This study is concerned with health damages from $SO_2$ under different assumptions on the relationship between air concentrations and their marginal health impacts. $SO_2$ concentration profiles resulting under emission caps, and a system of tradable emission allowances are compared. Using slopes and curvatures of the health response function consistent with evidence in medical literature, emission caps are shown to lead to lower aggregate damages under all considered parameters, an advantage of $26~452 million. The benefit of emission caps over tradable allowances increases with the curvature of the response function, but falls with its slope. The advantage of emission caps in terms of environmental damages is never overturned completely for the considered functional forms. The marginal damage function would have to be steeper than what the current medical evidence suggests for price instruments to outperform emission caps in terms of aggregate damages. With other welfare consequences included-emission abatement costs, consumer and producer surpluses, and government revenue-emission caps always lead to a $3.7~4.1 billion greater measure of social welfare.

Nitrate($NO_3-N$) and total nitrogen(TN) removal by a reed wetland with open water(Wetland 1) was compared with that of a reed wetland without open water(Wetland 2) from March to October 2002. The two wetlands were 25mL by 6mW. An open water area, 3mL by 6mW was designed at the middle of Wetland 1. Reeds(Phragmites australis) were transplanted into the wetlands in June 2000. Water of Sinyang Stream flowing into the Kohung Estuarine Lake located in the southern part of Korea was pumped into a primary treatment pond, whose effluent was discharged into the secondary pond. Effluent from the secondary pond was funneled into the wetlands. Inflow into the wetlands averaged about 20.0$m^3$/day and their hydraulic retention time was approximately 1.5 days. Average $NO_3-N$ removal by Wetland 1 was 117.61mg/$m^2{\cdot}day$ and that by Wetland 2 was 106.39mg/$m^2{\cdot}day$. $NO_3-N$ removal efficiency of Wetland 1 and 2 was 37% and 34%, respectively. TN removal by Wetlands 1 and 2 averaged 226.80 and 214.54mg/$m^2{\cdot}day$, respectively. TN abatement efficiency of Wetland 1 was 43% and that of Wetland 2 was 40%. $NO_3-N$ removal efficiency of Wetland 1 was significantly higher(p=0.038) than Wetland 2. TN removal efficiency of Wetland 1 was also significantly higher(p=0.044) than Wetland 2. The wetland with open water was more efficient for removal of $NO_3-N$ and TN than one without.

The control of nonpoint source pollution from the urban paved areas with high imperviousness in is required to improve the water quality of aquatic resources. This research investigated the characteristics of urban runoffs and evaluate the effectiveness of the continuous deflective separation systems for stormwater best management practice. The systems were installed in the vicinity of a high-level road, an apartment complex, and the Cheonggye stream. Stormwater runoff was sampled in these sites. Biochemical oxygen demand ($BOD_5$), total suspended solid (TSS), total nitrogen (T-N), and total phosphorus (T-P) were analyzed. The removal efficiency of $BOD_5$, TSS, and T-P for the road was 10.9-81.0%, 11.7-93.4%, 0-37.5%, respectively. That of $BOD_5$, TSS, T-N, and T-P for the complex was 12.5-65.8%, 26.5-77.6%, 1.8-28.7%, and 20.0-37.5%, respectively. The abatement efficiency $BOD_5$, TSS, T-N, and T-P for the stream was 7.2-85.2%, 41.7-98.2%, 11.3-65.6%, and 2.0-71.5%, respectively. This study shows that the systems can be used to remove $BOD_5$ and TSS from urban runoffs efficiently.

In this study, municipal solid waste (MSW) has collected 3 times and physico-chemical analysis has done. Nitrous oxide emissions from MSW incineration plant were measured continuously by EPA Method 18 and it was compared with the emission by calculation using the emission factor. The $N_2O$ emission of MSW incineration plant was more than twice as large as the emission by calculation. It was found that the installation of abatement facilities in MSW incineration plant is effective in achieving the greenhouse reduction targets and it can be ensure economical efficiency through emission trading system.
