The budget for the acquisition and R&D for the national defence systems has come out of tax payers' pockets. On the other hand, the weapon systems become more complex and thus the underlying costs tend to increase continuously. As such, the need for efficiently managing the budget has drastically increased. In accordance with this necessity, the Defence Acquisition Program Administration (DAPA) of Korea has issued the instruction No.65 dictating that systems engineering (SE) must be applied when weapon systems are acquired or developed in Korea. Specifically, a list of the products that should be generated from the acquisition programs is provided. The problem is that the unexperienced companies in the defence systems industry cannot easily know how to approach the new regulation. The purpose of this study is to devise a possible remedy to solve the problem. To do so, we first review the list of the products that are required by DAPA. Then, an appropriate systems engineering processes is studied for each product. Then, a necessary link between each product and SE process activity is identified and summarized. The result obtained may be useful as a stepping stone to develop more efficient method for the list of the products.

The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition.
This thesis is performed to suggest an objective and effective optimization plan of appraisal for archival values. Even though saving all of archives and records and passing them to descendants would be a strong preservation method, but preservation expenses cannot be ignored. Additionally the appraisal for archives is completed by selecting and preserving high-value records, preserving all of records seems not to be effective. In this aspects archivists have tried to find the appraisal standard to ensure the objectivity of it, however, existing studies cannot bring out positive method because of focusing on analyzing only theoretical analysis on appraisal. This study divides appraisal for archives in 3 steps; inquiry for the records creators, appraisal of archivists, appraisal of appraisal experts, and suggests the standard to increase objectivity and confidency of appraisal. The optimization plan of appraisal for archival values with the results of this thesis would influence on the revitalization of reappraisal for the archives in repository and archive of Korea.
The Ministry of Oceans and Fisheries has designated 17 species as harmful marine organisms with the purpose of managing harmful marine species that threaten health and property. In designating and managing harmful marine species, detailed and effective regulations were originally established in November 2015, and a minor amendment of the directive was published in 2019 - Directive on Designating and Managing Marine Ecosystem Invasive Species and Harmful Marine Species (hereinafter, the Directive). Thus, this study had two aims: Firstly, to increase public awareness of the harmful marine species management system run by the Ministry of Oceans and Fisheries via description of the present harmful marine species risk assessment system. Secondly, to improve the current risk assessment system by providing policy suggestions developed through review of the present harmful marine species designation and management system. In so doing, this study reviewed the 'harmful marine species - harmfulness risk assessment system' in both the definitions of "risk" and "assessment". As a result, the present definition of 'risk' adequately fulfills the policy aims on the Regulation of Marine Ecosystem, which includes an economic value. However, it seems that there is a loophole in the rules of risk assessment, lacking terms of reference in the definition of "risk". Moreover, with regards to risk assessment, a quantitative risk assessment system was sufficient but lacked elements of qualitative risk, suggesting future research in this area may prove useful in the management of harmful marine species.

The MOCT(Ministry of Construction & Transportation) gave a order named as "The guideline for computerization and application of geotechnical investigation result" to an affiliated organization in March 2007. Today, pilot project of construction of geotechnical information database is in process to be stable for its system after applying this guideline, and discipline how to input investigated data for related users. We have developed standard for geotechnical investigation result-format, metadata for distribution of geotechnical information and to coordinate based on world geodetic system. Also, We had a introduce to status with respect to use the input system, collect a statistics of input contents. At a result, improvement items of input system is proposed. It was analyzed that most users put to practical use easily as a result of education for making use of on the spot of the developed GIIS. But There were problems with the GIIS as well as complexity of metadata formation, such as error of moving part of information window, and a part of recognition error of install program in accordance with computer OS circumstances. Particularly, to improve some parts of GIIS is needed, because of use of or KNHC (Korea National Housing Corporation)-specific format and difference of input process followed by MOCT's guideline. In this study, it is planning to make up for occurred problems, and improvements when operating and managing the Geotechnical Information DB center in 2008.
