforts to apply the accessibility index as a criterion in actual planning process through finding and quantitification of other explanatory variables to measure it in combined urban activity model.

This study aims to analyze the sensitivity of WSM(weighted scenario method)-AHP method according to variation of nonlinear exponent for accessibility criteria, which are used to make urbanization potential maps with the optimal weighting value for multiple criteria in grid-based GIS technique. Besides this study tried to develop WSM-AHP2 which is simplified by using rank of the potential value for each scenario. The two methods were applied to the test area, Suwon city located south area of Seoul, with time series land-use maps of 1986 and 1996. The evaluation system of urbanization potential have 7 criteria including 6 accessibility criteria. The results of WSM-AHP2, the optimal weighting values and their corresponding potential maps, have almost similar with those of WSM-AHP. In the application of CA(cellular automata) model for expansion of urbanized area using the three potential maps by WSM-AHP, WSM-AHP2, and specialists's AHP evaluation, it also showed that the accuracy of simulation for actual urban area is the highest in the potential map of WSM-AHP, followed by WSM-AHP2 and specialists's AHP evaluation. From the results of this study, WSM-AHP and simplified WSM-AHP2 will be used to generate the optimal potential maps for land-use planning in urban fringe area.

이 연구에서는 우리나라의 모바일 앱 접근성 KS, 미국의 재활법 508조 개정 표준 및 유럽의 BBC 지침을 기준으로 개방형 플랫폼인 안드로이드 모바일 뱅킹 앱의 접근성을 분석하였다. 실험 결과, 우리나라 8개 시중은행의 모바일 뱅킹 앱 중 상기 3가지 표준의 세부 항목을 모두 만족하는 앱은 한 곳도 없었다. 대표적인 위반 항목은 대체 텍스트 미비, 키보드 초점 위반, 컨트롤 크기 및 간격 미준수, 명도대비 비율 낮음 등이었다. 이들 위반사례는 시각장애인, 상지장애인 및 저시력인과 고령자의 접근을 불가능하게 만든다는 점에서 치명적인 오류이다. 모바일 뱅킹 앱이 접근성을 준수하지 않는 원인에 있어서는 모바일 앱 개발자와 제공자들의 접근성에 관한 인식이 낮고 접근성 구현 방법을 제대로 숙지하지 못한 것으로 분석되었다. 우리나라의 모바일 앱 접근성 지침을 재활법 508조 개정 표준 및 BBC 표준과 비교한 결과, 많은 항목이 누락되어 있었다. 또한 평가 기준이 모호하고 추상적이어서 개발자들이 구체적으로 참고하기 어려운 측면이 있는 것으로 판단되었다. 따라서 모바일 앱 접근성 향상을 위한 개발자 및 정부의 노력과 더불어 표준의 보완이 필요하다.

본 논문에서는 국내 인터넷 쇼핑몰 웹사이트의 웹접근성 향상을 위한 연구를 수행한다. 먼저 국내 웹접근성의 기준을 분석하고, 이어 국내 주요 인터넷 쇼핑몰 웹사이트의 웹접근성 평가를 실행하여, 인터넷 쇼핑몰 웹 사이트가 가지고 있는 웹접근성 현안 문제를 도출하고 분석한다. 이러한 국내 인터넷 쇼핑몰 웹사이트의 웹접근성에 대한 평가를 근거로 하여 웹 접근성을 향상시키기 위한 대체텍스트 비율을 높이기 위한 방법으로 엑셀 VBA를 이용한 대체텍스트 향상 방법을 제안하고 구현한다. 제안된 방법을 사용할 경우 웹 프로그래밍 전문지식이 없더라도 웹페이지에 포함된 이미지의 대체 텍스트를 확인하고 수정할 수 있게 되어 웹접근성 준수율 향상에 도움이 될 수 있다.

웹 기반 정보시스템에서의 유저 인터페이스는 사용자가 시스템에 접할 수 있는 매개체이다. 유저 인터페이스는 정보시스템의 접근성과 사용성을 높이는 수단이며, 웹 기반 정보시스템에서의 중요한 핵심 구성요소이다. 이에 본 논문은 웹 기반 정보시스템에서 사용성과 접근성을 강화하는 유저 인터페이스 감리 프레임워크를 기존 정보시스템 감리점검 프레임워크의 3대 축을 준용하여 개발하였다. 먼저 감리시점으로는 국내 주요 웹 개발방법론의 단계 비교 분석을 통해 도출된 분석, UI설계, UI제작, 테스트의 UI중심 프로세스를 정의하였다. 감리영역은 유저 인터페이스를 구성하는 요소의 분석을 통하여 정보, 디자인, 기술로 정의하였고, 감리관점 점검기준은 사용성, 접근성, 호환성으로 정의하였다. 본 논문에서 제안한 프레임워크를 통해 도출된 점검항목을 실제감리가 수행된 사례에 적용해 봄으로써 제안된 프레임워크를 검증하였다.

A spatial simulation model for rural and urban sprawl phenomena was developed with GIS and cellular automata techniques. The model finds out built-up areas invading toward rural areas required for development of existing urban area. Probability of land use change for optimizing the development area was determined using a land suitability analysis method interfaced with GIS methods, based on several criteria in terms of geographic and accessibility factors such as slope of land and distance from city center. Weighting values of the criteria were quantified by an analytic hierarchy process method. For model applicability test, the parameters of criteria were calibrated based on the changes in time series land use data of the test city for 1986, 1996, and 2000, which were classified by remote sensing techniques. Simulated and observed areas in land use maps for city shape of 1996 showed good similarities with each other through a morphology verification method. The model enabled us to evaluate the spatial expansion phenomena of cities considering boundary conditions, and also to simulate land use planning for rural areas in urban fringe.
