Framework & Functions of Configuration Management (CM) in Nuclear Power Plants (NPP) (원자력발전소 형상관리 적용을 위한 Framework 및 생애주기단계별, 관리기법별 기능리스트 도출)

  • In the 1950s, the concept of configuration management (CM) was started by the US Department of Defense (DOD). Later, it has begun to be applied in aerospace, software, engineering, construction, and nuclear power industry. However, configuration management (CM) in the Korean nuclear industry was firstly utilized in 2006 only for selected parts of facilities, while the US nuclear industry has applied CM for the facilities' entire systems since 1990s. Furthermore, configuration management (CM) is in its conceptual stage in the Korean nuclear industry because of ambiguous CM concepts, lacks of CM professional manpower, non-computerization, and inadequacy of CM procedures and processes. In order to address this issues, seven industries (including defense, aerospace, software, engineering, architecture, civil engineering, nuclear power) that utilize the concept of configuration management (CM) were compared and analyzed based on the CM purpose, technique, and life-cycle perspectives. By an extensive literature review and expert interviews, this paper developed a framework of configuration management (CM) for the nuclear industry. And also, a list of functions based on life-cycle stages and CM techniques are developed for clarifying CM framework in order to promote practical applications.

  • The Fukushima Nuclear Disaster in 2011 and California Power Failure in 2001 are examples of the importance of the power plant safety management that caused huge national loss with a power-related mass casualty incident. In a situation where humans cannot live without electricity, efforts to strengthen the systematic firefighting safety management in power plants that produce electricity with large amounts of hazardous materials as fuel, such as nuclear energy, coal and gas, are essential to protect life and prevent property loss and stable economic growth from fire explosion accident or radiation leak due to the negligence of safety management and natural disasters such as earthquakes, which has recently become an issue. This study examined the operating situation of firefighting safety management in power plants with firefighting officials employed by five power generation companies including Korea Southern Power Co., Ltd. and Korea Hydro & Nuclear Power Co. Ltd., which are in charge of the domestic power supply. As a result, for the systematic firefighting safety management of power plants, improvement plans were drawn, including the development of an effective business manual and a comprehensive management system, the substantiality of firefighting safety education, and the strengthening of seismic designs to prepare for earthquakes.

Sensitivity Analysis of Depletion Parameters for Heat Load Evaluation of PWR Spent Fuel Storage Pool (경수로 사용후핵연료 저장조 열부하 평가를 위한 연소조건 인자 민감도 분석)

  • As necessity of safety re-evaluation for spent fuel storage facility has emphasized after the Fukushima accident, accuracy improvement of heat load evaluation has become more important to acquire reliable thermal-hydraulic evaluation results. As groundwork, parametric and sensitivity analyses of various storage conditions for Kori Unit 4 spent fuel storage pool and spent fuel depletion parameters such as axial burnup effect, operation history, and specific heat are conducted using ORIGEN2 code. According to heat load evaluation and parametric sensitivity analyses, decay heat of last discharged fuel comprises maximum 80.42% of total heat load of storage facility and there is a negative correlation between effect of depletion parameters and cooling period. It is determined that specific heat is most influential parameter and operation history is secondly influential parameter. And decay heat of just discharged fuel is varied from 0.34 to 1.66 times of average value and decay heat of 1 year cooled fuel is varied from 0.55 to 1.37 times of average value in accordance with change of specific power. Namely depletion parameters can cause large variation in decay heat calculation of short-term cooled fuel. Therefore application of real operation data instead of user selection value is needed to improve evaluation accuracy. It is expected that these results could be used to improve accuracy of heat load assessment and evaluate uncertainty of calculated heat load.

Study on the Code System for the Off-Site Consequences Assessment of Severe Nuclear Accident (원전 중대사고 연계 소외결말해석 전산체계에 대한 고찰)

  • The importance of severe nuclear accidents and probabilistic safety assessment (PSA) were brought to international attention with the occurrence of severe nuclear accidents caused by the extreme natural disaster at Fukushima Daiichi nuclear power plant in Japan. In Korea, studies on level 3 PSA had made little progress until recently. The code systems of level 3 PSA, MACCS2 (MELCORE Accident Consequence Code System 2, US), COSYMA (COde SYstem from MAria, EU) and OSCAAR (Off-Site Consequence Analysis code for Atmospheric Releases in reactor accidents, JAPAN), were reviewed in this study, and the disadvantages and limitations of MACCS2 were also analyzed. Experts from Korea and abroad pointed out that the limitations of MACCS2 include the following: MACCS2 cannot simulate multi-unit accidents/release from spent fuel pools, and its atmospheric dispersion is based on a simple Gaussian plume model. Some of these limitations have been improved in the updated versions of MACCS2. The absence of a marine and aquatic dispersion model and the limited simulating range of food-chain and economic models are also important aspects that need to be improved. This paper is expected to be utilized as basic research material for developing a Korean code system for assessing off-site consequences of severe nuclear accidents.

