A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

Predicting Due Dates under Various Combinations of Scheduling Rules in a Wafer Fabrication Factory

  • In a wafer fabrication factory, the completion time of an order is affected by many factors related to the specifics of the order and the status of the system, so is difficult to predict precisely. The level of influence of each factor on the order completion time may also depend on the production system characteristics, such as the rules for releasing and dispatching. This paper presents a method to identify those factors that significantly impact upon the order completion time under various combinations of scheduling rules. Computer simulations and statistical analyses were used to develop effective due date assignment models for improving the due date related performances. The first step of this research was to select the releasing and dispatching rules from those that were cited so frequently in related wafer fabrication factory researches. Simulation and statistical analyses were combined to identify the critical factors for predicting order completion time under various combinations of scheduling rules. In each combination of scheduling rules, two efficient due date assignment models were established by using the regression method for accurately predicting the order due date. Two due date assignment models, called the significant factor prediction model (SFM) and the key factor prediction model (KFM), are proposed to empirically compare the due date assignment rules widely used in practice. The simulation results indicate that SFM and KFM are superior to the other due date assignment rules. The releasing rule, dispatching rule and due date assignment rule have significant impacts on the due date related performances, with larger improvements coming from due date assignment and dispatching rules than from releasing rules.

Global Positioning System and Strengthening of Geodetic Network of Nepal

  • Nepal is a country of mountains The higher order geodetic points were mostly established on the top of mountains and these points were used for the geodetic network extension. Lower order geodetic control networks were established at different times and used for the surveying and mapping activities of the country.. It has been found that the rate of convergence between north and south borders of Nepal to be 21${\pm}$2 mm each year and the rate translation of Kathmandu to 55${\pm}$3 mm/year to the plates. The most intense deformation in Nepal occurs along the belt of high mountains along its northern border res ulting in a strain contraction rate normal to the Himalayan Arc. This belt is approximately 40 km wide and extends into southern Tibet.( 13). Recently Survey Department of Nepal has lunched a program of strengthening the existing geodetic network of Nepal and re-observed the position of higher order geodetic points by using geodetic GPS receivers to evaluate their position and thus to define the precision of the control points once again. This paper describes the observation procedure and the adjustment results of the existing higher order control network of Nepal established in different time using different types of equipment and techniques; and highlights the observation procedure and the result obtained after the post processing of the GPS observation results. Attempt has been made to give the procedure and identify the methodology for the re observation of existing higher order geodetic points by using GPS receiver and post processing the observed data so that the existing higher order geodetic points are within the given accuracy standard.

Dynamic Analysis of MLS Difference Method using First Order Differential Approximation (1차 미분 근사를 이용한 MLS차분법의 동적해석)

  • This paper presents dynamic algorithm of the MLS(moving least squares) difference method using first order differential Approximation. The governing equations are only discretized by the first order MLS derivative approximation. The system equation consists of an assembly of the approximate function, so the shape of system equation is similar to FEM(finite element method). The CDM(central difference method) is used for time integration of dynamic equilibrium equation. The natural frequency analyses of the MLS difference method and FEM are performed, and two analysis results are compared. Also, the accuracy of the proposed numerical method is verified by displaying the dynamic analysis results together with the results by the existing second order differential approximation. In the process of assembling the first order MLS derivative approximation, the oscillation error was suppressed and the stress distribution was interpreted as relatively uniform.

Position Controller Implementation Using the Fractional Order Derivative (유리차수 미분을 이용한 위치제어기 구현)

  • This study aims to apply the mathematical method of fractional order derivatives to the controller that controls the system response. In general, the Laplace transform of the PID controller has an exponent of the integer order of s. The derivative of the fractional order has a fractional exponent of s when it is transformed by Laplace transform. Therefore, this controller proposes a design method with the result of discrete time conversion. Because controllers with fractional exponents of s are not easy to design. This controller is applied to a standard secondary system and its performance is examined. Then, it applies to solenoid valve which is widely used in industrial field. A Luenberger's observer was designed to estimate the disturbance state and the observed state was applied to the fractional order controller. As a result, uniform and precise control performance was obtained. It was confirmed that the position error of the steady state is within 0.1 [%] and the rising time is within about 0.03 [s].

