A Study on the Evaluation and Improvement of Rental Housing Asset Securitization in Korea: Case Study on Korea Land and Housing Corporation (임대주택 자산유동화 사례평가 및 구조개선사항 연구)

  • This study aimed to assess the rental housing ABS in Korea, and to suggest ways of improving the structure of existing rental housing ABS. Thus, the three major assessment for existing public rental housing ABS case can be summarized as follows : First, when viewed in terms of the accounting treatment, rental housing ABS which use the future receivables as underlying asset, can not enjoy off-balance-sheet effect. Second, when viewed from the point of financing costs, the rental housing ABS interest rate being higher than unsecure bond is very unreasonable nevertheless the ABS being off-balanced. Third, when viewed from the liquidity effect, the originator (LH) use the ABS as a means of diversifying funding in a serious liquidity crisis situation. The Improvement of rental housing ABS based on the evaluation results can be summarized into two broad. First, it is a plan to handle the off-balance-sheet effect in a way of changing the accounting treatment of rental payment. Second, it is a plan to reducing the structuring cost and interest rate in ways of multi-asset securitization structure, self-trust structure, and adopting legal CB structure.

Accession of Korea to the Nagoya Protocol and its Economic Impact Analysis on Korean Bioindustry Companies (우리나라의 나고야의정서의 가입이 바이오산업에 미치는 경제적 영향 분석)

  • Analysis of the economic impact on Korean bioindustry companies was approached after Korea access to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity (hereinafter 'the Protocol') enters into force. Cost analysis of the economic impact is based on the size of bioindustry market, dependency ratio on genetic resources abroad, ABS (Access and Benefit Sharing) ratio for royalty ratio. Korean bioindustry companies would have had to pay extra ABS cost around 1.3-6.0 billion won for using genetic resources abroad, if the Protocol had entered into force in 2009. And this cost is estimated to be around 13.6 - 63.9 billion won in 2015. All ABS costs account only about less than 0.01% of total Korean bioindustry volume of target years. These show us that joining the Protocol will not significantly impact the bioindustry market in Korea. If the Protocol enters into force, genetic resources users have to pay PIC (Prior Informed Consent) and MAT (Mutually Agreed Terms) cost before accessing the genetic resources outside of their country, regardless of the accession status of the country. This ABS costs and terms on provided genetic resources will be determined by compliance between genetic resources users and providers. As a genetic resources provider, Korean bioindustry companies will have advantage over technology transfer agreements, royalties, licensing agreements, and taxes on profits from patents including traditional knowledge. Also, Korean bioindustry companies are expected to get various socio-economic benefits such as patent litigation and regulatory proceedings as a genetic resources provider. Considering the advantages and disadvantages of the Protocol that Korean bioindustry companies will face together, the socio-economic impact of the Nagoya Protocol on Korean bioindustry companies is negligible regardless of the accession status of Korea to the Nagoya Protocol.

The Development of Integration Electronic Block System for Maintenance Efficiency on Railway Wayside Signalling System (철도 선로변 신호설비 유지보수 효율화를 위한 집중형 전자폐색제어장치 개발)

  • The conventional block systems for railway signaling currently in operation in Korea have not been electrified or integrated and therefore there have been difficulties in terms of construction and maintenance. Two independent systems have been installed for ABS and LEU of ATP system (for speeded-up lines), although they deal with the same signaling information at the same location in order to control the trains. In these conventional ABS and LEU, a number of duplicate modules are installed in each device including lamp detection units and power supply units and it results increased manufacturing costs and maintenance efforts. This paper deals with the prototype development of integrated electronic block system with CPU-based digital control methods in order to overcome the limitations of the conventional ABS. The suggested system is the integration of the conventional ABS with LEU of ATP and it is also applicable for the non-ATP sections as well.