  • After Fukushima incident, negative sentiment towards nuclear power has led to transition in policies that reduce the dependency on nuclear power in some countries. President Moon of Republic of Korea also announced a national plan of decommissioning retired nuclear power plants stage by stage. Therefore, nuclear power that once was considered the critical solution to energy security and climate change is now a limited option. This study aims to find an optimal energy mix in Korea's electricity system from 2016 through 2030 to combat climate change through energy transition with minimum cost. The study is divided into two different scenarios; energy transition and nuclear sustenance, to compare the total costs of the systems. Both scenarios show that electricity generated by wind technology increases from 2018 whereas that of photovoltaic(PV) increases from 2021. However, the total cost of the energy transition scenario was USD 4.7 billion more expensive than the nuclear sustenance scenario.

핵융합용 초전도선재의 크롬도금기술

  • 화석연료의 남용으로 지구 온난화가 심화되어 환경과 생태계변화가 가속화되고 있고, 급속한 산업의 발달과 인류 삶의 질 향상에 따른 에너지 수요가 급증하고 있는 실정에 있으며, 일본 후쿠시마 원전사태로 원자력 에너지의 위험성으로 지구 인류환경은 심각한 국면을 맞이 하고 있어 대체 에너지의 하나로 핵융합 에너지 필요성이 증대되고 있다. 핵융합 에너지 연구 개발은 우리나라에서 KSTAR가 1997년부터 건설하기 시작하여 지난 2007년에 완공되어 지금 운용 중에 있고, 국제적으로 미국, EU, 러시아, 중국, 한국, 일본 인도가 참여하는 ITER 국제 공동프로젝트가 2004년에 건설을 시작하여 프랑스 카다라쉬에 실증 플란트를 건설 중에 있다. 이러한 핵융합 반응을 위해서는 10e-7이상의 높은 진공과 1억$^{\circ}C$ 이상에서 중수소와 삼중수소가 반응하여 발생하는 플라즈마를 제어 할 필요가 있으며, 초고온의 핵융합 플라즈마를 가두고 가동시키기 위해서는 약 12Tesla이상의 고자장 마그넷이 필요하다. 현재 ITER 실증 플란트에 사용되는 고자장 마그넷은 TF (Toroidal Field)코일과 CS (Central Field)코일에 Nb3Sn 초전도선재가 핵심부품으로 사용되고 있으며 ITER프로젝트에서는 약 850톤의 Nb3Sn 초전도선재가 사용될 전망이다. 그 중에서 일본 25%, EU, 러시아와 한국이 각각 20%, 중국7%, 미국8% 할당되어 참여국 대부분은 초전도선재를 전략적으로 공급하고 있다. 초전도 선재의 크롬도금은 1~2 마이크로미터 이하의 균일하고 얇은 도금 두께와 밀착성이 우수한 품질이 요구된다. 일반적으로 크롬도금은 산업현장에서 컨베이어 벨트 방식으로 장식이나, 내식성 및 내마모성의 특성을 필요로 할 때 사용되고 있으나, 선재에 크롬도금을 릴투릴(Reel to Reel) 방식으로 적용되는 경우는 세계적으로 아주 드물다. 핵융합 마그넷의 CICC(Conduct In Cable Conduit)도체를 만들기 위해서는 초전도선재를 이용, 3(Sc 2+OFC 1)$^*3^*5^*5^*6$형태로 연선과 케이블링을 하게 되며, 초전도 선재를 연선하고 케이블링을 할 때 크롬 도금층이 박리될 가능성이 있어 크롬도금 방법과 프로세스를 특별히 고안할 필요가 있다. ITER핵융합로 마그넷의 TF코일은 높이 14m, 폭 9m 최대자장 12Tesla, 최대전류 68kA, CICC도체 직경이 40mm로서 그 초전도 조관/도체 내부에 0.82mm 직경의 Nb3Sn 초전도 선재가 약 1350가닥으로 연선과 케이블링으로 구성되어 있다. ITER 핵융합 마그넷용 초전도 선재의 크롬도금은 마그넷 권선 후 Nb3Sn 초전도물질을 형성하기 위해서 $650^{\circ}C$에서 500시간 열처리를 실시하며 열처리 시 초전도 선재의 소선들 사이에 발생할 수 있는 소착을 방지하고, 초전도 선재에서 발생하는 AC loss를 감소시키며, Quench시 발생되는 열을 쉽게 확산시킴으로써, 초전도 마그넷의 열적 안정성(Thermal Stability) 향상과 필요에 따라서 소선간 통전울 가능하게 한다. 고려제강의 자회사인 케이에이티는 크롬도금 밀착성이 우수하고 도금두께 0.1마이크로 미터 이내 제어가 가능한 얇고 균일한 도금품질을 개발하여 한국형 핵융합 실험로인 KSTAR에 65톤 전량 공급하였고, 크롬 도금된 무산소동 선재 32톤과 초전도 선재 93톤을 전량 ITER 프로젝트에 공급하고 있으며, 2013년도 상반기에는 공급을 마무리할 예정이다.

