Landscape Design for Daechon Soul Island Resort Complex (대천 소울 아일랜드 리조트 조경설계)

  • This study is a development plan of a resort in a regional center that aims to generate tourism consumptions that have ripple effects on the regional economy by developing abandoned mine complexes in Daechon. Thanks to economic growth, the public awareness of tourism has changed. Hence, want for tourism influences development and advancement of recreational spaces, combining with various cultural contents. Development associated with environmental issues caused by modernization has become a major issue. At this point, to rediscover and specialize industrial complexes of bygone days as tourism resources signifies regeneration of regional resources. This study aims to find a solution for appropriate tourism development as part of the measures to revitalize the regional economy in underdeveloped areas and to improve the polluted environment. The result of the study is summarized as follows: First, in regional development alongside the development of a resort complex, it is important to construct environmental similarities. Minimizing differences in landscape structures is especially necessary because it will cause tourism resources in a regional center to be naturally linked to regional activities. These will then be recognized as attractions in the neighborhood. Therefore, it is desirable to reflect a spatial structure for environmental convergence, and, at the same time, to fulfill operation purposes by space through differentiation of movement lines. Second, in utilization of existing environmental resources, it is desirable to express localities and to develop differentiated elements. Facilities should not be homogenized, attaching importance to trends. Therefore, in establishing a development plan, it is important to have an attitude to accept existing roles and functions in a transformative manner. Third, recreational facilities in resort spaces generally have the problems of being uniformly planned as part of a development project and being limited to landscape facilities. Introduction of specialized facilities that can be reconciled with the regional environment and that can be open influences the landscape structure of the entire region and brings ripple effects as key facilities for activation of tourism.

  • Several complex processes that are employed in industries, such as shipping, power plants, and the petrochemical industry, involve time-varying behavior as well as strong nonlinear behavior during operation. The fixed-parameter proportional-integral-derivative (PID) controllers have difficulty in dealing with control problems that occur in such processes. In this paper, we propose a method of designing a nonlinear PID controller for industrial processes that exhibit a large number of nonlinearities and time-varying behavior. The gains of the nonlinear PID controller are characterized by a simple nonlinear function of the error and/or error rate depending on the process set-point and output. We tune the user-defined parameters using a genetic algorithm by minimizing the integral of time absolute error (ITAE) index. We verify the effectiveness of the proposed method by performing a comparison of the proposed method and two other nonlinear and adaptive methods that are employed for reference tracking, disturbance-rejection performances, and robustness to parameter changes on a continuously stirred tank reactor.

A Study on the Application of Potential Exposed Population for a Receptor-oriented Health Impact Assessment (수용체 지향의 건강영향평가를 위한 잠재노출 인구수의 산정·활용 가능성 연구)

  • Health impact assessment in South Korea is carried out within the framework of Environmental Impact Assessment (EIA). And, public health and hygiene items in EIA as an evaluation of health impact items were designed to calculate the emission level of hazardous air pollutants from specific development projects, and the exposure concentration at major sites, and to assess the health risk associated with these projects. But, the assessment of the receptor characteristics around the development project is limitedly considered. The purpose of this study is to propose the method of calculation of potential exposed population and the use of it for public health and hygiene items in EIA. The data for the calculation of potential exposed population in South Korea were identified. And the calculation algorithm based on them was proposed. After that, in a development of industrial complex, a case analysis was carried out assuming the release of hazardous air pollutants. This study suggested that the concept of population risk should be applied in risk assessment utilizing the potential exposed population and as a future study, a standard of assessment of health effects for population risk should be established. Finally, the possibility of using this study as a location-limiting tool for the development project was presented through the method of calculating the potential exposed population. It is meaningful that this study presented a method for performing risk assessment from the perspective of receptors around a development project.

A Study on Measures to Improve Smoke Control Performance in Case of Fire in a Clean room as an LCD Manufacturing Process (LCD 제조공정 클린룸의 화재시 CFD를 이용한 제연성능 개선대책에 관한 연구)

  • As a core process in the manufacture of state-of-the-art industrial technologies such as semiconductor and LCD, a clean room is the most important process which can affect the performance and quality of products drastically. Nevertheless, scientific research on comprehensive safety measures from a fire protection standpoint is not being carried out in Korea. This study aims to derive measures to improve smoke control systems by identifying performance and problems of smoke systems installed in clean rooms as an LCD manufacturing process and analyzing fire and evacuation simulations considering several scenarios. As a result of analysis of fires and smoke in a clean roomas an LCD manufacturing process, it is found to be necessary to stop air handling units through interlocking in case of a fire and exhaust smoke out of the room through the top of FAB in consideration of buoyancy of smoke. It is also found to be necessary to install quick response sprinkler heads and accessories to accelerate the response time, because the heat-accumulating performance of sprinkler heads decreases in this application. Despite its low density of dwelling due to the automation process, clean room is characterized by an array of complex production equipment and working environment requiring dustproof clothes, which makes it difficult to acquire evacuation safety performance. Thus, thorough control of danger factors in processes and periodic education and training are required. It is also necessary to establish a level of domestic technologies equivalent to the level of standards of advanced countries in fire protection.

