  • The purpose of this study is to propose a method of designing a systematic panel survey at the institutional level to lay the foundation for data-based decision-making using vocational training teachers and instructors as the population. In this study, the target population and sampling frame, which are the main elements necessary for planning a panel survey, are proposed. Also based on expert advice and empirical data analysis, the sampling unit and sampling method taking into account the outer and inner variables are presented, comprehensively considering the representativeness of data, the efficiency and sustainability of data collection. As a result of the study, with the unit of the panel as a vocational training institution, a two-stage stratified proportional sampling plan is proposed so that the institution selected as the panel and the vocational training teachers and instructors belonging to the institution can participate in the survey. Based on this, implications for the panel survey sample design are presented.

  • In this article, I were trying to analyze the listed manufacturing companies' trend of productivity and the corporate education & training effect after the financial crisis. According to the analysis, the listed manufacturing companies have decreased their productivity since financial crisis, and from such declining trend. jobless growth and a growth without physical and human capital investment has been observed. Furthermore, there is no efficient labor force coordination within the manufacturing industry; In order to analyze the effect of education & training investment on productivity more deeply, I have practiced the dynamic panel data analysis from constructing the micro panel data which consists of company level information 1997~2008. According to the consequences, dynamic panel data analysis solved the problem of the overestimating education & training effect fairly well.

  • This study aims to compare and analyze the impact of labor unions on job training programs using two different longitudinal data, Workplace Panel Survey (WPS) and Korean Labor and Inocme Panel Study (KLIPS). By applying the Correlated Random Effect (CRE) model to both individual-level and establishment-level data, we observe that labor unions increase the likelihood that establishments provide employees with job training programs and workers participate in the trainings. Our results shed light on the role of labor unions to increase the opportunities of job training programs for workers.

  • The empirical study that used the logit model and the Heckman's selection bias model based upon 'Korea Labor & Income Panel Study' shows that the experience of job training has a positive effect on the probability of employment, as well as on the wage increase. The analysis also sheds light on the effect on employment with wage workers who experienced job training. When the discouraged unemployed are not classified as labor force participants, that is the unemployed, and the industrial dummy variables are excluded, logit estimation shows that training program in the public sector, not in the private sector, significantly increases their employment probability. However when these same workers are classified as the unemployed and the industrial dummies are included, logit estimation shows that public and private training programs has no effect on their employability.

  • Using the Korea Labor and Income Panel Study(KLIPS), this study analyzes the effects of profit sharing on employer-provided training. The estimation results of the fixed effect model that controls for endogeneity show that the workers of profit-sharing firms have a 6.7%-6.8%p higher probability of receiving employer-provided training than the workers of firms without profit sharing. They also show that the workers of profit-sharing firms have a 3.3%p higher likelihood of having employer-provided OJT than their counterparts. The impacts of profit-sharing on employer-provided training appear consistently regardless of the estimation models and in the subsamples. These findings support the hypothesis that profit-sharing promotes employer-provided training.

  • This study analyses a productivity effect by E&T and R&D activities via estimation of E&T stock, R&D stock, and patent stock in a corporate level. Particularly, the analysis reflects the effects of skilled training after estimating E&T stock from E&T flow. When a spillover effect of E&T is analyzed, a methodology using technical proximity concept becomes a new experiment. Also classifying long and short term effects from the usage of Dynamic Panel Data Analysis becomes a new trial, too. The results of study appear that the productivity effects from E&T investments are relatively lager than R&D investments. Through spillover effects and long-term effects E&T and R&D activities have a strong influence on the corporate's productivity.

  • This study focuses on the following question; self-supporting training program increases participants' income compare to non-participants who have similar characteristics. This question is based on counterfactual assumption. In other words, this study concentrates on what the outcomes would have been if the participants were to be absent. This study adopts a quasi-experimental design. To overcome previous study's methodological weaknesses, especially selection bias, I applied matching procedure based on a propensity-score matching. Matching process was performed by using 'MatchIt' software. The major findings are as follows From Least Squares Regression analysis, I found the poor's income are significantly different according to age, pre-intervention earning, material status, and participation of training. Since the poor have homogeneous education level, education variable was not statistically significant. From the Simulation Quantities of Interest analysis, I also found that treatment group's expected incomes are lower than control's expected incomes. In other words, participation of training has a negative effect on the participants' earnings.

  • This paper examines how the levy-grant system for on-the-job training affects individual workers' training level and the subsequent wage growth. Some notable results include: (i) the workers at the firms facing high net benefits (i.e., grant minus levy) receive more firm training indeed, and (ii) training provision raises post-training earnings substantially. All these results are found to be robust to changes in firm size and estimation method.
