An Evaluation Study for APEC International Cooperation Projects : Focusing on the Perception of Participants (APEC 국제교육협력사업에 대한 성과평가 연구: 국제교육활동 참여자들의 인식을 중심으로)

  • This study conducted the international evaluation of the APEC educational cooperation projects initiated by the Korean government and drew out strategies and tasks for their sustainable implementation. To this end, eight projects implemented by the Institute of APEC Collaborative Education were selected for the evaluation which examined participants' awareness of and the degree of participation in the eight projects as well as contribution to the intended outcomes of the projects. An online survey was conducted to participants of the eight projects and 283 experts and participants from 18 economies responded. The descriptive analysis found that the participants of ALCoB Cooperation Project reported the most positive perception of the awareness while the participants of the ALCoB Internet Volunteers showed the lowest degree of participation in and contribution to the intended outcomes of the project. Based on the results, several suggestions for further progress in Korea's APEC educational cooperation were made.

The Study on the influencing to adopt national policies on international environmental issues (국제 환경기관의 환경문제가 국가정책채택에 영향력을 미치는 요인에 관한 연구)

  • This research paper examined to the influencing factors to adopt national policies of international organization's environment. For this a multivariate regression model has been used to examine cross-national differences in environmental policy adoption. The data analysis was conducted by regression analysis, the indexed point of international environmental agreements were ratified by each nation on the measure of independent variables for a sample of 130 countries in all parts of the world. From analysis results, overall, the regression analysis illustrates that the regression model generally fits our predictions for independent variables. The finding has revealed that external determinants are stronger than internal ones in explaining the level of national environmental policy adoption in relation to international environmental cooperation. Namely, All international environmental organizations, international nongovernmental organizations, and regional multinational institutes proved to function in a positive way in influencing number nations to have a favorable attitude toward international environmental policies. The findings of this study will provide helpful information on how to improve the efficacy of the Korean environmental policy system.

  • This paper explored the impact of adaptive efforts for the 4th Industrial Revolution(hereafter, 4IR) on social cohesion at national level. To examine this relationship, Latent Growth Model was applied to thirty one OECD membership countries, 2006-2015. Adaptive efforts for 4IR was measured by the 4IR Relative Readiness(WEF, 2016) and social cohesion was measured by Corruption Perception Index(Transparency International) and trust on politicians(WEF). Results showed that corruption perception significantly decreased by the 4IR Relative Readiness and legal protection(judiciary independency and corporate ethics) and trust on politicians significantly increased by judiciary independency. These results imply that public and corporate efforts for the 4IR does not necessarily have negative impact on social cohesion as long as legal protection such as judiciary independency and corporate ethics are equally pursuit at national level.

  • The purpose of this study is to analyze the cultural needs of foreign tourists, to investigate the cultural service elements that can be provided in 'Gamcheon Culture Village', to suggest concrete policy to improve cultural services, and ultimately to cultivate excellent international tourism culture brands in 'Gamcheon Culture Village'. In order to find out the cultural needs of foreign tourists, we conducted a case study on 'Gamcheon Culture Village' among the places where the urban regeneration proceeded. The study period was four months, and basic data were collected from foreign tourists from six countries through literature reviews, interviews and participation observation. Analysis of data was based on urban regeneration, cultural desire and service design theory, and we conducted content analysis. This study presented five cultural service goals of 'Gamcheon Culture Village'. First, it displays and promotes local characteristic culture. Second, it develops and sells cultural products. Third, it brings up a good tourist image. Fourth, it provides an unusual food. Fifth, cultural experience optimization. Through this study, it is expected to help improve the cultural service of 'Gamcheon Culture Village'.

Comparative Analysis on Research Trends of International Research Cooperation Subject by Country (국가별 국제연구협력 주제 연구동향 비교분석)

  • This study presents an analysis of a total of 101 papers on the theme of international research cooperation by nation, gathered from Web of Science. The findings of this study show that 20 nations published papers on the theme of international research cooperation with the ranking of U.K.(27 papers, 26.7%), the Netherlands(20 papers, 19.8%), U.S.(19 papers, 18.8%), Brazil and Spain(5 papers, 5.0%), Russia(4 papers, 4.0%), etc. South Korea was found to be in the lower ranking group(2 papers, 2.0%), suggesting that it still has a lower level of international research cooperation. Thus, particularly, researchers at universities by institution and humanities by discipline should activate the publication of papers on international research cooperation by expanding relevant projects so that the international research capabilities of South Korea should be bolstered.