This theoretical model makes three contributions to the study on economic growth and environment. First, emissions are generated during final goods production and technology accumulation. Second, this paper assumes that pollution is directly increasing with increase in final goods output or in consumption. Third, we use reproducible factors associated with labor and capital input in production function and assume constant return to scale in reproducible factors. From growth rate condition we derived, increases in reproducible factors, increases in productivity of either the abatment or technology sector, and decrease in social discount rate would increase the sustainable growth rate. In empirical test, the environmental degradation did not effect the economic growth rate though other factors satisfied the growth rate condition equation. However, through the reinterpretation of this result, we found indirectly the fact of that an inverted U relationship between air pollution and economic growth rate would exist in 20 OECD countries using a panel data for the period of 1986~1995.
One of the most important factors that cause eutrophication is nutrient materials containing nitrogen and phosphorus which stem from excreation of terrestial sources and release from sediment. Therefore, to improve water quality, the reduction of these nutrients loads should be indispensible. At this study, the three-dimensional numerical hydrodynamic and ecosystem model, which was developed by Institute for Resources and Environment of Japan, were applied to analyze the processes affecting the eutrophication. The residual currents, which were obtained by integrating the simulated tidal currents over 1 tidal cycle, showed the presence of a typical counterclockwise eddies between Gyewha and Garyuk island. Density driven currents were generated westward at surface and eastward at the bottom in Saemankeum area where the fresh waters are flowing into, The ecosystem model was calibrated with the data surveyed in the field of the study area in annual average. The simulated results were fairly good coincided with the observed values within relative error of $30\%$. The simulations of DIN and DIP concentrations were performed using ecosystem model under the conditions of $40\~100\%$ pollution load reductions from pollution sources. In study area, concentration of DIN and DIP were reduced to $59\%$ and $28\%$ in case of the $80\%$ reduction of the input loads from fresh water respectively. But pollution loads from sediment had hardly affected DIN and DIP concentration, The $95\%$ input load abatement is necessary to meet the DIN and DIP concentration of second grade of ocean water quality criteria.
Traffic represents one of the largest sources of primary air pollutants in urban area. As a consequence, numerous abatement strategies are being pursued to decrease the ambient concentration of pollutants. A characteristics of most of the these strategies is a requirement for accurate data on both the quantity and spatial distribution of emissions to air in the form of an atmospheric emission inventory database. In the case of traffic pollution, such an inventory must be compiled using activity statistics and emission factors for vehicle types. The majority of inventories are compiled using passive data from either surveys or transportation models and by their very nature tend to be out-of-date by the time they are compiled. The study of current trends is towards integrating urban traffic control systems and assessments of the environmental effects of motor vehicles. In this study, a model of vehicle emission calculation by using real-time traffic data was studied. Traffic data, which are required on a street-by-street basis, is obtained from induction loops of traffic control system. It is possible that characteristics of hourly air pollutants emission rates is obtained from hourly traffic volume and speed. An emission rates model is allocated with a high resolution space by using geographic information system (GIS). Vehicle emission model was developed with a high resolution spatial, gridded and hourly emission rates.

