Improving Visual Accessibility for Color Vision Deficiency Based on MPEG-21

  • In this paper, we propose a visual accessibility technique in an MPEG-21 framework. In particular, MPEG-21 visual accessibility for the colored-visual resource of a digital item is proposed to give better accessibility of color information to people with color vision deficiency (CVD). We propose an adaptation system for CVD as well as a description of CVD in MPEG-21. To verify the usefulness of the proposed method, computer simulations with CVD and color adaptation were performed. Furthermore, a statistical experiment was performed using volunteers with CVD in order to verify the effectiveness of the proposed visual accessibility technique in MPEG-21. Both the experimental and simulation results show that the proposed adaptations technique can provide better color information, particularly to people with CVD.

Real-time Estimation and Analysis of Time-based Accessibility and Usability for Ubiquitous Mobile-Web Services

  • Ubiquitous web services have been expanding in various business areas with the evolution of wireless Internet technologies, accessible and usable with a variety of mobile Internet devices such as smart phones. Ubiquitous mobile-web information services can be evaluated for accessibility and usability with the mobile Internet devices interacting with mobile-web information servers. In human mobile-web activity, a web server could be a unified center for mobile-web interaction services as well as for real-time estimation and analysis of mobile-web interaction sessions. We present a real-time estimation and analysis scheme for time-based accessibility and usability in ubiquitous mobile-web services. With real-time estimation/analysis of sessions in a mobile-web server, we estimated the time-based accessibility and usability for comparison between different web services as well as for applications in mobile cloud computing services. We present empirical results based on the implementation of the real-time estimation/analysis scheme.

Web Accessibility of Healthcare Websites of Korean Government and Public Agencies: Automated and Expert Evaluations (정부 및 공공기관의 보건 관련 웹 사이트의 웹 접근성 - 자동 및 전문가 평가 -)

  • The purpose of this study was to identify Web accessibility issues of healthcare websites of the Korean government and public agencies by evaluating these websites' accessibility in accordance with the Korean Web Contents Accessibility Guideline. This study conducted both automated and expert testing to assess the accessibility of a total of 27 health-related websites. The results of the assessment which was conducted in two stages indicated that institutions such as the National Hospital and National Rehabilitation Center demonstrated almost no Web accessibility error. In addition, the Korea Health Insurance Review and Assessment Service, the Ministry of Health and Welfare, the Health Services Agency, the Ministry of Food and Drug Safety, and the Korea Medical Dispute Mediation and Arbitration Agency attained very high web accessibility. However, the results of an expert evaluation highlighted that there were considerable errors in providing appropriate alternative text, which was not found in the automated test, and the color contrast of the text content did not comply with Web accessibility standard. Therefore, these websites did not support web accessibility for the sight-impaired. Furthermore, the present study found that it was difficult to deliver accurate information to users due to errors in the default language display and markup, and also, issues of skipping repeated content, content linearization, and compliance with keyboard use were considered as challenges that might arise for people with sight, cognitive and mobility impairments with respect to Web accessibility. It is the first study that evaluated accessibility of healthcare websites of the Korean government and public agencies based on the Korean Web Contents Accessibility Guideline. The present study made a contribution to research on Web accessibility by conducting expert testing, which provided a more complete assessment that identified the degree and specific issues of accessibility errors when compared to automated testing.

An Evaluation of Web Accessibility for Idea Proposal Websites (공동가치창출을 위한 아이디어 제안 웹 사이트의 웹 접근성 평가)

  • For joint value creation, collaboration among different interested parties is vital and should be supported by information technology. Currently, both government and private companies have launched websites to collect ideas. However, the information poor, including the visually disabled, have difficulty in gaining access to those websites. Therefore, the aim of this paper is to evaluate the level of web accessibility to websites, operated by companies or the government, for idea proposals. According to the automatic assessments, regarding proposal specific websites, 77%, 69% of the websites operated by the government and 41%, 44% of those operated by private companies were extremely inadequate. According to the expert's assessments, regarding proposal specific websites, 67%, 52% of the websites operated by the government and 39%, 26% of those operated by private companies were extremely inadequate in their level of accessibility. A range of policies should be prepared to improve web accessibility.

A Study on the Algorithms for Web Accessibility Evaluations (한국과 미국 정부기관의 웹 접근성 평가를 통한 자동화 평가 도구의 문제점 및 개선 방안에 관한 연구)

  • Several software programs such as Bobby and A-Prompt developed based on the W3C's WCAG 1.0 guidelines have been employed to evaluate the accessibility of web sites. Although these programs make an evaluation of web accessibility easy and objective, many researchers pointed out that the results of web accessibility are lack of reliability. Therefore, this study is intended to suggest the modified algorithms for evaluating web accessibility focused on the 'images' and 'tables'. To verify them, we compared the accessibility of the Korean governmental web sites with new and current algorithms, respectively. The results show that the suggested algorithms are more accurate than the existent one.