  • Artificial Intelligence (AI) is to assumed to be one of next generation technology which determine technological competitiveness and strategic advantage of a certain country. By using the patent data, this study aims to have a comparative analysis of the technological competitiveness of evolving artificial intelligence at different stages of development among the five largest intellectual property offices in the world (IP5). For the analysis data, all AI technology patent data from 1956 to 2019 were utilized according to the classification system presented in the "WIPO 2019 Technology Trend: Artificial Intelligence" report published by the World Intellectual Property Organization (WIPO) in 2019. The results shows that China has already surpassed the United States in terms of the number of patent applications in the field of artificial intelligence technology. However, in the domains of the United States, Europe, Japan, and Korea, the technology competitiveness of the United States is far ahead of China. Interestingly, the rate of increase of Korea's technology competitiveness is also very fast, and it has been shown that the technology strength is ahead of China in non-Chinese domains. The significance of this study can be found in the fact that the temporal and spatial change process of technological competitiveness of significant countries in the field of artificial intelligence technology artificial intelligence was viewed as a macro-framework using the technology index (TS) the differences were compared.

Survey on Regulatory Status of Traditional and Complementary Medicine through Korean Embassies in 33 Countries (33개국 대한민국 재외공관을 통한 전통의학 및 보완대체의학 관련 제도 조사)

  • Objective : This study aims to investigate legal and regulatory status of traditional and complementary medicine (T&CM) focusing on regulation on health practitioners and health practice in 33 countries. Method : 33 countries were selected based on several factors such as interest of Korean medical doctors, strategic importance, and distribution over the world. The questionnaire was distributed to Korean embassies in 33 countries in March 2014 through Ministry of Foreign Affairs, and the answers from those countries were collected from April to September. 24 countries that provided sufficient information were included in the analysis. Results : 18 countries have law or regulation on T&CM. Only five countries regulate T&CM practitioners as medical personnel or health practitioner by law, and 12 countries have regulation on license or certificate. Half of 24 countries recognize license of T&CM practitioners issued abroad. There are nine countries that recognize T&CM practice as medical practice, and four of them regulate acupuncture as medical practice by western medical doctors or a few health practitioners recognized by the government. There are six countries that do not recognize T&CM practice as medical practice by law, but regulate it as practice that affect public health, and these countries have law or regulation on T&CM. Conclusion : As T&CM have great impact on public health, many countries have recently legislated law or regulation on T&CM. Rapid change in regulatory status of T&CM affects globalization of Korean medicine. Thus, development of timely strategies will be essential for it.