Hanseo University's Tae-an Airfield was opened in July, 2005 for aeronautical education such as aircraft flight, air traffic control, avionics, etc., and will play an important part as a base for local economic and industrial developments. On the contrary, the aircraft noise from the airfield will give an impact against the vicinity of the airfield and become a big issue which the airfield authority has to solve. The aim of this study is to analyse the aircraft noise contour in vicinity of the airfield and to make understand the people around the airfield how much the aircraft noise will have an effect on. For the prediction of the aircraft noise in the local area, this study showed the method to assess the aircraft noise in the developed countries for aviation, and the result to compute WECPNL by INM 6.1 after encoding the various data including environmental input data, tract, and profile. The major results of the study can be summarized as follows ; While the area with influence contour of noise from 75 to 80 WECPNL is 0.555$km^2$, the area from 80 to 85 is 0.343$km^2$, and the area with influence contour of noise over 85 WECPNL is 0.163$km^2$. In addition, there are 4 houses in the contour over 85 WECPNL and the inhabitants(10 people) in this area will have effect from the noise. Therefore Tae-an airfeild authority is preparing the noise-prevention method or noise abatement program. Finally, according to the noise contour, it is one of the best way of decreasing the effect of aircraft noise that 33 runway is assigned as calm-wind runway because there is no resident in the area around 15 threshold.
The purpose of this paper is to perform empirical studies on the impact of pollution intensity on international competitiveness using 1993 and 1998 data, and to estimate the change in environmental regulation level faced by the firms during 1993~1998. Collecting relevant data and providing them for further studies in the area are another purposes of the paper. The first method is the regression of various indices of international competitiveness on factor costs, such as labor, capital, R&D and pollution abatement costs. Goal of the regression analysis is to estimate the scarcity and comparative advantage effect of each production factor, especially environmental resource. Regression results show that those industries which employ more environmental resource have higher comparative advantage in both years, which implies that Korean firms are endowed with abundant environmental resource compared to other countries. The second method is to compute the relative scarcity indices(HOVL indices) of production factors, proposed by Leamer based on Vanek's generalized Hecksher-Ohlin Theorem. This method estimates the relative scarcity of production factors by computing factor costs embodied in import and export of commodities. This method shows similar results as the regression method; i.e., trade pattern of production factors implies that the manufacturing sector in Korea is endowed with abundant environmental resource compared to other countries. Considering population density, water resource endowment, intensity of economic activity per unit area and current air and water pollution levels, it is evident that Korea is never endowed with abundant environmental resource compared to other countries. Then the abundance of environmental resource revealed by the trade patterns of commodities and production factors implies that Korea's environmental regulation level is excessively generous compared to environmental capacity, and that this increased the environmental resource endowment supplied to firms and thus distorted the inter-industry comparative advantages. Both regression and HOVL methods, on the other hand, show that overall environmental regulation level faced by the firms has been strengthened during 1993~1998.
Phosphorous removal rate and emergent plant growth were examined of a surface-flow constructed treatment wetland system, whose dimensions were 31 meter in length and 12 meter in width. The system was established on floodplain in the down reach of the Kwangju Stream in Korea in one and half months from May to June 2001. Cattails(Typha angustiflora) were transplanted in the system. They were dug out of natural wetlands and stems were cut at about 40 cm height from their bottom ends. Water of the Kwangju Stream were funneled into it via a pipe by gravity flow and its effluent were discharged back into it. The stems of cattails grew from 45.2 cm in July 2001 up to 186 cm in September 2001 and the number of cattail stems per square meter increased from 22 in July 2001 to 53 in September 2001. The early establishment of cattails was good. Volume and water quality of inflow and outflow were analyzed from July 2001 through December 2001. Inflow averaged $40\;m^3/day$ and hydraulic retention time was about 1.5 days. The concentration of total phosphorous in influent and effluent was 0.85 mg/L, 0.41 mg/L, respectively. The average removal rate of total phosphorous in the system was about 52%. The retention efficiency was slightly lower, compared with that in surface-flow wetlands operating in North America, whose retention efficiency was reported to be about 57%. The lower abatement rate could result from the initial stage of the system and inclusion of two cold months into the six-month monitoring period. Root rhizosphere in wetland soils and litter-soil layers on bottoms were not properly developed. Increase of standing density of cattails within a few years will establish both root zones and substrates beneficial to the removal of phosphorous, which may lead to increase of the phosphorous retention rate. The system was submerged one time by heavy storm during the monitoring period. The inundation, however, scarcely disturb its environment.