The purpose of this study is to investigate about security service history during the 1st and 2nd Republic. The 3rd Republic, one of the important periods, deserves special emphasis until now. But Compared with 1st and 2nd Republic, the 3rd Republic is inferior. Although security service history excluded the 1st and 2nd Republic. This research focused on the two points about the chief of the presidential security and the law of presidential security special order. Firstly, the chiefs of the presidential security in 1st Republic were Kim, Jang-Heung Seo, Jung-Hak Kim, Kuk-Jin Kwak, Young-Joo. Secondly, The law of presidential security special order be specified in Korean presidential security for the first time. Before the 1st Republic already recognized the importance of security services when they adopted the first security service regulations on December 29, 1949, which comprised 25 articles. But this law was only focused on presidential security and promulgated the law more than 10 years ago than law of the office of the Presidential Security in 1963. Deplorable in this law was declared by statute on July 7, 1953 from the 1st Republic, but repealed in 1960 after the 2nd Republic. Thirdly, 2nd Republic established the presidential security organization with the new government has been formed. In spite of this organization can not be kept for a long time, 2nd Republic attempted to professional forms of presidential security organization. The research of secret service history must continue to advance for academical learning.
The concept of national security and the fundamental system for crisis management have departed from traditional methods and the importance of a national critical infrastructure crisis management has been emphasized. A national critical infrastructure crisis means a situation where human resource, material and functional system that may have a material effect on the critical functions of the government, the vitality and integrity of society, national economy and the safety of the public becomes disabled due to causes such as terrorism or major disasters. Although North Korea had been subject to numerous rounds of negotiations and sanctions as it continually developed nuclear weapons since the 1960s, it has also showed off its nuclear armaments through successful nuclear testings and missile launches. As the development and threat of North Korea's weapons of mass destruction becomes more noticeable and the range of its risk expands, this study focuses on the potential for an absence of leadership for national crisis management where the country's leadership, which should serve the critical role and function of handling national crises, becomes completely destroyed by the unexpected initial attacks by North Korea. As a result, the purpose of this study is to propose safety measures for the country's leadership in preparation for North Korea's threat of nuclear weapons by examining the concept and degree of risk of weapons of mass destruction with a focus on nuclear weapons, analyzing the substance of the threat of North Korean nuclear weapons and evaluating such threat. In conclusion, first, to ensure the normal functioning of a national crisis management system in the event of a national crisis, we must seek safety measures that conform to the scope and succession order of the leadership of the national crisis management for an Enduring Constitutional Government (ECG) and the Continuity Of Operations (COOP). Second, in the event of a national ceremony, the gathering of the country's leadership all together in an open place should be avoided. In unavoidable circumstances, the next in rank that will act on behalf of the current leader should be designated and relevant safety measures should be taken. Third, during time of peace, in preparation for national crises, the scope of protection for the country's leadership should be prescribed and specific security and safety measures should be implemented. Fourth, the succession order for acting president in the case of the death of the president pursuant to Articles 71 and 26(1) of the National Government Organization Act should reconsidered to see whether it is a reasonable provision that takes into consideration a national crisis management that corresponds to the threat of North Korean nuclear weapons and weapons of mass destruction. Pursuant to the Basic Guidelines for National Crisis Management set out under Presidential Directive No. 229, the Korean government is currently operating a case-by-case "crisis management standard manual" and its sub-manuals and has also prepared the Presidential Security Service's security and safety measure regulations regarding the acting president. Therefore, the Korean government should actualize the above points in the case-by-case crisis management standard manual and security and safety measure regulations regarding the acting president to implement and legislate them.
Many countries throughout the world have enacted laws on terrorism in the light of the changes that time has brought to them, geographical features, cultural values, and environmental elements. Especially some advanced European nations prescribe the definition of terrorism, the purpose of terrorism, the behavior of terrorism, and the types of crimes related to terrorism and so on for the following reason that it is more vital for the authorities concerned to investigate and punish terrorists after the rise of terrorism. In this regard, this paper analyzes legislative countermoves against terrorists of advanced countries such as France, Germany, and England and through this sheds light on the need of future anti-terrorism bills. The legislative basic guidelines directly to manipulate future terrors based on theories derived from this study could be summarized as follows. In the first place, providing laws on direct investigative power and harsher punishment to those involved in terrorism is a prerequisite for social security and thus the presidential directive of the state anti-terrorism action guidelines just deals with administrative measures without any effective response to terrorism. Hence it is urgent to make anti-terrorism bill concerning investigation and punishment of terrorists. In the second place, it is associated with the objectives of terror. The expression "all sorts of" stated in Korean law is so quite unclear that it can not fulfill the required conditions for naming it "crime". Comprehending provisoes of the crime that meets the purpose of the terrorists is necessary in order to investigate and inflict punishment on them. Therefore, it is advisable to establish specific and precise principles such as political, social, ideological, and religious purpose of terrorists in the bill. In the third place, to meet the flow of times of technicalization, informatization, such provisoes as destruction of electronic data system, crimes related to nuclear materials, purchases of weapons by terrorists, tax administration for prohibition of sale, and arson should be considered in terror bill. In the fourth place, nonselective attack toward unspecified individuals has become a serious issue in our society. Terrorists leave poisonous foods or beverages to crowded place or dump toxic chemicals into river intentionally. Therefore more strict regulations must be included in terror bill to prevent possible terrorist attacks.