  • AIS 지역 국가들의 시멘트 소비는 1970년에 14.1백만톤에 달했으며 1985년에는 44.2백만톤에 달할 것으로 예측된다. 1970년의 생산 능력은 18.4백만톤으로 이것은 수요를 훨씬 상회하는 것이다. 이같은 과잉 생산 능력 상태는 1981년 후부터는 과잉 수요 현상으로 전환하게 될 것으로 예상 된다. 1985년 AIS지역 전체로 볼 때 공급 부족량이 약 11.5백만톤에 이를 것인 바 그 대부분은 한국 $\cdot$ 베트남 $\cdot$ 인도네시아에서 부족하게 될 것이다. 한국의 시멘트 산업은 AIS지역 국가들 중에서 생산 기술면이나 생산 효율면에서 가장 앞서 가고 있다. 그러나 한국에서의 생산 시설 확장은 이 지역의 공급 부족량 해결에 기여는 하지 못할 것이며 오직 자국내 공급난 해결을 하는데 그칠 것이다. 이 보고서에서는 두 개의 상이한 계획안이 검토되었는데 이것은 지역내 협력효과와 같은 경제적인면에 초점을 두었다. 비교적 지역 협력에 기여할 것으로 보이는 두 개의 안은 AIS지역내의 2개 국가에 시멘트 공장을 건설하는 것으로서 인도네시아에 세우는 년산 1백만톤 규모의 단일공장과 타이에 세우는 년산 1백만톤 규모의 3개 공장이 바로 그것이다. 인도네시아에 세우는 공장은 인도네시아 시장의 수요 및 나아가 1985년에 Sri Lanka에서 일어날 과잉 수요를 메우게 될 것이다. 타이에 세우게 될 공장은 자국의 시멘트를 조달하고 메콩강과 연해 있는 3개국 수요를 충당하게 될 것이다. 이것은 1개의 공장을 건설하고 후에 그 생산 능력을 3배가하는 방법으로 이 3개의 공장이 완성된다면 이것은 또한 몇가지 경제성을 얻게 될 것이다. 인도네시아와 타이의 이 계획은 1985년에야 완성될 것인데 건설 기간은 약 28내지 30개월이 소요될 것으로 추산된다. 한편 이 지역의 시멘트 판매가격을 톤당 22달러로 볼 때 생산비에 포함된 총회수율, 즉 추정소득과 총투자 사이의 관계에서 산출한 이상 2개 사업의 총회수율은 12.1 $\%$로 추산된다. 총부가가치는 인도네시아가 10.7백만달러, 타이가 23.9백만달러로서 합계 34.6백만달러로 추산된다. 이것은 총투자액인 166.0백만달러에 대하여 4.8의 총자본투자효율을 나타내는 것이다. 이 사업은 이 지역외에서의 시멘트 수입시와 비교하면 73.8백만달러의 외화를 절약하는 셈이 되며 이 외에도 약 1,740명의 고용 증대를 가져 올 수 있을 것이다. 시멘트 운송비는 생산원가와 세계시장 가격과의 사이에서 생기는 마진보다 더 비싸다. 이와 같은 사실은 시멘트가 지역 협력에 적합한 품목이 못된다는 것을 의미한다. 이것을 해결하기 위해서는 현재 세계 시멘트 시장가격을 상회하는 선에서 가격협정을 맺는 것이 이 지역 시멘트 공업 육성책의 하나로 필요 불가결한 실정이다.

International Achievement in Mathematics Content Areas Based on TIMSS 2003 (TIMSS 2003의 내용 영역별 수학 성취도 국제 비교)

  • This study presents results by the content areas in mathematics. Average performance is provided for five content areas: number, algebra, measurement, geometry, and data. Relative achievement is shown among the content areas for 4 countries in comparison to Korea. In number, Korea had lower average achievement than Singapore, especially for ratio proportion percent. Among 5 countries, Korea had the highest average achievement in algebra and geometry, but the lowest in attributes and units of measurement. In data, Korean students didn't learn the followings successfully: a) comparing characteristics of data sets and using mean, median, range, and shape of distribution, b) interpreting data sets (e.g., draw conclusions, make predictions, and estimate values between and beyond given data points), c) evaluating interpretations of data with respect to correctness and completeness of interpretation.

A comparative social policy study on determinants of work of old adults (중고령자 근로에 영향을 미치는 요인에 관한 비교사회정책학적 연구)

  • This study has sought to analyze factors affecting work and work preference of older adults at national and individual level. A few theoretical hypotheses such as economic need versus job opportunity (or employability), attitude toward paid work, pull effect versus push effect were tested for citizens in eighteen OECD countries with International Social Survey dataset(2005) using multi-level analysis. Main findings are as follows. First, most older adults wanted to work regardless of the socio-economic status, which implies that non-work of older adults would be due to involuntary constraint rather than voluntary choice. Second, there existed class inequality in that the higher class tended to involve paid work more than the lower class did among 55-64 age group. Third, the push factor such as part-time employment ratio, rather than the generosity of social security, explained the work and retirement patterns better. In conclusion, at least from the comparative perspective, the main problem of older adults' work seems to be of labour demand rather than of labour supply, to be of labour market structure and work opportunity rather than of the pull factor.
