Environmental regulation affects real income distribution as well as resource allocation. The consumers' quality of life is sure to be improved by the pollution abatement, but consumers should pay part of the abatement cost through the increased prices of consumption goods they purchase. This paper computes pollution abatement costs that each of 15 income classes in Korea paid indirectly by consuming goods whose prices include the abatement cost in 1993. The distribution of pollution abatement costs among income classes turns out to be regressive as expected.

Objectives: The purpose of this study is to identify the perceived problems of and suggest improvement measures for asbestos abatement companies in support of asbestos-related systems and policies. Methods: For this study a questionnaire was prepared consisting of current work (two questions), the contribution and necessity of a risk assessment system for asbestos abatement (two questions), and problems with and improvement measures for systems and policies (nine questions). The questionnaires were sent to 2,170 asbestos abatement companies and were returned by 83 companies (return rate = 3.8%). We conducted frequency analysis, ANOVA, and a Chi-squared test at the 5% significance level. Results: Asbestos abatement companies expressed difficulties with complying with wet work (43% of unenrolled managers), negative pressure enclosure (36% of all respondents), and installation and use of decontamination units (26% of all respondents) as stipulated in the relevant regulations. In addition, 43% of the respondents expressed concerns that the expertise of the company was not considered during bidding for asbestos abatement and hoped that an advantage (e.g., bid point) would be given to the upper grades for asbestos risk assessment (38%). Asbestos abatement companies generally rented and used negative pressure devices (including negative pressure recording devices) and suggested that periodic calibration (32%) is needed to ensure the performance of the rented equipment. Finally, the respondents asked for clear definitions for three situations specified in the Occupational Safety and Health Acts: (1) temporarily leaving the asbestos abatement workplace; (2) tasks with less airborne asbestos; and (3) physically breaking or cutting using a machine. Conclusions: The problems and improvement measures identified in this study of asbestos abatement companies can be utilized as fundamental information for the improvement of the systems and policies for safe asbestos abatement.
Waste sector has been a target of abatement policies by the most governments, even though its greenhouse gas (GHG) emission is not so high, since it is related to almost of other sectors. This study propose new GHG calculation equations which resolves logical contradiction of IPCC GL (Intergovernmental Panel on Climate Change Guideline) equations by including waste-to-energy effects. According to two GHG calculation equations, GHG emission inventory and BAU by the year 2050 have been computed. And GHG abatement potential and marginal cost for the five abatement policies carefully selected from the previous researches have been calculated for the year 2020. The policy that makes solid fuel like RDF from flammable wastes and uses them as combustion fuel of electricity generations has been found to be the most efficient and effective one among five policies. The cumulative abatement amount when five policies not mutually exclusive are applied sequentially has been reckoned.
This paper analyzed what kind of institutional scheme for domestic policy instruments to reduce GHG emissions are desirable for Korea in complying with the international efforts to mitigate climate change, by focusing on independent abatement(equivalent to the imposition of carbon tax) and domestic emission trading. It also examined the economic and environmental implications of recycling the government revenue created from implementation of those policies. By utilizing a dynamic CGE model, this study shows that the economic cost under independent abatement is projected to be higher than that under emission trading. It is because under independent abatement scheme each emitter in economy must meet its emission target regardless of the abatement cost. On the other hand, emission trading allows emitters to reduce the marginal cost of abatement through trading of emission permits. In designing future domestic policies and measure to address the climate change problem in Korea, therefore, this study proposes the introduction of domestic emission trading scheme as the main domestic policy instrument for GHG emission abatement. In terms of double dividend, in addition, this study shows that both independent abatement and emission trading schemes under various assumption on the revenue recycling may not generate the double dividend in Korea.