This study proposes a new convergence weapon system that combines the covert placement and detection abilities of a self-propelled mobile mine with the rapid tracking and attack abilities of supercavitating rocket torpedoes. This innovative system has been designed to counter North Korea's new underwater weapon, 'Haeil'. The concept behind this convergence weapon system is to maximize the strengths and minimize the weaknesses of each weapon type. Self-propelled mobile mines, typically placed discreetly on the seabed or in the water, are designed to explode when a vessel or submarine passes near them. They are generally used to defend or control specific areas, like traditional sea mines, and can effectively limit enemy movement and guide them in a desired direction. The advantage that self-propelled mines have over traditional sea mines is their ability to move independently, ensuring the survivability of the platform responsible for placing the sea mines. This allows the mines to be discreetly placed even deeper into enemy lines, significantly reducing the time and cost of mine placement while ensuring the safety of the deployed platforms. However, to cause substantial damage to a target, the mine needs to detonate when the target is very close - typically within a few yards. This makes the timing of the explosion crucial. On the other hand, supercavitating rocket torpedoes are capable of traveling at groundbreaking speeds, many times faster than conventional torpedoes. This rapid movement leaves little room for the target to evade, a significant advantage. However, this comes with notable drawbacks - short range, high noise levels, and guidance issues. The high noise levels and short range is a serious disadvantage that can expose the platform that launched the torpedo. This research proposes the use of a convergence weapon system that leverages the strengths of both weapons while compensating for their weaknesses. This strategy can overcome the limitations of traditional underwater kill-chains, offering swift and precise responses. By adapting the weapon acquisition criteria from the Defense force development Service Order, the effectiveness of the proposed system was independently analyzed and proven in terms of underwater defense sustainability, survivability, and cost-efficiency. Furthermore, the utility of this system was demonstrated through simulated scenarios, revealing its potential to play a critical role in future underwater kill-chain scenarios. However, realizing this system presents significant technical challenges and requires further research.
Declaration of Air Defense and Identification Zones started with the United States in 1950, which was followed by declaration of KADIZ by the Republic of Korea in 1951. Initial ADIZ were solely linked with air defense missions, but their roles have changed as nations around the globe manifested a tendency to expand their influence over maritime resources and rights. In particular, China declared ADIZ over the East China Sea in October 2013 and forced all passing aircraft to submit flight plan to ATC or military authority, saying failure of submission will be followed by armed engagement. China announced it would declare another zone over the South China Sea despite the ongoing conflict in the area, clearly showing ADIZ's direct connection with territorial claim and EEZ and that it serves as a zone within which a nation can execute its rights. The expanded KADIZ, which was expanded in Dec 15, 2013 in response to Chinese actions, overlaps with the Chinese ADIZ over the East China Sea and the Japanese ADIZ. The overlapping zone is an airspace over waters where not only the Republic of Korea but also of China and Japan argue to be covering their continental shelf and EEZ. Military conventions were signed to prevent contingencies among the neighboring nations while conducting identifications in KADIZ, including the overlapping zone. If such military conventions and practice of air defense identification continue to be respected among states, it is under the process of turning into a regional customary law, although ADIZ is not yet recognized by international law or customary law. Moreover, identification within ADIZ is carried out by military authorities of states, and misguided customary procedures may cause serious negative consequences for national security since it may negatively impact neighboring countries in marking the maritime border, which calls for formulation of operation rules that account for other state activities and military talks among regional stake holders. Legal frameworks need to be in place to guarantee freedom of flights over international seas which UN Maritime Law protects, and laws regarding military aircraft operation need to be supplemented to not make it a requirement to submit flight plan if the aircraft does not invade sovereign airspace. Organizational instructions that require approval of Chairman of Joint Chiefs of Staff for entrance and exit of ADIZ for military aircraft need to be amended to change the authority to Minister of National Defense or be promoted to a law to be applicable for commercial aircraft. Moreover, in regards to operation and management of ADIZ, transfer of authority should be prohibited to account for its evolution into a regional customary law in South East Asia. In particular, since ADIZ is set over EEZ, military conventions that yield authority related to national security should never be condoned. Among Korea, China, Japan and Russia, there are military conventions that discuss operation and management of ADIZ in place or under negotiation, meaning that ADIZ is becoming a regional customary law in North East Asia region.
