With the requirement for providing multiple levels of access control for group members, many group key management schemes designed for hierarchical access control have been put forward. However, most of these schemes focus on the efficiency of group key establishment and rekeying in centralized environments. This paper proposes an integrated group key agreement (IGK) scheme for contributory environments. The IGK scheme employs the integrated key graph to remove key redundancies existing in single key trees, and reduces key establishment and rekeying time while providing hierarchical access control. Performance analyses and simulations conducted with respect to computation and communication overheads indicate that our proposed IGK scheme is more efficient than the independent group key agreement scheme.

In this paper, we propose a new type of IAM clustering architecture for the efficiency of user authentication and authorization in the Inter-Cloud environment. clustering architecture allows users to easily use un-registered services with their registered authentication and access permissions through pre-Access Agreement. through this paper, we explain our authentication protocol and IAM clustering architecture components.
Objective: This study examined the Risk Sharing Agreement (RSA) on pharmaceutical pricing system in Korean national health insurance. Through RSA, the insurer was able to maintain the principles in the price listing process while managing the budget effectively and improving patient access to new drugs. Despite these positive effects, there are still issues raised by some stakeholders, such as lack of transparency in the listing process and doubts about its effectiveness. Therefore, we investigated the impacts of RSA on national health insurance financing and patient access to analyze the effects of RSA. Methods: The impact of RSA was investigated by analyzing the health insurance claims data for 2014~2016. The degree of improvement in patient access was determined by the decreased amount of patients' payment. Results: Results showed that the financial impact of RSA was not significant and patients' access to the new drug greatly improved. Conclusion: These results show that RSA is a good system for improving patient access to new drugs without additional expense on insurance.
This research examined the transformations of the fisheries relations between Japan and Russia since the establishment of the Exclusive Economic Zone (EEZ) system. The author reviewed the transformations with investigation on mutual fishing access to EEZ including salmon & trout catches. The Japan-Russia fisheries relations have evolved through multiple developmental stages, which include mutual fishing access to EEZ, the reductions of a fishing quota to balance catches of the nations, provision of financial and technical support, and a payment system of EEZ fishing access fee. The Japanese salmon industry also has done similar practices, continuing to catch salmon and trout in the Russian EEZ. Additionally, Japan and Russia have attempted to develop joint fisheries projects and to assure fishing operation safety around Kuril Islands. The case of Japan-Russia mutual fishing access shows that a country that has authority over crucial fisheries resources tends to establish specific conditions of mutual fishing access so that it maximizes its national interest. Thus, this case gives us implication what could be future directions of Korea-China-Japan multinational fishing access. The principle of same number of fishing vessels and quantities of catches has worked in existing mutual fishing access to EEZ among Korea, China, and Japan. However, it is expected that a nation that is endowed with abundant fisheries resources would limit counterpart's fishing access to its EEZ. Therefore, Korean fisheries administration should prepare for all possible situations like a dramatic cut in fishing quota and the termination of fishing access. International fisheries cooperation and payment of fishing access could be viable options for such a situation.

Smart grid is the next generation intelligent power grid that combines the existing electric power infrastructure and information infrastructure. It can optimize the energy efficiency in both directions, suppliers and power consumers to exchange information in real time. In smart grid environments, with existing network security threats due to the smart grid characteristics, there are additional security threats. In this paper, we propose a security mechanism that provides mutual authentication and key agreement between a remote user and the device. The proposed mechanism has some advantages that provides secure mutual authentication and key agreement and secure against a replay attack and impersonation attacks.