A marginal abatement cost analysis has been conducted to analyze the effects of abatement measures on greenhouse gas (GHG) emissions for the Korean residential sector. A bottom-up model using MESSAGE has been developed by defining the energy demand and constructing the reference energy system for the residential sector. A great amount of activity data has also been analyzed. Abatement potentials and related costs of individual abatement measures are investigated. The result from the marginal abatement cost analysis may provide general guidelines and procedures for the establishment of GHG abatement polices.
Considering the opinions of annotators, the remedy about excess of east and deficiency of west from "the seventy-fifth question" can be arranged as follows. "The seventy-fifth question", with "the sixty-ninth question", explains excess and deficiency of mother and son. Abatement of fire and invigoration of water[瀉火補水] in the excess of wood and deficiency of metal[木實金虛] presents a remedy, which has been applied in herbs and medicine application henceforth. "The seventy-fifth question" is a unique theory from " Nan-gyeong(難經)", and does not continue the theory of "Hwangjenaegyeong(黃帝內經)". "The seventy-fifth question" mentions the relationship of excess and deficiency of the five elements and five viscera, but does not mention excess and deficiency of invigoration and abatement of the meridian. Remedy from abatement of fire and invigoration of water[瀉火補水] in the excess of wood and deficiency of metal[木實金虛] is an abnormal, temporary and extraordinary method. This remedy is applied in Saam acupuncture[舍巖鍼] as A-variation form. The process where Son allows excess of mother[子能令母實] and mother allows deficiency of son[母能令子虛] in the abatement of fire and invigoration of water[瀉火補水] is a mechanism, not a remedy. Generation after generation, medical practitioners can be classified into those that claimed abatement of fire and invigoration of water[瀉火補水] because of the relation with excess of liver and deficiency of lung[肝實肺虛], abatement of heart(瀉心) due to the excess of liver(肝實), or invigoration of Eum and abatement of Yang[補陰瀉陽].
This paper explores the impact of pollution abatement cost on trade balance. First, We derive price pressure of spending pollution abatement cost using I-O table. Then the analysis is extended to the impact on trade balance by manufacturing sectors. The paper explicitly includes indirect effect of pollution abatement cost that is the effect through the change of the other sector prices and excluded in the previous studies. The results show that the impact of pollution abatement cost on trade balance is 0.30~0.46% of total trade volume of Korea. This is lower than that of the United States in 1970's.
A bottom-up approach has been conducted to estimate greenhouse gas (GHG) emission and to analyze the marginal abatement cost for the Korean horticulture energy sector. With the systematically derived activity and energy balance data, the BAUs have been estimated, along with the marginal abatement cost over the period 2010 through 2030. The result from the marginal abatement cost analysis may provide general guidelines and procedures for the establishment of GHG abatement polices.

One of the main objectives of noise control act is to define and ensure application and respect of noise exposure limits. Most advanced countries have prepared a legal framework for noise limits either by national laws, ordinances or municipal by-laws. A large number of advaced countries have adopted the Leq index for the main sources of noise(road, railway, industry). The exception is aircraft noise for which regulatory practice is highly disparate. These differences in the indices adopted, the periods and areas to which regulations apply, definitions of measurement conditions and ways in which noise levels are calculated make it difficult to compare the current advanced countries standards. This study presents the current noise abatement policy of the advanced countries and proposes the improvement of the current noise abatement policy of Korea to catch up with it of the advanced countries.

This study treats the analysis of the performance and the design of plume abatement wet/dry cooling tower with dry type heat exchanger using a numerical method. A two-dimensional analysis is performed using the finite volume method for mechanical draft counterflow and crossflow tower. For a coupling problem between water and air system, a turbulent two phase flow is considered. Effectiveness-NTU method is used for modeling of the dry type heat exchanger. The parameter change simulations of the outer wall shape, the relative flowrate of air, and attachment of an air mixer are performed to examine the effect on plume abatement. It is found that if the relative air flowrate ratio and the adequate air mixer type are chosen well in addition to the ratio of water to air flowrate, the loss of the cooling capacity and the additional cost are reduced and the plume is abated.
