Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

Quality for civil aviation is very important to maintain the safety of aircraft and public, and strict quality requirements are prescribed in aviation regulations to ensure that each article produced conforms to the type design and is a condition for safe operation. In this study, the quality system requirements for aircraft and parts will be reviewed a concept of FAA's ACSEP(Aircraft Certification System Evaluation Program) and policy for aviation quality system evaluation in comparison with AS9100 for aviation quality management system.

Most of the aerospace industries establish the SAE AS9100 Quality Management System, and acquire commercial certification by the 3rd party. Nevertheless, they repeatably have to cope with similar quality system evaluation by the airworthiness authority for the production certificate, parts manufacturer approval, and technical standard order authorization in accordance with the applicable regulations. The current quality system evaluation criteria of the airworthiness authority could be recommended for reforms in order to reduce duplication and correspond to the industrial development and environmental changes. In this paper, we propose measures to reform the authority's evaluation criteria through comparative analysis among the IAQG SAE AS9100, the FAA quality system codes, and the MOLIT ACSEP requirements.
