The Ministry of Education. Science and Technology had revised the 'The professional Engineers Act' in 2007 in order to enhance the efficiency of the professional engineers. The Ministry also had adopted "The International Professional Engineer Registration System which included APEC engineer and EMF international professional engineer and has worked on various MRA of professional engineer and has worked on various MRA of professional engineers through FTA with USA, Singapore. EU, Canada and Australia etc. The Ministry will participate in the negotiation meeting For MRA of professional engineers with Singapore in coming November and also will negotiate positively MRA of professional engineers with USA upon the ratification of National Assembly.

The economic depression during the last decade of the 20th century caused various drastic changes in the social structure, including employment and educational systems. Japanese universities have devoted much effort to research activity and the development of teaching methodology for engineering education was not a major effort for professors. Decrease of 18 years old population, however, forced universities to change this attitude. University education is no more for only elite but is becoming very popular among young people. Another impact came from the 'globalization'of industrial societies such as establishment of WTO and APEC. Japan Accreditation Board for Engineering Education (JABEE) was established to cope with both domestic and international problems in 1999, and JABEE was admitted as a full signatory member of the Washington Accord in 2005. The Professional Engineer Law was amended linked with JABEE. The importance of engineering ethics has been recognized with these social structure changes. Japanese Society for Engineering Education (JSEE) is contributing for reformation of Japanese engineering education through its activities including supporting JABEE. This paper describes the problems now Japanese engineering education is facing and the role of JSEE in order to reorganize the engineering education in Japan.

한국기술사회와 일본기술사회가 자매결연을 맺은지 30여 년이 지나고 있다. 그 동안 상호간의 정보교환으로 도움을 받고 또 주고 있는 가운데 격년별로 양국간을 왕래하면서 개최되는 한일 Symposium은 해를 거듭할수록 좋은 결실을 맺고 있다. 따라서 한국기술사회가 主管하고 있는 FEISEAP 관계를 일본에서는 어떻게 대처하고 있으며 일본기술사회에서 주관하고 있는 APEC HRD 관계는 어떻게 하고 있는지, 상호협조에 대한 협의사항과 일본기술사회의 기술사 자격시험운영실태 등에 대하여 간추려보고자 한다.

A great need for comprehensive solutions for the promotion of construction technology, and it can be true through active societies. Corresponding to these needs, it is need to prepare globalization by gathering and concentrating societies quote ability, through these efforts, it is possible to ensure research effectiveness and to secure competitive position in consisting regional network like Asian Pacific Economic Cooperation, APEC. This research analyzes and suggests are enrolled in The Korean Federation of Science and Technology Societies (KOFST) to find reasonable solutions for international engineer's mutual certification and growth of domestic construction related societies. This study also analyzes department structure and relationship of Civil engineering and construction related societies. This paper suggests reasonable development strategy, governmental policy and roles of construction related societies by analyzing multi dimensional problem set.