  • Fire accidents in foreign countries, like the accident in a thermal power plant in Beijing, the accidents in domestic power plants, including Boryeong Power Plant in 2012 and Taean Power Plant in 2016, a disaster in a nuclear power plant in Fukushima in 2011 or the large-scale power failure in California in 2001 are safety accidents related to electric power, which caused losses in the people's stable lives and the countries. Electricity has an absolute impact on the people's life and the economy, so we can easily expect the serious situation affecting economic growth as well as direct damage to the protection of the people's lives and the losses of properties, if there are fire or explosion accidents or radioactive leak because of negligence in safety management, or problems because of natural disasters like an earthquake in power plants that generate electricity. In this study, it was drawn the improvement of the organizations exclusively in charge of firefighting, the operation of a program for the improvement of professional competency, the development of a customized firefighting management system for plants for systematic firefighting safety management and the improvement of the earthquake-proof correspondence system, which has recently become an issue, as measures for improvements through a survey of the actual conditions concerning the necessity of the construction of a firefighting safety management system for power plants with five power generation companies, including Korea Southern Power Co., Ltd., and the persons in charge of firefighting safety Korea Hydro & Nuclear Power Co., Ltd.

Experimental Evaluation of Bi-directionally Unbonded Prestressed Concrete Panel Blast Resistance Behavior under Blast Loading Scenario (폭발하중 시나리오에 따른 2방향 비부착 프리스트레스트 콘크리트 패널부재의 폭발저항성능에 대한 실험적 거동 평가)

  • In recent years, frequent terror or military attack by explosion, impact, fire accidents have occurred. Particularly, World Trade Center collapse and US Department of Defense Pentagon attack on Sept. 11 of 2001. Also, nuclear power plant incident on Mar. 11 of 2011. These attacks and incidents were raised public concerns and anxiety of potential terrorist attacks on major infrastructures and structures. Therefore, the extreme loading researches were performed of prestressed concrete (PSC) member, which widely used for nuclear containment vessel and gas tank. In this paper, to evaluate the blast resistance capacity and its protective performance of bi-directional unbonded prestressed concrete member, blast tests were carried out on $1,400{\times}1,000{\times}300mm$ for reinforced concrete (RC), prestressed concrete without rebar (PSC), prestressed concrete with rebar (PSRC) specimens. The applied blast load was generated by the detonation of 55 lbs ANFO explosive charge at 1.0 m standoff distance. The data acquisitions not only included blast waves of incident pressure, reflected pressure, and impulse, but also included displacement, acceleration, and strains at steel, concrete, PS tendon. The results can be used as basic research references for related research areas, which include protective design and blast simulation under blast loading.

  • Nuclear fuel cladding used in a nuclear power plant must possess superior oxidation resistance in the coolant atmosphere of high temperature/high pressure. However, as was the case for the critical LOCA (loss-of-coolant accident) accident that took place in the Fukushima disaster, there is a risk of hydrogen explosion when the nuclear fuel cladding and steam reacts dramatically to cause a rapid high-temperature oxidation accompanied by generation of a huge amount of hydrogen. Hence, an active search is ongoing for an alternative material to be used for manufacturing of nuclear fuel cladding. Studies are currently aimed at improving the safety of this cladding. In particular, ceramic-based nuclear fuel cladding, such as SiC, is receiving much attention due to the excellent radiation resistance, high strength, chemical durability against oxidation and corrosion, and excellent thermal conduction of ceramics. In the present study, cladding with $SiC_f/SiC$ protective films was fabricated using a process that forms a matrix phase by polymer impregnation of polycarbosilane (PCS) after filament-winding the SiC fiber onto an existing Zry-4 cladding tube. It is analyzed the oxidation and microstructure of the metal cladding with $SiC_f/SiC$ composite protective films using a drop tube furnace for thermal shock test.

  • March 11, 2010, in Japan located over East Sea of Korea, due to the strong earthquake tsunami, Fukushima Nuclear Power Plant was ceased and exploded resulting in leaking radioactive substances. Even though it was an accident happened in a nation, leaked radioactive substances were spread across the world moving along ocean currents and air current. Our nation also had terror and confusion about radioactive rain after the accident, and even though a year has been passed by after the accident, the problem on the radioactive contamination isn't solved. So to speak, nuclear accident of neighboring country is a threat to our nation but not only Japan but also Chinese ocean across the West Sea has nuclear power plants. Beside threat of nuclear accident of neighboring countries, North Korea in military confrontation is the world 3rd country holding chemical and biological weapons and can spray the biological weapons to South Korea at any time like Yeonpyeong-do bombard provocation in November, 2010. The study is the strategy confronting such threats and grafted artificial rain technology which is weather control technology. Since radioactive substances on radioactive accidents and North Korean biological weapons can differ in the density by the weather condition, only artificial rain technology can remove the threat perfectly but it is worth to try as the method to reduce damage and in the aspect of psychology. To use the artificial rain technology in the aspect of national security to acquire the public safety, research institutes such ADD should fulfill active and symbolic technology research development.