Nuclear-First Politics of Kim Jung Un Regime and South Korea's Deterrence Strategy (김정은 정권의 선핵(先核) 정치와 한국의 억제전략)

  • North Korea's 4th nuclear test on Jan. 6 and following developments once again awakened the world into seriousness of the nuclear matters on the Korean peninsula. On March 2, UNSC adopted Resolution 2270 which is complemented by Seoul government's measures such as withdrawal from the Gaesung Industrial Complex (Feb. 9) and announcement of unilateral sanction (March 8). Seoul government also strongly urged the international community to strangle North Korea's 'financial resources.' The U.S., Japan, China, and other countries have issued unilateral sanctions to complement the UNSC measure. South Korea and the U.S. conducted their annual joint military drill (Resolve-Foal Eagle) in the largest-ever scale. North Korea, however, responded with demonstration of its nuclear capabilities and announcement of de facto 'nuclear-first' politics. North Korea test-fired a variety of delivery vehicles, threatened nuclear strikes against South Korea and the U.S., and declared itself as an 'invincible nuclear power armed with hydrogen bombs' at the 7th Workers 'Party Congress held in May, 2016. Considering the circumstantial evidences, the North's 4th nuclear test may have been a successful boosted fission bomb test. North Korea, and, if allowed to go on with its nuclear programs, will become a nuclear power armed with more than 50 nuclear weapons including hydrogen bombs. The North is already conducting nuclear blackmail strategy towards South Korea, and must be developing 'nuclear use' strategies. Accordingly, the most pressing challenge for the international community is to bring the North to 'real dialogue for denuclearization through powerful and consistent sanctions. Of course, China's cooperation is the key to success. In this situation, South Korea has urgent challenges on diplomacy and security fronts. A diplomatic challenge is how to lead China, which had shown dual attitudes between 'pressure and connivance' towards the North's nuclear matters pursuant to its military relations with the U.S, to participate in the sanctions consistently. A military one is how to offset the 'nuclear shadow effects' engendered by the North's nuclear blackmail and prevent its purposeful and non-purposeful use of nuclear weapons. Though South Korea's Ministry of Defense is currently spending a large portion of defense finance on preemption (kill-chain) and missile defense, they pose 'high cost and low efficiency' problems. For a 'low cost and high efficiency' of deterrence, South Korea needs to switch to a 'retaliation-centered' deterrence strategy. Though South Korea's response to the North's nuclear threat can theoretically be boiled down into dialogue, sanction and deterrence, now is the time to concentrate on strong sanction and determined deterrence since they are an inevitable mandatory course to destroy the North' nuclear-first delusion and bring it to a 'real denuclearization dialogue.'

The Development and Application of Biotop Value Assessment Tool(B-VAT) Based on GIS to Measure Landscape Value of Biotop (GIS 기반 비오톱 경관가치 평가도구(B-VAT)의 개발 및 적용)

  • The purpose of this study is to select the study area, which will be formed into Daegu Science Park as an national industrial complex, and to assess the landscape value based on biotop classification with different polygon forms, and to develop and computerize Biotop Value Assessment Tool (B-VAT) based on GIS. The result is as follows. First, according to the result of biotop classification based on an advanced analysis on preliminary data, a field study, and a literature review, total 13 biotop groups such as forrest biotop groups and total 63 biotop types were classified. Second, based on the advanced research on landscape value assessment model of biotop, we development biotop value assessment tool by using visual basic programming language on the ArcGIS. The first application result with B-VAT showed that the first grade was classified into 19 types including riverside forest(BE), the second grade 12 types including artificial plantation(ED), and the third class, the fourth grade, and the fifth grade 12 types, 2 types, and 18 types respectively. Also, according to the second evaluation result with above results, we divided a total number of 31 areas and 34 areas, which had special meaning for landscape conservation(1a, 1b) and which had meaning for landscape conservation(2a, 2b, 2c). As such, biotop type classification and an landscape value evaluation, both of which were suggested from the result of the study, will help to scientifically understand a landscape value for a target land before undertaking reckless development. And it will serve to provide important preliminary data aimed to overcome damaged landscape due to developed and to manage a landscape planning in the future. In particular, we expect that B-VAT based on GIS will help overcome the limitations of applicability for of current value evaluation models, which are based on complicated algorithms, and will be a great contribution to an increase in convenience and popularity. In addition, this will save time and improve the accuracy for hand-counting. However, this study limited to aesthetic-visual part in biotop assessment. Therefore, it is certain that in the future research comprehensive assessment should be conducted with conservation and recreation view.

