To check technical improvement in the soundness and strength of 12% Cr steel rotor, a 25 tons of rotor with 65 tons of ingot was made in real size and was cut to pieces to take test samples, and the various mechanical tests such as impact, tensile, creep, and fatigue were carried out. The strengths are compared with those of 1% Cr-Mo-V rotor of same size. Microstructures of the samples are examined and reviewed. The results can be summarized as follows. 1) Fracture appearance transition temperatures are 80.deg. C at the center part and 60.deg. C near surface of 12% Cr rotor, and 8.deg. C near surface of 1% Cr-Mo-V rotor. 2) Comparative rapid softening occurs at higher temperatures above 600.deg. C for 12% Cr steel and 550.deg. C for 1% Cr-Mo-V steel in tension tests. 3) Fatigue crack propagation rate of 12% Cr steel is almost same as that of 1% Cr-Mo-V steel at the same corresponding surface part of the rotors. The crack growth rate of center part of 12% Cr rotor is faster than near surface part of the rotor, and the crack growth rate at the load condition of R=0.04 is slower than that of the load condition of R=0.5 for both 12% Cr steel and 1% Cr-Mo-V steel. 4) Crack growth rate of radial direction near surface of 12% Cr rotor is faster than that of transverse direction at the same part because of the difference in residual stresses. 5) Both creep and fatigue strengths of 12% Cr steel are superior to those of 1% Cr-Mo-V steel and the difference is thought the effect of climb and glide controlled creep by solid solution of alloying elements and dispersion of carbides.

Boiler is one of the most important utilities providing steam to turbine in order to supply mechanical energy in thermal power plant. It is composed of thousands of tubes for high efficient heat transfer. The material for boiler tubes is used in such high temperature and pressure condition as $540^{\circ}C$, 22MPa. The boiler tube material is required to resist creep damage, fatigue cracking, and corrosion damages. 2.25%Cr-1Mo steel is used for conventional boiler tubes, and austenitenite stainless steel is used for higher temperature boiler tubes. But the temperature and pressure of steam in power plant became higher for high plant efficiency. So, the property of boiler tube material must be upgaded to fit the plant property. Several boiler tube material was developed to fit such conditions. X20CrMoV12.1 steel is also developed in 1980's and used for superheater and reheater tubes in supercritical boilers. The material has martensite microstructures which is difficult to evaluate the degradation. In this thesis, degrade the X20CrMoV12.1 steel at high temperatures in electric furnace, and evaluate hardness with Vickers hardness tester and strengths with Indentation tester.
The hydrogen attack characteristics of 3Cr-1Mo-V steel as simulated weld heat affected state were studied in this paper. The hydrogen attack susceptibility was evaluated by the ratios of Charpy impact absorbed energy at 0℃($vE_{0HA}$/$vE_{0}$) and reduction of area by tensile test ($RA_{HA}$/RA) before and after exposure to hydrogen at 600℃ under 450kgf/㎠ for 300hr. The values of $vE_{0HA}$/$vE_{0}$ and $RA_{HA}$/RA were aggravated as the peak temperature of the simulated heat affected zone(HAZ) raised. These results were due to the increase of the possession of bubbles along the grain boundaries, which were resulted in the reduction of grain boundary area to be precipitated carbides due to grain coarsening and the carbon dissolved in the martensite-austenite constituent near by the prior austenite grain boundary. The possession ratio of methane bubbles formed along prior austenite grain boundaries were increased with raising the peak temperature. (Received February 22, 2000)
The hydrogen attack characteristics of 3Cr-1Mo-V steel as simulated weld heat affected state were studied in this paper. The hydrogen attack susceptibility was evaluated by the ratios of Charpy impact absorbed energy at 0℃({TEX}$vE_{0} {HA}_/vE_{0}${/TEX}) and reduction of area by tensile test({TEX}$RA_{HA}/RA${/TEX}) before and after exposure to hydrogen at 600℃ under 450kgf/㎠ for 300hr. The values of {TEX}$vE_{0} {HA}_/vE_{0}${/TEX} and {TEX}$RA_{HA}/RA${/TEX} were aggravated as the peak temperature of the simulated heat affected zone(HAZ) raised. These results were due to the increase of the possession of bubbles along the grain boundaries, which were resulted in the reduction of grain boundary area to be precipitated carbides due to grain coarsening and the carbon dissolved in the martensite-austenite constituent near by the prior austenite grain boundary. The two-step gas nitriding was adopted to increase the depth of surface hardening in 3%Cr-Mo-V steel. The two-step gas nitriding consisted of Step I; $520^{\circ}C{\times}20\;hrs$ and Step II; $550^{\circ}{\times}70\;hrs$. The layer of two-step gas nitriding showed better uniformity and deeper nitriding layer than one-step gas-nitriding layer. The maximum surface hardness showed the value of 850 Hv. The maximum depth of nitrogen permeation showed $750\;{\mu}m$ (350 Hv). X-ray diffraction analysis showed that compound layer was mainly consisted of CrN and $\varepsilon-Fe_3N$ phases. These phases were presumed contributing to surface hardening and wear resistance. However, the corrosion resistance of gas-nitrided Cr-Mo-V steel were not improved in the solution of 1 N HCl and NaOH. Therefore, it is necessary that the continuous study for improvement of corrosion resistance hereafter.