Eine verfassungsrechtliche Rechtfertigungspr$\ddot{u}$fung von der Preisbekanntmachung der Individuellen Gesundheitsleistung (비급여진료비용 공개에 관한 헌법적 정당성 고찰)

  • Obwohl die Preisbekanntmachung der individuellen Gesundheitsleistung(PiG), die im Jahr 2010 im Arztrecht neu eingef$\ddot{u}$hrt wird, zum Management der Gesundheitskosten sehr n$\ddot{u}$tzig werden soll, muss eine verfassungsrechtliche Rechtfertigungspr$\ddot{u}$fung von PiG zun$\ddot{a}$chst durchgef$\ddot{u}$hrt werden. Angesichts der staatlichen Regulierung und Lenkung auf die Wirtschaft des Art. 119 Abs. 2 KV besitzt die PiG zun$\ddot{a}$chst eine Verfassungsrechtfertigung. Nach der st$\ddot{a}$ndigen Rechtsprechung des koreanischen Verfassungsgerichts folgt das Selbstbestimmungsrecht der Verbraucher aus der Menschenw$\ddot{u}$rde von Art. 10 Abs. 1 Koreanische Verfassung(KV) und dem Recht auf Gl$\ddot{u}$ck von Art. 10 Abs. 2 KV. Demnach k$\ddot{o}$nnen Konsumenten den Einkauf der G$\ddot{u}$ter und Service, die Partei des Vertrags, Gesch$\ddot{a}$ftsbedingungen, usw. frei entscheiden. Indem der Preis der individuellen Gesundheitsleistung mithin bekanntgemacht wird, werden das Selbstbestimmungsrecht der Verbraucher sowie das Recht der Konsumenten sicherlich gew$\ddot{a}$hrleistet. Dar$\ddot{u}$ber hinaus steht die PiG im Einklang mit dem Recht auf Information, aber auch z$\ddot{a}$hlt sie nicht zu den Informationen der Nichtbekanntmachung vom Gesetz $\ddot{u}$ber die Bekanntmachung der Information(GBI). Nach der staatlichen Gesundheitspflicht des Art. 36 Abs. 3 KV kann die PiG eine Verfassungslegitim$\ddot{a}$t besitzen. Im Hinblick auf die Berufsfreiheit kann die PiG einen Eingriff in den Gesch$\ddot{a}$ftsaktivit$\ddot{a}$ten der Unternehmen bedeuten. Trotzdem ist die PiG als eine verfassungsrechtliche Legitimit$\ddot{a}$t zu qualifizieren. In der Konsequenz kann die PiG, die auf dem Selbstbestimmungsrecht, dem Recht auf Information, dem Gesundheitsrecht, der Regulierung und Lenkung auf die Wirtschaft von Art. 119 Abs. 2 KV, und dem Recht der Verbraucher beruht, als eine verfassungm${\ddot{a}}{\ss}$ige Politik gesch$\ddot{a}$tzt werden.

  • 자동차 외장 부품은 미려한 외관과 경량화를 통한 연비향상을 위해 ABS수지 위에 다층 도금 공법이 적용된다. 하지만, 필드에서 종종 도금층의 부식에 대한 문제가 야기 되고 있다. 부식문제의 한 인자로 도금 두께의 불균일성을 들 수 있다. 도금공정에서 용액의 유동성, 제품이 걸리는 위치, 도금액의 불순물 등등 여러 가지 현장요소로 인해 도금 두께 편차가 생겨난다. 이러한 현장 요소와 함께 피도금물의 외형 형상 또한 도금 불균일의 주요한 원인이 된다. 특히, 제품 모서리 부분에서는 문제가 되는 과도금 현상이 쉽게 발생한다. 따라서, 도금 두께 편차를 줄이기 위해서는 도금 현장 요인을 분석하는 것도 중요하지만, ABS 제품의 외형 형상 디자인에 있어서 체계적인 접근이 필요하다. 그러나, 디자인의 구조적인 접근을 위해 현장에서 검증하려면 많은 비용과 시간이 소요된다. 이에 본 연구에서는 모서리 부분에서의 과도금 현상을 시뮬레이션을 활용하여 형상관점에서 과도금 형태 및 원인을 분석하고자 하였다.

