  • In this paper, a new intelligent moving target tracking and surveillance system basing on the pan/tilt-embedded stereo camera system is suggested and implemented. In the proposed system, once the face area of a target is detected from the input stereo image by using a YCbCr color model and phase-type correlation scheme and then, using this data as well as the geometric information of the tracking system, the distance and 3D information of the target are effectively extracted in real-time. Basing on these extracted data the pan/tilted-imbedded stereo camera system is adaptively controlled and as a result, the proposed system can track the target adaptively under the various circumstance of the target. From some experiments using 480 frames of the test input stereo image, it is analyzed that a standard variation between the measured and computed the estimated target's height and an error ratio between the measured and computed 3D coordinate values of the target is also kept to be very low value of 1.03 and 1.18$\%$ on average, respectively. From these good experimental results a possibility of implementing a new real-time intelligent stereo target tracking and surveillance system using the proposed scheme is finally suggested.

  • This paper proposes a real-time distance measurement system of high temperature and high speed target using infrared stereo camera. We construct an infrared stereo camera system that measure the difference between target and background temperatures for automatic target measurement. First, the proposed method detects target region based on target motion and intensity variation of local region using difference between target and background temperatures. Second, stereo matching by left and right target information is used to estimate disparity about real-time distance of target. In the proposed method using infrared stereo camera system, we compare distances in three dimension trajectory measuring instrument and in infrared stereo camera measurement. In this experiment from three video data, the result shows an average 9.68% distance error rate. The proposed method is suitable for distance and position measurement of varied targets using infrared stereo system.

  • Purpose: To investigate the effects of radiation dose-escalation on the treatment outcome, complications and the other prognostic variables for glioblastoma patients treated with 3D-conformal radiotherapy (3D-CRT). Materials and Methods: Between Jan 1997 and July 2002, a total of 75 patients with histologically proven diagnosis of glioblastoma were analyzed. The patients who had a Karnofsky Performance Score (KPS) of 60 or higher, and received at least 50 Gy of radiation to the tumor bed were eligible. All the patients were divided into two arms; Arm 1, the high-dose group was enrolled prospectively, and Arm 2, the low-dose group served as a retrospective control. Arm 1 patients received $63\~70$ Gy (Median 66 Gy, fraction size $1.8\~2$ Gy) with 3D-conformal radiotherapy, and Arm 2 received 59.4 Gy or less (Median 59.4 Gy, fraction size 1.8 Gy) with 2D-conventional radiotherapy. The Gross Tumor Volume (GTV) was defined by the surgical margin and the residual gross tumor on a contrast enhanced MRI. Surrounding edema was not included in the Clinical Target Volume (CTV) in Arm 1, so as to reduce the risk of late radiation associated complications; whereas as in Arm 2 it was included. The overall survival and progression free survival times were calculated from the date of surgery using the Kaplan-Meier method. The time to progression was measured with serial neurologic examinations and MRI or CT scans after RT completion. Acute and late toxicities were evaluated using the Radiation Therapy Oncology Group neurotoxicity scores. Results: During the relatively short follow up period of 14 months, the median overall survival and progression free survival times were $15{\pm}1.65$ and $11{\pm}0.95$ months, respectively. The was a significantly longer survival time for the Arm 1 patients compared to those in Arm 2 (p=0.028). For Arm 1 patients, the median survival and progression free survival times were $21{\pm}5.03$ and $12{\pm}1.59$ months, respectively, while for Arm 2 patients they were $14{\pm}0.94$ and $10{\pm}1.63$ months, respectively. Especially in terms of the 2-year survival rate, the high-dose group showed a much better survival time than the low-dose group; $44.7\%$ versus $19.2\%$. Upon univariate analyses, age, performance status, location of tumor, extent of surgery, tumor volume and radiation dose group were significant factors for survival. Multivariate analyses confirmed that the impact of radiation dose on survival was independent of age, performance status, extent of surgery and target volume. During the follow-up period, complications related directly with radiation, such as radionecrosis, has not been identified. Conclusion: Using 3D-conformal radiotherapy, which is able to reduce the radiation dose to normal tissues compared to 2D-conventional treatment, up to 70 Gy of radiation could be delivered to the GTV without significant toxicity. As an approach to intensify local treatment, the radiation dose escalation through 3D-CRT can be expected to increase the overall and progression free survival times for patients with glioblastomas.