Comparative Study of the Effects of the Intermodal Freight Transport Policies (인터모달 추진 정책과 효과에 관한 비교연구)

  • Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.

A Study on Tire Surface Defect Detection Method Using Depth Image (깊이 이미지를 이용한 타이어 표면 결함 검출 방법에 관한 연구)

  • Recently, research on smart factories triggered by the 4th industrial revolution is being actively conducted. Accordingly, the manufacturing industry is conducting various studies to improve productivity and quality based on deep learning technology with robust performance. This paper is a study on the method of detecting tire surface defects in the visual inspection stage of the tire manufacturing process, and introduces a tire surface defect detection method using a depth image acquired through a 3D camera. The tire surface depth image dealt with in this study has the problem of low contrast caused by the shallow depth of the tire surface and the difference in the reference depth value due to the data acquisition environment. And due to the nature of the manufacturing industry, algorithms with performance that can be processed in real time along with detection performance is required. Therefore, in this paper, we studied a method to normalize the depth image through relatively simple methods so that the tire surface defect detection algorithm does not consist of a complex algorithm pipeline. and conducted a comparative experiment between the general normalization method and the normalization method suggested in this paper using YOLO V3, which could satisfy both detection performance and speed. As a result of the experiment, it is confirmed that the normalization method proposed in this paper improved performance by about 7% based on mAP 0.5, and the method proposed in this paper is effective.

  • During the 1990s the workplace has grown more complex and business competition has increased world-wide. All organizations, whether for-profit or non-profit have been forced to respond to market changes. More advanced information and technology, greater product diversity, shorter product life cycles, increased quality requirements, more regulation oversight, decreasing productivity, more competitors, and increasing overhead costs have motivated organizations to focus on ways to deliver products cheaper, better, and faster. Many organizations are searching for ways to reduce costs through downsizing, reengineering business processes, implementing quality management, outsourcing, and improving cost management. Support departments that provide services internal to an organization such as human resources, legal, and environmental, safety, and health (ES&H) are often the first organization targeted for cost reduction and cost control initiatives because these functions are part of a rapidly increasing overhead cost. Recently, ES&H functions are incresingly being integrated into the business of business to contribute value to organization beyond mere compliance with ES&H regulations. The discussions and development of the ISO compatible Environmental Management Standards or Occupational Safety and Health Management Standards is another impetus to integrate ES&H function into the business of business. Thus, ES&H professional need new skills to analyze the cost of their function and communicate the value of the products and services they provide. In recent years, the need for and the importance developing cost management and business skills by ES&H professionals have been emphasized in the literature. Communicating with decision makers in terms of cost and value to the organization, and by using business language and business arguments is the first step toward effectively integrating ES&H activities into the business of business. Activity-based costing (ABC) is a cost management method that measures the cost of a product or service based on the actual use of resources by activities, and based on the actual amount of activities used to produce a product or service. ABC is recommended as a tool for managers of ES&H organizations to determine the cost of developing and providing ES&H products within a for-profit firm or non-profit agency. This paper discusses the trend of integration of ES&H functions into the mainstream of business activities within an organization. The general principles of treditional cost accounting are presented as a bases for understandging why and how ABC will provide more accurate estimates of cost. The principles and concepts of ABS are presented as a tool for determining more accurately the true cost of ES&H products and services.

  • Today's sports, by themselves, express a wide variety of phenomena and reproduce or imply complex social symbols. The definition of sports being transformed in combination with ideology, which has become a central issue in each era, has become more diverse in recent years. Recently, with the 4th Industrial Revolution leading the social phenomenon, sports culture is producing a new phenomenon. In this era, we need the study in the question of how to understand and interpret sports culture is the right approach. The struggle for survival in each discipline was expressed as a reinterpretation of sports culture. This is to answer questions about how sports culture is consumed, spread and reinterpreted. The purpose of this study is to find out the direction and directing point of sports culture. Based on such problem recognition, five types of answers to what sports culture consumes were presented. Based on this, the fairness related to school sports, sports society-club(sports clubs), sports events, sports media, and sports was suggested as a medium for the spread of sports culture. We are accepting and transforming numerous scientific civilizations to improve sports culture and to promote consumers. However, there is a pity not to define such a thing. Efforts at a more fundamental level, such as cultural regulation and fundamental directions, need to be discussed. The framework of reinterpretation of sports culture should be constantly looking for directions and answers about what to do, not just the level of interpretation.