The effect of the Mo addition on the high temperature creep properties of the 9Cr-3W steel was also evaluated. Two experimental steels, (9Cr-3W and 9Cr-3W-0.5Mo), were prepared using a vacuum induction melting process, followed by hot rolling and heat treatment processes. Three types of precipitates, ($M_{23}C_6$, Nb-rich MX and V-rich MX) were observed in a typical tempered martensitic matrix. Significant effects of the Mo addition on the tensile properties were not observed. However, the creep properties at $650^{\circ}C$ under applied stresses of 140 and 150 MPa were considerably enhanced by the Mo addition. The microstructural observation after the creep test indicated that the addition of Mo could function to retain the recovery of the martensitic matrix, thus resulting in the enhanced creep properties of the 9Cr-3W-0.5Mo steel. Furthermore coarsening of the $M_{23}C_6$ carbides and formation of Laves phases were observed in both samples after the creep tests.
This C-ring test, normally employed for evaluating susceptibility to stress-corrosion cracking, was determined to be a suitable small scale test to evaluate PWHT(Post-Weld Heat Treatment) cracking susceptibility. This test is possible to incorporate an actual weld, to introduce a notch into the coarse grained HAZ(Heat Affected Zone), to load the coarse grained HAZ any level of stress ad, most importantly, since the C-ring is an approximately constant strain type test, the stress decreases with time at temperature in a manner similar to that of an actual steel weldment. The procedure employed in making the C-ring was presented in the experimental procedure section, however, several points deserve further discussion. The walls of the weld groove are made along radial lines form the center of th var in order to obtain an HAZ which is oriented perpendicular to the walls of the machined C-ring. Therefore, the plane of maximum stress will be aligned through the HAZ and, therefore, crack propagation will not be forced to deviate form the plane of maximum stress in order to remain in the coarse grained HAZ as is the case with the Y groove test.
Slow Strain Rate Tests (SSRT) were carried out to investigate the effect of environmental factors on the Stress Corrosion Cracking (SCC) susceptibility of 3.5NiCrMoV steels used in discs for Low-Pressure (LP) steam turbines in electric power generating plants. The influences of dissolved oxygen on the stress corrosion cracking of turbine steel were studied, For this purpose, specimens were strained at variously oxygenated conditions at $150^{\circ}C$ in pure water. When the specimen was strained with $1{\times}10^{-7}s^{-1}$ at $150^{\circ}C$ in pure water, increasing concentration of dissolved oxygen decreased the elongation and the UTS. The corrosion potential and the corrosion rare increased as the amounts of dissolved oxygen increased. The increase of the SCC susceptibility of the turbine steel in a highly dissolved oxygen environment is due to the non protectiveness of the oxide layer on the turbine steel surface and the increase of the corrosion current. These results clearly indicate that oxygen concentration increases Stress Corrosion Cracking susceptibility in turbine steel at $150^{\circ}C$.