With the adoption of cloud computing, the number of companies that take advantage of cloud computing has increased. Additionally, various of existing service providers have moved their service onto the cloud and provided user with various cloud-based service. The management of user authentication and authorization in cloud-based service technology has become an important issue. This paper introduce a new technique for providing authentication and authorization with other inter-cloud IAM (Identity and Access Management). It is an essential and easy method for data sharing and communication between other cloud users. The proposed system uses the credentials of a user that has already joined an organization who would like to use other cloud services. When users of a cloud provider try to obtain access to the data of another cloud provider, part of credentials from IAM server will be forwarded to the cloud provider. Before the transaction, Access Agreement must be set for granting access to the resource of other Organization. a user can access the resource of other organization based on the control access configuration of the system. Using the above method, we could provide an effective and secure authentication system on the cloud.
This study investigated the roles of name agreement and word frequency in the English-Korean word translation task. Using the low-frequency homonyms with low name agreement as stimuli, Experiment 1 revealed that the name agreement of materials is a determinant which could modulate times to translate English words into Korean equivalents. On the contrary, Experiment 2 showed that the name agreement of materials does not play a decisive role in the translation task, using the low-frequency homonyms having high name agreement as stimuli. In Experiment 3, we identified that the frequency effects observed from previous two experiments are indeed brought about during the lexical access. Our findings suggest that the word frequencies of materials have a strong influence on English-Korean word translation times, and homonyms are represented independently each other in the lexeme level.

This research assesses the implementation of the bilateral fisheries order of the China-Japan fisheries agreement. After establishment of UNCLOS, the China-Japanese fisheries agreement has played as a basis for the fisheries order in the East China Sea. The China-Japanese fisheries agreement intends that the fisheries industries in China and Japan can utilize the renewable natural resources in the East China Sea. As the EEZ of China overlaps with that of Japanese in the East China Sea, the two countries established the China-Japan Provisional Measure Zone and Middle Zone in the Sea. Even though the three coastal States (e.g. Korea, China, and Japan) in the East China Sea are involved in managing these zones, there has been little effort to coordinate each county's management. Additionally, the Taiwan-Japan fisheries agreement, which is for the area of N $27^{\circ}$, has made costal States to establish and implement united measures to conduct effective fisheries management. Regarding access to the joint fishing zone in EEZ, Chinese fisheries regulations have been enforced in the zone because the fishing capacity of China exceeds all of other countries, reducing the number of fishing licenses and catch quotas. It turned out that a nation that has authority over fisheries resources tends to establish specific conditions of fishing operations to maximize its national interest. In the China-Japan Provisional Measure Zone, Chinese and Japanese authorities have introduced united measures to manage fisheries resources. However, in the Middle Zone between China and Japan, there is no regulation on fishing; both countries' fishing vessels can have free access to the zone. Thus, it is recommended that one should introduce an international fisheries management regime for the Middle Zone. In this regard, Korea should play a leading role in establishing the international management regime because Korea has middle position in terms of geographical standpoint, the degree of dependence on commercial fishing, and its fishing capacity.
Vaccine nationalism and its implications to vaccine supply were a huge concern globally when COVID-19 vaccines first became available in 2021. At the time, vaccine supply was limited and it was difficult for many countries around the world to get adequate supply of the COVID-19 vaccine to inoculate their people. At its most benign, vaccine nationalism delayed the access of poorer countries to vaccines that are widely considered as the long-term solution to the COVID-19 pandemic. Poorer countries needed to resort to diplomacy to wrangle early access to vaccine supply from vaccine-producing countries like the United States, the United Kingdom and others. In particular, Philippine President Rodrigo Duterte leveraged his country's Visiting Forces Agreement (VFA) with the United States and the need for Filipino nurses by countries like the United Kingdom and Germany to secure early access to COVID-19 vaccines. It all seems trivial now (in 2022) because of better global vaccine supply, but in 2021 when countries scrambled for access to scarce COVID-19 vaccines, Rodrigo Duterte leveraged the Philippines' assets to gain early access to vaccine supply.

Identity Privacy issues such as exposures of IMSIs(International Mobile Subscriber Identities) in access network have been consistently raised throughout GSM, UMTS, LTE in 3GPP. The 3GPP specification uses temporary identities instead of IMSI to ensure anonymity of the user. Even if temporary identities are disclosed, Identity Privacy may be maintained at a safe level by security policies such as no linkability and periodic update. But in case of IMSI, it cannot be changed even though it is exposed. There still exist some situations that IMSI is used in clear text for the authentication. Therefore, a protective mechanism for the identity confidentiality is needed. In this paper we propose a protocol based on IBE(Identity-based Encryption) to protect permanent identities in access network. By simplifying the scheme, this protocol has minimized the system impact on current 3GPP environment. And this scheme can be applied to all kind of permanent identities and 3GPP AKA(Authentication and Key Agreement) protocols in access network.