Recent Advances in the Prevention of RSV in Neonates and Young Infants

  • Respiratory syncytial virus (RSV) is a pathogen with a high burden of disease and social cost among infants worldwide, but the development of a vaccine has been delayed. The recent understanding of the pathogenesis of RSV, progress in reverse genetics, and successful implementation of other maternal immunizations have prompted the recent rapid development of monoclonal antibodies (mAbs) and vaccines for RSV prevention. Phase 3 clinical trials for two next-generation mAbs (nirsevimab and clesrovimab) and two maternal RSV pre-F vaccines are currently underway or have been recently completed. Soon, we might be able to protect young infants through long-acting mAbs and/or maternal immunization. Additionally, the development of live-attenuated vaccine candidates that are capable of avoiding enhanced RSV disease is ongoing. We need to gain familiarity with these newly developed strategies and collect epidemiological data on domestic RSV to adequately prepare for a new era of RSV prevention.

Assessment of Vehicle Safety Standard Requirements for New Micro-mobility Vehicle (초소형자동차의 자동차안전기준에 대한 효과분석)

  • In general, an assessment of the benefits and costs with regard to vehicle safety standards are validated before regulations are implemented. This paper performs this validation for the mandatory automobile safety devices requirement for new micro-mobility. The reviewed car safety standards involved the installation of seat belts, airbags, ABS, crash speed standards, and pedestrian warning system. The benefit was estimated as the cost of accident reduction due to the installation of vehicle safety standards. As a result, the safety belt showed a B / C of 4.0 or higher, and it was found that the seat belt should be installed from 2017. After the seatbelt regulation in 2017, the results of the scenarios with the airbag, ABS, crash speed of 40 km/h, and the pedestrian warning system showed B / C of 1.0 or more according to the year of regulation. This study can be useful as a tool in the decision-making process with regard to the timing and type of vehicle safety standards requirement of micro-mobility in the future.

The Study on Centralization & Electronic for Maintenance Efficiency of Ground Signaling System (지상신호설비의 유지보수 효율화를 위한 집중화 및 전자화 연구)

  • The train control system used in Gyeongbu-line is classified in ATC, IXL and CTC. Domestic railway signaling systems are being developed by electrification. In these systems the electrification of interlocking reaches 57% and the safety equipments of railway crossings in trackside devices have completed their development into an integrated system. Block systems of all the existing sections have not yet electrified and integrated so that they need a number of complement in terms of construction and maintenance. For ABS currently used in existing domestic lines, and LEU being installed in Gyeongbu and Honam lines, although a train is controlled by the signaling information of the same train in the same location, the system is separately installed so that the same information is separately divided and transmitted at the each distinct system. Therefore, in the conventional ABS and LEU, there are a lot of duplicate installed compartments such as lamp detection and a power supply unit. Hence, we have a lot of problems: for maintenance, a lot of manpower and costs need to be invested and the overall manufacturing costs get higher, as well as the construction costs by duplicate. Therefore, this paper suggest design to develop an integrated electronic Block Control Unit by the integration of the currently used ABS, and communication and electronic technology. We are to monitor and manage the block systems in the corresponding station by integrating. And we are to transmit information together with LEU, which is an ATS wayside transmitter.

A Field test of an Integrated Electronic Block System for verification of the suitability (통합형 전자폐색제어장치의 적합성 확인을 위한 현장시험)

  • For trains to run safely and quickly, the train should always follow the preceding train at a proper spacing. For this purpose, a certain distance between the stations is set for each block section. For the safe operation of trains in one block section, only one train service for an automatic block system is needed. The existing block system is composed an ABS, which is a linked track circuit and line sideway system through the interlocking system. The interlocking system is being replaced with a domestic electronic interlocking system. On the other hand, the block system still uses the relay format of an analog system, and is independently installed of the line sideway systems. Therefore, the existing block system has many problems in terms of construction and maintenance. In addition, the existing domestic line is used for ABS and LEU , which is installed separately, despite the train being controlled by the information of the same signal at the same location. This is not efficient in terms of each product price and the maintenance costs. This paper introduces an integrated electronic block system and the field test results. The field test was carried out through a periodic inspection performed eight times from January to late August.