  • Background: It is necessary to consider the overall countermeasure for analysis of nuclear activities according to the increase of the nuclear facilities like nuclear power and reprocessing plants in the neighboring countries including China, Taiwan, North Korea, Japan and South Korea. South Korea and comprehensive nuclear-test-ban treaty organization (CTBTO) are now operating the monitoring instruments to detect radionuclides released into the air. It is important to estimate the origin of radionuclides measured using the detection technology as well as the monitoring analysis in aspects of investigation and security of the nuclear activities in neighboring countries. Materials and methods: A three-dimensional forward/backward trajectory model has been developed to estimate the origin of radionuclides for a covert nuclear activity. The developed trajectory model was composed of forward and backward modules to track the particle positions using finite difference method. Results and discussion: A three-dimensional trajectory model was validated using the measured data at Chernobyl accident. The calculated results showed a good agreement by using the high concentration measurements and the locations where was near a release point. The three-dimensional trajectory model had some uncertainty according to the release time, release height and time interval of the trajectory at each release points. An atmospheric dispersion model called long-range accident dose assessment system (LADAS), based on the fields of regards (FOR) technique, was applied to reduce the uncertainties of the trajectory model and to improve the detective technology for estimating the radioisotopes emission area. Conclusion: The detective technology developed in this study can evaluate in release area and origin for covert nuclear activities based on measured radioisotopes at monitoring stations, and it might play critical tool to improve the ability of the nuclear safety field.

  • Aviation safety is the stage in which the risk of harm to persons or of property damage is reduced to, and maintained at or below, an acceptable level through a continuing process of hazard identification and risk management. Many accidents and incidents have been taking place since 2014, while there had been relatively safer skies before 2014. International civil aviation community has been exerting great efforts to deal with these emerging issues, thus enhancing and ensuring safety throughout the world over the years. The Preamble of the Chicago Convention emphasizes safety and order of international air transport, and so many Articles in the Convention are related to the safety. Furthermore, most of the Annexes to the Convention are International Standards and Recommended Practices pertaining to the safety. In particular, Annex 19, which was promulgated in Nov. 2013, dealing with safety management system. ICAO, as law-making body, has Air Navigation Commission, Council, Assembly to deliberate and make decisions regarding safety issues. It is also implementing USOAP and USAP to supervise safety functions of member States. After MH 370 disappeared in 2014, ICAO is developing Global Tracking System whereby there should be no loophole in tracking the location of aircraft anywhere in world with the information provided by many stakeholders concerned. MH 17 accident drove ICAO to install web-based repository where information relating to the operation in conflict zones is provided and shared. In addition, ICAO has been initiating various solutions to emerging issues such as ebola outbreak and operation under extreme meteorological conditions. Considering the necessity of protection and sharing of safety data and information to enhance safety level, ICAO is now suggesting enhanced provisions to do so, and getting feedback from member States. It has been observed that ICAO has been approaching issues towards problem-solving from four different dimensions. First regarding time, it analyses past experiences and best practices, and make solutions in short, mid and long terms. Second, from space perspective, ICAO covers States, region and the world as a whole. Third, regarding stakeholders it consults with and hear from as many entities as it could, including airlines, airports, community, consumers, manufacturers, air traffic control centers, air navigation service providers, industry and insurers. Last not but least, in terms of regulatory changes, it identifies best practices, guidance materials and provisions which could become standards and recommended practices.

  • Purpose : The purpose of this study is to analyze the mechanical and leaf speed accuracy of the dynamic multileaf collimator (DMLC) and determine the appropriate period of quality assurance (QA). Materials and Methods : The quality assurance of the DMLC equipped with Millennium 120 leaves has been performed total 92 times from January 2012 to June 2014. The the accuracy of leaf position and isocenter coincidence for MLC were checked using the graph paper and Gafchromic EBT film, respectively. The stability of leaf speed was verified using a test file requiring the leaves to reach maximum leaf speed during the gantry rotation. At the end of every leaf speed QA, dynamic dynalog files created by MLC controller were analyzed using dynalog file viewer software. This file concludes the information about the planned versus actual position for all leaves and provides error RMS (root-mean square) for individual leaf deviations and error histogram for all leaf deviations. In this study, the data obtained from the leaf speed QA were used to screen the performance degradation of leaf speed and determine the need for motor replacement. Results : The leaf position accuracy and isocenteric coincidence of MLC was observed within a tolerance range recommanded from TG-142 reports. Total number of motor replacement were 56 motors over whole QA period. For all motors replaced from QA, gradually increased patterns of error RMS values were much more than suddenly increased patterns of error RMS values. Average error RMS values of gradually and suddenly increased patterns were 0.298 cm and 0.273 cm, respectively. However, The average error RMS values were within 0.35 cm recommended by the vendor, motors were replaced according to the criteria of no counts with misplacement > 1 cm. On average, motor replacement for gradually increased patterns of error RMS values 22 days. 28 motors were replaced regardless of the leaf speed QA. Conclusion : This study performed the periodic MLC QA for analyzing the mechanical and leaf speed accuracy of the dynamic multileaf collimator (DMLC). The leaf position accuracy and isocenteric coincidence showed whthin of MLC evaluation is observed within the tolerance value recommanded by TG-142 report. Based on the result obtained from leaf speed QA, we have concluded that QA protocol of leaf speed for DMLC was performed at least bimonthly in order to screen the performance of leaf speed. The periodic QA protocol can help to ensure for delivering accurate IMRT treatment to patients maintaining the performance of leaf speed.