An Application Scheme and Comparison for the Education Homepage By the Web Accessability Guidelines (웹 접근성 지침에 의한 교육용 홈페이지의 적용 방안 및 비교 분석)

  • In recent years, the efforts for standards of Web contents accessibility and the improvements of Web accessibility are expanded in the government, enterprises, and public institutions. In this paper, we examine the Korean Web contents accessibility guidelines, and propose the evaluation scheme for the education homepage by the Web accessibility guidelines using KADO-WAH program which is the evaluation tool for Web accessibility. Also, we propose the improvement scheme for education homepage by modifying the error and warning clauses directed in which are appeared in the evaluation report. And, we evaluate the various education homepages using KADO-WAH, and analyze the comparisons for the Web accessibility guidelines among the education homepages.

Evaluation of the Accessibility of Library Mobile Applications (도서관 모바일 애플리케이션 접근성 평가에 관한 연구)

  • This research evaluates the accessibility of the mobile applications for the South Korean libraries based on the accessibility guideline from the Ministry of Security and Public Administration. In order to enhance the credibility of the evaluation, this current research covers both the accessibility for the visually impaired and the accessibility for the people without disabilities. The research found four main results. First, we found that only 21 libraries (31%) provide alternative texts. Out of the 21 libraries, only one provide alternative texts across all sections of the mobile applications, including the main page, data search, information assistance, etc. Second, most of the mobile applications provide contents in texts, and the subtitles, sign language, blinking and background music provided as required or recommended standard by the guideline lack correlation. Third, alternative texts, focus movement, accessibility of operating system, button motion control, spacing between control and alarm functions must follow the standard guideline for the people with disabilities to use the mobile applications. Fourth, follow-up research on the development of accessibility standard for library mobile application is necessary in order to enable people with disabilities to freely use the library mobile applications.

  • This study considered the most crucial elements in websites as web usability and web accessibility. The web usability signified the empirical satisfaction of ordinary users on websites and how much they used the relevant websites conveniently and accurately, while the web accessibility signified the technical support that could have an easy access to web contents and the principles of cognitive aspects, by considering the users such as those who have been alienated from information. Even if the people were given lots of beneficial information, the websites would be useless if their usability and accessibility were not considered. It would be necessary to reduce the information gap by letting any users (the physically challenged, the elderly, etc.) give an access to every information without any professional abilities and to provide the efficient websites corresponding to the embodiment goal of e-government through rapidity and accuracy of contents and the feedback for systematic structure and people's demand.

Method of Determining Future Facility Location with Maintaining Present Accessibility

  • The public services closely related to the daily lives of the Japanese people, such as firefighting, police or primary school education, are largely financed by the local governments. As the population as a whole in Japan declines, the population in local regions are forecasted to experience particularly rapid decline in the future, and it is inevitable to reduce the cost of public services provided by the local governments to keep their financial basis sustainable. In order to provide public services to the people properly and fairly, the local governments own and utilize their public facilities, such as fire stations, police stations or primary schools. On the other hand, we have to secure the accessibility, which is the condition of accessing a facility easily in a whole local city including the high population density area and low population density area. In this paper, we propose a method of determining the number of future facilities and its facility locations in which we maintain the present accessibility. In our proposed method, we determine them comparing the accessibility measurement calculated by facility location model using the present and future population. We adopted k-centdian model as the facility location model, which can secure the accessibility in a whole local city determining the weights of both areas. We applied our proposed method to fire station in Iwaki city, Japan. The results suggested that 7 facilities would be reduced in 2064, after 50 years from 2014. Additionally, we confirmed that the future facility location had secured accessibility in both high and low population density area.

  • In recent years, the efforts for standards of Web contents accessibility and improvements of Web accessibility are expanded in the government, public institutions, university, enterprises. Korean Web Accessibility Guidelines, KWCAG 2.0, by comparison with 1.0, was able to provide more define alternative text in terms of image content, enhance guidance for accessing and use of the keyboard and for a clear distinction of data tables. In this paper, we developed a CMS(Content Management System) for everyone to be able to access to information easily in the mobile/web environments that are changing rapidly. The CMS, which is developed in this paper, is designed and manufactured based on KWCAG, W3C XHTML-1.0-Strict DTD, W3C CSS2 web accessibility and web standards. CMS builder is a WYSIWYG manner making it easy to use and manage, as well as a variety of the web was to operate in a mobile environment.