  • The emerging peer-to-peer (P2P) model has recently gained a significant attention due to its high potential of sharing various resources among networked users. Super-peer unstructured P2P systems have been found very effective by dividing the peers into two layers, super-peer and edge peer. Super peer deal with all Queries instead of edge peers. The existing P2P systems assume all super peers have equal roles and capabilities. However, all super peers don't so that edge peers should select the best super peer in order to handle Queries well. In this paper, we suggest the ISP2P (Intelligent Super-peer based P2P) which allows to select the best super peer to the edge peers. We classify super peers according as the capacity of a edge peer to a super peer. We show that considering the quality of a edge peer to a super peer can improve the performance of the response time and bandwidth.

  • Korea Aerospace Research Institute (KARI) has been trying for utilizing the polar station in Svalbard, Norway to receive the KOMPSAT-2 images, which are distributed and applied directly for Europe Space Agency (ESA) users. Now, KARI is operating the SpaceCapture-2 system that provides the KOMPSAT-2 catalogue service via the internet, whereas ESA is operating the EOLI-SA tool that provides access to the online ESA catalogues of Earth Observation (EO) products. This paper describes external interface based on service-oriented architecture in order to provide the KOMPSAT-2 catalogue service from the SpaceCapture-2 system to the EOLI-SA tool. As the KOMPSAT-2 catalogue service is available in the EOLI-SA tool through an implementation of external interface, the extend use of KOMPSAT-2 imageries is expected.

Dependency of SnO2 System Carbon Monoxide Gas Sensor on the Atmospheric Temperature & Humidity ($SnO_2$계 일산화탄소 가스 감지 소자의 주위온도, 습도 의존성에 관한 연구)

  • SnO2-ThO2-PdCl2-In2O3 gas sensing ceramic systems were studied in order to lowr the operating temperatures and reduce the dependence of ambient temperatures and humidities. Sensing materials were coated by brush on the alumina tube followed by the impregnation of solidfier(ethylsilicate). Coated species were dried and sintered at 75$0^{\circ}C$ for 30min. carbon monoxide gas detecting sensitiviteis were measured in various ambinet temperatures and humidities. In the composition of 94SnO2-5ThO2-PdCl2 system carbon monoxide gas detecting sensors showed the highest detecting sensitivities and the lowest operating temperature(15$0^{\circ}C$). As the ambient temperatures and humidities were increased, sensitivities were decreased. Because the oscillation effects were observed at high humidities, it was suggested that the sensitivities of sensors depend greatly on the humidities.

  • This study is to analyze the system of the architectural order on Seomi 2-dong village in An-Dong. The scope of this study concentrated on the 12 traditional houses situated on this area. The focus of this study is mainly to investigate the transition of this village, the arragement of houses related in geographical features of it, and the characteristics of the site and ground plans on these houses. As results of it, there are mostly Yeo-Kan houses(six spans sized) on Seomi 2-dong village in An-Dong and every house on this domain is in harmony with the systematic order of it.

Transmission Loss Analysis of Simple Expansion Chambers with Multiple Inlets and Outlets (다입력/다출력관을 갖는 확장관의 투과손실 해석)

  • Transmission loss of the simple expansion chamber with multiple inlet and outlet ports is obtained. Transfer matrices which represent the relation between the power variables(pressure and velocity) of inlets and outlets depend on the input relatons as well as the acoustic system parameters(i.e. geometry of the chamber, wall admittance, etc.). The analysis has been performed analytically, including the effects of higher order modes for the 2-inlet/1-outlet, 1-inlet/2-outlet and 2-inlet/2-outlet systems. This study yeilds that phase difference between the inlet ports can significantly increase the transmission loss in low frequency range.