  • This paper describes the swimming and escaping behavior of amber fish, Seriola aureovittata released in the first bag net of the setnet and observed with telemetry techniques. The setnet used in experiment is composed of a leader, a fish court with a flying net and two bag nets having ramp net. The behavior of the fish attached an ultrasonic depth pinger of 50 KHz is observed using a prototype LBL fish tracking system. The 3-D underwater position ofthe fish is calculated by hyperbolic method with three channels of receiver and the depth of pinger. The results obtained are as follows: 1. The fish released on the sea surface was escaped down to 15 m depth and rised up to near the sea surface during 5 minutes after release. The average swimming speed of the fish during this time was 0.87 m/sec. 2. The swimming speed of the fish is decreased slowly in relation to the time elapsed and the fish showed some escaping behavior forward to the fish court staying 1 to 7 m depth layer near the ramp net. The average speed of the fish during this time was 0.52 m/sec. 3. During 25 minutes after beginning of hauling net, the fish showed a faster swimming speed than before hauling and an escaping behavior repeatedly from the first ramp net to the second one in horizontal. In vertical, the fish moved up and down between the sea surface and 20 m depth. After this time, the fish showed the escaping behavior forward to fish court after come back to the first ramp net in spite of the hauling was continued. It is found that the fish was escaped from the first ramp net to the fish court while the hauling was carried out. The average speed of the fish after beginning of hauling was 0.72 m/sec which increased 38.5 % than right before the hauling and showed 0.44 to 0.82 m/see of speed till escaping the first bag net. The average swimming speed during observation was 0.67 m/sec (2.2 times of body length).

  • The Ulleung Basin (Tsushima Basin) in the southwestern East Sea (Japan Sea) is floored by a crust whose affinity is not known whether oceanic or thinned continental. This ambiguity resulted in unconstrained mechanisms of basin evolution. The present work attempts to define the nature of the crust of the Ulleung Basin and its tectonic evolution using seismic wide-angle reflection and refraction data recorded on ocean bottom seismometers (OBSs). Although the thickness of (10 km) of the crust is greater than typical oceanic crust, tau-p analysis of OBS data and forward modeling by 2-D ray tracing suggest that it is oceanic in character: (1) the crust consists of laterally consistent upper and lower layers that are typical of oceanic layers 2 and 3 in seismic velocity and gradient distribution and (2) layer 2C, the transition between layer 2 and layer 3 in oceanic crust, is manifested by a continuous velocity increase from 5.7 to 6.3 km/s over the thickness interval of about 1 km between the upper and lower layers. Therefore it is not likely that the Ulleung Basin was formed by the crustal extension of the southwestern Japan Arc where crustal structure is typically continental. Instead, the thickness of the crust and its velocity structure suggest that the Ulleung Basin was formed by seafloor spreading in a region of hotter than normal mantle surrounding a distant mantle plume, not directly above the core of the plume. It seems that the mantle plume was located in northeast China. This suggestion is consistent with geochemical data that indicate the influence of a mantle plume on the production of volcanic rocks in and around the Ulleung Basin. Thus we propose that the opening models of the southwestern East Sea should incorporate seafloor spreading and the influence of a mantle plume rather than the extension of the crust of the Japan Arc.

  • Recently, It is increasing popularity to research on the soil remediation in aspect of management by reason of the hazardous impact on the contaminated soil in Korea. It was investigated high levels of arsenic salts in soil near abandoned five mines(Darak, Daduk, Jingok, Dalsung, Ilkwang) located in Youngnam area. Arsenic, classified as group A(Human Carcinogens) from IRIS, have shown statistically significant increment in skin cancer with oral exposure. This paper was conducted to predict excess cancer risk value (to the skin cancer) based on multiple pathway such as soil ingestion, dermal uptake and food(plant) ingestion contaminated by arsenic, and also, to identify the remedial goal regarded in future land use. The mine having the highest arsenic level was Daduk(mean : 1950mg/kg) and the next rank was Jingok(1690mg/kg), Ilkwang(352.37mg/kg), Dalsung(86.08mg/kg), Darak(0.83mg/kg). The chronic daily intake to the multiple exposure were calculated using Monte-Carlo simulation regarded in future land use and used q: value was $1.5(mg/kg/day)^{-1}$ to the oral proposed by IRIS(1997). The computated excess cancer risk 95th value to all the mine regarding future land use as residential and rural area were more than $10^{-4}$. If the level of acceptable risk is aimed for 1$\times$$10^{-6}$, it could be used Darak as commercial and industrial area without soil remediation due to the lowest risk value(6$\times$$10^{-8}$ and 3$\times$$10^{-8}$). Computated remedial goal based on 1$\times$$10^{-6}$ of acceptable risk to the future land use as the residential, rural, commercial and industrial area were 0.02mg/kg, 0.003mg/kg, 97.31mg/kg and 194.62mg/kg, respectively.
